DATE: FEBRUARY 8, 1977 PLACE: WEST ORANGE LIBRARY AUDITORIUM MEMBERS PRESENT: Vice-Chairman Teglia, Commissioners Bertucelli, Goldberg, Campredon, Mathewson (arrived late) MEMBERS ABSENT: Commissioner Mullin and Chairman Slade ALSO WRESENT: Acting City Planner William Costanzo Assistant Planner Mark Wheeler City Engineer Deputy Fire Marshal Robert Yee Fred Lagomarsino MINUTES OF PREVIOUS MEETING Mi nutes of the Pl anni ng Commi ss i on meeti ng of January~5., 1977 Commissioner Goldberg moved that the minutes of the regular meeting of the South San Francisco Planning Commission of January Z5, 1977, be approved. The motion was seconded by Commissioner Bertucelli and was passed by the following roll call vote: AYES: Vice-Chairman Teglia, Commissioners Bertucelli, Campredon, and Goldberg NOES: None ABSENT: Commissioners Mathewson, Mullin and Chairman Slade ABSTAINED: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING ng Chairman Teglia announced that this meeting of the South San Francisco Panning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. - 3701 - February 8, 1977 UP-76-368 SGR-MOD. 2 Continuation of discussion regarding construction of access road to Stonegate Ridge properties. Frank Aitken, Civil EngineeriJor the developer, introduced Keither Hastings, Civil Engineer for the design of the roadway. He discussed an alternate route for the road and explained discussions with the School Board and with owners which resulted in reaching an agreement. Slope of grade is to be kept under 15 percent grade, slightly over City Ordinance for maximum grade. March 1, 1977, deadline for design. Final approval by March 15, with final City approval by April 1, 1977. Construction from May 1st for 45 working days to construct roadway. City Engineer Yee commented on grade slope. All areas okay, as far as City is concerned. Neil Martin, representing Stonegate and E. G. Coopman, expressed concern over several property owners with regard to the road, as far as possible delays. Mr. Martin questioned requirement for removal of the barricade at the end of Eucalyptus (Page 2, Condition #7, City Engineer1s memo). Mr. Costanzo indicated access was needed for future development of remain- ing four acres. Commissioner Goldberg asked what the maximum gnade the City allows. Acting City Planner Costanzo stated 10 percent and up to 12 percent can be waived by City Engineer. Commissioner Mathewson asked what the status of building permit was. Secre- tary Costanzo stated that the road was being built by the Assessment District and that basically the City was responsible for completion of construction. Commissioner Bertucelli moved that SGR-Mod. 2 and UP-76-368 be approved subject to the conditions and limitations of the staff report with an amendment to Condition #1, Alternate Access of City Engineer, and deletion of Condition #7 of City Engineer1s report dated December 8, 1976, Stonegate Drive. Commissioner Goldberg seconded the motion and it was passed by the following roll call vote: AYES: Vice-Chairman Teglia, Commissioners Bertucelli, Campredon and Goldberg NOES: Commissioner Mathewson ABSENT: Commissioner Mullin and Chairman Slade SA-76-37 Amended Condition #1, Alternate Access, to read: IINo building permits for this subdivision shall be issued until the proposed road connecting Stone- gate Drive and Chestnut Avenue has commenced in construction to the satisfac- tion of the City Engineer.1I - ~7()? _ SA-76-37, cont1d Februa ry 8, 1977 Commissioner Bertucelli moved that SA-76-37 be approved subject to all of the conditions and limitations of the staff report with the above listed change. Commissioner Campredon seconded the motion and it was approved unanimously. UP-77-372 Request of Gordon Kenny to construct a second story addition to existing real estate office. Proponent: Gordon Kenny South San Francisco, CA Opponents: Mr. Kovacic 107 Arroyo South San Francisco, CA Donald Davidson 109 Arroyo South San Francisco, CA Beverly Davidson 109 Arroyo South San Francisco, CA Mr. Kovacic expressed an interest in seeing plans andexpr.e'ssed concerns with traffic problems already existing. Secretary Costanzo explained in detail the proposed addition. Mr. Davidson discussed concerns over traffic and parking problems already existing. He also expressed concern that the proposed expansion of the office would create additional problems of access to the area. Mr. Kenny, the applicant and a real estate broker, stated that additional space will be used strictly by his office. He indicated that no additional parking would be required. Mrs. Davidson stated that she has called the police and that they respond, but the cars are usually moved by the time the police arrive. Vice-Chairman Teglia asked for reassurance from Gordon Kenny that no additional parking would be required. Commissioner Campredon wished to be assured thatthe>exterior treatment of the addition would match the treatment of the existing structure. Secretary Costanzo assured him that the Architectural Committee had reviewed the plans and would look at them again to assure this. Vice-Chairman Teglia asked staff to investigate the doctor's office across the street as to whether it is now conforming or not. Copy of official transcripts would be helpful. _ ~7f'\~ UP-77-372, cont'd February 8, 1977 Comments were made regarding a breakdown of the parking ordinance for each need. Secretary Costanzo stated that certain parking requirements take into consideration on-street parking and that the highest parking required is always used in all cases. A final comment by Mr. Kovacic was that he felt, in light of the current water condition, that the water pitchers set up for the Planning Commission meeting were excessive. Commissioner Bertucelli moved that UP-77-372 be approved subject to all of the conditions and limitations of the staff report. Commissioner Campredon seconded the motion and it was passed unanimously. RZ-77-37 RESOLUTION NO. 2203 Application to amend the City's Zoning Map from R-l Single Family Residential to C-l Neighborhood Commercial at the northwesterly corner of Chestnut Avenue and El Camino Real. Secretary Costanzo indicated that the resolution for this item is missing, but that the motion should be in the form of a resolution and he would see that it is prepared. A discussion followed regarding the construction of buildings at it was noted that no construction of any building should be over an easement. It was further noted thit all adjacent lands in this area arer. zoned C-l. Commissioner Mathewson introduced the resolution and it was adopted by a unanimous roll call vote. COMMUNICATIONS Secretary Costanzo indicated to the Commission that the services of an intern have been acquired and that he will be working on zoning consistencies and HCDA block grant. Secretary Costanzo relayed the most recent comments on P.G.&E. He noted that staff spent all day Monday in hearings and that the Belle Air Island alternative was presented. Secretary Costanzo further indicated that the P.G.& E. subcommittee has invited South San Francisco to intervene in this matter. He noted that the City would have to decide if they want to inter- vene or not and that this would involve cross-examining in court. Vice-Chairman Teglia requested that the person taking the minutes at each meeting read each motion back to the Commission prior to the vote. - 3704 - February 8, 1977 GOOD AND WELFARE Commissioner Mathewson requested an update on McDonald's and on the Federal HCDA Block Grant Program. Secretary Costanzo noted that the Use Permit on McDonald's had been tabled and the applicant would be advising staff when they wished it resumed. He further noted that on the HCDA program~ an Advisory Committee was being set.'up. He further gave the Commission an update on each year's loan program and noted that loan applications are now being submitted to the County and that money will be lent out soon and the program will begin. South San Francisco will act as monitor only to the County, who is implementing the programs. Mr. James Keegan, 1245 Crestwood Drive, related some basic information on the Marina project in San Francisco. He indicated that a private developer/ owner of Tia Maria was proposing to develop a marina on Piers 39 and 40 in San Francisco. Acting Chairman Teg1ia wished an update on the frtlnancia1 aspects of the marina project. Secretary Costanzo noted that he has received no comments yet from D.P.S. The Commission recommended Gruen Gruen + Associates or the Bank of America as typical possibilities for a financial study. There being nothing further under Good and Welfare and no further communica- tions or other matters of interest for the Commission, Acting Chairman Teglia announced that the next regular meeting of the Planning Commission would be held on February 22~ 1977, at 7:30 p.mo in the West Orange Library Auditorium.
