Christians City Engineer Robert Yee MINUTES OF PREVIOUS MEETINGS Minutes of the Planning Commission meetings of April 25, 1978 and May 9, 1978 Commissioner Bertucelli moved that the minutes of the regular meetings of the South San Francisco Planning Commission of April 25, 1978, and May 9, 1978, be approved. The motion was seconded by Vice-Chairman ~1ullin, and was passed by the following roll call vote: Meeting of April 25,197.8 AYES: NOES: Chairman Campredon, Commissioners Bertucelli, Slade, and Vice-Chairman Mullin None .. ABSENT: ABSTAIN: None Commissioner Mathewson Meeting of May 9, 1978 AYES: Chairman Campredon, Vice-Chairman Mullin, Commissioners Bertucelli, Mathewson and Slade. NOES: None ABSENT: None ABSTAIN: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Campredon announced that th~s m~eting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. - 3949 - PUBLIC HEARING ITEMS May 23, 1978 RZ--78-45 An application of Maurice Brosnan to rezone from R-l, Single Family Residential to R-3, Multi-Family Residential, a portion of the property located on Willow Avenue north of Chestnut Avenue. Secretary Costanzo presented the staff report and indicated the staff recommenda- tion is to deny the R-3 zoning as requested; but rather to consider an RPD-40 zoning to permit better control over future developments from the City1s stand- point. Proponent: Maurice Brosnan 607 Poplar Avenue South San Francisco, CA Mr. Brosnan stated his desire to receive approval tonight to build a condominium project to provide a housing stock that is needed in this City. He specified that his project is not an apartment complex. Mr. Floj.d: Parma, Attorney at Law 6767 Mission Street Da 1 y City, CA Mr. Parma relayed the fact that an error of approximately 12,000~square feet had been made that would effect the total density. Mr. Parma indicated that the existing zoning would permit construction of 217 units. Mr. Edward Tybuec 1027 Sunnyside Drive South San Francisco, CA Mr. Tybuec stated that his objection was not necessarily against apartments, but not in his neighborhood. Mr. Tybuec requested the zone change be denied. Mr. Sam Milmeyer 1041 Sunnyside Drive South San Francisco, CA Mr. Milmeyer requested a report indicating why the apartments have never been completed. Secretary Costanzo replied that completion of these units will be tied into the application tonight. He further indicated the applicant1s agreement to amend the facade of the existing building to blend architectually with the new units being requested. Secretary Costanzo stated that to build apartment units would only require the filing of building permits by the applicant. Father M. C. Marks 307 Willow Avenue South San Francisco, CA Father Marks commended the Brosnan's on their superb project, however he ex- pressed his concern because of the change in the character of the neighborhood. - 3950 - May 23, 1978 Father Marks relayed his concern with respect to increasi~g the traffic. hazard along Willow Avenue. He further relayed information regarding effects currently being experienced by the development to date. He indicated his desire to have the residential character remain single family. Father Marks said that voter registra- tion would indicate the type of people expected in the development. The public hearing was closed. Paul Pizzonci No Card Mr. Pizzonci requested comments from the Police and Fire Departments. Chief Datzman responded that higher density definitely would mean a greater need for additional services. Bob Savage 799 Sequoia Avenue San t~a teo, CA Mr. Savage pointed out that the newest buildings have received excellent comments since construction was complete. Commissioner Mathewson questioned the reason for RPD-40? Vi ce-Cha i rman Mu 11 i n q ues t i oned the difference in safety and proj ected haza rds if development were to occur under the RPD requirements. Secretary Costanzo indicated that controls through the RPD development process would definitely be in the best interest of the City and the residents. Cluster- ing of units and providing off-street parking will reduce the effects on the sur- rounding areas. Secretary Costanzo illustrated at the blackboard what development without RPD zoning would be versus what RPD development would be like. Mr. Sam t1ilmeyer questioned how the City can control shopping carts from the adja- cent area as a result of the apartment construction. Commissionr Bertucelli questioned the maintenance of the exterior of the building. Secretary Costanzo indicated the association is responsible for all maintenance of the exterior of the building and the ground areas. Mr. Parma asked Secretary Costanzo if R-3 zoning would facilitate the project? Secretary indicated in the affi rmati ve. Vice-Chairman Mullin moved to deny RZ-78-45 for R-3 zoning of the property in question. Commissioner Slade seconded the motion. The motion was passed by a unanimous roll call vote. Vice-Chairman Mullin continued by recommending approval based on a RPD-40 designa- t i on for the property. Commi s s i one r Slade seconded the mot ion. The mot ion \'1as passed by a unanimous roll call vote. Accordingly, the associated RPD-78-4 for construction of 182 condominium units was tabled by unanimous vote until final City Council action on the zoning designa~ tion. - 3951 - SUBDIVISION AND PARCEL MAPS May 23, 1 978 P~1-78- 163 and Negative Declaration No. 166 An application by California Water Service for a Tentative Parcel Map to resub- divide one parcel into four parcels on property located noth of Mission Road be- tween Chestnut Avenue and Oak Avenue in the C-O Zone District. Mr. Doug Southworth, California Water Service 230 Miller Avenue South San Francisco, CA Mr. Doug Southworth questioned when the fire main required by the fire marshal would have to be installed? The Fire Marshall not being present, the question could not be answered. Accordingly this item was continued until this recommen- dation could be further investigated. PM-78-161 and Negative Declaration No. 162 An application by Hans R. Mullberg Inc. for a Final Parcel Map to create two par- cels on property located on the northwest corner of Victory Avenue and South Maple Avenue in the M-l Zone District. Hans R. Mulberg, Inc 16760 Oak View Circle Morgan Hill, CA Commissioner Slade motioned that PM-78~161 and Negative Declaration No. 162 be approved. Commissioner Mathewson seconded the motion. The motion was passed by a unanimous roll call vote. PM-78-157 and Negative Declaration No. 157 An application from Louis Arata for a Final Parcel Map to create four parcels from one on property located west of ~1ission Road between Holly A~venue and Sequoia Avenue in the IIU" Unclassified Zone District. Commissioner Bertucelli seconded the motion and t was passed by a unanimous roll call vote. - 3952 - May 23, 1 978 STUDY ITEMS ZA-77-7 and Negative Declaration No. 120 An application of the City of South San Francisco to amend the Zoning Ordinance to include additional parking provisions to Section 4.131 of Ordinance 353, as amended. Secretary Costanzo presented the staff report and indicated the survey results contained in the report breakdown of the apartment parking requirements in South San Francisco as well as cities on the Peninsula. Commissioner Slade questioned why Millbrae's parking requirement is so low across the board? Mr. Pat Brosnan 590 Rocca Avenue South San Francisco, CA Mr. Bro~nan indicated that Millbrae parking requirements are 1 space per unit. The Commission discussed the staff report and the City's requirements as compared to other cities in the area. Secretary Costanzo indicated the alternatives available be forwarded to the City CouDcil and further recommended the Planning Commission move to adopt Resolutions, Alternatives No.2 and 3. Secretary Costanzo read both Resolutions into the re- cord including the text. Commissioner Mathewson made a motion to adopt Resolution No. 2230, Alternative No.3 with noted changes and forward same to City Council for further consideration. A second not being necessary for Resolution approval, Resolution No. 2230, Alterna- tive No.3 with noted changes was adopted by a unanimous roll call vote. PRECISE PLAN OF DESIGN DESIGN CRITERIA Precise Plan of Design/Design Criteria - to review and consider revised ordinance to establish Precise Plan of Design/Design Criteria. Secretary Costanzo presented the staff report and informed the Planning Commission regarding the changes made in the final ordinance. Vice-Chairman Mullin moved to adopt the Precise Plan of Design and forward same to City Council. Commissioner Bertucelli seconded the motion and it was passed by a unanimous roll call vote. - 3953 - ~1ay 23, 1978 CITY OF SOUTH SAN FRANCISCO GENERAL PLAN UPDATE LAND USE ELEr1ENT C ty of South San Francisco, General Plan Update, Land Use Element - preliminary dscussion for input into a proposed amendment to the Land Use Element of the General Plan of the City of South San Francisco. Secretary Costanzo presented the staff report and commented on the progress and provided information for future discussion and input. ARTHUR HASKINS Arthur Haskins - to review and consider a resolution from the City Council to abandon a 15' wide portion of East Grand Avenue, south of the railroad tracks, east of Haskins Way in the M-2 Zone District. Secretary Costanzo presented the staff report and forwarded same to the City Council with no comments upon direction of the Planning Commission.
