Vice-Chairman Mullin arrived at 8:00 p.m. (The Planning

MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission meeting of April 11, 1978
Commissioner Bertucelli moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of April 11, 1978 be approved. The
motion was seconded by Commissioner Slade, and was passed by the following
roll call vote:

ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING
Chairman Campredon announced that this meeting of the South San Francisco Planninq
Commission would be recorded on tape, and that anyone who wished to come before
the Commission to be heard is requested to come to the front microphone so that
his or her comments become part of the official record.

Negative Declaration No. 144
Negative Declaration and Application of Fotomat Corp. to construct a drive-in
kiosk for film processing on the east side of El Camino approximately 100 feet
north of Chestnut Avenue in the C-l Zone District.
Secretary Costanzo presented the Staff Report. He went on to indicate that the
special condition with regard to painting the curb red for IINo Parking" is a
condition that m~y not be able to be applied.
Officer Carelli responded that his main concern is the potential for traffic
hazards.

Mr. Green indicated that Fotomat would be willing to remove the walk-up windows.
He further indicated that 121 is sufficient width for camper trucks to pass the
kiosk safely.
Commissioner Bertucelli suggested that a stop sign be added for traffic exiti~g'
onto El Camino.
Mr. Charles Petrocchi, 1010 El Camino Real, expressed his objection to additional
driveways along El Camino Real and their potential for affecting traffic flow.
He further expressed a desire to have the stop light on the corner equipped with
a right turn arrow.
Commissioner Slade questioned the use of restroom facilities in the adjacent
real estate building. Staff displayed a letter to this effect.
CommissionerSalde questioned the Parcel Map requirement.
Secretary Costanzo indicated that a Parcel Map would be required for lease areas
greater than 100 square feet.
Commissioner Slade questioned the applicant as to whether or not a wider driveway
could be provided.
Mr. Green indicated that he felt 12' would be sufficient for any campers to pass.
Mr. Green further stated that as a removable structure, this building is exempt
from the Subdivision Map Act.
Secretary' Costanzo read the section of the Map Act in question and indicated that
thi's City has no procedure established to exempt this application from the Parcel
Map procedure.

Mr. Green went on to say that this is true, but that the Planning Commission
may waive this procedure if they wish.
Secretary Costanzo indicated that Staff would not necessarily object to waiving
the requirement.
City Engineer, Robert Yee responded to questions with regard to painting the
curb red. He stated that rather than making it a Special Condition, the use
should be allowed first and if a problem is created, then it should be painted
red. He further stated that the approval to paint would be subject to Cal-Trans.
Commissioner Bertucelli motioned that UP-78-424 and Negative Declaration 144 be
approved subject to all Special Conditions and recommendations of all divisions
of the City of South San Francisco. Commissioner Slade seconded the motion and
it was passed by a unanimous roll call vote.
Commissioner Slade motioned that V-28-210 and Negative Declaration 144 be approved
subject to all Special Conditions and recommendations of all divisions of the City
of South San Francisco. Vice-Chairman Mullin seconded the motion and it was passed
by a unanimous roll call vote.
BOARD OF ZONING APPEALS
V-78-212 (Carlos Flores)
and
Negative Declaration No. 150
Negative Declaration and an application for a Density and Parking Variance in
an existing residence located at 318 Magnolia Avenue in the R-3 Zone District.
Secretary Costanzo presented the Staff Report including background on the criteria
for granting a Variance as mandated by Court Rulings.
Chief Building Inspector Ghilardi added that permits in 1966 were taken out for
interior modifications. A subsequent inspection revealed an illegal livable unit
in that area previously used for the garage.
Jess Hernandez, Attorney for the applicant, indicated that findings of fact to
justify the request are totally up to the Planning Commission to specify. He
went on to say that this property is unique in size compared to surrounding
properties.
Mr. Hernandez presented pictures to the Commission showing parking situations
at different times in and around this property. He went on to indicate that
this use does not present a hazard to surrounding residents or add to any
parking congestion problems. Mr. Hernandez stated that the Commission could
approve this application based on a finding of fact that the effects on the
surrounding community would be negligible.

Secretary Costanzo indicated that no proof exists as to when the conversions
were made. He further indicated that this request is a Use Variance and as such,
is prohibited under state law. Parking Variances are permitted with adequate
finding of facts.
Mr. Hernandez indicated that the current situation was created by the applicant
in 1969. He readdressed the issues of parking and density by pointing out
that neither issue is much of a problem.
Jesus Navarro, 600 Commercial Avenue. South San Francisco, CA stated that he
has never had a problem in parking at this location.
Antonia Narajijo, 476 Santa Barbara Avenue also stated that he has never had a
problem with parking.
Ernesto Flores, 210 Armour, #3 said that parking has never been a problem.
Jose Rodriguez, 342 Baden, no parking problems.
Alfonso Blankas, 314 11011 Street, Colma, no problem.
Alverto Abias - IINo albo Ingles" - translated by the attorney to say that this
application should be considered from a humanitarian outlook because of ignorance
to required permits, as well as not creating a bad situation.
Jesus Navarro indicated that the fireplace does not create a problem because it is
never used.
Chairman Campredon closed the public hearing.
Commissioner Bertucelli questioned Mr. Hernandez with regard to the safety of the
residents and who would accept the liability if this application is approved?
Mr. Hernandez stated that the residents accept the responsibility of their own
situation.
Secretary Costanzo disagreed in that the situation would be condoned by the City
by any such approval granted tonight.
Vice-Chairman Mullin indicated that the effects of approval here tonight would
have serious effects on the surrounding properties and especially on the amount
of similar requests.
Commissioner Slade indicated that discussion on the point is useless because of
the legal limitations by law.
Commissioner Bertucelli questioned how many people live in the house and how many
families.
Mr. Hernandez indicated that two (2) families with ten (10) people reside.

Chief Building Inspector, Roy Ghilardi pointed out that the openings within
three feet of property line must be closed.
Vice-Chairman Mullin recommended denial, subject to all testimony heard tonight
and based on analysis, findings and conclusions, including Staff findings of fact.
Commissioner Slade concurred with the motion as stated and seconded the recommen-
dation for denial. The denial was passed by a unanimous roll call vote.
. --CO[MA~CREEK ENRANCEMENT PROJECT
and
COLMA CREEK IMPROVEMENT SPRUCE AVENUE TO 12 MILE CREEK
Frank Addiego, Director of PUblic Services, presented a review of current and
future flood control projects. Mr. Addiego requested Planning Commission input
into the proposed linear park concept. Mr. Addiego went on to show, in graphics,
the alternatives available for improvements between Spruce Avenue and Orange Avenue.
He indicated that the two alternatives are a result of elimination of ten other
alternatives. His staff and the County are in agreement with Alternative #1 as
the best alternative.
Mr. Addiego indicated that time scheduling is of the essence in order to go to bid
and complete the project before the rain starts.
Chairman Campredon questioned where main problems exist.
Mr. Addiego indicated this area is the biggest bottleneck right now.
Commissioner Bertucelli recommended replacement with Eucalyptus trees.
Commissioner Slade indicated preference toward completion of this Public Works Projec
with the least amount of disturbance to the adjoining park.
Mr. Addiego indicated that additional monies needed to complete this project are
mostly paid for by local residents.
Vice-Chairman Mullin questioned the removal of trees vs. saving money. He further
indicated that additional specifics should be presented in order to better evaluate
and possible vote for the less expensive alternative.
Because of the effects on the users of the park and the environment, the Commission
agreed that Alternative #2 appears to be the vest viable alternative.
The Commission questioned the purpose of fencing this section of the channel. They
also questioned whether or not there would be a viable alternative to safety rather
than using the chain link fence.
Neil Cullan from the County Flood Control District indicated that the District would
work along with the City for the ultimate design.

At the conclusion of the Commission's discussion, it was moved and regularly
carried that:
1. The proposed Colma Creek improvements are in keeping with the
content and provisions of the City of South San Francisco Gen-
eral Plan.
2. Recommend to the City Council that the actual improvement plans
be modified to reflect the following Planning Commission recom-
mendations:
a. That the Colma Creek Enhancement Project from Spruce
Avenue to Orange Avenue include landscaping and trees
on both sides of the proposed creek and that rather
than chain link fencing, a wood rail or other type
of low decorative fence or hedge be used paralleling
the creek and the proposed linear park.
b. That the location of the creek channel through Orange
Avenue Park should be designed to leave as many ex-
isting trees as physically possible and further, that
the San Mateo County Flood Control District should be
required to leave the park in a condition at least
equal to the condition presently existing.
3. That of the alternatives presented by the Flood Control District,
Alternative No.2 appears to accomplish the above objectives and
is therefore accordingly recommended to the City Council for its'
review and further consideration.
4. That the City Council should request and require that the stock
gray of the concrete channel be mitigated by the includsion of
color pigmentation into the concrete mix and that brown and tans
are deemed to be acceptable for this purpose.

Negative Declaration No. 120
A Negative Declaration and application of the City of South San Francisco to amend
the Zoning Ordinance to include additional parking provisions to Section 4.131 of
Ordinance 353, as amended.
Staff presented Staff Report.
Mr. Tim Brosnan, 640 Rocca Avenue indicated that original ordinance could be changed,
depending on who is on the Commission or in the Planning Office.
Mr. Brosnan presented the Commission with the results' of a recent survey of approx-
imately 75 apartments in the City. The results of the survey are not complete at
this time, however, number of cars per unit of those surveyed is 1.21.
Secretary Costanzo indicated that he felt the results at this point seemed to be
accurate, however, they did indicate a trend toward a possible need for additional
parking.
Discussion followed as to the effects on the appearance of building design to
accommodate increased parking requirements.
John Brosnan, 760 Occidental, San Mateo, expressed concern with regard to common
driveway to accommodate new parking requirements. On-street parking would be greatly
affected by this approach.
Vice-Chairman Mullin suggested the matter be continued thirty days to allow the
results from the study to be more complete. So moved to be continued. The second
meeting will be in May.
Commissioner Slade directed that Staff include, in thirty days, the possibility
of creating a special zone for the downtown areas, i.e., those areas supplied with
alleys.

An application for a final Parcel Map to resubdivide existing parcels located
at the northerly corner of North Spruce Avenue and Hillside Blvd. in the R-3

Zone District.
Vice-Chairman Mullin motioned that PM-78-158 be approved subject to all conditions
and recommendations of all divisions of the City of South San Francisco. Commissione
Slade seconded the motion and it was passed by a unanimous roll call vote.
GOOD AND WELFARE
Secretary Costanzo suggested setting up a new procedure to limit the length of
Planning Commission meetings. His suggestion is to limit the meeting to a cut-
off time of 11:00 p.m. for considering all new items. All items open before
11 :00 p.m. will be heard in their entirety. The Commission agreed unanimously.
The meeting was adjourned at 1:00 a.m.
