Secretary Costanzo asked the Commission to continue this matter for an addi- tional thirty (30) days. The applicant wishes to further evaluate and con- sider the options available to him. The Commission agreed to continue this to February 14th, 1978. Proponent: None Opponent: Mr. Bill Calegari 770 Miller Avenue South San Francisco Mr. Calegari wished to have Staff notify him and send an agenda when this application comes to the Commission again. UP-77-420 & V-77-209 (Side 2 #093) Application for a Use Permit to establish a Recreational Vehicle Storage Facility at 1035 Mission Road in the "U" Unclassified Zone District and an application for a Variance to waive the required parking lot improvements on property located across Colma Creek from 1035 Mission Road in the "U" Unclassified Zone District. Secretary Costanzo presented the staff report and noted to the Commission that the City Attorney, in response to his memorandum, advised that Mr. McLennan did not need a Use Permit or Variance to continue the sale of liquor and for the existing parking lot. However, he is required a Use Permit for the Recreational Vehicle facility. Secretary Costanzo in response to Dr. Bona's comment advised him that this is a mixed zone area. -3886- UP-77-420 & V-77-209 cont'd January 12, 1978 Mr. McLennan came to the Commission and commented that he felt his business was a good interim use. Commissioner Mathewson questioned the safety of Mr. McLennan's property. Community Relation'sOfficer Carelli advised the Commission that Special Con- dition #4 would encourage theft, since the patrol unit would not be able to see inside the RV storage facility from the street. Mr. McLennan, in response to Officer Carelli's comment, advised that on a previous occasion they had discussed this matter and he had agreed to have security guards inside the RV storage facility. Commissioner Mathewson directed a question to Commissioner Slade, about the fact that after the RV facility is no longer in use, the residents of South San Francisco would come to the Commission and ask their advise on where to store their vehicles. The Commission then discussed the pros and cons of this use as a permanent use and as a interim use. Secretary Costanzo suggested that a Special Condition #17 be added to read, "That this permit shall expire on January 1, 1984, at which time the site shall be cleared of all vehicles ~nd structures, or the applicant may obtain a new Use Permit in accordance with Section 6 of Ordinance 353, as amended." Commissioner Mathewson suggested to Mr. McLennan that he notify his customers in writing of the 6 year lease. Chairman Teglia suggested that a condition be made to limit the use of the RV facility and not be used for parking by restaurant customers. Secretary Costanzo noted that the parking facility for the restaurant was more than enough for the restaurant. Mr. Jim Keegan asked the Commission on how this would effect the on-street parking on Antoinette Lane. Secretary Costanzo again noted that the restau- rant's parking lot was sufficient to handle the restaurant's customers. The Commission, Staff and City Engineer discussed the entrance to the RV faci- lity and City Engineer noted that the entrance and exit should be on Antoinette Lane because the bridge was built only for the restaurant's use. The Commission did not agree with heavy vehicles going through a residential area. Commissioner Slade motioned that UP-77-420 be denied because of the entrance and exit difficulties. Commissioner Bertucelli seconded the motion and was denied with the following roll call vote: AYES: Chairman Teglia, Commissioners Bertucelli, Mathewson and Slade. Proponent: Michael Ashley Resources Engineering & Management 343 El Camino Real South San Francisco Opponent: None Secretary Costanzo gave a detailed presentation on the tentative map. Mr. Ashley came before the Commission to advise he was present as a repre- sentative of W. W. Dean and would answer any questions the Commission may have. The Commission and Staff had a brief discussion on the 12 percent grade on the streets. The City Engineer noted that all streets had a 12 percent grade except for ~ne that has a 14 to 15 percent grade that was necessary because of 'a large existing utility line that could not be easily relocated. Commissioner Mathewson motioned that SA-77-40 and Negative Declaration #127 be approved subject to all the conditions and limitations. Commissioner Bertucelli seconded the motion and was approved with a unanimous roll call vote. REPORTS 701 COMPREHENSIVE PLANNING GRANT APPLICATION: (side 2 #682) Staff presentation for review prior to submittal of this year's 701 Comprehen- sive Planning Grant application to the State Office of Planning and Research. Secretary Costanzo presented the staff report. Commissioner Slade asked Staff to explain how the consultants for the H.C.D.A. Downtown Revitalization Program were chosen. Secretary Costanzo explained the process that was taken in selecting the consultants. Commissioner Mathewson asked Staff to keep the Commission abrief on the matter. Commissioner Mathewson motioned that 701 Comprehensive Planning Grant applica- tion be submitted to the State Office of Planning and Research. Commissioner Mullin seconded the motion and was approved with a unanimous roll call vote. UP-76-370: (side 2 #753) A memorandum from Staff with regards to the status Arthur C. Brincat. the application of Mr. Secretary Costanzo noted that this business is now closed and under a new owner. COM~1UN I CAT IONS HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM: (side 2 #759) Secretary Costanzo advised the Commission that there are approximately 9 -3890- January 12, 1978 HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM cont'd: rehabilitation loan applications submitted. One application has been approved and one is in the process. Secretary Costanzo also noted that they would start door to door interviews and mailing notices to the public directly. GOOD AND WELFARE Chairman Tegl ia was inquiring about the traffic and trucks in the f'v1ayfair Village area? City Engineer mentioned that a study of the traffic areas would be considered. Commissioner Slade expressed his concern on the input the Planning Commission and Staff has given to matters that come to the Commission. The Commission, Staff and Mr. Jim Kiegan expressed their opinions on this mattere Commissioner f'v1athewson asked if there was any problem with the drainage on E1 Rancho Drive Inn? City Engineer responded that there have been no com- plaints to this effect. There being nothing more to consider under Good and Welfare and no other communications or matters of interest for the Commission, Chairman Teglia announced that the next regular meeting of the Planning Commission would be held on January 24, 1978, at the hour of 7:30 p..m, in the West Orange Avenue Library Auditorium.
