Chairman Tegila moved that the minutes of the regular meeting of the South San Francisco Planning Commission of November 22, 1977 be approved. The motion was seconded by Vice-Chairman Goldgerg and was passed by the following ro 11 call vo te : AYES: Chairman Teglia, Vice-Chairman Goldberg, Commissioners Bertucelli, Campredon, Mullin and Slade NOES: ABSENT: ABSTAINED: None None Commissioner Mathewson ANNOUNCEi1ENT CONCERNING TAPE RECORDING OF MEETING Chairman Teglia announced that this meeting of the South San Francisco Planning Commission would be recorded on 'tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. - 381,6- December 13, 1977 Secretary Costanzo advised the Commission that items 6 (V-77-208) and 8 (PM-77-151) of the Agenda for December 13, 1977 be continued to the Planning Commission meeting of January 10, 1978. UP-77-417 (side 1 #008) An application for a Use Permit to establish a club facility at 215 Miller Avenue in the C-2 Central Commercial Zone District. Secretary Costanzo presented the Staff Report and noted that Special Condition #8 be added to read, "That training sessions be conducted in such a manner as not to be a nuisance to the general public or the adjacent residential areas in particular." Proponent: Richard M. Harnett, Manager Conquistadors Drum & Bugle Corps 213 Rainier Avenue South San Francisco Opponent: None Mr. Harnett advised the Commission he had received and reviewed the Staff Report and agreed to all the conditions. Commissioner Mullin asked Mr. Harnett if they had two buses for the club. Mr. Harnett responded that they did have two buses but would not be keeping them at this address. Commissioner Mullin asked the Chief Building Inspector why they were required to have two (2) drinking fountains. Chief Building Inspector Ghilardi advised that this is required by the Building Code based on the maximum occupancy load during bingo games. Commissioner Campredon asked if the entire b~nd would be practicing at the same time. Mr. Harnett advised that only part of the group would be practicing at any given time. Commissioner t1athewson questioned who would be responsible if this turns out to be a nuisance. Commissioner Mathewson proposed that a review of this applica- tion be done in twelve (12) months. The Commission did not concur with this suggestion. Chairman Teglia asked Mr. Harnett to explain the club's activities and what nights they would be using this building. Mr. Harnett responded that their regular meetings were once a month, with rehearsals once a week and bingo games bi-weekly. Commissioner Bertucelli expressed concern with the existing parking problem because of other clubs in the same area and that having bingo on Saturday nights here also would only increase this problem. Chairman Teglia asked that the Community Relations Officer speak for the Police Department on this matter. Officer Carelli advised that the Police Department was only concerned that they follow all of the regulations specified in the Bingo Ordinance. With regard to problems, he assured that they would enforce parking violations as always. -3877- UP-77~417 cont'd December 13, 1977 Commissioner Bertucelli~uggested that there be a Special Condition restricting the bingo nights on Saturday. The Commission did not concur. Commissioner Bertucelli then motioned that UP-77-417 be approved subject to all the Special and Standard Conditions and Limitations, including added Condition #8. Commissioner Campredon seconded the motion and was approved with a unanimous roll call vote. UP-77-418 (side 1 #129) An application for a Use Permit to convert an accessory structure into a second single-family residence on a building site at 758 Miller Avenue in the R-2 Duplex Residential Zone District. Secretary Costanzo presented the Staff Report. Proponent: Leland Vern Steffey 758 Miller Avenue South San Francisco Opponent: William Calegari 770 Miller Avenue South San Francisco Mr. Steffey noted that two years ago~ he had done about 25 percent of the improve- ments and this included the roof, windows and closing the double door at the rear because of theft. He felt h~ was not repairing the building but just cleaning it up. He further advised that he was not aware of the required Variance on Item #1 of the findings~ and would like additional time to work on this with Staff. Mr. Calegari came before the Commission and suggested that this Use Permit not be approved. As a neighbor, he expressed concerns that the approval of this permit as submitted would be detrimental to the neighborhood. Commissioner Mathewson questioned the size of the building and the location of the doors. Commissioner Sl ade noted that this buil ding wou,ld not be connected to the other existing building. Secretary Costanzo suggested that this item be continued to January 10, 1978 to give the applicant and Staff more time to work together on a design solution. Mr. Steffey advised that he would like to work with the staff on this. Chairman Teglia ordered that UP-77-418 be continued to January 10, 1978. UP-77-419 (side 1 #295) An application for a Use Permit to exceed 100 squar feet of signing at 300 Shaw Road in the M-2-H Zone District. -3878- UP-77-419 cont'd December 13, 1977 Secretary Costanzo presented the Staff Report. Proponent: John Ivers, Owner 300 Shaw Road South San Francisco Opponent: None Mr. Ivers came before the Commission and advised that he agreed with the conditions and limitations on the Staff Report and reviewed the proposed sign with the Commission. Commissioner Mullin motioned that UP-77-419 be approved subject to Special and Standard Conditions and Limitations. Commissioner Slade seconded the motion and was passed with a unanimous roll call vote. Secretary Costanzo presented the Staff Report and recommended that these two items be heard at the same time. Commission agreed. Proponent: Jim McLennan San Bruno Investment Company 383 San Bruno Avenue, West San Bruno William Dempsey Opponent: None Mr. McLennan brought to the attention of the Commission that the Carriage House had been forced to close because of the Calma Creek improvements and realignment of Mission Road. He continued by saying that their liquor license had not expired and that their original Use Permit should be considered still effective for continuation of the same operation. The Commission had an extensive discussion regarding the necessity of the new Use Permit, Variance, conditions that could be imposed and also what BART would be doing on this property. It was concluded that a written determination would be obtained fr0m the City Attorney to clarify the necessity of the Use Permit. Chairman Teglia moved that these items be continued to January 10, 1978 meeting to obtain the City Attorney's determination. Proponent: Wayne Lanners Parking Company of America 2125 Telegraph Avenue Oak 1 a:nd Mr. Louis Poletti 333 El Camino Real South San Francisco Opponent: None Mr. Lanners advised that they wanted to put their registered trade mark on the proposed sign. Mr. Poletti, the neighboring property owner, advised that he was aware of the extent. of this Use Permit application and this would not effect his property. Commissioner Goldberg asked Mr. Lanners if he intended to put up a fence? Mr. Lanners 'advised that he had discussed this with the other businesses and found it unnecessary. Commissioner Campredon motioned that Up...77-421 be approved subject to all Special and Standard Conditions and Limitations. Commissioner Bertucelli seconded the motion and was passed with a unanimous roll call vote. PM-77-152 Negative Declaration #141 (side 1 #672) An application for a Tentative Parcel Map to create three (3) parcels on property located West of r~ission Road at the terminus of Evergreen Drive in the "U" Un- classified Zone District, and Negative Declaration #141. Secretary Costanzo presented the Staff Report. Proponent: Mr. Louis Attilio Arata Civil Engineer & Surveyor 1 La Cruz Avenue t~i 11 brae 94030 John Musante 209 Turnstone Court Foster City 94404 Opponent: None Mr. Arata questioned the City Engineer1s Condition sidewalk. The City Engineer, Bob Yee, recommended to the Commission that this condition be imposed now so that the children coming to and from school would have a safe place to walk. Mr. Arata noted that the children always go through the property instead of going around where the sidewalk would be. Commissioner Campredon asked how far the sidewalk would be extended. City Engineer noted that the sidewalk would not be completely finished even with this condition. Commissioner Mathewson motioned that PM-77-l52 and Negative Declaration #141 be approved subject to all the Special Conditions and other Departments I conditions. Vice Chairman Goldberg seconded the motion which was passed with a unanimous roll call va te . PM-77-l53 (side 1 #773) An application for a Tentative Parcel Map for a minor lot line adjustment on property located at the north-west corner of Grandview Drive at Point San Bruno Boulevard in treM-2-H Zone District. Secretary Costanzo presented the staff Report. Proponent: Ben Weaver, Agent ~~i 1 sey & Ham 1053 E. Hillsdale Blvd. Foster City, CA Opponent: None Chairman Teglia questioned City Engineer's recommendation #3. City Engineer Bob Yee noted that this condition would insure the City of any repairs needed in case of damage during construction. Vice Chairman Goldberg motioned that PM-77-153 be approved, subject to all the Special Conditions and Departments I conditions. Commissioner Mathewson seconded the motion and it was passed with a unanimous roll call vote. PM-77-154 (side 1 #798) An application for a Tentative Parcel Map on property located on Nora vJay, east of Willow Avenue in the R-3 Multi-Family Residential Zone District. Secretary Costanzo presented the staff~port. Proponents: Maurice Brosnan 607 Poplar Avenue South San Francisco Opponent: None -3881- PM-77-154 cont'd December 13, 1977 Mr. Brosnan came before the Commission to make it known that he agreed with all of the conditions and limitations of the Parcel Map application. Commissioner Bertucelli motioned that PM-77-l54 be approved, subject to all the conditions and limitations. Commissioner Campredon seconded the motion which was passed with a unanimous roll call vote. R E P 0 R T S (side 1 #823) DP-77- 212 Request to appeal the Architectural Committee's determination with regards to the use of A10ca aluminum siding to replace the existing Tex-coat at Stonegate Ridge Planned Community. Secretary Costanzo presented the Staff Report. Proponent: Carolyn Gatlin 816 Ridge Ct. SSF, CA Joaquin M. Gonzalez 836 Ridge Ct. SSF, CA Joan Grant, Secretary Homeowners Association 862 Stonegate Drive SSF, CA Felix Ledbetter Challenge Development P. O. Box 7470 Menlo Park, CA Charles Getz 845 Ridge 'Ct. SSF, CA Joseph Ryan 1939 Harrison Oa k 1 and, CA Opponent: None Mr. Ryan advised the Commission that Challenge Development Co., was offering to install aluminum siding to replace the deteriorating Tex-coat. r~r. Ryan also noted that the replacing with aluminum siding would not be that much of a difference in appearance. Ms. Joan Grant, Secretary of the Stonegate Ridge Homeowners' Association, commented that the Association had agreed to the aluminum siding as a feasible option to cover up the badly deteriorating Tex-coat. Mr. Charles'Getz, also in the HOmeowners' Association, commented that the Association had agreed to the .aluminum siding. He added that they were concerned with the immediate problem with the rainy weather coming, but, at the same time, wanted durability and good appearance. He suggested that the Commission deny the Architectural Committee's recommendation, and he agreed with Challenge Development's offer. Secretary Costanzo expressed his concern to the Commission on the aluminum siding and felt Challenge could offer the Homeowners something better within ~he acceptable range. Chairman Teglia asked for a comment from Staff as to what the Architectural Committee had discussed on this matter. - 3882- DP-77-212 cont'd December 13, 1977 Secretary Costanzo advised that the Committee had agreed to replace Tex-coat with Tex-coat or any other material within the acceptable range. Mr. Ryan questioned the Architectural Committee's expertise for the basis of its decision. Chairman Teglia advised Mr. Ryan that the Architectural Committee is comprised of two professionally-licensed Architects, a Landscape Architect, and a Building Designer. Ms. Joan Grant noted that, at the present time, they were concerned with pro- tecting their homes from the winter weather. Chairman Teglia asked for a comment from Challenge as to why they did not consider any of the other alternatives given by the Architectural Committee. Mr. Ryan responded that aluminum siding is used very effectively in the East, and felt confident with its use here. He also noted that aluminum siding is less expensive than Tex-coat. Secretary Costanzo explained to Challenge that the Planning Commission and the Architectural Committee held a joint meeting to discuss the various acceptable materials for replacement in units in the P-C Zone and aluminum siding was speci- fically rejected. Secretary Costanzo continued and presented various acceptable materials to the Commission, Challenge Developments, and the Homeowners. Commissioner Mullin moved that the Architectural Committee's denial of DP-77-212 be upheld. Commissioner Slade seconded the motion and the denial was upheld by a unanimous roll call vote. GP-77-9 (side l/second rotation #184) Study session on proposed amendments to the Circulation Element of the General Plan. Secretary Costanzo presented the Staff Report and made a brief presentation of the map display. The Commission decided to examine and study the map further at a later date. COMMUNICATIONS EMPLOYMENT DEVELOPMENT DEPARTMENT: (side l/second rotation #262) Secretary Costanzo presented a recent letter to inform the commission on the pro- posed improvements and informed that completion will be required no later than December 30, 1977. HCDA FOURTH YEAR PROGRAM: Secretary Costanzo presented staff report for information only. SAN FRANCISCO BAY CONSERVATION & DEVELOPMENT COMMISSION (side l/second rotation #283) Secretary Costanzo presented resolutions to which their Permit No. 23-77 was issued. This report was for information only. December 13, 1977 OYSTER POINT MARINA/PARK EXPANSION PROJECT (side l/second rotation #289) Secretary Costanzo presented the Staff Report and recommended that this be re- viewed and then referred to the City Council for final implementation. Mr. Abey, Architect for the project, presented an extensive renderence on the Master Plan. The Commission, in response to his presentation, has several questions regarding the traffic, parking facilities, and launching ramps. Commissioner Mullin noted that other marinas, much smaller than Oyster Point Marina, have more than one launching ramp. Mr. Abey noted that there was space to build another ramp if needed. Mr. James Keegan, resident of South San Francisco, expressed his concern for the traffic and that this area be guaranteed more open space and park areas. Mr. Kenneth Herdman, Consultant, presented Tables 1 through 4 from the staff report and gave an extensive explanation. The Commission, Staff, and City Engineer discussed these tables. Commissioner Mullin asked Staff to look into the names of Mr. John t~ackenhausen and Mr. Walter Neasbit (taken from Table 3) and their titles. (End of Side 1 #868 second rotation) (Side 2 continues #000) Chairman Teglia brought to the attention of the Commission the fact of parties at the Rod & Gun Club ~ori weekends and the traffic involved at that time. Commissioner Slade moved that the Oyster Point Marina/Park Expansion Project be referred to the City Council for final implernentation. Vice Chairman Gold-Pferg seconded the motion which was passed with a unanimous roll call vote. GOOD AND WELFARE (side 2 #55) Chairman Teglia asked Secretary Costanzo for an update on Mr. Brincat's application. Secretary Costanzo responded that this would be coming up on January 10, 1978 meeting. There being nothing more to consider under Good and Welfare and no other communi- cations or matters of interest for the Commission, Chairman Teglia announced that the next regular meeting of'the Planning Commission would be held on January 10, 1978, at the hour of 7:30 p.m., in the West Orange Avenue Library Auditorium.
