It was noted that on page 3803, in the fourth paragraph, the Taco Bell should be changed to read McDonald's and that the hours of operation should be changed to Monday through Friday, 10 - 11:00 p.m. and Saturday and Sunday, 9 - 12 p.m. The Commission also requested that any changes to the Special Conditions on page 3804, under UP-77-397, should be written out into the minutes. It was also noted that on page 3807, under UP-77-400,the third paragraph, "cypress, redwood or pine" should be changed to "eucalyptus, redwood or pine." Commissioner Bertucelli moved that the minutes of July 12, 1977 of the regular meeting of the South San Francisco Planning Commission be approved subject to the changes noted above. Commissioner Campredon seconded the motion and it was passed by the following roll call vote: AYES: Commissioners Bertucelli, Campredon, Mathewson, Slade, and Chairman Teglia NOES: None ABSENT: Vice-Chairman Goldberg and Commissioner Mullin ANNOUNCEMENT CONCERNING TAPE RECORDING OF THE MEETING Chairman Teglia announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, but that anyone who wished to come before the Commission to be heard, but who objected to having his or her voice recorded in this manner, could request the Chairman to order the tape recorder turned "off" for the duration of the time that he or she is speaking or is heard. _ ~Q l? _ August 9, 1977 UP-77-388 An application for a Use Permit to relocate two off-site advertising structures located east of and adjacent to the Bayshore Freeway, approximately 2600 feet north of Oyster Point Boulevard in the M-2-H Heavy Industrial Zone District. Secretary Costanzo reviewed the staff's recommendation and the special condi- tions for denial. Mr. Walt Moreno of Foster & Kleiser Company made reference to several special conditions (#7 and #10) dealing with the possible problems with removal of the signs at such time as it was deemed necessary. He continued to say that he felt it was unnecessary to include a formal agreement from Foster & Kleiser for assurance of the eventual removal. Secretary Costanzo indicated that a signed affidavit to the effect that the applicant has read and agrees to all the conditions of the final approval would be sufficient, thereby deleting Special Condition #12. Secretary Costanzo stated that if Route 101 through South San Francisco was ever designated a scenic highway, the State would impose a three year removal time restriction. It was further indicated that the Commission could impose a stricter time restriction for removal and that the State could then make it the responsibility of the City to see that they were removed. Staff continued to indicate a preference for a double-faced sign to screen the sub- structure from clear view. Staff agreed that if this .use permit were approved, Special Condition #3 should be added to as follows: ".. .and that the overall height shall not exceed 55 feet." Mr. Moreno brought up the question of a bond being necessary and contended that it wasn't. Secretary Costanzo cited cases involving identical amortization problems involving signs in the Monterey area. He did indicate, however, that staff could support the deletion of special conditions #1, 11 and 12, if the Planning Commission desired. Mr. Moreno indicated that contrary to their reasons for being in business that Foster & Kleiser has in cases removed signs as part of an amortization program. Commissioner Bertucelli questioned the negative declaration and the actual effect on the environment of this relocation. Chairman Teglia questioned the intentions of the applicant if in fact his company was asked to remove these signs at some point. Mr. Moreno stated that an appeal would be made and that his comply would abide by the decision of the City. Chairman Teglia clarified the use of the work "relocated". Actually what is taking place here is new construction with all new materials. It was pointed out that no new structures have been approved of this nature since late 1970. The date in Special Condition #6 was changed to read: "August 9, 1977." Commissioner Campredon moved that the Commission had reviewed and considered the Negative Declaration for this project. Commissioner Bertucelli seconded the motion and it was passed unanimously. - 3813 - UP-77-388, cont'd August 9, 1977 Commissioner Campredon moved to adopt findings support ng the approval for reconstruction of the signs. Commissioner Bertucelli econded the motion and it was passed by the following roll call vote: AYES: Commissioners Bertucelli , Campredon, Slade and Chairman Tegl ia NOES: Commissioner Mathewson ABSENT: Vice-Chairman Goldberg and Commission Mullin Commissioner Campredon moved that UP-77-388 be approved subject to the standard and special conditions of the staff report, with the above noted corrections, additions and deletions. Commissioner Bertucelli seconded the motion and it was passed by the following roll call vote: AYES: Commissioners Bertucelli, Campredon, Slade and Chairman Teglia NOES: Commissioner Mathewson ABSENT: Vice-Chairman Goldberg and Commissioner Mullin UP-77-398 An application for a Use Permit by Arrow Sign Company to replace the existing 100 square foot plus freestanding sign located at 490 Victory Avenue in the C-3 Zone District. Secretary Costanzo presented the staff report and read into the record the special conditions. The applicant, Jim Cuesto, representing Arrow Sign Company, was recognized and indicated agreement to all special and standard conditions. Commissioner Mathewson asked for a brief explanation, using the approved exhibit, of the actual changes. Secretary Costanzo pointed out that the sign was to be replaced and that the structure would be painted, but other- wise not changed. He indicated that the existing reader board would be removed. Commissioner Mathewson moved that UP-77-398 be approved subject to all of the conditions of the staff report. Commissioner Campredon seconded the motion and it was passed unanimously. UP-77-396 & SA-77-40 Applications of W. W. Dean & Associates for a Use Permit to construct 299 single family detached homes and a Tentative Subdivision Map to create 299 lots on 68.89 acres located on the east side of Gellert Boulevard, approxi- mately 1500 feet south of Westborough Boulevard, in the R-3 Zone District. - 3814 - UP-77-396 & SA-77-40, cont'd August 9, 1977 Chairman Teglia recognized and introduced Ms. Shirley Spencer, a member of the San Bruno Planning Commission. The applicant being present, Secretary Costanzo proceeded with the presentation of the staff report and a review of the Negative Declaration. He noted one change that the hours of operat- tion for any construction shall terminate at 5:00 p.m. Staff continued by indicating that a P.U.D. for this project will enhance the possibilities of a better total plan. He further indicated that the total average frontage for the entire project is above 50 feet by one or two feet. The Secretary indicated on the display map the varied lot widths. The slope areas would be in the ownership of the Homeowners' Association. He indicated that the Common Greens Division of the City would not accept the maintenance of these areas. Provisions are imposed for the perpetual maintenance and the introduction of natural landscaping on all slope areas. Each owner will be responsible for the cleaning of trash and watering as necesssary. The power to enforce these provisions will be in the hands of the Association. The City will in turn deal directly with the Associa- tion to guarantee proper maintenance. Chairman Teglia turned the meeting over to the applicant for his presentation. Spokesman for the applicant was Mr. Michael Ashley. Mr. Ashley introduced the development team of Mel Lee, Landscape Architect, Ted Tronoff & Frank Erbacker, Ted Tronoff Engineers, and Don Simmons, the designer for the project. He also introduced Mr. W. W. Dean of W. W. Dean Associates. Mr. Ashley continued with a slide presentation showing aerial views of the project and surrounding areas. Highlights of the slide presentation included: 1'. Westborough Boulevard; 2. Gellert Boulevard, 12 percent grade-auto count +600 trips per day; 3. Alameda de las Pulgas, San Mateo - 11 percent grade - auto count +15,000 trips per day; 4. Hillside Boulevard - 16.4 percent grade, +10,000 trips per day; 5. Trousdale Avenue - 10 percent grade, ~11,000 trips per day. Mr. Ashley indicated that although the street configuration did not meet the City standards of today, in accordance with Section 4.24 of the Zoning Ordinance, alternative designs can be approved by the Planning Commission at their discretion under a P.U.D. The project designer, Don Simmons, indicated that there are proposed five basic plans varying from three bedroom, 2 bath, plus or minus 1,860 square feet, to four bedroom, three bath, plus or minus 2,100 square feet. All exterior colors will be earthtone in nature. At this point, staff continued with the review of the project by indicating that this proposal represents an "in fill" on an existing graded site and that no degradation of the site would result. Staff further indicated assur- ance that through the P.U.D. procedure, the result would be compatible to the surrounding residential areas. City Engineer Bob Yee indicated his main concern was traffic as related to safety. He further indicated the "12% means very steep" and that he anti- cipates problems with backing out of driveways and drivers who fail to navigate the proposed islands properly. Mr. Yee made reference to Wexford, with a 200 foot radius and a slope of plus or minus eight or nine percent, - 3815 - UP-77-396 & SA-77-40, cont'd A gust 9, 1977 and the traffic safety problems that this situation creates. He further expressed his opinion that the landscape islands are for another purpose than beautifica- tion, namely to provide a defense to the homes at the ends of these streets. The City Engineer indicated that the 12% grade may be acceptable, but the houses along Gellert Boulevard could possibly be reversed and backing lots introduced to minimize traffic problems. Further indication was made that the reason behind the subdivision ordinance requirement of a 1500 radius was for safety. Chairman Teglia asked Mr. Yee to indicate on the display map any possible solutions to the radius as proposed on Gellert Boulevard. Mr. Yee indicated that he could not show any possible solutions at this time and that it was up to the applicant to come up with a better design. Mr. Yee went on to further discuss the landscape islands and related problems. His indications were that the circulation pattern was impeded by these islands. Motorists generally have problems deciding whether to go around or in front of these obstacles, thus creating a traffic hazard. Mr. Yee indicated that a "tee" intersection would be better for safer circulation than the proposed island design. Mr. Yee responded to Commissioner Slade that the cul-de-sac islands presented the same type of hazards. In response to Commissioner Bertucelli's statement regarding the amount of stop signs on Trousdale Avenue, Mr. Yee indicated that if this project is approved, there will be a stop sign every 250 feet. Commissioner Bertucelli added that additional motorists caution signs would help this situation. Mr. Yee agreed. Mr. Ashley indicated that any reduction in the road width will only serve to increase the percentage of grade. He further reiterated that similar and even worse situations exist throughout the peninsula. Ms. Shirley Spencer, San Bruno Planning Commission, informed the Commission that she was here on her own and not as a representative of the Commission. Her concerns were for the circulation impacts on traffic safety of adjacent San Bruno residents. She also expressed concerns for the air quality because of the construction related dust that is inevitable. She continued to express a desire to have a chance to review the grading plan, to which she was assured she would. Her closing remarks expressed appreciation for the courtesies already extended to the City of San Bruno regarding this proposal. Secretary Costanzo indicated in response that the proposed grading plan, as well as any agreements and plans for the connecting street, will be mutually discussed with the City of San Bruno. William Ikezawa, 2272 Derry Way, South San Francisco, spoke against the proposed project as a representative of the Homeowners I Association of Westborough. He indi- cated that the Association was all for single family houses for this location. However, their main concern is for the safety of the residents and their children on public streets. A petition Mr. Ikezawa presented to the Commission carried +180 names and stated their desire for the Planning Commission to require a full EIR before considering this project further. Discussion followed as to the meaning of the request. It was explained by the City Planner that an EIR would not add any facts to this proposal that were not already contained in the Negative Declaration. Mr. Dean responded to the question of continuing the hearing for the purpose of preparing a full EIR. He indicated that he has re-analyzed this project a number of times and be- cause of existing problems that cannot be changed, he feels this design, as submitted, is the best possibility. - 3816 - UP-77-396 & SA-77-40, cont'd August 9, 1977 Mr. Dean also ind,icated that to satisfy all of Westborough seemed to be an impossibility. He also made reference to the inevitable R-3 develop- ment that would create many more circulation and density related problems than his current proposal. Chairman Teglia asked the Homeowners. repre- sentative why the people on the petition had not come to the meeting. Mr. Ikezawa answered that some had come to the last meeting and could not come tonight. He added that the homeowners were also concerned for their views being obstructed. Mr. Steven Chan, 2266 Derry Way, expressed a major concern for children crossing Gellert Boulevard for access to the easements to the school. He indicated that the parents would have to drive the students in order for it to be safe. He expressed concern for the additional traffic for this purpose. He pointed out the need for some safer 4-way crossings. Mr. Dean asked for the information from SSFUSD memo to be read into the record to show the actual increase of children. Mr. Frank Erbacker, Traffic Engineer for Tronoff Engineers, 345 Park Plaza Drive, Daly City, indicated that this street would not have the kind of problems that.a major arterial street would. His feelings were closer related to Gellert being considered a residential collector street. He made reference to Olympic Drive which now supports plus or minus 6,000 cars per day. He responded to Ikezawa's concern to make Gellert safer by stating that he felt confident that Gellert would be safe. Mr. George Glenny of GMT Investors indicated that they have owned this property over nine years. He related instances where developers have gone broke trying to develop this property. His firm believes this plan to be admirable. He pointed out that the alignment of Gellert had been established by the City years ago. Grading for this alignment had been done to a tune of three million cubic feet of dirt already. He further indicated that Mr. Dean had negotiated in 1975 at a price where he could afford to construct single fami ly homes. Paul Lee, 2255 Derry Way, a board member of Homeowners' Association and a traffic engineer by profession, stated his concern centered around excessive use of the new roads for freeway access. He would like to see a design that would contain the traffic and not one that would be used for freeway shortcuts. Mr. Lee also indicated that development on this property would take away the residents of Westborough's right to use the land as it exists today. He also pointed out that the six acre dedicated park site was not easily accessable to the homeowners in his association. He also expressed concerns for the possibility of dust damages during construction. Chairman Teglia asked Mr. Lee for some suggestions for a better design. Mr. Lee responded that the houses could be rotated to the rear on Gellert, thus eliminating the backing out onto the main thoroughfare. Commissioner Bertucelli cited 19th Avenue as an example of backing out onto a major street and indicated that he has witnessed no accidents in the past 40 years to his recollection. Commissioner Mathewson asked why the divided design is not being continued along Gellert into his project. Staff responded that reduction of the street width to provide for the divided design would eliminate the parking lane. - 3817 - UP-77-396 & SA-77-40, cont'd August 9, 1977 Commissioner Mathewson indicated a desire to continue this matter for 30 days to consult the home owners if it would be useful. Staff responded that sufficient information was contained in the Negative Declaration to answer all questions in this project. He further stated that mitiga- tion measures have already been exercised to severly limit this proposal. Commissioner Mathewson questioned the completeness of the mailing list and was assured by staff that it was complete. Commissioner Slade asked two questions regarding narrowing the street and altering the view. Mr. Ashly responded that the view situation has been mitigated as much as possible. Ted Tronoff responded that addi- tional problems were created with narrowing the street. Traffic would be forced to enter the main street at a central location all at the same time, creating a hazardous condition at times. Commissioner Slade re- quested responses to specific redesign problems. Staff responded that most redesign problems stem from the introduction of the frontage road system. Tabulation of figures in all redesigns indicates that this plan offers the best solution. Ted Tronoff pointed out that an additional street between the houses is not possible be- cause of the existing physical features of the existing slopes. He continued to say that this plan reflects a concern to minimize the traffic onto Gellert by moving some homes off of Gellert onto the lower street. He commented that each alternate design caused additional prob- lems, mostly in the form of extensive additional grading. Commissioner Slade questioned the effect, if any, on the traffic with the completion of Gellert through to Daly City. Frank Erbacker responded that his analysis would indicate a preference to freeway driving for such north-south travels and that the amount of traffic along Gellert, north and south, would be insignificant on a through basis. Most traffic, he explained, would be for access to Westborough Boulevard and the shopping center. Commissioner Bertucelli asked Mr. Dean when his contract with GMT expires. Mr. Dean responded that it has been extended to November 1st. Commissioner Bertucelli expressed his feelings that the issue is whether the City wants apartments or single family residences. He further stated that he would prefer single family residences. Commissioner Campredon asked if the North County Water District had inspected this project. Chairman Teglia stated that some modifications should be made to the special conditions. Secretary Costanzo responded that in Special Condi- tion #3 the word "temporarilyll was left out. In Condition #7, the work "either" should be inserted. Chairman Teglia asked who would hire the Civil Engineer to perform field inspections for this project. City Engineer Yee responded that the City would do the hiring. Secretary Costanzo said that conditions #3, 5, 6, and 8 of the City Engineer's conditions for street still needed to be discussed. - 1A1A - UP-77~396 &SA-77-40, cont'd Augus t 9, 1977 Commissioner Slade stated that something should also be added to the end of Special Condition #4 regarding landscaping. Secretary Costanzo re- sponded that in single family zones, individual property owners install their own landscaping, while in planned unit developments~ the developer usually installs it. In this project, it is proposed that in lieu of the developer landscaping the yards, the buyer would be given a credit if the landscaping was installed within the first six months of occupancy. Commissioner Slade asked how that would be affected by the present drought. Secretary Costanzo said it was assumed that the drought would be over by then. Commissioner Mathewson noted that the Commission had previously adopted a resolution that requires a developer to prepare landscaping plans, in- stall the sprinklers and post a certificate of deposit for later installa- tion of the landscaping. Chairman Teglia asked the applicant if there was any such plan that solves many of the problems that have been discussed. Bill Dean stated there was no plan which solved all of the problems in this project. Secretary Costanzo continued to explain the various special and standard conditions. Chairman Teglia requested that the City Engineer comment on conditions #13 and #14. City Engineer Yee said that the materials have to be corrugated pipes. The existing drainage system will have to show the City that either the existing pipe is okay or to replace it. Mr. Tronoff, Civil Engineer, stated that the lines were inspected a long time ago and they may have to sit down with the City Engineer and further discuss this issue. Mel Lee, landscape architect, stated that there were a few items that had not been brought up yet. 1. Heavy landscape screening was proposed on the easterly side of the project, adjacent to the freeway; 2. Erosion control was to be achieved by seeding the slopes with native plants; 3. Fencing will be installed along the sideyards for privacy. Commissioner Mathewson asked Mr. Lee that since he was a member of the Architectural Committee, would there be any conflict of interest by approving his own work. Mr. Lee responded that under the new Design Review Board, there will be two new members added, one of which would be a landscape architect who would review the plans. Secretary Costanzo added that a member of the Parks and Recreation Department would sit on the Architectural Committee to review and approve the landscape plans in 1 ieu of Mr. Lee. Commissioner Slade asked for some comments on the visual appearance of the proposed fences from Highway 280. Mr. Lee stated that the fences will be made of wire mesh and will not be readily visible from the freeway. In addition, the individually planted landscaping and the native plants along the slopes would help soften the view of the fences. - 3819 - UP-77-396 & SA-77-40, cont'd .Augus t 9, 1977 Chairman Teglia stated that the Commission should further review Condi- tions #2, 3, 5, 6 and 8 found on page 2 of the City Engineer's memo. Condition #3 states that the radius]on Gellert Boulevard shall be 1500 feet, although the project proposes a substantially smaller radius of 238 feet. Commissioner Slade requested that Mr. Dean respond to their proposed radius. Bill Dean responded that if the Gellert Boulevard continued at 1500 foot radius, it would work because you wouldn't return to the Avalon Drive intersection as shown. Although the Subdivision Ordinance requires a 1500 foot radius for arterial streets, it also allows for flexibility of smaller radius when conditions, like these, warrant them. Commissioner S'lade requested the City Engineer to show what portion of Gellert Boulevard contained the 238 foot radius. City Engineer Yee pointed out the sharpest portion of Gellert Boulevard, located just westerly of its intersection with Appian Way. Mr.Yee also stated that on Wexford Avenue there is a 325 foot radius that presently causes the City many problems. Commissioner Slade agreed that there is a traffic problem on Wexford and asked if a steeper grade would mitigate such a problem. City Engineer Yee stated that a steeper grade makes a short radius an even greater hazard. The problem is the lack of sight distance on steep grades. The intent of the Subdivision Ordinance is to create better sight distance. Commissioner Mathewson stated that the st~ff is saying that the proposed 12 percent grade and 238 foot radius would be unsafe to the health, safety and welfare of the community. Secretary Costanzo noted that while there are various solutions, none of them can solve all the problems. Ted Tronoff indicated that it wasn't fair to compare Gellert Boulevard to Wexford Avenue. Some freeways have less radius than 1500 feet and even Westborough Boulevard has 9~ grade and a similar radius. Commissioner Slade asked what about a "T" intersection. Ted Tronoff stated that it could be constructed, but that a IITII intersection causes additional stops, acceleration and turns which are not energy conservation designs. In addition, there would be more confusion to the motorist because of a street name change. Commissioner Slade asked if a IIT" would mitigate the site distance prob- lems. City Engineer Yee said that the same problems would still exist and one should not knowingly create such problems. He further stated that the City would intend to install various stop signs to slow down traffic, but that the real solution was to install either a frontage road or have back-up lots to Gellert. Chairman Teglia asked if the City would have control of the street prob- lem if an apartment project were constructed. City Engineer Yee responded that the City would have control and that there are some traffic problems created by this project that you would not have with apartments. Ted Tronoff said that a "T" intersection creates a big hazard if people don't s to p . Commissioner Mathewson asked about the ALUC noise. Secretary Costanzo said that the project is located within the 65-70 CNEL and that an approval would have to be bbtained from the Airport Land Use Commission. UP-77-396 & SA-77-40, cont'd August 9, 1977 Each unit would be required to have insultation to reduce freeway and jet noise. Commissioner Mathewson stated that he didn't see the point of discussing the proposed alignment of Gellert Boulevard since staff says it is a hazard. Secretary Costanzo responded that the Commission is dealing with givens. You cannot get below a 12 percent grade because it is a site that has already been graded. It has been planned for certain road alignments and previously approved for apartments. Commissioner Mathewson noted that if an action is taken tonight, the applicant could appeal to the City Council. Discussion followed regarding whether there had been previous street plans approved for the property. The Secretary stated that there had been a previously approved street plan, but it had never been recorded. Ted Tronoff submitted a letter from the previous City Engineer which was said to have approved the grades and the radius. Chairman Teglia asked the City Engineer if he was aware of such a letter. He answered in the negative and said that there had been no plans ever approved by the City Council. Chairman Teg1ia asked if a 1500 foot radius would stop the plan. Secre- tary Costanzo replied that it would require an amendment to the General Plan and that such an alignment could not be physically done. He stated that the Commission could approve Condition #3 as proposed and let it be appea].ed to the City Council. Commissioner Slade asked the City Engineer for more explanation on the proposed back-up treatment. City Engineer Yee responded that Westborough Boulevard and Derry Way both have back-up treatment. The purpose of such treatment is to minimize traffic conflicts. Commissioner Slade requested the traffic counts on other streets in the Westborough area. Secretary Costanzo responded that eXisting traffic counts in the area are found on page 8 of the Supplemental Environmental Analysis Form. Discussion followed concerning various traffic counts in the surrounding area. Secretary Costanzo stated that much time and money has been spent and that consistency of policy should be maintained. City Engineer Yee noted that a front-on lot design had never been previously envisioned. Chairman Teglia noted that she was concerned that they may lose the single family dwelling concept if the problems were not solved. Commissioner Slade asked if a frontage road was possible. Ted Tronoff responded that they had looked at it. but that they could not solve other traffic conflicts that frontage roads created. City Engineer Yee noted that a frontage road would be better than the proposed plan. Mr. Dean requested that the Planning Commission make a finding tonight, one way or the other. Secretary Costanzo stated that the Commission had four choices--either approve, deny, continue or table. - 3821 - UP-77-396 & SA-77-40, cont'd August 9, 1977 Commissioner Campredon noted that nobody seemed to have a solution for all the problems. Commissioner Slade stated that a fifth option open to the Commission was to modify the proposal. Secretary Costanzo reit- erated that the staff's recommendation remained the same and that the approval revolves around how Conditions #3 and 5 of the City Engineer's street conditions are approved. If these two conditions are approved as proposed, then the project will have to be substantially redesigned. Condition #3 could be modified to say that the radius be either 1500 feet or a rad,ius subject to the approval of the City Engineer if he wanted to take on that responsibility. City Engineer Yee responded that traffic safety would still be a problem and the Commission should only approve an alignment that they have seen. Commissioner Campredon asked how do you get a 1500 foot radius. City Engineer Yee said you don't. Secretary Costanzo said that this project would have to come back on appeal to the City Council. Commissioner Campredon moved that, based on the information contained in the Environmental Analysis, Negative Declaration #127 be approved as com- plete and accurate. Secretary Costanzo described the various elements of Specific Plan No.1. Discussion by the Commission followed regarding the trails and silting. Commissioner Bertucelli introduced the recommenEledresolution (No. 2219) for Specific Plan No.1 of the Shoreline Development Study recommending to the City Council that they adopt a Specific Plan related to the Open Space and Conservati on El ement of the Genera 1 Pl an of the Ci ty of South San Francisco and related Open Space (O-S) Zoning. The resolution was adopted unanimously. Stonegate Ridge Final Subdivision Map. Commissioner Slade moved that the final map for SA-76-37 be approved and found to be in substantial compliance with the Tentative Map previously approved by the Commission. Commissioner Campredon seconded the motion and it was passed unanimously. The remalnlng agenda items, ZA-77-8, Precise Plan of Design/Design Criteria, Draft Sign Ordinance, and PM-77-148, were continued to the Planning Commission meeting of August 16, 1977, due to the lateness of the hour. GOOD AND WELFARE Chairman Teglia asked if the staff intended the Commission to go into all proposed areas on Wednesday night with the City Council. Secretary Costanzo replied that they could discuss any areas that they would like. There being nothing futher to be considered under Good and Welfare and no communications or other matters of interest for the Commission, Chairman Teglia announced that this meeting would be adjourned until August 16, 1977, at 7:30 p.m., at a place to be decided by staff to consider all unfinished items on this agenda.
