The minutes were approved vii fhthe nofe-dcorrecti onsby the fo 11 owingro 11 call vote: AYES: Vice-Chairman Mullin, Commissioners Bertucelli, Slade, Grimes and Mantegani NOES: None ABSTAIN: None ABSENT: Chairman Campredon and Commissioner Mathewson ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Announcement was made that this meeting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. -4006- September 26, 1978 CONTINUED PUBLIC HEARING ITEM RPD-78-7 (Continued from 9/12/78) An application by the Housing Authority of the City of South San Francisco to construct a 40 unit residential complex including landsacping, parking and re- lated improvements to complete the existing complex located on the property at the terminus of "C" Street in the RPD-10 Zone District. Staff presented the staff report. Mark Senaldi, Chairman South San Francisco Housing Authority Mr. Senaldi questioned the City Engineer's recommendation on Page 2, items No.3 and 4 under Storm Drainage. Mr. Senaldi responded that his Commission did not agree with the requirement for improvements to existing storm drain. Mr. Yee, City Engineer, responded that the storm drain system improvements are normally required and that perhaps this item could be better resolved at the City Council level. Commissioner Bertucelli asked if this storm drain issue had been discussed previ ous ly . Mr. Senaldi responded that the issue had been discussed prior to tonight's meeting and indicated his agreement with continuing this matter to a final City Council resolvement. Commissioner Grimes questioned the past problems in this area regarding the current storm drain system. Mr. Yee responded that the current storm drain system is inadequate because it is too small. Mr. Yee l~eferenced a special report by Ted Tronoff indi- cating the inefficiency of the system. He further stated that the City was not committed to pay the costs of the easement being presented. Secretary Costanzo indicated that the recommendation would be made to the City Council that the storm drain improvements issue be resolved. Commissioner Grimes stated for the record that in 1974 the City Council de- termined no new development would take place at this location until the storm drain is replaced. Commissioner Grimes moved that RPD-78-7 be approved subject to all recommenda- tions, Standard and Special Conditions. Commissioner Slade seconded the motion and it was passed by a unanimous roll call vote. -4007- September 26, 1978 The Commission concurred to proceed to Public Hearing Items No. 10 and then 11 because of the large number of citizens present for each item. PUBLIC HEARING ITEMS ZA-78-l3 and Negative Declaration No. 190 An application by the City of South San Francisco and environmental determina- tion of same to amend Ordinance 353, as amended,1Zoning Ordinance of the City of South San Francisco to create an R-E Rural Estates Zone District for the rural areas of the County surrounded by the City of South San Francisco known as Country Club Drive. Staff presented the staff report. Mr. Nick Rovetta 281 Country Club Drive South San Francisco, CA Mr. Rovetta expressed concern that the proposed future zoning would adversely effect his property values. Secretary Costanzo indicated that this hearing is not to consider rezoning any specific property. Mr. Edward Farrarah 300 Alta Vista Drive South San Francisco, CA Mr. Farrarah expressed his desire to maintain a low density. Secretary Costanzo stated the proposed R-E Zone would ensure this and maintain the area as it is today. ~,1r. A 1 Kophmann 285 Alta Vista Drive South San Francisco, CA Mr. Kophmann expressed hi s concern as to \^lhy the. peri meter areas have been "chopped-up" with development during the past years. He asked for an explana- tion of what the County has done lately for the residents of this area. Secretary Costanzo said that t~r. Kpphmann1s last question could best be answered by a representative of the County. Mr. Kpphmann asked if it was the intent of this proposal to preserve this area; staff concurred that this is the intent and if this zone district is adopted, the piecemeal development would be ended. -4008- September 26, 1978 Einar H. Wesa 305 Alta Vista Drive South San Francisco, CA Mr. Wesa reprimanded the Secretary for his presentation. He indicated that Secretary Costanzo was not speaking clearly enough to be heard in the rear of the room consequently making him miss many of the facts bevng presented. The Secretary expressed his apologies. Mr. Wesa went on to say that he felt the new zone district would strip the pro- perty owners of the benefits recently received through Proposition 13. He further reiterated the problems of utility and sewage connections with the City as well as rejection of City services in past discussions on this same matter. Mr. Wesa further questioned the problems which would occur after annexation. Secretary Costanzo responded by indicating no additional tax burden would re- sult in relationship to Proposition 13. He further stated that the utilities and services would be provided for by the City. He further stated that a high density zoning would assure the highest dollar value back to the City. This, he indicated, is not the purpose of this R-E request. The Secreta.ry concluded by saying that his recommendation stands as an effort to preserve this unique area. Mr. Wesa remarked that police protection in this area is inadequate at present. Rodney Catalano, Representative Ayoob 276 Country Cl ub Drive South San Francisco, CA Mr. Catalano stated he was a local real estate representative representing the property owner Mr. Ayoob. Mr. Catalano indicated that his request that is currently pending will be ef- fected if this R~E Zone is established. Secretary Costanzo stated that this R-E Zone will not effect Mr. Catalano.s re- quest. Mr. Joseph Hubrel 297 Alta Vista Drive South San Francisco, CA Mr. Hubrel stated that the staff report as written"stinksll. Mr. Hubrel stated his desire to see the property remain as is and further iJJdicated that the Secretary's Assistant informed him that all propertii'eswould have to be brought up to City Standards and that the money saved through Proposition 13 wo:uld be spent on impll10ving the existing streets to City Standards. Secretary Costanzo again reiterated that no property is being rezoned ,here to... night. He further indicated that the City would not force any property owner to improve the street unless specific new development was proposed. -4009- September 26, 1978 Mr. Ronald Brown 217 Country Club Drive South San ~rancisco, CA Mr. Brown agreed to accept the fact that the Planning Commission is acting in the best interest of the property owners in this attempt to retain the area as i tis to d ay . Commissioner Mantegani questioned the 20,000 square foot lot size as it per- tains to future smaller properties in the City as well as this R-E District being applicable to other rural areas of the City. Secretary Costanzo stated that the R-E Zone could be applied to any area of the City if adopted and made a part of the current Zoning Ordinance. Commissioner Slade requested a show of hands of those in favor of this Zone District. It was so ordered; the show of hands was unanimous with the ex- ception of three hands raised in favor of development. Commissioner Slade suggested a committee of local residents be formed to re- search and review the text prior to adoption of any ordinance of this nature. The Commission concurred and fifteen persons volunteered to develop a resolu- tion to be brought to the Commission in thirty days. The list of volunteers is available in the office of the Planning Division. The Commission agreed to continue this item to the regular Planning Commission meeting of October 24, 1978. Hillside Boulevard Improvements A Public. Hearing to review and take public comments pertaining to the proposed alignment and improvements to Hillside Boulevard between Irving Street and Airport Boulevard as related to the Circulation Element of the General Plan of the City of South San Francisco. Draft Negative Declaration No. EP-77-4l pre- pared by the County of San Mateo, Planning Division. Staff presented the staff report. Mr. Sands, Representative County Assistant Director of Public Works Secretary Costanzo read into the record a letter from the County stating the road is being in~talled entirely on County land and in accordance with the General Plan Element for Circulation of the County. Mr. Douglas Butler 133 Adrian Avenue South San Francisco, CA -4010- September 26, 1978 Mr. Butler, Vice President, United Tax Payers of So. S. F. suggested a committee be formed to discuss future development of the South Slope of San Bruno Mountain. Mr. Butler questioned the current ownership of the South Slope. Secretary Costanzo responded that this question did not apply to the item being heard tonight. He further stated that the City is acting in an advisory capa- city only and the County has no obligation to the City regarding future develop- ment of the mountain. Commissioner Mantegani expressed his opinion that the road is definitely con- nected with the future development of the South Slope of San Bruno Mountain. Secretary Costanzo replied that any additional right-of-way will be required at the time of any future development based on the density of any specific pro- posal. Mr. Butler further stated his objection to the variance from the required width of the proposed street. Secretary Costanzo indicated the travel lanes are standard and that sidewalks and medium strips have been reduced as well as parking being eliminated thereby providing standard travel lanes for circulation paths only. Mr. John Tardiff 1118 Franklin Avenue South San Francisco, CA Mr. Tardiff expressed a concern over the truck traffic currently using the roadway at 4:00 a.m. and using their load brakes. Secretary Costanzo stated that a design would hopefully be accepted to eliminate all through traffic on Randolph Avenue. Mr. Merlin A. Jukam 1006 Hillside Boulevard South San Francisco, CA Mr. Jukam requested information regarding the intersection at Hillside and Randolph. Secretary Costanzo indicated a landscape medium would be installed as well as a stop sign. Mr. Maynard Ekstrom 103 Highland Avenue South San Francisco, CA Mr. Ekstrom questioned the future drainage problems as well as the signaliza- tion of the intersection in question. -4011- September 26, 1978 Mr. William Schiedeck 106 Randolph Avenue South San Francisco, CA Mr. William C. Schiedeck remarked that since an outhouse has been installed on the property, it would appear that some improvements would be occurring shortly. Mr. Sands, County Representative, indicated that the section to which Mr. Schiedeck referred will hopefully commence in the Spring of 1979. Mr. Schiedeck further questioned the width of the buffer and received the response that it would be a minimum of 15 feet but would vary depending on topography. Mr. Schiedeck continued to question the intersection at Airport Boulevard and was informed that this intersection was in the City of Brisbane and would be to that City's standard. Commissioner Slade suggested some modification to the Recommended Policy Statement, Item No.6. Item No.6 was modified to read as follows: The consideration of an extension of Hillsiide Boulevard predates possible future development of the South Slope of San Bruno Mountain. Decisions on future development of that area will be judged on its merits and the development of this connection is essential to the orde~ly flow of traffic in the community regard- less of the future disposition land use proposed of the South Slope area of San Bruno Mountain. Commissioner Bertucelli asked where the construction phase would begin. Secretary Costanzo displayed the map and indicated the starting point would be approximately half way between Irving and Highland Avenue. Commissioner Grimes questioned Mr. Sands regarding discussions with Brisbane in relation to their involvement. Mr. Sands indicated that this meeting has not taken place as yet. Mr. Schiedeck further questioned the future drainage requirements considering the current situation with regard to storm water runoff. Mr. Sands responded that the County is concerned with the runoff; this issue would be worked out \^lith Cal Trans and the City to handle the drainage problem. Mr. Butler questioned the contract for sale of this property and Mr. Sands indicated that no such contract existed. Commissioner Slade moved that the Hillside Boulevard Improvements and the rec- c~mmend~d Policy Statement with the modification to Item No.6 be approved. H1S motlon also included review and consideration of the attached Negative Declaration No. EP-77-41 (prepared by the County of San Mateo, Planning Division). Commissioner Bertucelli seconded the motion and it was passed by a unanimous roll call vote. -4012- September 26, 1978 SUBDIVISION AND PARCEL MAPS PM-77-l52 and Certified Negative Declaration No. 141 An application by Louis Arata for a Final Parcel Map to create 3 parcels on property located west of Mission Road at the terminus of Evergreen Drive in thelU" Unclassified Zone District. Staff presented the staff report! ~~r. Louis Arata 1 La Cruz Avenue Millbrae, CA 94030 Mr. Arata agreed with all conditions and recommendations. Commissioner Slade moved that PM-77-152 and Certified Negative Declaration No. 141 be approved. Commissioner Grimes seconded the motion and it was passed by a unanimous roll call vote. Pt1-78-162 and Categorical Exemption An application by Berline & Associates for a Final Parcel Map for a minor lot line adjustment to establish a lease area on property located at 160 Pro- duce Avenue in the M-2 Heavy Industrial Zone District. There being no applicant present, the Commission concurred to continue this item to the regular Planning Commission meeting of October 10, 1978. P~1-78- 172 and Negative Declaration No. 188 An application by the San Francisco Unified School District for a Tentative Parcel Map to create two parcels from one existing on developed property lo- cated on the north side of Oyster Point Boulevard approximately 1500 feet east of State Highway 101 in the M-2 Heavy Industrial Zone District. Staff presented the staff report. Mr. Roy Ghilardi, Chief Building Inspector, indicated his agreement with the Special Conditions as stated in the staff report! -4013- September 26, 1978 Mr. Louis Arata offered some explanation pertaining to the detail involved herei n wi th the Federal Government I. s ownersh i p of thi s property. Commissioner Slade questioned this ownership situation and Secretary Costanzo explained that ownership would only occur at a time when the parcels are created. Upon approval the applicants have agreed to comply with all City requirements. Commissioner Slade further questioned the adequacy of the on-site parking for the proposed use. Secretary Costanzo responded by saying any such request re- quiringadditional parking would be required to be met through the Use Permit procedure. Mr. Arata, as spokesman for Synanon, agreed to all City requirements and Mr. Adrian Williams, Synanon representative, explained further that Synanon has no intention of doing anything in violation of City Standards. Commissioner Slade moved that PM~78-l72 and Negative Declaration No. 188 be approved subject to all Special Conditions. Commissioner Bertucelli seconded the motion and it was passed by a unanimous rollcall vote. PUBLIC HEARING ITEMS UP-78-450 and Negative Declaration No. 174 An application by Ron Price for a Use Permit to establish signing in excess of 100 square feet on developed property located at #1 Chestnut Avenue in the "U" Unclassified Zone District. Staff presented the staff report. Mr. Ronald Price 393 El Camino Real South San Francisco, CA Mr. Ronald Price agreed with all Special and Standard Conditions and further agreed to meet with the Design Review Board to resolve any adjustments of the pole sign. Commissioner Bertucelli moved that UP-78-450 and Negative Declaration No. 174 be approved subject to all Special and Standard Conditions. Commjssioner Grimes seconded the motion and it was passed by a unanimous roll call vote. -4014- September 26, 1978 UP-78-454 and Categorical Exemption An application by Omar Grimes for a Use Permit to modify original Planning Commission determination pertaining to U-Haul business identification in conjunction with the existing gasoline Service Station at 998 El Camino Real in the C-l Neighborhood Commercial Zone District. Staff presented the staff report. Omar Grimes 998 El Camino Real South San Francisco, CA Mr. Grimes questioned the minor violations referenced in the staff report. He further questioned the status of the rental operation to the southon El Camino Real. Mr. Grimes requested a modification to the original request to delete the truck being prohibited from parking on the corner. Secretary Costanzo suggested some modifications to the request herein for Planning Commission consideration. ~1r. Grimes questioned the article in the newspaper regarding the U-Haul being parked on the street and using his name. He stated for the record that he had no connection with this particular incident. Commissioner Slade reiterated the original Planning Commission concerns and Special Condition No.8 and suggested that the applicant apply for a Use Per- mit for a sign to identify this location as a U-Haul business. Secretary Costanzo suggested a co-ordinated effort by Union Oil and Omar Grimes to satisfy each through a joint application. Commissioner Bertucelli questioned vehicles being returned when the station is not open. Mr. Grimes stated in some instances this is unavoidable, and each person is advised to return the vehicle before closing time. The Commission concurred to continue this matter until a solution can be arrived at with Union Oil to incorporate both signs at one location. The date set for the continuance is October 10, 1978, the regular Planning Com- mission meeting. UP-78-456 and Negative Declaration No. 185 An application by Dino Ropalidis for a Use Permit to construct a dwelling group on developed property located at 317 California Avenue in the R-3 Multi- family Zone District. Staff presented the staff report. -4nl~- September 26, 1978 Mrs. David Ochal 316 - 6th Avenue South San Francisco, CA Mrs. Ochal, ~essee of the building to be demolished in the rear of this pro- perty, questloned why she was not notified of this application. Secretary Costanzo responded that no notice is required to renters; only to property owners. Secretary Costanzo indicated that it is the property owner1s responsibility to notify tenants of any demolition. Commissioner Slade requested a continuance of this item until more information can be obtained regarding ownership as well as the relocation of the tenants here tonight. RZ-78-52 and Negative Declaration No. 187 An application by Alice Marsili to rezone, from R-2 and R-3 to c-o Commercial Office, the property located on the east side of Oak Avenue south of Grand Avenue. Alice Marsili 919 Grand Avenue South San Francisco, CA Staff presented the staff report. Ms. Marsili agreed with all recommendations presented in the staff report. Commissioner Slade questioned the compatibility of the C-O Zone in relation- ship to apartments and was assured by Secretary Cost~nzo of the similar nature of each use. A Resolution was introduced: II RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO PLANNING COMMISSION RECOMMENDING THAT THE CITY COUNCIL APPROVE THE REZONING OF PROPERTIES LOCATED ON THE SOUTHEASTERLY SIDE OF OAK AVENUE BETWEEN GRAND AVENUE AND 200 FEET SOUTHWESTERLY OF COMMERCIAL AVENUE FROM THE R-2 DUPLEX FAMILY AND R-3 MULTIPLE FAMILY TO THE C-O COMMERCIAL OFFICE ZONE DISTRICT INCLUDING NEGATIVE DECLARATION NO. l87.li Commissioner Grimes motioned that this application be forwarded to the City Council. This motion was approved by a unanimous roll call vote. -4016- September 26, 1978 REPORTS Staff presented the report on the Regional Planning Committee's (RPC) Policies of County-wide Significance and Draft Bayfront Planning Goals. The Commission requested a continuance on this report for further review until the regular Planning Commission Meeting of October 10, 1978. cor,1MUN I CAT IONS It was requested that the staff report to the City Council dated October 4, 1978, subject City Community Development Plan be delivered to each Commissioner by Wednesday, September 27, 1978. The Commission requested that significant Status Reports be forwarded to them from the City Council. GOOD AND ~JEL FARE Commissioner Grimes commended staff on the efficient handling of the Oroweat case.
