HomeMy WebLinkAboutMinutes 08/08/1978 M I NUT E S of the regular meeting of the South San Francisco Planning Commission TIME: 7:30 p.m. DATE: August 8, 1978 PLACE: WEST ORANGE LIBRARY AUDITORIUM MEMBERS PRESENT: Chairman Campredon, Vice-Chairman Mullin, Commissioners Bertucelli, Grimes, Mantegani, Mathewson and Slade MEMBERS ABSENT: None ALSO PRESENT: City Planner William Costanzo Senior Planner Daniel Christians Assistant Planner Mark Wheeler MINUTES OF PREVIOUS MEETING Minutes of the Planning Commission of July 25, 1978 It was stated that the wording on Page 3976, paragraph seven, should be changed to read as follows: Vice-Chairman Mullin asked if the Jarvis/Gann Proposition is eventually found to be invalid, is there an addendum prepared regarding financing. It was so noted. Vice-Chairman Mullin moved that the mihutes of the regular meeting of the South San Francisco Planning Commission of July 25, 1978, be approved with the above change. The motion was seconded by Commissioner Bertucelli, and was passed by the following roll call vote: NOES: Vice-Chairman Mullin, Commissioner Bertucelli, Commissioner Mantegani and Chairman Campredon None AYES: ABSTAIN: Commissioners Mathewson, Grimes, and Slade ABSENT: None ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Chairman Campredon announced that this meeting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. - 3981 - August 8, 1978 Secretary Costanzo tndicated that Items No.1, 2 and 5 have been requested by the applicants to be continued. The Items are as follows: Item No.1 - Continued to regular Planning Commission Meeting of August 22, 1978. PM-78-l65 and Draft E.I.R. - An application by Boldrich, Kest & Associates for a Tentative Par-cel Map to create 2 parcels on undeveloped property southeast of Westborough Boulevard and West Orange Avenue along the west side of El Camino Real in the C-O Zone District. Item No.2 - Continued to regular Planning Commission Meeting of August 22, 1978. UP-77-399 and Certified Negative Declaration No. 122 - Peremptory vJrit of Mandate for Bocci, ~10dena, Ful vio& Royce ( Funk Ap-plication} to determine whether, based on substanttal evidence, the proposed removal and rebuilding of the advertising structure at 264 South Airport Boulevard would be detrimental to the general health, .safety and welfare of the community. Item No.5 - Continued to regular Planning Commission Meeting of September 12, 1978. UP-78-450 and Negative Declaration No. 174 - An application by Ronald M. Price for a Use Permit for a structural additiOn and signing on an existing building on de- veloped property located at #1 Chestnut Avenue in the "U" Unclassified Zone District. PUBLIC HEARING ITEMS UP-78-448 and Negative Declaration No. 172 An application by Sime Profazza for a Use Permit to construct a three unit apart- ment on developed property located at 529 Baden Avenue in the R-3 Zone District. Secretary Costanzo presented the staff report. Mr. Sime Profazza, Proponent 529 Baden Avenue South San Francisco, CA Mr. Profazza indicated that the accommodations in the basement are not for the purpose of providing an additional rental unit. Secretary Costanzo states that staff has reviewed the proposal with the applicant and the only problem existing is the lack of one parking space. Commissioner Bertucelli relayed information that a parking problem does exist currently based on discussions with the local residents. Secretary Costanzo concurred. - 3982 - August 8, 1978 Vice-Chairman Mullin questioned the va'lidity of staff's claim that the downstairs kitchen cons t i tuted an addn t; onal uni t for a future tenant. Commissioner Slade questioned the applicant's intentions with regard to the elimi- nation of the garage as opposed to the additional parking space. Mr. Profazza indicated his preference was to provide the additional covered park- ing space. Special Conditions No.1 and 5 were reworded as follows: 1. ...........at least 4 covered parking spaces and 2 uncovered spaces shall be be provided. 5. The two garages shall each have....... Commissioner Ivtathewson moved that UP-78-448 and Negative Declaration No. 172 be approved with all Special and Standard Conditions. Commissioner Bertucelli seconded the motion and it was passed by a unanimous roll call vote. UP-78-449 and Negative Declaration No. 173 An application by Foster & Kleiser for a Use Permit for relocation and rebuilding of outdoor advertising structures (1 each) on developed property located at #1 Oyster Point Boulevard in the M-2 Zone District. Secretary Costanzo presented a very detailed staff report indicating that the continuation of these billboards would have a detrimental effect on surrounding expected development. Secretary Costanzo further stated that the Planning Com- mission on a policy basis would be consistent with past policies by denying this particular relocation on developed property. Mr. Walt Moreno, Foster & Kleiser Representative, pointed out to the Commission that the request tonight is an alternate to what had previously been approved. He went on to say that approval should be consistent in the alternate location based on the previously approved permit. Mr. Moreno indicated for the record that these billboards would only be one-sided; only visible from traffic headed southbound on Highway 101. Commissioner Mantegani questioned the similarity between this case and the Ken Funk sign case. (UP-77-399) Secretary Costanzo indicated the Ken Funk case relates to a roof-mounted sign and that the applicant is claiming preferential treatment has been given. -3983- August 8, 1978 Secretary Costanzo indicated further th.at past policy is currently being tested in court; any change will be forthcoming based on the outcome of the court's decision. Mr. Moreno relayed his company policy regarding the placement of billboards on developed property as compared to undeveloped property. His company prefers to be located on developed property. Vice-Chairman Mullin questioned the applicant regarding the loss of the bill- boards on the west side of the freeway. Mr. Moreno indicated that he has not lost these signs yet but they will be likely to be removed following future development. t1r. Moreno questioned the validity of the policy regarding locating billboards on developed property. Secretary Costanzo indicated that this policy has been tested and voted on by the Planning Commission and City Council dating back approximately 13 years and in approximately six particular instances. Vice-Chairman Mullin questioned the total cost of constructing the billboards. Mr. Moreno indicated that all evidence leads to the price as stated~ Secretary Costanzo suggested this matter be continued until after the court decision on the Funk case. Staff further indicated that they would work with the applicant to explore the possibilities of an alternate site on undeveloped property. Vice-Chairman Mullin moved that UP-78-449 and Negative Declaration No. 173 be continued for 60 (sixty) days. Commissioner Bertucelli seconded the motion and it was so moved by a unanimous roll call vote. UP-78-451 and Negative Declaration No. 175 An application by Patrick and Sheila Brosnan for a Use Permit to construct a dwelling group consisting of a total of 17 units on property located at 1076 Mission Road in the R-3 Zone District. Secretary Costanzo presented the staff report. Chairman Campredon questioned the access to the rear house once the new building is erected. Mr. Brosnan indicated he will replace and repair any and all code violations and plans to keep the house in good condition. Commissioner Mathewson moved that UP-78-451 and Negative Declaratj:onJ~o. 175 be approved subject to all conditions. Commissioner Bertucelli seconded the motion and it 0as passed. by a unanimous roll call vote. _ ~Q~L1. _ August 8, 1978 REPORTS Staff recommended a date be set for a public hearing on an application of Goldrich-Kest & Associates and Sutter Hill Ltd. for a Zoning Amendment - ZA-78-l3. The public hearing date was set for the regular Planning Commission t~eeti ng of September 12, 1978. Commissioner Slad~ requested the presence of the City Attorney at the meeting of September 12, '1978, to explain the reasoning behind changing the Zone District designation. TheCommission concurred. PM-78-l67 (Final) Staff recommendedthat the application of Maurice Brosnan for a Final Parcel Map to create 4 pccels from 2 parcels on the property located on the northeast corner.of Grand a~ Willows Avenues be heard and approved although this item did not appear onthe Agenda for tonight's meeting. Commissioner Matheson moved that Final Parcel Map 78-167 be approved subject to all conditions.
