GOOD A1\ID WELFARE:
Commissioner Getz expressed concern about Valencia Bros., Harbor Way, surrormdings.
Streets still being used to park cars which belong in yard.
Canrnissioner Grimes expressed concern about South City Ford. Still using vacant
lot to park cars and is placing signs on sidewalk.
Staff will follow up on both items.

Vi~a Sirovatka, 205 Country Club Drive, stated proposed zoning was too restrictive.
Wanted Country Club Park C.C.& R. 's followed. Opposes zoning. Can't split her
mother's lot as C.C.& R. 's provide.
Adolph Coruccini, 223 Country Club Drive, questioned necessity for animal permit.
Elaine Stevenson, 297 Alta Vista Drive, questioned who determines health standards,
absence of Heritage Tree provisions in Ordinance, omission of Samoan Church property
from prezoning, the possibility of subdivision under new Ordinance, and status of
Rare Earth Sllbdi vision rmder new zoning.
Nick Rovetta, 281 Country Club Drive, inquired about restrictions on new churches
being built in area.

Edward Ferreira, 300 Alta Vista Drive, asked if City was going to take action against
illegal warehouse at 312 Alta Vista Drive, questioned restrictions on birds flying
off premises, thought requirements on accessory lbuildings was too lenient, and sell-
ing rear portion of St. Elizabeth,s Episcopal Church property was contrary to
Church's Use Permit.
M:>ntEton, 226 Country Club Drive, stated that certain persons in area do not under-
stand prezoning proposal and wanted decision on zoning delayed.
Following wording changes in proposed amendment agreed to by Commission:
4. 71 (add) ".... certain livestock and small animals..."
4. 72D (change) ".... of poultry and small animals..." (delete rabbits)
4.72E (add) "... .within fifty feet of an adjacent..."
4.73A4 (add) ".. ..horses, cattle, other srrnll animals and birds."
4.78B (add) ". ...shall be renewed annually by mail."
4. 78C (add) ".... shall not issue or renew. . . "
Motion-Calnpredon/Second-Getz/To approve Negative Declaration '261. Unanlrrously
approved.
Motion-Campredon/Second-Getz/To adopt Resolution recommending to City Council
Ordinance 788-79 establishing R-E Zone be amended as proposed by Staff with
noted changes. Unanimously approved.

Application to amend Land {Jse Element of General Plan to provide Rural Residential
land use designation in Country Club Park area.
March 25, 1980 Staff Report presented.
Louis Poletti, 333 El C8mino Heal, asked if R-E zoning in COlmtry Cluh Park area
opens door for dovm zoning of adjoining parcels in City presently zoned for apart-
ments. Staff answer: No.
Rodney Catalano stated he was in process of purchasing rear 120 feet of St. Eliza-
beth's Episcopal Church property; wanted to subdivide land into two single family,
R-l lots and complete cul-de-sac and \vanted this land to be placed in lJOW Density
Residential rather than Rural Estates desif'llation.
Richard Byfield, Pastor, St. Elizabeth's Episcopal Church, 280 Country Club Drive,
agreed with Catalano's position. Church wanted to utilize money obtained from sale
of rear one-half of their property to improve and expand parking facilities on Church
lot.
Edward Ferreira, 300 Alta Vista Drive, stated if Church sells off portion of its
land, not enough land left to provide parkin? for Church.
Ron Brown, 217 Country Club Drive, stated Rare Earth Subdivision would not improve
Country Club Park area.

Motion-Martin/Second-Grimes/To approve Negative Declaration 260. Approved 6-1.
Commissioner Bertucelli opposed.
