Chief Planner Solomon said that UP-91-888 was being changed from #4 on the agenda to #2. ORAL COMMUNICATIONS AGENDA ITEMS - PUBLIC HEARINGS 270 E. Grand Avenue. pointe Grand Business Park. PM-91-284. PUD-87-7/Mod 1 Tentative Parcel Map, Modification of Planned Unit Development Permit and environmental determination of same to divide one lot into four lots, one of which will not have frontage on a public street, with common access and parking easements in the P-I Zone District in accordance with provisions of South San Francisco Municipal Code Title 19, Chapters 20.84 and 20.91 and the State Subdivision Map Act. Motion-Zellmer/Seconded-Matteucci: To approve PM-91-284 subject to the modified conditions and based on the findings as contained in the staff report. Approved by voice vote. Neqative Declaration No. 716 Use Permit and environmental determination of same to establish a PAGE 1 OF 8 PAGES 4/18/91 PC Meeting AGENDA ITEMS - Cont. conference center as a major public service in an existing building with an addition, exterior modifications, parking, landscaping and sign program in the P-C Zone District in accordance with provisions of South San Francisco Municipal Code section 20.24.030. Action on Design Review component and related matters. Conference Center Director Sandra Carl introduced several of the Conference Center Boardmembers. Mrs. Carl reviewed a variety of issues that were brought up by the Planning Commission. Mrs. Carl walked the Commission through the Conference Center Board's responses to the Planning Commission's concerns which were raised at the April 4, 1991 Planning Commission meeting. Speaking for the applicant: Roger Foott President of Foott & Co. 530 Howard Street San Francisco Mr. Foott, mechanical engineer working on the project, explained the site's susceptibility to past and future soil settlement. Speaking for the applicant: Dave Connor Manager, Radisson Hotel 275 South Airport Boulevard S S Francisco Mr. Connor introduced a document with signatures from the managers of the surrounding hotels of the future site of the Conference Center which states that said hotels will coordinate customers back and forth to the conference center; this does not address the parking problem but does address the parking of customers staying at these hotels. Speaking against the project: Lou Dell'Angela 460 Gardenside S S Francisco Mr. Dell'Angela hoped the Commission would not go forward on this project as it now stands. He stated that some design issues were addressed but there was still no answers to the parking and traffic concerns. commissioner Zellmer expressed his concern that this application was being rushed through and that only part of the design issues had been addressed. The parking and traffic issues were still not addressed. Commissioner Zellmer that the traffic study was seriously flawed. Chairman DeZordo stated that if the Planning Commission decided to continue this matter, the applicant (City of South San Francisco) could appeal this decision. commission Mantegani felt that if this application had been brought before the Commission by an applicant, other than the City of South San Francisco, it would have been sent back as being incomplete. Commissioner Mantegani stated that the information about the names of PAGE 2 OF 8 PAGES 4/18/91 PC Meeting AGENDA ITEMS - Cont. the other conference centers mentioned in the traffic study was also omitted. commissioner Boblitt questioned why the traffic study only analyzed the capacity of 1200 people even though the conference center has a capacity for 2400 people. She had serious concerns about the satellite parking lot; shuttle service; a management plan and the soil settlement. commissioner Wendler stated that she had worked very hard to get Measure C passed and that it was important for the city to have a conference center. She agreed that some attempts had been made to address the issues but there were still many concerns which were not addressed. Commissioner Wendler believes that the conference center may have a serious problem down the road because she does not believe that people want to take a shuttle to and from a conference center. She asked Director Carl if the building had ever been flooded to which Director Carl answered it never had. commissioner Matteucci agreed with the concerns of the Commission. He also stated that he had been in favor of Measure C and very much in favor of a conference center. But without more information, commissioner Matteucci could not accept it at this time. Chairman DeZordo asked Mr. Hamm to show him the drawing that the Design Review Board had accepted in regards to using flat plates of glass with smooth curing wall surfaces. Speaking for the Applicant: Joseph Ercoli 713 Linden Avenue S S Francisco Mr. Ercoli explained to the Commission why the Board had chosen the drum as a design feature. He said they wanted to make a statement. As you come into South San Francisco this design would draw your eye to our city. commissioner Wendler stated that she was hoping the Board would not sacrifice with less quality material. She wanted an aesthetically pleasing design and a structure that would last. Director Carl advised the Commission that new traffic information would not be available until about the middle of July. Chief Planner Solomon stated that it took approximately 4 to 6 weeks for a traffic study and that the spring and fall (before school lets out) would be the best times for a traffic study. commissioner Wendler's questions as to whether this project could go to City council without a vote was answered by Chief Planner Solomon. He advised that if the Planning Commission continued this item and council thought the continuance was not valid, they could return this item back to the Planning Commission for a vote. Approved by voice vote. ABSENT: Commissioner Warren. 390 Pt. San Bruno Boulevard. Genentech. Inc.. UP-90-874/Mod 1 Use Permit Modification to provide a parking structure and provide for the buildout of the bottom floor of a proposed research and development facility in the P-I Zone District in accordance with provisions of South San Francisco Municipal Code Chapter 20.91. April 18, 1991 staff report presented. Representing the applicant: James Panek 490 Pt. San Bruno Boulevard S S Francisco Mr. Panek explained that when the initial Use Permit was approved, an extensive traffic study had been prepared and that Mr. Fehr was present if the Commission had any questions. Representing the applicant: John Schleuning SRG Partnership 621 S. W. Morrison st., Ste. 200 Portland, OR Mr. Schleuning explained the design of the proposed parking structure and the concept of the building design. He advised the Commission that Mr. David Nelson, MPA Design, was also present to answer any questions the Commission might have. Speaking against the project: Isabel Sewell 333 Pt. San Bruno Boulevard S S Francisco Mrs. Sewell was concerned about the traffic impact with 390 cars coming out of the proposed lot. She suggested that another traffic study be prepared. Mr. Schleuning explained that the initial plan was for 266 stalls; the new plan for 369. Also the lower level is accessible to the north only therefore allowing 259 cars to leave by the way of the cuI de sac. A letter received from Mrs. Sewell was introduced into the record. Representing the applicant: Jeurgen Fehr Fehr & Peers Associates 3685 Mt. Diablo Boulevard Lafayette Mr. Fehr explained that the original traffic study was prepared in June of 1990. He said he had looked at the traffic situation with the modified layout of the garage. As it stands the upper driveway which goes directly into the cul-de-sac would accommodate 257 PAGE 4 OF 8 PAGES 4/18/91 PC Meeting AGENDA ITEMS - Cont. vehicles. Chairman DeZordo asked if there was a possibility for some open space. He asked if it was necessary to have parking stops? Ron Petrocchi, Police Department, explained why bumpers were necessary. Motion-Wendler/Seconded-Boblitt: To approve Negative Declaration No. 715 and UP-90-874/Mod 1 subject to the conditions and based on the findings as contained in the staff report. Approved by voice vote. ABSENT: Commissioner Warren Chairman DeZordo adjourned the meeting at 9:10 P.M. for a 15-minute recess and reconvened at 9:25 P.M. Diana BYers. GP-90-42. Neqative Declaration No. 707 Proposed amendment to the City'S General Plan and environmental determination of same to modify Land Use Policy 29 to allow the addition of drive-through windows at fast food restaurants. Applicant: Diana Byers 2298 Gellert Boulevard S S Francisco Mrs. Byers spoke briefly about this project. She said she had talked to over 100 people and the consensus was that there is an overwhelming need for a change in the City's policy to allow drive- through windows to one or more areas of the city. Vice-Chairman Matteucci suggested that proposed policy 10-8 might be the way to authorize one drive-through window but he wanted to make sure that there would be no adverse impacts. He stated that all his other concerns had been addressed. Commissioner Zellmer agreed with Commissioner Matteucci and said he had always been in favor of this concept. commissioner Boblitt stated that in 1984 and 1986 this policy was studied at great lengths. All concerns were considered with regard to drive-through windows such as traffic, noise, litter, odors and car emissions. It was decided to adopt a policy to have drive-through windows on EI Camino south of Westborough Boulevard. When this McDonald's was first established, many people objected to having a McDonald's in Westborough. It took a lot of time and effort to convince Council not to allow a drive-through restaurant but Westborough did get a fast food restaurant. It was stipulated that if Westborough got a McDonald's there would be no drive-through window. This was agreeable to the residents. They were concerned about the possibility of more fast food restaurants in that area. Commissioner Boblitt expressed her concern that if the Commission agreed to this drive-through window it would not stop there. If that happens, the residents will again be saying, "we don't want more fast food restaurants." The residents must make up their minds. commissioner Boblitt said she could not find a real good reason for changing our General Plan that everyone had worked so hard on. She felt she could not support this project. Commissioner Mantegani inquired that if they adopted Policy 10-8 would it be limited to the existing restaurants in the planning area? Planner Morton explained that Policy 10-8 would limit it to existing restaurants in the Westborough Planning Area. She further stated that there are approximately seven existing fast food restaurants in PAGE 6 OF 8 PAGES 4/18/91 PC Meeting AGENDA ITEMS - Cont. the City which do not have drive-through windows. commissioner Mantegani asked if they did approve just the Westborough restaurant would there be any legal repercussions? Planner Morton explained that the City Attorney did not see any problem because of the manner in which the General Plan is set up. Currently it limits fast food restaurants to certain sites so we can take one step further. commissioner Mantegani expressed that he did not have a problem with the drive-through window as long as it would not be opening up the potential for further development. commissioner Wendler stated she was very sensitive to neighborhood issues but that she saw some problems with this project. She was concerned with the legality of restricting a drive-through window to only one restaurant. She stated that when McDonald's first opened in Westborough they had requested a drive-through window. At the time the residents objected to having any type of fast food restaurant in the area. They were concerned about the traffic impact. Even though drive-through window was denied, McDonald's built the restaurant. Commissioner Wendler also explained how on numerous occasions corporate headquarters had come back to the City and asked about a drive-through window and on each occasion they were denied. It has consistently been a land use decision not to have a fast food drive- through window so close to a residential area. She stated that we have a large corridor that can handle a large number of cars with fast food restaurants. We have a McDonald's, Burger King and Taco Bell with drive-through windows. The service is there for those of us who need it. commissioner Wendler also expressed her concern about the litter. commissioner Wendler stated that the policy option which states, "should not be located" implies that it is possible to do it. She said she would like to see stronger wording if this project is passed. Chairman DeZordo expressed his concern about the proposal being a City-wide policy which he did not think that he would support. He did support the idea of a drive-through restaurant in Westborough but limit it only to this restaurant which he thought was impossible. He did express his desire to see a tight policy package and to include the options under consideration. Planner Morton stated that policy 10-8 is the Westborough area policy only. The options were developed based on discussion at the March meeting. Commissioner Zellmer stated that when the applicant goes through the Use Permit process most other concerns that deal with traffic would be addressed. Motion-Zellmer/Seconded-Matteucci: To adopt the resolution recommending that the City Council approve Negative Declaration No. PAGE 7 OF 8 PAGES 4/18/91 PC Meeting AGENDA ITEMS - Cont. 707 and General Plan Amendment GP-90-42. AYES: Chairman DeZordo, Vice-Chairman Matteucci, Commissioner Mantegani and Zellmer. NOES: Commissioners Boblitt and Wendler. Items from Staff Chief Planner Solomon advised the Commission that a recent amendment clarified the Planning Commission's role in the Design Review Board procedure. Chevy's (UP-87-794/Mod 1) Update. One of the special conditions was that this permit was to be reviewed with regard to the hours of operation between 12:00 midnight and 2:00 a.m. one year after opening the restaurant. The restaurant opened on May 4, 1990. Staff did a review and found that the hours of operation at this time are 11:30 a.m. - 10:00 p.m. Sunday through Thursday and 11:30 a.m. - 11:00 p.m. Friday and Saturday. No complaints have been received concerning this establishment.
