CALL TO ORDER: 6:31 p.m. II. ROLL CALL: Present: Commissioners: Bond, Bowen, Campagna, Hobson-Coard, Foley, DeNatale, Looper Absent: Boldenweck, Ramos Staff Present: Sharon Ranals, ACM/Director of Parks and Recreation Angela Duldulao, Recreation Manager Ercie Santos, Cultural Arts Specialist Cristina Simmons, Administrative Assistant III. AGENDA REVIEW: N/A IV. APPROVAL OF MINUTES of January 21, 2021: Minutes for January 21, 2021 stand as sent. V. CITIZEN PARTICIPATION: Cultural Arts Specialist Ercie Santos introduced some of the awardees for the “Living in Virtual Times” Photography Exhibit: Megumi Isobe, 3rd place winner, for her piece called Justice, Freedom, Peace; Patricia Dick, who received Honorable Mention for her piece, Street Dancing, Pandemic Style; Olya Gary, 2nd place winner for her piece Friends Six Feet Apart; and Maria Budner, who won 1st place for her piece, Sheltering In Place, and Honorable Mention for Trapped Inside The Wall. VI. UNFINISHED BUSINESS: 1. Gardiner Park Playground Mural a. Presentation: Sirron Norris, Muralist Cultural Arts Commission Minutes of February 18, 2021 Page 2 Deputy Director of Capital Projects Philip Vitale reviewed the mural’s preliminary design and desired list of landmarks and icons submitted by Commissioners to be included in the mural. Deputy Director Vitale displayed the new mural design and invited Muralist Norris to describe it. Muralist Norris described his approach to creating his new design and discussed how he incorporated the playground colors and the Commissioner requests to see specific landmarks and icons. He discussed how the corners of the adjoining mural walls were not perfectly aligned in the photos but when he paints the mural, he will make it more seamless. Deputy Director Vitale invited questions or comments from the Commission. Commissioners expressed their gratitude and approval. 2. Caltrain Public Art Selection Deputy Director Vitale updated the Commissioners about the first Caltrain Public Art Selection Committee (CPASC) meeting. CPASC consists of Mayor Mark Addiego, Councilmember Flor Nicholas, Cultural Arts Commissioners Vice Chair Campagna and Commissioner Foley, as well as three members from the public. Deputy Director Vitale presented the process and reviewed the criteria for evaluating the proposals. The CPASC is tasked with reviewing fifteen proposals will be holding meetings in the coming weeks to narrow down proposals to a few finalists who will be invited for an interview. Deputy Director Vitale said he will come back to the Commission with an update and thanked Commissioner Foley and Vice Chair Campagna for the participation. Vice Chair Campagna informed the Commission that he would like their feedback on the submissions and requests any Commissioner interested to contact him. Deputy Director Vitale stated the CPASC meetings are open to the public. Commissioners are welcome to attend and should coordinate their attendance through Recreation Manager Angela Duldulao, Cultural Arts Specialist Ercie Santos, or himself. VII. NEW BUSINESS N/A VIII: SUBCOMMITTEES: Cultural Arts Commission Minutes of February 18, 2021 Page 3 1. Future Public Art Plan Chair DeNatale stated the subcommittee did not have an update at this time. He noted that survey results would be attached to the meeting packet moving forward. 2. Sculpture N/A 3. Photography Exhibit 2021 Commissioner Hobson-Coard reported there were a total of 57 photographs in the virtual exhibit. There were 11 exhibits by Commissioners and she stated the show will run from February 14, 2021 through March 14, 2021. Chair DeNatale asked if the funds that were raised from the art shows could be earmarked for fundraising. ACM/Director Ranals corrected a statement by Manager Duldulao and said that since art shows involve staff time to produce, funds raised by art shows would not be eligible for a scholarship. ACM/Director Ranals further stated that when it comes to the scholarship, the fundraiser event should not rely on staff time, or it could be perceived as a gift of public funds. 4. Fundraiser Commissioner Bowen informed the Commission that 25 pieces of jewelry have been collected and she thanked them for their donations. She asked ACM/Director Ranals if City staff helping with the fundraiser was going to be an issue. ACM/Director Ranals stated that it would not be an issue. Manager Duldulao confirmed that staff’s efforts towards establishing a platform for the fundraising event would also benefit some of the Department’s other programmatic efforts. 5. Youth Art Show Vice Chair Campagna stated that he met with Specialist Santos and the Childcare Program supervisor. He stated that the theme for the Youth Art Show is Earth Day, and the Childcare Program will create projects for the art show, in addition to art being collected from the public. Vice Chair Campagna also stated that Specialist Santos is working on more details including the number of entries to be accepted. ACM/Director Ranals asked Vice Chair Campagna if there is an age limit to enter the show. Vice Chair Campagna stated his intent to follow the usual format to include art up to high school age. Specialist Santos confirmed this plan. Chair DeNatale asked for Cultural Arts Commission Minutes of February 18, 2021 Page 4 confirmation that there is no fee for this show, and Vice Chair Campagna confirmed it was free. 6. Jack Drago CAC Youth Art Scholarship 2021 Vice Chair Campagna provided background information on the Jack Drago CAC Youth Art Scholarship and stated that the money raised from previous fundraisers is how the scholarship is funded. He stated the subcommittee’s commitment to improved tracking of the scholarship fund separate from the Commission’s other activities. Vice Chair Campagna made a motion to allocate $3,000 from the Cultural Arts Fund and place it towards the Youth Art Scholarship, seconded by Commissioner Looper, and unanimously approved by roll call vote. Commissioner Looper suggested that Commissioner Campagna review the September minutes for historical information about money collected from past fundraisers, since the fundraiser event was typically hosted in August. 7. Other Subcommittee N/A X. ITEMS FROM COMMISSION: N/A XI. ITEMS FROM STAFF: Specialists Santos informed the Commission about the new virtual game called Agents of Discovery. Parks Division employee, Emma Lewis, used the Agents of Discovery application to create an interactive scavenger hunt of the Sculpture Garden in Orange Memorial Park. ACM/Director Ranals mentioned that the app is a nature-based outdoor activity for kids and families, and can be set up for many different locations throughout South San Francisco. Manager Duldulao thanked Ercie for creating the curriculum for the Sculpture Garden. Manager Duldulao informed the Commissioners about spring registration, and said that some classes would be virtual while others would take place outdoors, in person. Resident registration began on Monday, February 22, 2021 and classes will begin on Monday, March 22, 2021. Manager Duldulao also mentioned that tennis court reservations would begin in March.
