(Pamphlets distributed to Council. ) AGENDA REVIEW City Manager Nagel reported that Agenda Item No 5 has been continued off calendar at the request ofthe applicant. PUBLIC COMMENTS Mr. Doug Allshouse, Friends of San Bruno Mountain, thanked the City for the use of a greenhouse at Orange Memorial Park for the last four years. He mmounced that due to the demolition of the greenhouses his organization is moving their materials to a temporary storage location until a new nursery is built in Brisbane. He also invited the public to an upcoming fundraising event. Mr. Ray Green, resident, urged Council to approve the funds for a fire-training tower and classroom when the item comes before Council on Februmy 22. Mr. Young Liu, resident of Pecks Lot, reiterated his concerns that were voiced at the January 25 City Council meeting. He urged Council to look at the damaged caused by falling rocks due to the construction work at Terrabay. (Photographs given to Council.) Mayor Fernekes requested Public Works Director White contact Mr. Liu and follow-up on the matter with a report back to Council. ITEMS FROM COUNCIL . Announcements · Committee Reports Councilmembers reported on attendance at community and regional events, announced upcoming events andfundraisers, and acknowledged members of the community for their contributions. Councilman Addiego reported that the downtown outreach subcommittee (Fernekes/Addiego) is meeting with members of the community on February 28,6 pm, at City Hall, to discuss ways to restore and promote the downtown area. He reported on a meeting with developer Jack Myers to discuss the Terrabay Phase III project. He asked that stafflook iinto the matter of unkempt landscaping at the Grand A venue health center facility after receiving a complaint regarding vermin at the Women's Club. Councilwoman Matsumoto reported that Mayor Fernekes was elected to represent North San Mateo County on the Transportation Authority Board. She: reported that the budget subcommittee (Fernekes/Matsumoto) met with staff and staff has been directed to move forward with the mid-year budget to be presented at the February 15 study session. She requested that the in-lieu fee for public art with landscaping be revisited to develop a nexus and Mayor Fernekes appointed Councilwoman Matsumoto and Vice Mayor Garbarino to a subcommittee to review the matter with staff. Councilwoman Matsumoto suggested, and hearing no objection from Councilmembers, that an ordinance be prepared for consideration regarding standards for commercial modular buildings. Mayor Fernekes reported a dinner meeting with the Chamber of Commerce executive director, and he and Councilwoman Matsumoto met with developer Jack Myers to discuss proposed modifications to Terrabay Phase III. He asked that Councilmembers submit names on a form prepared by the City Clerk when requesting a meeting be adjourned in memory of someone. Councilmembers concurred. CONSENT CALENDAR 1. Motion to approve the minutes of January 25,2006 2. Motion to confirm expense claims of February 8,2006 in the amount of$I,575,684.19 3. Motion to adopt an Ordinance No. 1366-2006, amending Title 10 of the SSFMC to add Chapter 10.64, declaring vehicle sideshows a public nuisance 4. Motion to adopt Ordinance No. 1367-2006, amending the zoning map to change the land use designation of a 0.79-acre site, located at the intersection of EI Camino Real and BART Drive and adjacent to 1410 EI Camino Real" from Plmmed Commercial (P-C) to Transit Village Residential, High Density (TV-RH) Zone District Motion-Addiego/Second-Garbarino: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. REGULAR CITY COUNCIL MEETING MINUTES FEBRUARY 8, 2006 PAGE 2 PUBLIC HEARING 5. Consideration of Terra bay Phase III Terraces, located on San Bruno Mountain, an amended development agreement, construction of a mixed-use development, including 351 residential units in high-rise (180- units), townhome and loft configuration, a 295,000 sq. ft. office/or 300-room hotel/or an optional 180-unit condominium and 357,500 sq. ft. retail. Applicant/Owner: Myers Developmt:llt (P04-0117: DAA04- 0001, EIR04-0002, GPA04-0001, SPA04-0001, and ZA04-0004) Continuedfrom January 25, 2006-Public hearing opened. Request to continue off calendar Motion-Gonzalez/Second-Addiego: To continue consideration of Terrabay Phase III Terraces off-calendar. Unanimously approved by voice vote. COUNCIL COMMUNITY FORUM Additional items were announced. In response to concerns expressed by businesses along the 200 block of Baden Avenue, Mayor F ernekes requested that staff look into the feasibility of changing some of the parking stalls at Parking Lot No.2 from permit parking to meters. CLOSED SESSION 6. Pursuant to Government Code section 54956.9(b), conference with legal counsel - significant exposure to litigation: one case; and pursuant to Government Code section 54956.9(a) existing litigation: Carlino v. City of South San Francisco Time entered into Closed Session: Time reconvened into Open Session: Report from Closed Session: 8:23 p.m. 9:05 p.m., all Councilmembers present.
