HomeMy WebLinkAboutMinutes 2006-02-22 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING WEDNESDAY, FEBRUARY 22, 2006 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:30 p.m. (Cassette Tape No.1) ROLL CALL: Present: Councilmembers Addiego, Gonzalez and Matsulnoto, Vice Mayor Garbarino and Mayor Fernekes Absent: None PLEDGE OF ALLEGIANCE: Led by Mayor F ernekes INVOCATION: Given by Pastor John Cantley, Grace Covenant PRESENTATIONS . Senior Mobility Action Plan - Ms. Corinne Goodrich, SamTrans Coordinator presented information on the plan and informed Council that cities are being asked if there is a role that they can play in developing a strategy in implelnenting the progrmn. · Certificate of Appreciation was presented by Vice Mayor Garbarino to Mr. Lionel Robbe-Jedeau, owner of Bakers of Paris, for his generosity in providing baked goods to the hon1eless shelter. . Mid-Year Financial Update - Finance Director Jiln Steele gave an overview of the February 15 study session related to the general fund budget for FY 2005-06. AGENDA REVIEW PUBLIC COMMENTS ITEMS FROM COUNCIL . Announcements . COlnmittee Reports Councilmembers reported on attendance at community and regional events, announced upcoming events and fundraisers, and acknowledged members of the community for their contributions. Councihnan Addiego, reported on attending a recent SFO/COlnmunity Roundtable meeting and that new aircraft monitoring equipment is being implemented on March 1 that will identify sources of aircraft noise in response to reported incidents. He stated concerns regarding the deferred Inaintenance of street repairs. He further reported that a San Francisco Bay soccer tournament is scheduled for August and that organizers are looking for host cities. He offered to pass the information along to the Recreation Department. Vice Mayor Garbarino voiced concern regarding the Council policy that boardmelnbersl comlnissioners are sent a letter after three absences. He suggested that consideration be given to excused absences due to illness or other Initigating circumstances. Councilman Gonzalez reported good news that only one person attended the February Lindenville business owners meeting, and cOlnlnented that more would have attended if flooding problems were persisting froln Colma Creek. Councilwoman Matsulnoto reported that the Chmnber subcolnlnittee (Gonzalez/Matsulnoto) which oversees the Chmnber of Commerce's fInances, met and that an audit and annual financial report are being prepared. She asked that staff attend the League of California's Ineeting related to the Governor's proposed infrastructure transportation bond plan. She reported on the ABAG housing Inandate that is changing it's approach froln "top-down" to "bottom-up" which will benefit cities like South San Francisco and suggested that close attention be paid to this Inatter. She reported that the linear park proposal sublnitted to the Bicycle Pedestrian Advisory COlnlnittee has a good chance of being funded. Mayor Fernekes reported that the budget subcolnlnittee (Fernekes/Matsumoto) met with staff, requested additional information, and a study session is planned for March. He reported on Congressman Lantos' efforts to have the Union Pacific Railroad cars containing hazardous waste moved permanently from South San Francisco and that the Congressman will be meeting with the UP president in Washington DC next week to continue discussions. CONSENT CALENDAR 1. Motion to approve the Ininutes of February 8, 2006 2. Motion to confirm expense claims of February 22, 2006 3. Resolution in support of a measure to secure local transportation funding Item removed from the Consent Calendar by Councilman Gonzalez. 4. Motion to accept the Orange Park Recreation Center Buildings Demolition Project as cOlnplete in accordance with plans and specifications 5. Resolution No. 13-2006, approving the issuance of tax allocation bonds by the Redeveloplnent Agency to finance and refinance redevelopment activities Item removed from the Consent Calendar by Councilman Gonzalez. 6. Resolution No. 11-2006 authorizing the acceptance of a grant from FEMA for the purchase of fire radios, structural firefighting clothing and boots in the mnount of $202,815 Motion-Garbarino/Second-Addiego: To approve Consent Calendar Item Nos. 1,2, 4, and 6. Unanimously approved by voice vote. REGULAR CITY COUNCIL MEETING MINUTES FEBRUARY 22,2006 PAGE 2 Councilman Gonzalez requested a brief sUlnmary of the staff reports for both Item Nos. 3 and 5 be given for the public's benefit. Item No.3: Staff report presented by City Manager Nagel. Item No.5: Staff report presented by Finance Director Steele. Motion-Gonzalez/Second-Addiego: To approve Resolution No. 12-2006, in support of a lneasure to secure local transportation funding; and Resolution No. 13-2006, approving the issuance of tax allocation bonds by the Redeveloplnent Agency of the City of South San Francisco to finance and refinance redevelopment activities. Unanilnously approved by voice vote. ADMINISTRATIVE BUSINESS 7. Resolution expressing the City's position that the Federal COlnlnunications Commission (FCC) should do nothing to interfere with the City's authority over cable television franchising Staff report presented by Infonnation Technology Director Hollis. Motion-Garbarino/Second-Gonzalez: To approve Resolution No. 14-2006, expressing the City's position that the Federal Communications COlnlnission (FCC) should do nothing to interfere with the City's authority over cable television franchising. Unanimously approved by voice vote. CLOSED SESSION 8. Pursuant to Government Code section 54957.6, conference with labor negotiator, Elaine Yamani, for all units; and pursuant to Government Code section 54956.9(b), conference with legal counsel- significant exposure to litigation: one case Tilne entered into Closed Session: Tilne reconvened into Open Session: Report from Closed Session: 8:26 p.ln. 9:26 p.m., all Councihnembers present. Direction given/no action taken on both items. COUNCIL COMMUNITY FORUM Mayor Femekes requested the meeting be adjourned in Inemory ofl\1artha Lucia, Inother of retired Deputy Fire Chief John Lucia. ADJOURNMENT Being no further business, Mayor Fernekes adjourned the lneeting at 9:26 p.ln. in memory of Martha Lucia. Submitted by: M.
