CULTURAL ARTS COMMISSION MEETING

I. CALL TO ORDER: 6:30 p.m.

VI. UNFINISHED BUSINESS:
1. Caltrain Public Art Selection Committee Update
Specialist Santos summarized the May 8, 2021 meeting of the Caltrain Plaza Art Selection
Committee (CPASC). Ride Art, LLC was selected as the committee’s first-choice
recommendation for the Plaza. Two other proposals by Sijia Chen Studio and WOWHAUS
will be kept as additional options pending the outcome of negotiations with Ride Art. The
committee’s recommendation will be presented to City Council for their consideration and

approval. The committee decided to hold off on artwork for the Caltrain Plaza tunnel at this
time.
Vice Chair Campagna and Commissioner Foley shared their perspectives as members of the
CPASC, and the Cultural Arts Commission (CAC) discussed the tunnel as a future project for
the Commission to pursue. Commissioner Bond suggested that this project would fall under
the Urban Art Subcommittee. ACM/Director Ranals commented on the possibility for a
request for proposals (RFP) to call for various types of artwork in the tunnel, as well as
potential funding to pursue this project.
Action: Staff to share the Ride Art LLC proposal with the Cultural Arts Commission.
2. Parks and Recreation COVID-19 Update
Recreation Manager Duldulao briefed the CAC on the tentative Citywide reopening to more
in-person services planned in August 2021. Manager Duldulao explained that in August, City
Council meetings will resume in-person meetings. Meetings for boards and commissions are
expected to continue virtually until further notice. Manager Duldulao and ACM/Director
Ranals discussed the technological considerations for resuming in-person meetings and the
possibility of offering a hybrid model for participation, which would allow participants to join
in-person or virtually. The floor was open for commissioners to provide feedback on the idea
of resuming in-person meetings. Several commissioners noted that they preferred that virtual
attendance remain an option for both commissioners and members of the public once in-
person meetings resume. ACM/Director Ranals responded to questions about mask and
vaccination requirements as well as the ability for subcommittees to meet in person.
VII: NEW BUSINESS:
1. Cancellation of Summer Meeting
Specialist Santos presented the Commission with the option to cancel one of their
regularly held monthly meetings this summer. The Commission opted to continue with
their regularly scheduled meetings.
VIII: SUBCOMMITTEES:
1. Future Public Art Plan
a. CAC Subcommittee Restructure
▪ Vice Chair Campagna presented the Subcommittee Restructure document.
▪ Chair DeNatale encouraged Commissioners to express interest in joining
subcommittees on the public forum of the meeting.
▪ Commissioner Mardahay expressed interest in joining the Sculpture
subcommittee and volunteered to chair the Community Engagement
subcommittee.

Action:
▪ Subcommittee Chairs to review their Subcommittee’s purpose and submit
any changes by June 4.
▪ Specialist Santos will send a survey to Commissioners seeking their
interest in participating in the Subcommittees under the restructured model.
2. Sculpture
▪ Commissioner Boldenweck reported that the Windswept sculpture should not be a
problem with Caltrans and that the Library Art Panels on Centennial way are
expected to remain at their location until the nearby construction projects are
complete.
▪ Staff clarified that if Caltrans identified the need to move the Windswept
sculpture, the City Manager would address the issue with Caltrans.
3. Fundraiser
▪ Commissioner Bowen reported the subcommittee’s recommendation that the BBQ
Fundraiser not take place this year due to Covid restrictions/challenges.
▪ Commissioner Bowen reported on the alternative fundraising opportunity to host a
virtual Jewelry Fundraiser. City staff are working on developing the online
platform with the goal of making it live in late June or early July.
Action: City staff to include donation opportunity on announcement of scholarship
awards, as recommended by Chair DeNatale.
4. Virtual Youth Art Show – April 23-May31
▪ Vice Chair Campagna reported that the exhibit is up and running with two
galleries, showcasing 19 exhibits from the Parks and Recreation Department’s
Childcare Program, and 14 exhibits from the public.
▪ 160 children from nine Childcare sites participated.
▪ All are encouraged to tour virtual galleries by the exhibit end date on May 31.
5. Jack Drago CAC Youth Art Scholarship 2021
▪ Vice Chair Campagna reported that scholarship winners Janice Martir and Cyrus
Ramesh will be acknowledged at the May 26, 2021 City Council meeting.
▪ Artwork by the scholarship recipients will be featured in a virtual exhibit in early
June.
6. Virtual General Art Exhibit – July 9-August 31
▪ Commissioner Bond reported that the art show theme will be “A Study in
Contrast”.
▪ First, second, and third best in show awards are set at $100, $75, and $25.
7. Art Show 2021 – October 8 & 9
▪ Commissioner Boldenweck suggested the idea of hosting a virtual quilt show.
▪ Commissioners discussed a wider scope to include textiles, jewelry, fiber arts.

Action: Subcommittee to discuss/provide direction to Specialist Santos by June 11 to
meet the Activity Guide deadline.
8. Other Subcommittee
a. Urban Art
▪ Commissioner Bond reported on the budget request of $61,000 to be
considered by City Council for graffiti mitigation at the Caltrain Station
($11,000) and future mural projects to include the Union Pacific Bridge
and the Dubuque onramp ($50,000).
▪ RFP process for muralists and the City’s budget process was discussed.
Action: ACM/ Director Ranals to provide list of commercial projects subject to
public art fee at a future Commission meeting.
IX. ITEMS FROM COMMISSION:
Commissioner Hobson-Coard announced the installation of four of her paintings at Philz
Coffee House in Redwood City; they will be on display for three months. Also, Lovestruck
Band will be performing at the San Mateo County Fair’s community stage on Thursday,
June 10, 2021 from 2:30 p.m. to 3:30 p.m.
Commissioner Maharaj posed the question of whether the Cultural Arts Commission can
apply for grants from nonprofits. ACM/Director Ranals confirmed that this is possible and
encouraged. Commissioner Maharaj said he would send staff information about Rotary
Club grant opportunities as they become available.
X. ITEMS FROM STAFF:
Recreation Manager Duldulao invited the Commission to attend the May 26 City Council
meeting; former Cultural Arts Commissioner Shane Looper will be recognized for her 13
years of service to the Commission, and the Mayor will also recognize the 2021 Jack Drago
Scholarship recipients. Manager Duldulao also announced the summer program at Orange
Pool – online registration begins Monday, May 24, 2021 at 6:00 a.m.
