CALL TO ORDER: 6:30 p.m. II. AGENDA REVIEW: N/A IV. APPROVAL OF MINUTES of May 20, 2021: Minutes for May 20, 2021 stand as sent. V. CITIZEN PARTICIPATION: N/A VI. PRESENTATION: Jack Drago Cultural Arts Commission Youth Art Scholarship recipients Janice Megan Martir and Cyrus Ramesh (Chair Michael DeNatale) Local youth artists Janice Martir and Cyrus Ramesh were recognized as the 2021 recipients of the Jack Drago Cultural Arts Commission Youth Art Scholarship award. Janice is a graduate of El Camino High School and plans to pursue a career as an illustrator, with an emphasis on character design and storybook art. Cyrus is a graduate of South San Francisco High School, and will be attending New York University in the fall to pursue acting, cinematography, and editing. The Cultural Arts Commission (CAC) looks forward to their continued involvement in our art community and wishes them both continued success. Cultural Arts Commission Minutes of May 20, 2021 Page 2 VII. UNFINISHED BUSINESS N/A VIII. NEW BUSINESS N/A IX. SUBCOMMITTEES: 1. Strategic Vision (formerly Future Public Art Plan) a. Subcommittee Restructure Survey (Chair Michael DeNatale) ▪ Subcommittee Restructure Survey results were shared and current subcommittee assignments stand for those whose responses were not received (2). ▪ Strategic Vision subcommittee is at quorum; commissioners (3) who expressed interest will be held as alternates to fill vacancies or absences. ▪ No conflicts occurred throughout the rest of the survey and figures are as follows: a. Youth Art Program | 4 members b. Sculpture | 3 members c. Urban Arts | 4 members d. Community Engagement | 3 members e. Performing Arts | 3 members ▪ Reminder set by Chair DeNatale that subcommittee topics are to be presented to CAC for all commissioners to review and discuss. 2. Sculpture No updates from Commissioner Boldenweck 3. Fundraiser – Virtual Auction ▪ Fundraiser is on track, with progress made on online platform by Recreation Supervisor Erin O’Brien. ▪ Commissioner Bowen set fundraiser date for last weekend in August (as a replacement for the traditionally held barbeque). 4. Virtual General Art Exhibit – July 23 – August 31 ▪ Specialist Santos informed the Commission that the guest judge is familiar with and will adhere to the established judging criteria. ▪ Publicity/outreach for exhibit continues and entries are being submitted at rate of approximately 1-2 a day. 5. A Quilting & Fiber Arts Virtual Exhibit 2021 – October 8 & 9 ▪ In addition to quilting, outreach for fiber art entries will be a focus for subcommittee members as the show draws closer. ▪ Commissioner Boldenweck will confer with Commissioners Ramos and Bond on Exhibit Entry Form within the next 2-3 weeks. Performing Arts No updates from Commissioner Hobson-Coard 7. Community Engagement ▪ Commissioner Mardahay reviewed data from restructure material and plans to conduct Community Engagement presentation at next CAC meeting. 8. Other Subcommittee a. Urban Arts ▪ No update on murals. ▪ Based on feedback from budget subcommittee meeting held on June 15, Mgr. Duldulao believes that the budget request will likely be accepted by Council at their June 23 meeting. ▪ Commissioner Bond to follow up with Mgr. Duldulao on June 24. X. ITEMS FROM COMMISSION Announcement Commissioner Hobson-Coard invited all to attend her Lovestruck Band performance at Fort McKinley from 8 p.m. - 12 a.m. on Saturday, June 19. Proposals Commissioner Foley proposed that the Cultural Arts Commission establish a local artist registry. ▪ Platform/formal databank of artist portfolios to browse when commissioned opportunities arise with CAC, or for targeted marketing campaigns. ▪ Specialist Santos maintains publicity list of artists/community members. ▪ Specialist Santos is aware of Bay Area cities having implemented artist registries - Commission could pursue more formally with time. ▪ Chair DeNatale and Commissioner Mardahay agreed that this would be a helpful tool for the Community Engagement subcommittee to develop. XI. ITEMS FROM STAFF: 1. Arts Funding Presentation (Recreation Manager Duldulao) ▪ Projected figures for recently adopted Public Art Impact Fee shared to illustrate potential impact on CAC future programs. ▪ Chart lists upcoming development projects and forecasted date to realize funds or value of art to be installed. ▪ Several developments were in title before fee was passed; FY 2023-24 first opportunity to realize funding in projected amount of $4,380,000. Cultural Arts Commission Minutes of May 20, 2021 Page 4 ▪ ACM/Dir. Ranals also outlined the ordinance’s allowance for art programs as a use of the collected fees, along with the appointment of staff to run these programs. Commissioner Bond recognized that the gap in time to realize funding from the impact fee may be to the Commission’s advantage, as this would allow subcommittees to plan and develop programs based on these projections more accurately. As Commissioner Foley referred to how this may tie in with the Master Plan, Chair DeNatale provided an update for the Master Plan subcommittee, stating that more data and information would be available to review in early July. Staff Update Mgr. Duldulao introduced Catherine Misener as the new clerk to the Cultural Arts Commission, and thanked Administrative Assistant Cristina Simmons for her months of service to the Commission following Susan Filereto’s retirement in December of 2020.
