I. CALL TO ORDER: 7:00 p.m. A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, September 21, 2021, via teleconference due to the COVID-
19 pandemic and local health orders.

VII. OLD BUSINESS:
A. COVID-19 Response and Modified Operations Update Manager Duldulao shared that the Department has continued to progress in its return to pre-COVID operations, and staff have found relief that public health guidelines have remained steady. Throughout COVID, one of the biggest challenges to the Department
was the ever-changing public health guidelines, which made it difficult to make long-
term plans, and put staff in a stressful position to pivot operations to accommodate the latest policy changes. Some of the main COVID-related challenges the Department is experiencing now are
related to children going back to school in-person, restoring a team of part-time
employees to support recreation programs, and adjusting to the “new normal” for operations including pending policy changes regarding enhanced vaccination mandates.

Supervisor Armanino provided updates on children returning to in-person learning. The
South San Francisco Unified School District (SSFUSD) returned to in-person learning this school year, a feat that understandably faces a multitude of challenges. SSFUSD started the school year with COVID protocols in place, taking guidance from the San Mateo County Coalition for Safe Schools and Communities: Pandemic Recovery Framework. The framework includes guidelines under which students can follow
modified quarantine procedures, which allows students who have been exposed to COVID-19 to continue attending school as long as they are asymptomatic. Under modified quarantine, students may attend school, but should otherwise quarantine from all other extracurricular activities. After several conversations with San Mateo County Public Health officials, it has been determined that on-campus after school programs
are considered part of the school and could be eligible for modified quarantine if the after-school program follows the same framework required of schools. These standards are currently under review, and staff hope to be able to offer modified quarantine to participants in our after-school program.
Chair Uy inquired if there have been any reported cases in afterschool and how was it dealt with. Supervisor Armanino shared there have been a couple of exposures, but nothing spread beyond the initial case, mostly due to the multi-layered protection model in place. We had to temporarily shut down, due to not yet being eligible for modified
quarantine.
Commissioner Camacho thanked Childcare staff for ongoing flexibility and shared that she has received many compliments from the community. She inquired if City staff is required to be vaccinated as of 10/01. Supervisor Armanino shared that current policy
is to either show proof of vaccination or test weekly, at least for childcare. A city-wide
policy on this subject is pending. Manager Duldulao described efforts to restoring staffing and the “new normal.” The Department is fortunate to have many returning part-time employees and continues to
hire new employees where needed. While this is going well, there are challenges to
training a new workforce, dealing with the fast pace of reopening, managing COVID exposures and concerns, implementing post-COVID operating procedures, and reacquainting new and seasoned staff with being back in business.
Upcoming Special Events
• City Hall 101st Birthday Concert, Saturday, September 25, 12:00 p.m. – 5:00 p.m., 400 block of Grand Avenue featuring:
o A free vaccination clinic on the patio of the Grand Avenue Library;
o Tours of the Mayor’s office in City Hall and a chance to take pictures
from the balcony;
o Food trucks (taco truck and an ice cream truck);
o City-sponsored information tables, including a table seeking information for the Orange Park and Centennial Way Master Plans;
o Vendors from Renaissance Entrepreneurship Center, including food
vendors and retail such as greeting cards, Latin culture novelty items for

the home, vintage clothing and housewares, jewelry from recycled
materials, and paintings on Grand Avenue near Spruce Avenue;
o A photo booth on Grand Avenue;
o The Library’s Learning Wheels outside, and children’s activities in the Grand Library;
o A bubble play artist, face painter, and balloon twister; and
o The Parks and Recreation Department's Mexican Folklorico and Hawaiian Hula dance programs.
• “It’s the Great Pumpkin, South City!” Halloween Event Saturday, October 23,
12:00 p.m. – 5:00 p.m., Orange Memorial Park
Manager Duldulao shared that since the Department has reached some stability in its
post-COVID operations, this report concludes the Department’s monthly COVID
update, barring any major COVID-related news resulting in major changes to the
Department’s operations. Any notable shifts in operations will be brought to the
Commission’s attention and may also be covered under the Administrative Update.
Commissioner Battaglia shared her enthusiasm for the upcoming events. Commissioner Lock inquired if there will there be queues or other crowd control measures in place due to COVID? Supervisor O’Brien shared that payment would only
collected for pumpkins and snacks and staff would look into temporary fencing to help line up participants, but there would be multiple entry and exit points. He further inquired if there are major standards differences between the city and the school district? Supervisor Armanino shared the only differences are between vaccination and testing requirements which should be brought into alignment with new standards
pending with the City. We’re currently operating at 50-60% capacity, while the School District is at 100% due to the limit of 24 children per classroom; we’re licensed at 40 per classroom, so we’re serving the same number of kids as the school district per room. Commissioner Camacho inquired if there is any discussion with the School District to
partner for additional portables. Supervisor Armanino shared that space is the issue. Commissioner Camacho pointed out that the naming event for Alice Bulos Center event overlaps with Great Pumpkin event and if the Anne Waters renaming event could be moved to the same day? Deputy Mediati shared that the Anne Waters renaming event is moving to November.
Commissioner Firpo inquired if there would be a costume contest? Supervisor O’Brien will take the suggestion to the committee and review if possible. Deputy Mediati shared that if vaccinations for kids roll out we will look at increasing
enrollment. VIII. New Business:

A. Restoration of Departmental Position Budget
Deputy Mediati shared an update on restoration of staff and the Department’s position budget. The following positions were frozen in March 2020, due to the anticipated economic downturn resulting from the COVID-19 pandemic:
• Parks and Recreation Director
• Business Manager
• Administrative Assistant II
• Building Maintenance Custodian
• Arborist Technician
The following positions will be administratively unfrozen without any City
Council action as they are currently within the Department’s position budget.

The additional positions identified below have been prioritized and did require City
Council authorization to be added to the position budget, which was approved at
their meeting on September 8, 2021:
• Building Maintenance Stationary Engineer
• Recreation Supervisor – Childcare
Understanding the critical need to maintain the new park at Oyster Point at a high
level, which will become a City maintenance obligation at the terminus of
construction in early 2022, several Park Maintenance Worker positions were
requested, and also approved by the City Council on September 8:
• Lead Park Maintenance Worker
• Senior Park Maintenance Worker
• Park Maintenance Worker
Additional budget will be needed for maintenance material costs, fleet, specialized
services such as environmental monitoring, utilities, and Public Works
Maintenance staff. These costs are still being evaluated and may be added at mid-
year or in FY22-23 once true costs are better known.
Commissioner Camacho inquired when the Civic Campus construction will be completed? Supervisor O’Brien shared that the current timeline estimates
completion for June 2023.

Commissioner Battaglia inquired when the new PD/911 Dispatch Center will be
completed. Deputy Mediati shared that the ribbon cutting is set for early December. B. Cancellation of November or December Commission Meetings Deputy Mediati shared that each year the Commission reviews cancelling one or
both of the regular meetings scheduled in November or December. Commissioner Lock inquired if both could be cancelled if there are no key issues. Deputy Mediati shared that staff was planning on presenting items to the Commission for feedback in November. Chair Uy and Commissioner Battaglia expressed a preference to cancel the December meeting.
Commissioner Camacho motioned to cancel the regular meeting of December 21st and Commissioner Lock seconded. The motion passed unanimously.
IX. Friends of Parks and Recreation:
Manager Duldulao shared that there are no updates at this time. X. Beautification Committee: Deputy Director Mediati reported that there is nothing new to report.
XI. Items from Commission: Commissioner Lock shared praise on the various tree and landscaping work being completed around the City. He further commented on the tennis courts repairs at
Westborough and requested the same for Alta Loma. He shared that the Parkway Middle
School gate is unlocked for public use. Commissioner Firpo shared his appreciation of the pickle ball lines and commented that the trees on Hillside Boulevard are doing well despite lack of rain and strong winds.
Commissioner Battaglia is pleased to see people at the park. Commissioner Camacho shared a request for additional dog waste poop bags, that Movie Night event was great, and inquire if there will there be more grants for more tree planting.
Deputy Mediati shared that there aren’t many right now with water as an issue.
Chair Uy shared excited about pickle ball lining and inquired if the City will we provide nets? Deputy Mediati shared that we have some, but don’t leave them out. Chair Uy inquired if the City would delineate times for pickle ball? Chair Uy shared his appreciation of the
dog park.
XII. Items from Staff: A. Calendar of Events. Deputy Mediati provided a brief update of the Calendar of Events indicating that the
Anne Waters date would be moved to a later date to be determined.

B. Administrative Updates Chair Uy inquired if Commissioners had any questions related to the previously shared administrative updates. None were shared. C. Deputy Mediati inquired if the Commission was amenable to switching to electronic
only packets, in lieu of staff printing and delivering. Commissioner Battaglia and Chair Uy both requested to continue receiving paper packets. Commissioner Camacho indicated that it depends on the content. XIII. Adjournment: 8:10 p.m.

SUBJECT: Capital Projects Update: Library/Parks and Recreation Building
RECOMMENDATION
It is recommended that the Parks and Recreation Commission receive an update on the new Parks
and Recreation Center and Library project.
BACKGROUND/DISCUSSION
As the Commission is aware, Measure W, a half-cent sales tax, was passed in November of 2015.
Following its passage, the City identified several projects targeted at delivering services advertised in the measure. One of the primary projects is the construction of the new Community Civic Campus. The project will replace the Main Library and Municipal Services Building with modern facilities to be located on El Camino Real and Antoinette near Chestnut, including a new Police Headquarters,
new main Library and Parks and Recreation joint facility, parking lot, and park. The City financed
the capital projects through a combination of available funds and the sale of bonds to be repaid over 30 years, the life of the tax measure (expires March 1, 2046), with revenue generated by the sales tax. After the passing of Measure W, the City retained the SmithGroup JJR as the project’s master
architects and Kitchell as the construction managers. Jake Gilchrist, Capital Project Director, is the
lead staff person charged with overall project delivery, with Parks and Recreation staff deeply involved in nearly every design decision. In November 2020, the City Council awarded a construction contract to Swinerton Builders, Inc. for
the construction of Community Civic Campus Phase II, the Library/Parks and Recreation Building
(LPR). Swinerton was also the lowest responsible bidder for Phase I, the new Police Operations Center and Dispatch facility.

The Library and Parks and Recreation Center consists of an 84,250 square foot building, 12,400 sq-
ft parking garage, surface parking and 1.35-acre park. The building includes an automated library book return, spacious event rooms, teaching and catering kitchens, dance and exercise studios, classrooms for all ages, art and craft spaces, contemporary library spaces for all ages, a discovery center including a maker space, a community room and digital studio, administrative offices and the
new City Council Chambers/community theater. The park includes a playground, synthetic turf field
and a garden. As previously discussed with the Commission, City Council elected to award the entire scope of work, including the playground and enhanced landscape that was previously reviewed with and advocated
by the Commission, though at one time, this was considered a bid-alternative item and not within the
base project. Beginning in January 2021, Swinerton Builders accepted site control and began site preparation and construction in earnest. Construction is anticipated to last approximately 30 months and will be
completed mid-2023.
Since March 2021, Swinerton Builders has worked on the foundation which included installing the El Camino Real temporary shoring wall with tiebacks, drilling 309 34’ deep piles, installing rebar, placing concrete footings and installing shotcrete for retaining walls along El Camino Real. The
contractor has also installed the building’s underground utilities and underground plumbing and
electrical beneath the building slab. The last week of August saw the beginning of structural steel installation, which was substantially completed in early October, allowing for those passing by the site to witness the building’s impressive
massing.
With the installation of the Visual Mock Up (VMU) on site, seen by those Commissioners who attended the recent site visit, staff are able to get a feel for the curtain wall that creates the outer shell of the LPR building. The full-size samples of the final glass installed on-site give the sense of
how the fritted glass will look from both inside and outside the building.
Sustainable design features, including the fritted glass, are integral to the Library/Parks and Recreation building design, from site selection and development to passive, low-carbon energy systems and indoor environmental quality enhancements. In June 2018, Council directed the team to
not pursue LEED certification – primarily due to costs associated with accreditation – but asked that
the project include as many sustainable design elements as possible. As planned, however, only a few items preclude the project from achieving LEED-Silver equivalence or certification. Staff will continue to provide periodic updates to the Commission over the duration of construction.

RECOMMENDATION
It is recommended that the Parks and Recreation Commission be updated on the Parks and Recreation Department’s Childcare Program.
BACKGROUND/DISCUSSION
The Childcare Program is one of seven programs within the Recreation Division of the Parks and Recreation Department. The Childcare Program includes:
• Three licensed preschools for children 2.5 to 5 years old;
o Siebecker Preschool, 510 Elm Court (capacity of 55 children)
o Westborough Preschool, 2380 Galway Drive (capacity of 59 children)
o Little Steps Preschool – grant-funded by the Big Lift Initiative, 520 Tamarack Lane (capacity of 20 children)
• Four licensed before and after school extended learning programs (ASRP) for school-age children Kindergarten-12 years;
o Buri Buri ASRP, 325 Del Monte Avenue (capacity of 80 children)
o Monte Verde ASRP, 2551 St. Cloud Drive, San Bruno (capacity of 200 children)
o Ponderosa ASRP, 295 Ponderosa Road (capacity of 150 children)
o Spruce ASRP, 501 Spruce Avenue (capacity of 30 children)
• Two programs funded by the After School Educate and Safety (ASES) Program, called the
R.E.A.L. (Recreation, Enrichment and Learning) Program designed for academic support for school age children Kindergarten–12 years old;
o Los Cerritos R.E.A.L. Program, 201 Orange Ave, (grant funded for 50 children)
o Martin R.E.A.L. Program, 35 School Street, (grant funded for 50 children)

The ASES grant also includes the Homework Club program at the Community Learning Center.
• Summer Camps (10 weeks)
o Traditional Camp at two sites, 110 children at each site
o Sports Camp at Terrabay, 65 children
o Enrichment Camp at Terrabay, 40-50 children depending on instructor capacity
• Spring and Winter camps for children Kindergarten–12 years old;
• Teen camp in Summer; and
• Full of Fun Camp (3 weeks) and Nights of Fun (school year) for children and young adults with special needs.
Except for a few camps, all Childcare Programs are at full capacity, and all preschool and after school programs have extensive waiting lists. The Childcare Program is staffed by:
• 1.0 Full Time Equivalent (FTE) Recreation and Community Services Supervisor, with an additional Supervisor position pending recruitment allowing for the division of the program area into a preschool age program, and a school-age program
• 1.0 FTE Assistant Recreation Supervisor
• 1.0 FTE Administrative Assistant I
• 9.0 FTE Recreation and Community Services Coordinators
• 8.0 FTE Preschool Teacher I/II
• About 75 to 100 part-time staff between the regular school year and summer months Current Operations During the Second Year of COVID As reported at the September 21, 2021 Commission meeting, the Childcare Program has continued
to do in-person learning. Our current operations are at 50-60% capacity as we watch to see how the Delta variant plays out. Classrooms in the South San Francisco Unified School District have a capacity of up to 24 children and have returned to full capacity. Our childcare programs have a capacity of 40 children per program room, thus the 50-60% at this time so that we can allow for some social distancing in our program rooms.
We are still working with our Human Resources Department to develop testing policies so that we can have our program follow the same guidelines and thus be covered under the San Mateo County Coalition for Safe Schools and Communities: Pandemic Recovery Framework. These standards are currently under review, and staff hope to be able to offer modified quarantine to participants in our
after-school program once testing guidelines are in place.
CONCLUSION
Many studies show the importance of quality and affordable childcare, and staff also values
providing a quality, affordable program. Childcare programs maintain low tuition in a concerted effort to make them affordable to the diverse families in the community. The Childcare Program is

committed to, and designed to meet the academic, social, emotional and physical needs of all its

Parks Update
Hillside Ballfield Improvements Parks staff have recently moved the infield arc at Hillside (Terrabay) Ballfield back five feet to
meet regulation adult softball dimensions. This required removing sod, relocating sprinkler heads, minor grading, and the installation of new infield fines.
Westborough Park Tennis Court Rehabilitation Project Update The tennis courts at Westborough Park are currently being resurfaced. New asphalt has been laid on the courts and is curing at this time. The project was necessary to abate major chipping and
cracks that created an unsafe playing surface for users.

Within the next few weeks, the courts will be painted and striped for both tennis and pickleball. When the paint is dried, the courts will be re-opened to the public. Staff anticipates these courts will be open by the third week of October, pending favorable weather conditions.
Facilities Update
Magnolia Senior Center Dedication
Per City Council’s direction, the Magnolia Senior Center will be dedicated and renamed the Roberta Cerri Teglia Center. In addition to the new name signage on the
building, a plaque, peripheral signage, and
the awnings have also been replaced at the Senior Center. The building name was created using 10” bronze letters and installed at the entrance. Staff is also
continuing to work on patching and
painting the exterior. They just completed painting the front steps, metal railing and patio walls. Staff will also focus on detailing the interior in anticipation of the dedication ceremony, planned for September 25.

City Hall Celebration Preparations Building Maintenance staff has been working hard to clean up the interior and exterior of the City Hall building in anticipation of City Hall's 101st Birthday Celebration/Outdoor Concert, also
scheduled for September 25. This week staff has been concentrating on pressure washing the front
steps and patio area. The concrete base for the hand railing, bannisters and front steps were patched and painted, as well. Staff has started to deep clean the interior of the building and will continue the focused cleaning.

Thanksgiving Fun Run: Virtual and In-Person Saturday, November 13, 2021

South San Francisco’s annual Thanksgiving Fun Run is returning for its 48th year. This fun event
is a great opportunity for community members of all ages to stay active. This year, participants
will have the opportunity to compete in person or virtually, allowing runners and walkers to compete regardless of where they live.
Community members participating in person can join the Parks and Recreation Department on
Saturday, November 13 at 340 Point San Bruno Boulevard at 9:00 a.m., though participants should arrive early to sign in. In-person participants will be rewarded prizes for top finishers in each age
group. Virtual participants are invited to submit their times, though virtual times will not be
included in the chance to win prizes. All participants can also purchase a Thanksgiving Fun Run
shirt at an additional cost. Pre-registration is highly encouraged at www.ssf.net/rec-catalog, under
the “Special Events” tab.

American Red Cross Blood Drives
The Parks and Recreation Department partners with the American Red Cross to host blood drives each year at the Municipal Services Building. The Department was able to host a record five blood
drives in 2020, and hosted four blood drives in 2021. The Red Cross reached their goal, if not a
little over, for each drive. In all, 111 units of blood donations were made which helps 333 patients! The American Red Cross and Parks and Recreation Department recently finalized the blood drive dates for 2022. The next blood drives will all be at the Municipal Services Building on:

For the first time in many years, we also hosted an outdoor blood drive with Vitalant on September 1, 2021, which was held at the Orange Memorial Park parking lot, across from the playground. There were only 18 available spots for this drive, and they quickly filled up. Vitalant will be
holding an additional blood drive outside at Orange Memorial Park on December 10, 2021, which

2021 Winter Camp Cancelled
The Childcare Program’s Winter Camp is typically offered for several days over the two weeks when the South San Francisco Unified School District closes schools for a winter break. The camp offers childcare services to families looking for continuity of care when school is out of session, and also offers a fun, educational setting for children to enjoy. Winter Camp typically brings
together children from different schools up and down the Peninsula, and parents can pre-register
their children to attend on pre-selected days. While mixing children into different groups is often an opportunity for them to make new friends in normal times, this is contrary to COVID-19 protocols that encourage providers to maintain
stable cohorts. An exposure in Winter Camp has the potential to reach many of these schools when
the children return in January. In an effort to decrease the risk of community spread of COVID-19, the Department will not be offering Winter Camp this year. This is the second year Winter Camp will be cancelled, unfortunately. The purpose of stable groups is to limit close physical contact to only those in a group, as it decreases opportunities for exposure to the virus while
providing opportunity for social interaction between individuals within the group. If someone
does get sick, it is easier to trace a person’s close contacts when group members are known.
Senior Update - Got Wheels
Peninsula Family Service offers an affordable transportation service for older adults and senior
residents of South San Francisco, Daly City, Colma, Brisbane, San Bruno, Millbrae, Burlingame, and Hillsborough as well as coast side cities. Funding for the Got Wheels Program is provided by the County of San Mateo and Caltrans. Registration for membership is on an annual basis. Each

participant is issued a membership card and is able to schedule rides on-demand 24 hours a day,
seven days a week. Each month, participants are able to take up to six, one-way trips or three round trips for only $5.00 per one-way ride. Destinations must be within the approved geographic areas.
People 65 years or older make up 16% of the residents of South San Francisco and Got Wheels is
an excellent resource for affordable transportation for the older citizens in our community. Currently there are 50 South San Francisco residents that are utilizing the Got Wheels Program. The Department’s Senior Services team has worked to publicize this much needed program and staff is happy to report that we have the second highest participation from the approved cities
participating in the Got Wheels Program.

Departmental Special Events: The Return of “Santa Comes to Town” As was evident with the successful City Hall Birthday Celebration
on September 25, many South San Francisco residents are ready for the return of safe community gatherings. The Parks and Recreation Department has been busy preparing for a variety of special events to close out the year. The latest community event scheduled to make a return in 2021 is the beloved “Santa Comes
to Town” event. In partnership with the South San Francisco Chamber of Commerce, the Parks and Recreation Department will be welcoming Santa back to City Hall on Sunday, December 5, 2021. In an effort to keep our community members safe during the pandemic, many of our special events have been modified; “Santa Comes to Town” is no different.
The event will see a few adaptations such as a socially distanced picture opportunity with Santa on the steps of City Hall, but overall, we will maintain the same jolly holiday atmosphere as pre-pandemic times. COVID-19 Vaccination and Testing Policy

Purpose The City adopted this vaccination and testing policy as an emergency public health response to mitigate the negative public health consequences associated with increased incidence and test
positivity rates and the prevalence of new virus variants, including increased hospitalizations, in-tensive care unit (“ICU”) admissions, and deaths. This policy is intended to effectuate positive public health outcomes in the City of South San Francisco and the County of San Mateo by re-ducing the likelihood of hospitalizations, ICU admissions, and deaths at health care facilities within the region.
According to the federal Centers for Disease Control (CDC), the California Department of Public Health (CDPH), and the San Mateo County Health Officer, COVID-19 continues to pose a risk, especially to individuals who are not fully vaccinated, and certain safety measures remain necessary to protect against COVID-19 cases and deaths. Vaccination is
the most effective way to prevent transmission and limit COVID-19 hospitalizations and deaths. Unvaccinated personnel are at greater risk of contracting and spreading COVID-19 within the workplace and City facilities, and to the public that depends on City services. The CDC recommends weekly screening tests as part of a comprehensive program to re-duce community transmission among at-risk individuals.
This policy is intended to comply with all State and Federal regulations, County public health or-ders. In the event such regulations or health orders are in conflict with this policy, such regula-tions and health orders shall prevail.
Policy To protect City staff, volunteers, contracted personnel, and all members of the public, the City will require all City personnel who work in City facilities, including employees, contractors, vol-unteers, and elected or appointed officials, either be fully vaccinated for COVID-19 or submit to weekly COVID-19 testing. Contractors, volunteers, and others who work at City worksites and
facilities or interact in person with other City employees or members of the public in the perfor-
mance of their duties on behalf of the City must either be fully vaccinated or produce proof of a negative COVID-19 test result from a test no more than 72 hours prior to their work at a City worksite and facility or their work with other City employees.
The City encourages all City employees to receive the COVID-19 vaccine and shall provide available information and resources to enable employees to obtain the vaccine. The City shall of-
fer paid time off to obtain a vaccine in accordance with existing rules governing such leaves.
Scope For purposes of this policy and related requirements, “includes: (1) City employees, including elected or appointed officials who are employed by the City; (2) non-employees such as mem-
bers of City Boards and Commissions, or volunteers who provide on-site services to the City;
and (3) Contractors who are engaged by the City and who work at City worksites and facilities or interact in person with other City employees or members of the public in the performance of their duties on behalf of the City. The inclusion of non-employees in the definition of “City per-sonnel” confers no employment status between such individuals and the City.
Procedure The City requires that all City personnel adhere to the following requirements:
1. By October 22, 2021 all City employees must be fully vaccinated or submit to COVID-19 testing at least weekly.
2. By October 22, 2021 all non-employed City personnel whose work requires that they work at City worksites and facilities or interact with other City employees or members of the public in the performance of their duties on behalf of the City must either be fully vaccinated or produce proof of a negative COVID-19 test result from a test no more than
72 hours prior to their work at a City worksite and facility or their work with other City employees, or on a weekly basis for regularly scheduled ongoing work. City personnel who fail to comply with this policy shall not be permitted to perform work at City worksites or facilities. Employees will be required to take unpaid leave or use their own paid
leave (vacation, administrative leave, compensatory time) in order to provide for their continued compensation throughout the period during which they fail to comply with the policy. Refusal to comply with this policy, or continued failure to adhere to the timelines set forth herein, may re-sult in disciplinary action for employees, up to and including termination. Such refusal or failure to comply by non-employed personnel may result in termination of their work agreement with
the City. City personnel who test negative shall be permitted to perform work at City worksites or facili-ties.
City personnel who test positive shall be required to return to their home or place of residence and not report back to work until such time as they have satisfied the return-to-work require-ments as described in the City’s COVID-19 prevention program. City employees who test posi-tive shall be eligible for Supplemental Sick Leave in accordance with Administrative Instruction VI.15.b.
Employees on approved leave shall not be subject to weekly testing until return they return to work. Employees returning to work after a leave of one week or more shall either A) Provide
proof of a negative test result for a test taken no less than 72 hours prior to returning to work or B) Complete testing upon arrival to work.
Procedures - Employee Vaccination The City encourages all employees to obtain a COVID-19 vaccine. For appointments obtained during the employee’s on duty time, employees may use COVID-19 supplemental paid sick
leave (COVID-Self Care). The employee shall request and obtain authorization from their
supervisor to attend the appointment during work time. Employees shall provide as much advance notice as possible of scheduled appointments. In the event the leave causes a shortage of employees necessary to maintain minimum operations, the Department Head may request that the employee reschedule the appointment. However, the Department Head shall not
unreasonably delay or deny time off to obtain a vaccine. In the event that supplemental paid sick
leave has been exhausted, employees will be granted up to two (2) hours of release time for vaccine appointments. Regular sick leave and medical appointment leave may also be utilized for this purpose in accordance with rules governing such leaves.
The City will endeavor to assist employees by distributing information and identifying opportunities where employees may receive the vaccine. It is ultimately the responsibility of the employee to schedule and report to any appointments for COVID-19 vaccinations or boosters.
To protect the City’s workforce and the public that it serves, and to comply with all State and Federal regulations, all City employees are required to report their vaccination status to the City by providing the following information no later than October 22, 2021:
1. Whether the employee is fully vaccinated
2. The type of vaccine obtained 3. Date of final dose, and 4. Upload documentation verifying proof of vaccination status.
o Copy or clear photo of their CDC vaccination card (or foreign equivalent in
the case of covered individuals who received their vaccinations abroad); or
o Copy or clear photo of official documentation issued by a state vaccine reg-istry (for California residents, visit https://myvaccinerecord.cdph.ca.gov/)
City personnel must complete the Self-Certification of COVID-19 Vaccination Status
through the secure online portal. If there are any questions or concerns employees should
contact Human Resources. Human Resources shall maintain an employee roster for each Department reflecting each employee’s vaccination status. This roster shall be confidential, to be shared only with the
Department Head or a designated manager responsible for administering testing require-
ments and for enforcement of all COVID-19 safety policies. Non-employed City personnel as defined by this policy must submit proof of vaccination status as defined in #5 above, or provide proof of a negative COVID-19 test result from a test taken no
more than 72 hours prior to commencing work at a City worksite/facility or their work with City
employees. Thereafter, non-employed personnel who work at a City worksite or facility on a regular or ongoing basis must submit proof of a negative COVID-19 test at weekly intervals.
Tests must be conducted by a certified testing facility or health care provider; self-administered
tests will not be accepted.
Procedures - Employee Testing
All City employees who are not fully vaccinated or have not submitted proof of vaccination status as of October 22, 2021, are required to participate in weekly testing. In the event that State or Federal regulations, County public health orders, or requirements of any certifying agency of a City program or service requires employees to be tested more frequently, City
employees shall be required to test in compliance with such regulations, orders, or requirements. Each Department Head, or designated management employee, shall be responsible for imple-menting procedures specific to the department, which may include procedures specific to each division, program or worksite. Procedures shall adhere to guidelines contained in Appendix A.
In addition, each Department Head or designee shall be responsible for: 1. Maintaining confidential records of employee test results, and submitting those records to Human Resources on a bi-weekly basis.
2. Promptly submitting requests for payment or reimbursement of test costs and reimburse-ment of mileage or transportation (if applicable) in accordance with City policies and procedures. 3. Maintaining a list of volunteers, contractors, and other non-employed personnel working in City facilities or worksites on behalf of their department, and ensuring their compli-
ance with this policy. 4. Communicating positive test results to the Human Resources Director or Human Re-sources Manager immediately, and following all steps as outlined in the City’s COVID-19 Prevention Program to isolate the employee and prevent workplace exposures.
Employees shall be compensated for all time spent taking a COVID-19 test or waiting to be tested. In the event that testing is conducted at a facility other than the employee’s worksite, em-ployees must be compensated for time spent traveling to and from the test site. The City shall also reimburse an employee for mileage or transportation costs. All tests shall be conducted dur-ing the employee’s regular scheduled work hours, and employees shall not incur overtime for
testing.
Confidentiality of Vaccination Records and Testing Results
The City will treat all vaccination records and testing results as confidential medical information
and maintain such records as required by the Confidentiality of Medical Information Act (“CMIA”). The City will not use or disclose such information, unless authorized to do so or as permitted or
required under the law.

Appendix A Employee Testing Guidelines
All COVID-19 tests used to comply with this policy must be:
a. Approved by the FDA under either the EUA or BLA approval process. to diagnose current infection with the virus that causes COVID-19; and b. Administered in accordance with the FDA approval. These guidelines shall be amended in the event that Federal or State regulations, or County public health orders require testing at more frequent intervals, or otherwise specify different testing procedures. Testing options may be amended in the event that changes in test availability or State or Federal funding require-ments necessitate alternative testing methods.
A. Weekly Screening Testing Screening testing is conducted for preventative or return-to-work purposes in accordance with requirements of this policy. The City will provide weekly screening testing at no cost to the em-
ployee. Each Department Head is responsible for developing procedures regarding the schedul-ing and administration of testing specific to their department (which may also be specific to a di-vision, program, or worksite). Testing results shall be submitted to Human Resources on a bi-weekly basis.
Option #1 Self-Administered Antigen Test Kits (Available to Employees Only) Self-Administered COVID-19 Test kits shall be purchased by Human Resources in coordination with the Emergency Operations Center personnel and distributed to each department based on the number of unvaccinated employees in need of weekly testing. Requests for replenishment of
supplies shall be in accordance with Emergency Operations Center procedures. The Department Head shall designate a manager to supervise the proper self-administration of the test kit and record the results of each test. Positive test results shall be confirmed in writing by at least two (2) managers. In the event of a positive test, the employee must be directed to re-
ceive a PCR diagnostic test as soon as possible. Except for the purpose of obtaining a PCR test, employees must adhere to self-isolation requirements pending confirmation of test results. Tests shall only be conducted at City facilities or worksites, and employees must complete their
test during their regularly scheduled work hours. A private area must be arranged for employee
testing when tests are scheduled. Departments within the same facility may combine staffing and facility resources to ensure efficient test administration.
The Human Resources Department shall provide training for managers assigned to supervise the
administration of tests. Fully vaccinated employees may elect to participate in weekly self-administered testing, to the extent that sufficient supplies, facilities, and staffing are available.
Option #2 Referral to County Test Sites – PCR and Antigen (All Personnel)
A Department may elect to refer to employees to a County test site, as listed in Appendix B. Employees are responsible for scheduling their own test during their regular work hours in con-sultation with their immediate supervisor. Employees should schedule tests with closest test site (North County Area) with available appointments for the dates and times during which the em-
ployee is working. For employees who are required to test pursuant to this policy, all time spent
testing, traveling to and from test sites shall be on paid release time. Release time shall normally be limited to one hour, but may be reasonably extended in the event that it is necessary for the employee to test outside of the North County Area. In the event that unusual wait times or unex-pected delays prevent an employee from returning to the work site within the release time pro-
vided the employee must call their supervisor prior to the time they are expected to return to in-
form them of the delay in order to receive additional release time. Such employees will also be reimbursed for mileage or transportation costs incurred for traveling between the work site and the test site during work time.
In the event an employee who is required to participate in testing incurs a charge at an approved test site, the City shall reimburse the employee for the cost of the test. Charges for testing in-curred by volunteers or contractors shall not be reimbursed. Employees shall not be eligible for reimbursement of test costs or mileage from testing at a location not listed in Appendix B, unless the Department Head certifies in writing that no other test could be made available to the em-
ployee within a reasonable time in order to comply with this policy. Other Test Sites Employees may elect to obtain a PCR or Antigen test at a location of their choosing, such as their personal health provider or a local pharmacy, and present results of that test in lieu of one
of the above options in order to comply with this policy. Employee shall not be eligible for paid time, reimbursement of test costs or mileage from testing at a location not listed in Appendix B, unless the Employee and Department Head certifies in writing that no other test under Option #1 or Option #2 could be made available to the employee within a reasonable time in order to com-ply with this policy.
Diagnostic Testing Diagnostic PCR testing shall be provided at no cost to the employee when the employee A) De-velops symptoms of COVID-19 or B) Has been in close contact with a known positive COVID-19 case or C) to confirm the results of a positive Antigen test.
In cases where the employee was exposed to COVID-19 in the workplace, employees shall be referred to Kaiser On-the-Job in San Bruno for testing (please contact HR for assistance). In all other cases, employees shall be referred to one of the test sites listed in Appendix B or instructed to contact their personal health care provider.
All health insurance plans are required to cover the cost of testing for diagnostic purposes, how-ever, in the event an employee incurs a charge for a diagnostic test where the employee was di-
rected to obtain the test, the City will reimburse the employee for such expenses.
