TELECONFERENCE MEETING Welcome to the Meeting of the Cultural Arts Commission. Please note this meeting is by teleconference only and will be conducted pursuant to the provisions of the Governor’s Executive Order N29-20, issued on March 19, 2020 allowing for deviation of teleconference rules required by the Brown Act and pursuant to the Order of the Health Officer of San Mateo County dated March 31, 2020. The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff and the public while allowing for public participation. Commissioners Boldenweck, Bond, Bowen, Cansino, Foley, Hobson-Coard, Maharaj, Mardahay, Ramos, Vice Chair Campagna, and Chair DeNatale and essential City staff will participate via Teleconference. CALL TO ORDER: 6:30 p.m. II. AGENDA REVIEW: N/A IV. APPROVAL OF MINUTES of September 16, 2021: Minutes for September 16, 2021 to be edited to reflect staff present at meeting. V. CITIZEN PARTICIPATION: N/A VI. UNFINISHED BUSINESS 1. San Mateo County Arts Grant (Recreation Manager, Angela Duldulao) ▪ Grant application submitted on October 15 – San Mateo County will review submissions in November, and notify recipients in December. ▪ Grant amount not yet known, as the amount will be determined by the number of viable applications received. ▪ Post-Covid programming/initiative restoration, staff support for post-Covid programming, and opportunities to grow the local art community were listed as main objectives in the grant application. 2. Parks and Recreation COVID-19 Update (Recreation Manager, Angela Duldulao) ▪ Draft of Vaccination Policy requiring City staff to provide proof of inoculation or negative Covid-19 test results shared with Commission. Effective date TBD. ▪ Commissioners expressed interest in maintaining option of virtual/hybrid meetings. ▪ Number of commissioners required to meet in person, technology, and site availability, etc. to be considered as the City prepares for the return of in-person or hybrid meetings for boards and commissions. Review Election of Officers Procedures (Recreation Manager, Angela Duldulao) ▪ Election of Commission Chair and Vice Chair traditionally held each January. Last term, in an effort to prepare for year ahead, elections were held in December 2020. ▪ To get a jump on their 2022 goals, Commissioners agreed to elect new Chair and Vice Chair at the November 18 meeting. Action: Chair DeNatale, Mgr. Duldulao, and Specialist Santos to inform absent commissioners of intent to select new Chair and Vice Chair in November. VIII. SUBCOMMITTEES: 1. Strategic Vision ▪ Chair DeNatale announced that the Public Art Master Plan RFP was published via ProcureNow on September 27. ▪ Link to ProcureNow RFP added to www.ssf.net/culturalarts site, and notice sent to invitation list prepared by the subcommittee and other resources recommended by staff. ▪ November 8 submission deadline, consultant selection process set for December. 2. Sculpture ▪ Commissioner Boldenweck updated Commission on progress of Windswept sculpture, noting that sculptor Brian Russell was contacted and has agreed to evaluate damage to piece and discuss mending options. ▪ Current cost of repairs unknown at this time. 3. Urban Art ▪ Commissioner Bond discussed master list of mural artists and initial plan for RFQ. ▪ Original artist not available for repair of Caltrain mural; Specialist Santos has been in touch with Precita Eyes artist, who has given an estimate for the repair. ▪ Mgr. Duldulao to send agreement to Precita Eyes for review this week. 4. Fundraising ▪ No update at this time. 5. Virtual Quilt & Fiber Arts Exhibit – Oct. 15 – Nov. 30 ▪ Commissioner Boldenweck summarized opening of exhibit: two virtual galleries have gone live and feature 19 pieces from 11 artists. ▪ Gallery 1 features assorted fiber art creations, Gallery 2 features quilts made by the Greenhouse Quilters. 6. Performing Arts ▪ Commissioner Hobson-Coard and Commissioner Maharaj proposed series of 45 to 60- minute performances to be held virtually, and will include artist’s inspiration behind work. Cultural Arts Commission Minutes of October 21, 2021 Page 3 ▪ Commissioner Hobson-Coard’s Lovestruck band was proposed to pilot first virtual performance, allowing CAC to test virtual/technical components of the show with low overhead and minimal staff effort. ▪ Second week of January identified as possible event date. ▪ Chair DeNatale noted that the January event date may be ambitious for quality/scale targeted and for proper test of pilot program. ▪ Commissioner Bond recommended short form event timeframe of approximately 25 minutes. ▪ Commissioner Cansino volunteered to edit project given her background in videography, and noted 2 to 3-week period to produce. ▪ CAC discussed that while commissioners are welcome to submit art for events, the commission’s main priority is to feature work from local artists. ▪ Specialist Santos identified performing arts series as a possible venue for the Youth Art Scholarship recipients to give a presentation on their entries. ▪ Commissioner Cansino proposed use of existing footage from dance events for series; Mgr. Duldulao discussed possibility of featuring footage from annual Nutcracker ballet, with instructor’s permission. 7. Community Engagement ▪ Commissioner Mardahay described results of her research on use of SlideRoom for artist registry. ▪ Mgr. Duldulao will follow up with SSF Economic and Community Development staff, who currently own the City’s SlideRoom account. ▪ Mgr. Duldulao noted that staff will consider Commissioner Mardahay’s research when identifying the appropriate tool to use when it is time to create an artist registry. ▪ Upcoming RFQ for muralists cited as example of project to be considered for use of SlideRoom. ▪ Commissioner Foley voiced continued support for development of artist registry. 8. Art Exhibit – February 11/12, 2022 ▪ Commissioner Hobson-Coard presented “Momentum: Moving Forward” as theme of February’s art exhibit, and confirmed with Specialist Santos that an exhibit notice will be included in the Department’s quarterly Winter Activity Guide. ▪ Commissioner Ramos suggested acceptance of video submissions to exhibit, given a capped time limit and file size. ▪ Exhibit not yet confirmed as in-person or virtual, which may complicate display of video submissions should event be held in-person. ▪ Commissioner DeNatale suggested artists submit work both digitally and physically to increase accessibility to our shows. If SMC grant is awarded to commission, this may be something to dedicate grant towards. ▪ Commissioner Hobson-Coard voiced concern that hybrid event would limit in person participation or foot traffic to show; Specialist Santos suggested virtual link to go live after the in-person exhibit. ▪ Commissioner Foley proposed fundraising at the exhibit.
