TELECONFERENCE MEETING Welcome to the Meeting of the Cultural Arts Commission. Please note that the Cultural Arts Commission may meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021). Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff and the public while allowing for public participation. CALL TO ORDER: 6:29 p.m. II. AGENDA REVIEW: N/A IV. APPROVAL OF MINUTES of November 18, 2021: Minutes for November 18, 2021 stand as sent. V. CITIZEN PARTICIPATION: ▪ Mgr. Duldulao announced that Administrative Assistant Catherine Misener was leaving her position with the City of South San Francisco and introduced Administrative Assistant Gabriella Firpo as the staff member who would be taking minutes at future Commission meetings. VI. UNFINISHED BUSINESS 1. Parks and Recreation COVID-19 Update (Recreation Manager, Angela Duldulao) ▪ Mgr. Duldulao shared status and challenges of Recreation programming in light of the recent surge of the Omicron variant. ▪ In February 2022, City Council will evaluate attendance format for their regular meetings, while March 2022 return to in-person format for all boards and commissions has been postponed. ▪ Mgr. Duldulao informed the Commission that some subcommittee projects will temporarily be placed on hold due to limited staff bandwidth caused by COVID challenges. Select Media for July & October 2022 Art Shows (Cultural Arts Specialist, Ercie Santos) ▪ Specialist Santos recommended that the Commission select the type of media to be featured at upcoming art shows in July and October to ensure ample time for event preparation and promotion. ▪ The Commission discussed media types including an arts and crafts fair linked to cultural heritage, a Day of the Dead theme for the October art show, and a feature of short films or digital stories. Action: Subcommittees of the July and October art shows meet to determine media for July and October art shows and make a recommendation to the full Commission. 3. San Mateo County Arts Grant (Recreation Manager, Angela Duldulao) ▪ The Parks and Recreation Department has been awarded a $2,500 arts grant from the County of San Mateo. ▪ Mgr. Duldulao acknowledged past ideas for use of the grant and reviewed new opportunities to add to City initiatives such as the Cultures United and health and wellness campaigns, and Concert in the Park. ▪ Funding allows for flexibility to invest in art programs in a way that the budget may not have allowed before. VII. NEW BUSINESS VIII. SUBCOMMITTEES: 1. Strategic Vision ▪ Commissioner DeNatale announced that the Public Art Master Plan RFP has two finalists, and the selection process is underway. Both interviews will be conducted next week. 2. Sculpture ▪ Commissioner Boldenweck informed the Commission that artist Brian Russell, who created the sculpture Windswept, has identified someone to repair his sculpture. ▪ Specialist Santos will contact his referral and update the Commission when there is progress. 3. Urban Art ▪ Commissioner Bond reported that the Prometheus mural has undergone the first phase of restoration, which primarily involved removal of the graffiti paint. ▪ Phase two, beginning on February 1, 2022, will involve more intensive restoration. ▪ Mgr. Duldulao shared photos of the mural prior to Phase 1 restoration, and the partially restored mural work completed to date. Cultural Arts Commission Minutes of January 20, 2022 Page 3 4. Youth Art Programs ▪ Commissioner Bowen reviewed guidelines for the Youth Art Show and noted a suggestion by Specialist Santos on the potential theme of “Diversity”, which is celebrated in the month of April. ▪ Commissioner Bowen spoke to plans for the Jack Drago Cultural Arts Commission Youth Art Scholarship. ▪ $3,000 in scholarship funds to be disbursed with the possibility of up to three finalists selected. ▪ Commissioners expressed support of the scholarship program and amount to be distributed. 5. Photography Exhibit – February 11/12, 2022 ▪ Commissioner Hobson-Coard provided a progress update on the in-person photography show, Momentum-Moving Forward, set to take place February 11 & 12, 2022, and informed the Commission that the show may be moved to a virtual format. ▪ Specialist Santos described a plan to evaluate the in-person or virtual presentation of the art show by the entry deadline on January 28, 2022. ▪ Commissioners were reminded that an in-person show requires the support of Commissioners to volunteer as docents. ▪ Commissioners discussed concerns of hosting an in-person art show and a majority expressed a preference to move the show to a virtual setting. ▪ Commissioners discussed ideas for the online art show to incorporate added virtual engagement. ▪ Based on Commissioner feedback, staff will shift to presenting a virtual art show. 6. Performing Arts ▪ Mgr. Duldulao shared feedback from the City Attorney about considerations for featuring performing artists on Zoom. ▪ Mgr. Duldulao informed the Commission that the virtual performing arts project is on temporary hold due to staff bandwidth. ▪ Commissioners discussed timeline and approach to establishing guidelines for a virtual performing arts program. Action: Mgr. Duldulao to share City Attorney comments on virtual performing arts guidelines with the subcommittee. 7. Community Engagement ▪ Commissioner Mardahay reported that the subcommittee has not had a chance to meet and acknowledged the surge of Omicron as a challenge to community engagement. IX. ITEMS FROM COMMISSION Announcement Commissioner Hobson-Coard invited all to attend her Lovestruck Band performance at the Cherry Blossom Music Festival on Saturday, April 9. Covid-19 Testing Site ▪ San Mateo County has opened a new PCR Covid-19 testing site at 616 Linden Avenue in South San Francisco. o This site will be open starting Monday January 24 through the end of February and offer about 2,000 tests per day. o Hours of operation are Monday through Saturday from 8:00am- 4:00pm, with pre-registration being recommended. Staff Update Administrative Assistant Catherine Misener announced that she has been given a new job opportunity and her time with the City has ended. She expressed her gratitude to the Cultural Arts Commission and City staff. XI. CORRESPONDENCE: Provided by Specialist Santos. XII.
