TELECONFERENCE MEETING Welcome to the Meeting of the Cultural Arts Commission. Please note that the Cultural Arts Commission may meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021). Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff and the public while allowing for public participation. Commissioners Boldenweck, Bond, Bowen, Cansino, DeNatale, Foley, Hobson-Coard, Maharaj, Ramos, Vice Chair Mardahay, and Chair Campagna and essential City staff will participate via Teleconference. Members of the public may submit their comments on any agenda item or public comment via email or Parks & Recreation main line. PURSUANT TO RALPH M. AGENDA REVIEW: N/A IV. APPROVAL OF MINUTES of January 20, 2022: Minutes for January 20, 2022 stand as sent. V. CITIZEN PARTICIPATION: N/A VI. UNFINISHED BUSINESS 1. Select Media for July & October 2022 Art Shows (Cultural Arts Specialist, Ercie Santos) ▪ Specialist Santos asked that the Commission select the type of media to be featured at upcoming art shows in July and October to ensure time for event preparation and promotion. ▪ The Commission discussed media types and approved the following decisions via unanimous roll call vote: o July/August art show — handmade 2D arts and crafts, excluding art made digitally or with computers o October art show — General Art, with the theme of Día de Muertos VII. NEW BUSINESS: N/A Cultural Arts Commission Minutes of February 17, 2022 Page 2 VIII.SUBCOMMITTEES: 1.Strategic Vision ▪Commissioner DeNatale announced that the Public Art Master Plan RFP evaluation team completed interviews of two finalists. Staff are in the process of ranking and vetting finalists before the selected proposer is announced. Action: ▪Commissioners to review the Public Art Plan Guidance document that was attached to the packet in preparation for work to begin on the Public Art Master Plan. ▪Commissioners send potential contacts to engage in the Public Art Master Plan to the Community Engagement subcommittee. 2. Sculpture ▪Mgr. Duldulao shared that “Rusty” (officially titled “American Dog”), the sculpture located at Orange Memorial Park, has been vandalized. ▪The Parks Division is in the process of contacting the artist to get advice as to how best to restore the sculpture. 3. Urban Art ▪Commissioner Bond shared information about a mural opportunity from a mural class at Skyline College that is offering to design and complete a mural for the City. ▪There is a short timeline for the mural opportunity; Urban Art subcommittee will move forward with site selection and review of final design. ▪Teacher of mural class will be invited to make a presentation to the full Commission at the next meeting. ▪Mgr. Duldulao announced that restoration of the Prometheus mural at the SSF Caltrain Station parking lot has moved into phase two, involving complete renovation. 4. Youth Art Programs ▪Commissioner Bowen shared that the Youth Art Show will take place on April 29–30, 2022 with the theme being “Celebrating Diversity”. ▪The subcommittee is planning to bring back the Cultural Arts Commission BBQ fundraiser at the Joseph A. Fernekes Recreation Building on August 28, 2022. Action: Commissioner Bond requested that the docent sign-up list be circulated in advance of any upcoming art shows. 5. Photography Exhibit – February 11/12, 2022 ▪Commissioner Hobson-Coard provided a progress update on the virtual photography show, “Momentum-Moving Forward”, set to begin on Monday, February 21, and end on March 21, 2022. ▪The exhibit features 24 pieces of art by 11 different artists; 6 entries were awarded. ▪The atrium window at the Municipal Services Building will display the awarded artwork while a TV monitor will also run a video display of all the submissions. ▪The awardees will be invited to the next meeting to receive recognition for their work. Community Engagement ▪ Commissioner DeNatale noted his Strategic Vision subcommittee update, asking Commissioners to refer potential contacts to engage in the Public Art Master Plan to the Community Engagement subcommittee. IX. ITEMS FROM COMMISSION Announcement ▪ Commissioner DeNatale shared that with the closing of Tanforan mall, the Peninsula Arts Foundation will be displaced. o Director Mediati offered to reach out to the Economic and Community Development Department to see if they have any resources that could help this group find a home. ▪ Commissioner DeNatale invited the Commission to a virtual art show on February 18, 2022 that remembers the 80th anniversary of the executive order which imprisoned people of Japanese descent in the area. X. ITEMS FROM STAFF: 1. LPR Site Tour RSVP ▪ Administrative Assistant Firpo reminded Commissioners to RSVP for a tour of the new Library and Parks & Recreation site on February 23 and February 24, 2022. 2. Upcoming General Plan Events ▪ Mgr. Duldulao referred to the General Plan meeting flyer in the meeting packet and reminded Commissioners about the opportunity to provide feedback on the General Plan. Announcement Mgr. Duldulao shared that the mask mandate has been lifted in San Mateo County meaning while masks are still highly encouraged for all persons, fully vaccinated individuals do not need to wear a mask in most public spaces. Staff Update Director Mediati informed the Commission of the follow staffing updates: • Erin O’Brien has been promoted to Business Manager and will be taking a more active role with the Cultural Arts Commission. • Angela Duldulao will be Acting Deputy Director of Parks & Recreation. • Kelli Jo Cullinan will be Acting Recreation Manager. ADJOURNMENT: Chair Campagna adjourned the meeting at 7:10 p.m. Next Meeting: March 17, 2022 Respectfully submitted, Gabriella Firpo Administrative Assistant Alta Loma Park Restroom Structure Mural Proposal Attachment A - Agenda Item VIII.1 Parkside Wall Concepts: Patterns on the right side of the wall are taken from Ohlone basket weaving designs Landscape is a simplified bay shore Animals in the landscape will be simple white and black and are animals sacred to the Ohlone people. We will be adding more animals to this landscape. The Orchids are a representation of McClellen Orchids history in the area Alta Loma text gives a large view of the park name as well as a great place for people to take photos/promotte the park. Attachment A - Agenda Item VIII.1 Restroom Wall Concepts: One of our student was researching the trans community in the Ohlone tribe and found several LGBTQ poets and artists. She wanted to use colors like blue, pink, and white to represent the trans/non-binary commu- nities. We enlarged the ohlone pattern on the parkside wall and made the colors variations of blue, pink, and white with a purple background. We thought this would be conceptually appropriate on the face of the restrooms, which have and continue to be a contraversial issue. We also would like to continue the flowers around to this side, which could represent any- thing from new life to death, or from purity to passion, fertility, etc. Attachment A - Agenda Item VIII.1 Path Wall Concepts: For this wall we let student alumni Ju Young Ku design a concept using his own art. Jay is actually an alumni of many of the schools in South City and went to Alta Loma Elementary. So we thought this would actually be a perfect representation of what an Alta Loma Alumni can do and a true South City Story Artist Statement: My art is a self portrait. It's a collection of (conscious and unconscious) preferences from subjects, themes, messages that are worthy of being made into art to ingredients that make up the art such as lines, shapes, colors, symbols, techniques etc. and just as importantly, what is fun for me to draw. It is a collection of images and symbols that represents my experiences as a Korean American Immigrant. I’m sorting images that left an impression on me as a child growing up in the countryside of Korea, selecting things that represent my experience during the immigration process and orga- nizing them together to represent what I have become in regards to my ethnic identity. The process of observing, analyzing and filtering various aesthetic and symbolic preferences is an attempt at trying to better un- derstand my inner self. Attachment A - Agenda Item VIII.1 Vending Wall Concepts: The colors of the lines represent the history of the city. The color lines and the Sign Hill in the top form a pyramid that’s been built in layers, like the ones the native Mexicans built: •The black, white and brown lines represent the OhloneRamaytush people who lived in the area. • Red, Yellow and red represent the Spanish con- quest. • Green, white and red represent the Mexican flag and the Alta California. • Blue, white and red represents the US and its inter- vention in Mexico. It also represents the idea of the Manifest Destiny. • Navy and gold represent the navy and the people who built ships and supplies for WWII. • Orange represents the California poppy flower. •the green lines represent the hills that surround the city. And • The blue line represents the city being close to the water. The cloud to the right represents all the ethnicities, backgrounds, cultures, traditions, and religions of the diverse population of South San Francisco. There’s also the sun representing the brightness of the people working on biotech- nology and science for the better of humanity. We also have a eucalyptus tree in the top right corner. Although, eucalyptus is not a native tree of the area but it’s one that we can see all around and has become a staple of the city.
