4. Study Session: Proposed 2006-07 Operating Budget
Staffreport presented by City Manager Nagel.
Fire Chief White reviewed his memo regarding staffing levels in the Fire Prevention/Code
Enforcement Division and its current caseload (memo included in staff report).
Councilwoman Matsumoto suggested an education program to encourage the use of
garbage cans in the community be considered by code enforcement. She stated concern
regarding code enforcement personnel being used in other department programs, which
could have a negative affect on the caseload if deployment occurs. She further commented
that the County should be contacted when social services are required rather than code
enforcement doing the work.
The consensus of Council was to authorize an additional contract code enforcement
employee for one year with quarterly reviews, and that a monthly code enforcement
caseload report be provided to Council to see if any headway is occurring. City Manager
Nagel stated that staff would explore the possibility of hiring a pre-trained code
enforcement officer.
City Manager Nagel reviewed the request to restore one park maintenance position with the
focus on improving the condition of the parks.
Councilmembers discussed the opportunity to have green spots sponsored by local
businesses to free up City revenues.
The consensus of Council was to authorize one additional maintenance worker for one year
with quarterly updates provided to Council with park improvement areas identified (visual).
Mayor Fernekes asked for comments on deferring five vehicles for one year with the caveat
that a vehicle be replaced if there is a maintenance problem
Councilmembers discussed with staffthe possibility of using more fuel-efficient and
alternative type vehicles. Public Works Director White reviewed the types of cars that the
City currently purchases (e.g., smaller trucks) and the types of cars purchased in the past
that were not reliable or did not work as advertised.
The consensus of Council was to approve staffs recommendation to defer five vehicles for
one yt~ar.
The consensus of Council was to revise the CIP budget to broaden the line item "batting
cage improvements" to "ballfields/soccer field improvements" and to increase the allocation
to $75,000 (as specified in the staff report), and to increase the general fund undesignated
reserve policy from 4% to 5%.
Councilman Addiego commented that staffs focus has been on the possibility of raising
taxes/fees, cutting back service levels and revisiting employee health benefits. He reviewed
the figures related to the number of employee salaries over $100,000 and the need for staff
to help Council by justifying the salary and benefits for those 50 positions. He suggested
Council also lead by example and discuss its health benefits for a possible area of savings to
the City. He stated that he had asked previously for specifics on the Council's benefits and
City Manager Nagel responded that the information will be ready by Friday.
