Teleconference via Zoom Budget Standing Committee may meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021. Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. Call to Order. Roll Call. AGENDA REVIEW No changes. REMOTE PUBLIC COMMENTS None. MATTERS FOR CONSIDERATION Time: 1:00 P.M. PRESENT: Vice Mayor Nicolas and Councilmember Addiego. Motion to approve the Minutes for the meeting of February 8, 2022. Motion — Councilmember Addiego / Second —Vice Mayor Nicolas: to approve the minutes. The motion carried unanimously. 2. Report regarding the proposed amendments to the Master Fee Schedule for Fiscal Year 2022-23 (Jason Wong, Acting Director of Finance) Acting Finance Director Wong presented the proposed amendments to the Master Fee Schedule for fiscal year 2022-23. He recommended that the Budget Standing Committee provide feedback before the City Council adoption for May 25, 2022. If approved as proposed, based on the current schedule, the new Master Fee Schedule would go into effect on July 24, 2022. Vice Mayor Nicolas inquired how South San Francisco compared to neighboring cities with the 5.2% Consumer Price Index (CPI) increase. Acting Finance Director Wong advised that he did not have the data readily available but would provide that information after the meeting. City Manager Futrell added that developers have stated that South San Francisco fees were fair and reasonable. He advised that the city typically does not do a comparison study on fees because the fees were cost recovery. Councilmember Addiego inquired whether other municipalities included administrative overhead into their fees and wondered whether South San Francisco did something similar. Assistant City Manager Ranals confirmed that the city's fees included administrative overhead. City Manager Futrell thanked the Budget Standing Committee members for their feedback and advised staff would present their report to the entire City Council at the next meeting. Report regarding Capital Improvement Projects (CIP) at Orange Memorial Park; the Sports Field Project and Aquatic Center Project, Bridges Replacement Project and Playground Replacement with recommended bond funding strategies. (Jacob Gilchrist, Director of Capital Projects, and Jason Wong, Acting Finance Director) Acting Finance Director Wong and Director Gilchrist presented the report and recommended that the Budget Standing Committee consider and provide direction regarding bond funding for CIP projects at Orange Memorial Park. Projects included the construction of a synthetic turf multi -use sports field, replacing Orange Pool with a New Aquatic Center, replacing pedestrian bridges at Colma Creek, and replacing the existing playground with an all -abilities playground. Councilmember Addiego questioned whether Orange Memorial Park required two bridges due to its small size. Director Mediati stated both bridges needed significant work and advised another option was to invest the money into one bridge and use the other bridge money for another project. Councilmember Addiego stated that there was a lot of excitement for the Orange Memorial Aquatic Center and suggested that staff promote the warm water pool. Councilmember Addiego believed ten years seemed short and inquired whether that was the standard lifespan for playground equipment. Director Mediati confirmed that 10-15 years was the average lifespan depending on the site's amount of use. Vice Mayor Nicolas stated the sources of revenue were an excellent way to gauge whether the city could achieve the projects. Councilmember Addiego requested some sensitivity analysis of the recent sales tax receipts. City Manager Futrell stated staff would gather the analysis and anything else needed to analyze so that the Budget Standing Committee members could decide whether they were comfortable with the projects. City Manager Futrell thanked the Budget Standing Committee members for their input and would use it to provide information for the May 11th regular City Council meeting for council approval.
