TELECONFERENCE MEETING Welcome to the Meeting of the Cultural Arts Commission. Please note that the Cultural Arts Commission may meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021). Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. The purpose of conducting the meeting as described in this notice is to provide the safest environment for staff and the public while allowing for public participation. Commissioners Boldenweck, Vice Chair Bond, Bowen, DeNatale, Foley, Luster, Maharaj, Pomposo, Ramos, Chair Mardahay, and Zelaya and essential City staff will participate via Teleconference. Members of the public may submit their comments on any agenda item or public comment via email or Parks & Recreation main line. PURSUANT TO RALPH M. CALL TO ORDER: 6:30 p.m. II. AGENDA REVIEW: N/A IV. APPROVAL OF MINUTES of August 18, 2022: Minutes for August 18, 2022 stand as sent.  Motion to approve by Commissioner Bond  Followed by a second from Commissioner Foley  Passed by majority vote V. CITIZEN PARTICIPATION: N/A VI. UNFINISHED BUSINESS: 1. 2023 Art Show – Media Selection  Specialist Santos confirmed the Youth Art Show dates will be March 10 through March 11, 2023.  Commissioner Bond recommended showcasing two-dimensional artwork such as photography, painting, and drawings for the January 2023 Art Show.  Commissioner Bond suggested dropping one of the art shows to focus on fundraising activities during the summer months. This is to be discussed further in October’s meeting.  Roll Call Vote Results | The Commission will have a two-dimensional art show in January 2023. (AYES: Bond, Boldenweck, DeNatale, Foley, Maharaj, Mardahay, and Ramos. ABSENT: Bowen) 2. Commission Recruitment  Business Mgr. O’Brien informed the Commission there will be interviews for multiple commission vacancies on Tuesday, September 20, 2022 in the Municipal Services Building. Interviews will be open to the public. Planning for Art Opportunities  Deputy Director Duldulao gave a brief presentation to review the challenges and transformative phase of the Cultural Arts program. Her presentation also pointed out the addition of the Public Art Master Plan component to the program. VIII. SUBCOMMITTEES: 1. Strategic Vision Public Art Master Plan  Commissioner DeNatale informed the Commission that the consultants from Art Builds Community will be doing public outreach at Concert in the Park on September 24, 2022 and the Day of the Dead/ Día de Muertos Art Show on October 14 and 15. 2. Sculpture  No update. 3. Urban Art  Vice Chair Bond informed the Commission that the subcommittee decided to prioritize an RFQ (Request for Qualifications) at their next meeting in October where they will also discuss a database for mural artists.  The Commission discussed sending the Public Art Master Plan survey to the local biotech and corporate companies.  The Commission discussed using the South San Francisco Conference Center as a venue for fundraising events and possible art shows. 4. Youth Art Programs Fundraiser (August 28, 2022)  On behalf of Commissioner Bowen, Commissioner DeNatale reported the Commission fundraised a total of $5,048.25, which exceeded the Commission’s fundraising goal.  Commissioner DeNatale proposed to the Commission the date of Sunday, August 27, 2023 for the next Youth Art Programs Fundraiser at the Joseph Fernekes Building. There wasn’t any opposition to the proposed date. 5. Day of the Dead Art Show (October 14-15)  Commissioner Boldenweck informed the Commission that artist Evangelina Portillo will be preparing the sugar skulls for the event. She also added that artwork from the South San Francisco Childcare Programs will be showcased. 6. Performing Arts  Deputy Director Duldulao pointed out the potential need for an additional member to this subcommittee due to the recent resignation of Commissioner Hobson Coard. 7. Community Engagement  Chairperson Mardahay informed the Commission that the subcommittee will meet after the Day of the Day Art Show to discuss goals and recruitment.  The Commission discussed the possibility of merging the Performing Arts Subcommittee and the Community Engagement Subcommittee.  The Commission discussed the new Library | Parks & Recreation Community Center’s use for future theatrical functions and the need for a performing arts center in South San Francisco. X. ITEMS FROM COMMISSION: Cultural Arts Commission Minutes of September 15, 2022 Page 3 1. Commissioner DeNatale asked about the status of San Francisco Taiko Dojo and Business Mgr. O’Brien informed the Commission the group is in conversation with the City. XI. ITEMS FROM STAFF: 1. Annual Coastal Cleanup (September 17, 2022)  The Parks and Recreation Department will be hosting a clean up event at the South San Francisco Bay Trail beginning at 9 a.m. 2. Concert in the Park (September 24, 2022)  The concert will take place from 11:30 a.m. – 5:30 p.m. This year the event will feature over 40 vendor booths and performances by several Parks and Recreation dance programs such as Hawaiian dancing, Belly dancing, and Mexican Folkloric dancing. 3. Halloween Extravaganza (October 22, 2022)  This event will take place at the Joseph Fernekes Building. Announcement  Deputy Director Duldulao informed the Commission the consultants working on the Lindenville plan will be at Concert in the Park.  Business Mgr. O’Brien informed the Commission the “Wild Poppies in the Twilight Rain” sculpture, also known as the Heart Sculpture, has been relocated to the front of the South San Francisco Conference Center.
