Call to Order 6:30 p.m. 2. Roll Call Present: Councilmembers Addiego, Gonzalez and Matsumoto, Vice Mayor Garbarino and Mayor Fernekes Absent: None Staff present: City Manager Nagel, Assistant City Attorney Crossman, Recreation & Community Services Director Ranals, Public Works Director White and Human Resources Director Yam ani 3. Public Comments None 4. Interview, discussion and appointments to Boards and Commissions a. Historic Preservation Commission b. Parking Place Commission c. Parks & Recreation Commission d. Personnel Board e. Planning Commission f. Housing Authority There was a consensus to postpone the Housing Authority appointments until proper noticing and prescribed time frames are met. The following applicants were interviewed (questions were consistent with those developed April, 2004): Councilman Gonzalez recused himself during Prudencia Nelson's interview due to familial relationship and left the room. Stacey Oborne Applicant, Joe D' Angelo, was unable to attend. (Recess: 9: 1 0 pm - 9: 15 pm) Councilwoman Matsumoto suggested the Council appoint Housing Authority Commissioner Lineberger to the status of member emeritus and all Councilmembers concurred. Councilmembers balloted and the City Clerk tallied the votes and announced the outcome as follows: . Planning Commission-3 seats, 4 year term: First ballot: Mary Giusti and William Zemke Second ballot: No majority Third ballot: Wallace Moore On the advice of Assistant City Attorney Crossman, Councilman Gonzalez did not participate in the balloting for Parks & Recreation Commission 4 year term. . Parks & Recreation Commission - 3 seats, 4 year term: First ballot: Judy Bush, Sean Garrone and Prudencia Nelson . Parks & Recreation Commission - vacancy, 25 month term (full term): First ballot: Arnel Junio . Parking Place Commission - 2 seats, 3 year term: First ballot: Norma Faria and Frances Luster SPECIAL CITY COUNCIL MEETING MINUTES NOVEMBER 15,2006 PAGE 2 · Historic Preservation Commission - 2 seats, 4 year term: First ballot: Jeanette Acosta and Joe D' Angelo . Personnel Board - 2 seats, 4 year term: First ballot: Rudy Bertolozzi and Gloria Taormina Motion-Garbarino/Second-Addiego: To appoint Mary Giusti, William Zemke and Wallace Moore to the Planning Commission, terms expiring December 31,2010. Unanimously approved by voice vote. Motion-Garbarino/Second-Addiego: To appoint Judy Bush, Prudencia Nelson and Sean Garrone to the Parks & Recreation Commission, terms expiring December 31, 2010 and Arnel Junio to the Parks & Recreation Commission, term expiring December 31, 2008 (25 months - full term). Unanimously approved by voice vote. Motion-Garbarino/Second-Addiego: To appoint Norm Faria and Frances Luster to the Parking Place Commission, terms expiring December 31, 2009. Unanimously approved by voice vote. Motion-Garbarino/Second-Addiego: To appoint Rudy Bertolozzi and Gloria Taormina to the Personnel Board, terms expiring December 31, 2010. Unanimously approved by voice vote. 5. Direction to the Mayor, or designee, as the voting member on the City Selection Committee, regarding proposed amended Bylaws for the San Mateo County Council of Cities Councilwoman Matsumoto stated she had concerns regarding the amended bylaws and requested additional time to review the amendments. After a lengthy discussion it was agreed to request a postponement at the November 17 City Selection Committee meeting to be attended by Councilman Gonzalez, and that a letter be prepared for the Mayor's signature, formerly requesting a one meeting postponement. 6.
