Please note that the Cultural Arts Commission may meet by teleconference, consistent with the Brown Act as amended by AB 361 (2021). Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. V. CITIZEN PARTICIPATION: N/A VI. UNFINISHED BUSINESS: 1. Public Art Master Plan  Amanda Rawson, Barbara Goldstein, and Gail Goldman with Art Builds Community (ABC) shared emerging themes from the Public Art Master Plan community engagement process and sought the Commission’s feedback on the themes.  The themes will inform the recommendations made in the Public Art Master Plan.  The draft plan will be reviewed by City staff, the Strategic Vision subcommittee, and the Cultural Arts Commission. The final plan will then be presented to City Council for their review.  Commissioner Bond asked about economic equity not being captured as a theme and Barbara Goldstein responded that it would be covered in the plan’s recommendations.  Commissioner Maharaj shared an idea for an art related project and asked if Commissioners would have an opportunity to review the plan to include such ideas. Cultural Arts Commission Minutes of January 19, 2023 Page 2 ABC responded that the plan would be written with a broad scope that could support art project ideas, without limiting future art opportunities. 2. Cultural Arts Funding Review  Deputy Director, Angela Duldulao, presented the Cultural Arts Funding Review to the Commission.  Commissioner Bond requested a meeting with staff to discuss her ideas about how to disperse funds between subcommittees. 3. Subcommittee Reorganization  Specialist Santos informed the Commission the 2023 Goals & Committees chart provided in the packet is based on the nine survey responses received from the survey that was sent to commissioners last November. VII. NEW BUSINESS: 1. Election of Officers  Chairperson Mardahay nominated Vice Chair Bond as the new Chair of the Commission. Vice Chair Bond accepted the nomination.  Followed by a second from Commissioner DeNatale.  Roll Call Vote Results | The Commission has voted to accept Vice Chair Bond as the new Chair of the Commission (AYES: Boldenweck, DeNatale, Foley, Maharaj, Mardahay, Pomposo, Ramos, and Zelaya. ABSENT: Bowen and Luster)  Commissioner Mardahay nominated Commissioner DeNatale as the Vice Chair of the Commission. Commissioner DeNatale accepted the nomination.  Followed by a second from Commissioner Boldenweck.  Roll Call Vote Results | The Commission has voted to accept Commissioner DeNatale as the new Vice Chair of the Commission (AYES: Boldenweck, Bond, Foley, Maharaj, Mardahay, Pomposo, Ramos, and Zelaya. ABSENT: Bowen and Luster) 2. Lindenville Specific Plan Update  Eric Yurkovitch and Meghan McNulty with Raimi & Associates presented the Lindenville Specific Plan to the Commission.  Eric Yurkovitch informed the Commission there is an online survey on Alternatives available on shapessf.com which closes on February 5, 2023.  The Commission discussed the tool kits presented by Raimi & Associates and the different art options for mixed use facilities.  Principal Planner Billy Gross informed the Commission that the execution of the full vision of such a plan will take a minimum of 15-20 years. 3. Cultural Activities Grant  Management Analyst, Kari Jung, presented information regarding the Cultural Activities Grant and recommended the Performing Arts Subcommittee take the lead on this project.  Chair Bond voiced her approval for the Performing Arts Subcommittee to lead the efforts of the Cultural Activities Grant. There were no objections from the Commission.  Commissioner Mardahay asked for clarification on whether the Cultural Activities Grant is open to everyone regardless of the type of art. Management Analyst, Kari Jung, informed the Commission the subcommittee will accept proposals that provide cultural exposure to the residents of South San Francisco. Cultural Arts Commission Minutes of January 19, 2023 Page 3 VIII. SUBCOMMITTEES: 1. Strategic Vision  Vice Chair DeNatale informed the Commission the subcommittee is working on a proposal to the Commission on the potential use of the $500,000 in developer contributions from the IQHQ project at 580 Dubuque Avenue. 2. Sculpture  Commissioner Boldenweck requested to have Director Greg Mediati at their next subcommittee meeting to discuss the placement and selection of artwork at the new Library | Parks and Recreation Center (LPR). 3. Urban Art  No update. 4. Youth Art Programs  Art Show  On behalf of Commissioner Bowen, Specialist Santos informed the Commission the Youth Art Show is scheduled for March 10-11, 2023, in partnership with the South San Francisco Unified School District. The co-partnered program is returning after being paused due to COVID-19.  Jack Drago Youth Art Scholarship  Specialist Santos informed the Commission the Youth Art Scholarship program is for eligible graduating seniors from the South San Francisco Unified School District. It was established in 1999 and in 2003 it was renamed to honor Jack Drago, former Mayor and founder of the Cultural Arts Commission. Since 1999, 40 students have been awarded the scholarship.  Specialist Santos presented Commissioner Bowen’s proposal to increase the award amount to a total of $4,000 to reflect the positive outcome of last year’s funding efforts.  Chair Bond motioned to accept Commissioner Bowen’s recommendation of increasing the award amount from $3,000 to $4,000.  Followed by a second from Commissioner Maharaj.  Roll Call Vote Results | The Commission has voted to accept to increase the scholarship amount to $4,000. (AYES: Boldenweck, DeNatale, Foley, Maharaj, Mardahay, Pomposo, Ramos, and Zelaya. ABSENT: Bowen and Luster) 5. Fundraiser  Business Manager, Erin O’Brien, reminded the Commission the subcommittee currently does not have a chair and expressed the importance of having a Chair for this subcommittee.  Vice Chair DeNatale requested to have the subcommittee meet to discuss the encumbrance amount for the Youth Art Scholarship based on the fundraiser goals. 6. “Abundance:” A 2D Art Show (Jan 27 & 28, 2023)  Chair Bond requested Commissioners fill out the docent sign up list for the 2D art show and also informed the Commission that a judge has been confirmed for the art show.  Specialist Santos informed the Commission there are currently over 50 art pieces that will be featured. Online art entries are being accepted until midnight January 19, 2023. Drop-in entries will also be accepted on Tuesday, January 24 between 5:00 p.m. – 7:00 p.m. 7. Performing Arts Cultural Arts Commission Minutes of January 19, 2023 Page 4  Commissioner Maharaj requested a meeting with City staff to discuss outreach for the Cultural Arts Activities Grant.  Commissioner Maharaj informed the Commission he will be performing at the 2D Art Show. IX. ITEMS FROM COMMISSION: a. San Francisco Opera  Business Manager, Erin O’Brien, informed the Commission the San Francisco Opera will be holding performances at Orange Memorial Park on March 17-19, 2023. South San Francisco is one of the four cities that was selected by the San Francisco Opera for these special performances.  Specialist Santos informed the Commission that the San Francisco Opera has officially released the dates to their members. b. Calendar of Events  Deputy Director, Angela Duldulao, informed the Commission there are dates marked as “TBD” on the Calendar of Events due to the uncertain timing of construction projects and the opening of the new Library | Parks and Recreation Center (LPR). Staff hope to confirm these dates soon.  Director Greg Mediati announced Commissioner Luster has been reappointed to the Commission and Deputy Director, Angela Duldulao, is officially promoted to the role of Deputy Director of the Parks and Recreation Department.  Director Greg Mediati informed the Commission there is a possibility of in-person meetings returning in March due to the expiration of the emergency variance of the Brown Act. X. ITEMS FROM STAFF:  Commissioner DeNatale shared an invitation he received from the Society of West Coast Artists to attend their board meeting on January 21, 2023, as he is unable to attend. XI. CORRESPONDENCE:  Specialist Santos informed the Commission of an exhibit being featured at the Peninsula Museum of Art. XII. BACKGROUND/DISCUSSION At the November 17, 2022 and January 19, 2023 Cultural Arts Commission meeting, staff provided information about funding available for the Cultural Arts Program to aid the Commission in the planning and prioritization of art projects. As part of this ongoing discussion, staff will be presenting and asking for the Commission’s feedback on the following topics: •Determining an appropriate rolling balance for the Cultural Arts Donations Account. •Continued discussion on a methodology to plan for and prioritize art projects. A copy of the presentation is available in Attachment 1. The presentation presents some options and examples to aid the Commission’s discussion, however, Commissioners are invited to share additional ideas. Staff will review the presentation in further detail at the Commission meeting and will be available to respond to questions. May also take into account future funding opportunities. Cultural Arts Donations Account Option 2:Identify a Base Program Reserve. Establish a reserve amount that could support the Base Program during years when fundraising is limited. Considerations: Average annual expenditures is ~$5,000. Commission could identify number of years of funding to determine reserve amount. For example, 3 years reserve funding x $5,000 = $15,000. Cultural Arts Donations Account Option 3:Identify an Art Investment Reserve. Establish a process for moving surplus funding into a reserve intended for future art investments. Considerations: During years when the amount of funds raised exceed the needs of the Base Program, the Commission could designate surplus funding for special uses. For example, if the Commission raises $7,000 and ends the fiscal year with $5,000 in expenses, the $2,000 balance could be moved into the Art Investment Reserve.
