Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of application to be heard in the order in which it appears on the Agenda. A staff person will then explain the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the application. Then persons who oppose the project or who wish to ask questions will have their turn. If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for the record. Approval of the Regular Meeting Minutes for November 2, 2022 Approved 6-0-0: Committee Member Gore motioned, Committee Member Guzman Seconded ▪ Committee Member Yip had a comment on Minutes, need to be changed to be “spoke to staff, who spoke to the attorneys.” ADMINISTRATIVE BUSINESS 2. BPAC Update - Every Kid Deserves A Bike Program (Tamiko Huey and Tianny Zapata) • Committee Member Gore asked if there would be a post impact survey to the students given bicycles, Huey explained there will be pre and post surveys given. • Committee Member Yip commented this is an incredible experience for SSF. Also asked where the funding is coming from. • Huey explained the funding has come from Tech companies, grants, City Manager’s Office, and communities. Huey continued to explain in the past the bicycles came from a third party but due to staffing and supply change issues this year the bicycles would have to come from donations. • Chair McAuley noted it would be nice to see a bike repair shop here in SSF. • Secretary Espiritu noted he will help write the grant for this program. ACTION: None taken, none required 3. Report regarding the Lindenville Specific Plan (Billy Gross, Principal Planner) • Committee Member Hollenback commented the traffic on Lindenville has large trucks, high speeds, and an excess of parked cars due to the high volume of auto body shops; all these examples being a concern for bicycle safety. • Committee Member Guzman commented even driving or walking off of Victory is dangerous. Wants to know if one way streets could be an option. • Committee Member Gore wanted to know if this project would be for what the zoning use would be in the future. Had concerns about South Spruce, mentioned widening the sidewalks could be a better option. Noted South Linden Ave would need extra attention for bicycle safety. • Chair McAuley noted there is limited sidewalks for S. Linden Ave. Also noted street sweepers would not be able to clean the bike lane if it is closed off. • Committee Member Hollenback noted there is no enforcement for cars parked illegally. • Committee Member Yip asked the time frame for the mobility of this plan. • Principal Planner Gross explained there is no set time frame, most likely these will become city lead projects. • Committee Member Gore noted adding a green aspect to the roads and sidewalks will improve Lindenville look and feel. • Committee Member Yip commented speed bumps and pedestrian cross walks should be implemented in the meantime. 6 Page 3 of 3 • Secretary Espiritu noted there is a past project that Engineering will be pursuing with grant programs to address road safety. ACTION: None taken, none required COMMITTEE COMMENTS • Committee Member Yip noted a death off of South Linden, DUI. • Committee Member Yip asked if BPAC can make a request to Police for to enforce cars parked illegally on sidewalks, also noted the flooding off of 101 from the storm . STAFF COMMENTS • Secretary Espiritu - Need to elect new Chair and Vice Chair. Approved (6-0-0): Chair McAuley nominated Guzman as new Chair, Committee Member Gore seconded. Approved (6-0-0): Committee Member Gore nominated Chheng as new Vice Chair, Chair McAuley seconded. • Secretary Espiritu noted the Safe Route meeting in San Mateo has been rescheduled to the 15th 9am-12pm, will update via email. • Secretary Espiritu noted next BPAC meeting with take place in April, that meeting will take place in person due to the Brown Act expiring 2023.
