HomeMy WebLinkAboutMinutes 2007-01-10 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO REGULAR MEETING WEDNESDAY, JANUARY 10,2007 MUNICIPAL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 7:30 p.m. (Cassette Tape No.1) ROLL CALL: Present: Councilmembers Addiego, Femekes and Matsumoto, Vice Mayor Gonzalez and Mayor Garbarino Absent: None PLEDGE OF ALLEGIANCE: Led by Mayor Garbarino INVOCATION: Pastor John Cantley, Grace Covenant Church Mayor Garbarino announced the meeting was being adjourned in memory of Dick Noftsger, Mildred Ferrari, Betty Lorenzini and Bryan Tuvera. PRESENT A nONS . Gang Task Force Update - Chief Raffaelli provided information on the Police Department's effort to stop gangs; that the Task Force includes officers from every agency in the County, and the positive impact the Task Force has had since its inception in 2005. AGENDA REVIEW Assistant City Manager Van Duyn requested the Closed Session be cancelled. PUBLIC COMMENTS Ms. Patricia Martinelli, resident, announced that Ballet Folklorico Alma de Mexico will be competing in San Francisco this weekend at the Palace of Fine Arts for a regional dance performance scheduled for June and invited Council to attend. Ms. Jo Zemke, representing Our Redeemers Lutheran Church, invited the public to attend a fundraiser for the Safe Harbor Homeless Shelter at the Basque Cultural Center, on February 8, 2007. ITEMS FROM COUNCIL . Announcements . Committee Reports Councilmembers reported on attendance at community and regional events, announced upcoming events and fundraisers, and acknowledged members of the community for their contributions. Councilwoman Matsumoto reported on the centennial planning committee (Matsumoto/ Fernekes) meeting held with various community organizations to work on multiple events. She asked that if any interested resident wished to serve on a committee or knew of anyone turning 100 years old in 2008 to contact Susan Kennedy at City Hall. She further reported on the improving public places committee (Matsumoto/Fernekes) meeting, explaining its purpose to maintain small landscape areas and to raise funds to develop green spots. She asked that if anyone wished to volunteer to contact her directly. Councilman Addiego reported on attending Cultural Arts Commissioner Elizabeth Nisperos' art exhibit at the San Francisco Library and suggested that her exhibit be displayed at our public library. He requested Finance Director Steele follow-up on an email related to a website that lists the City of South San Francisco has unclaimed money being held by the State of California. Councilman Addiego stated he has reflected on the comments made by the Police Association on December 13, and asked for an opportunity to speak directly to the Association to "clear the air". He reported a letter was received from a resident recommending a pet behavior specialist workshop, which Chief Raffaelli is following up on it. He asked that any information learned from the workshop be shared with the public. He also reported that the police department's general orders and policies addresses the authority an officer is given regarding discharging a firearm and that Chief Raffaelli has informed Council that the word "dangerous" is being clarified. He asked Chief Raffaelli that he be kept updated on what transpires. Councilman Fernekes reported that he and Councilwoman Matsumoto met with representatives of St. Vincent de Paul and are exploring alternative sites for their Grand Avenue location. Mayor Garbarino reported a phone conversation with School Superintendent Barbara 01ds and that future liaison meetings will include discussions on the classroom science program and the 3rd Grade teachers local history program. · City Selection Committee Assignments - Councilmembers discussed the open seats and concurred to support the following candidates: San Mateo County Transit District - Central District Councilman Marc Hershman (Millbrae), and Northern District Councilwoman Karyl Matsumoto (South San Francisco). San Mateo County Transportation Authority - Central District Councilwoman Rosalie O'Mahoney (Burlingame). Councilmembers were split on the Southern District seat, with a majority in support of Councilwoman Rosanne Foust (Redwood City). Metropolitan Transportation Commission - Former Councilwoman Sue Lempert (San Mateo) (unopposed). · Appoint subcommittee to meet with Historical Society REGULAR CITY COUNCIL MEETING MINUTES JANUARY 10,2007 PAGE 2 For the purpose of clarifying the letter received from former Society president Rick Ochsenhirt, Mayor Garbarino asked City Clerk Payne (current president of the Society) to provide Council with more information related to the request to meet with a Council subcommittee to discuss a future permanent site for a Historical Society museum. CONSENT CALENDAR 1. Motion to approve the minutes of December 21 and 27, 2006 2. Motion to confirm expense claims of January 10,2007 in the amount of$I,785,254.12 3. Motion to approve the Miller Avenue and South Spruce Avenue Street Resurfacing Project as complete in accordance with plans and specifications Motion-Addiego/Second-Matsumoto: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 4. Resolution establishing conditions for the approval of transfer of an open video system agreement and encroachment agreement from RCN Telecom Services, Inc. to Astound Broadband, LLC Staff report presented by Information Technology Director Hollis. Motion-Fernekes/Second-Matsumoto: To approve Resolution No. 01-2007, establishing conditions for the approval of a transfer of an open video system agreement and encroachment agreement from RCN Telecom Services, Inc. to Astound Broadband, LLC. Unanimously approved by voice vote. CLOSED SESSION 5. Pursuant to Government Code section 54957.6, conference with labor negotiator, Elaine Yamani, for all units Item removed from Agenda. COUNCIL COMMUNITY FORUM ADJOURNMENT No report.
