Recognition of Winter Ballet Performance, Nutcracker Suite - Councilmembers praised Instructors Maria Spremich and Kristen Quok for their choreography and dedication to the City's ballet program and students. (The certificates of recognition were not available for presentation and are to be forwarded to the recipients when prepared.) . E-Waste Collection Event - Fire Prevention Officer Dennis Rosaia and South San Francisco Scavenger Company representative, Barbara Bernardini, provided information on the February 9-10, 2007 event. . Project Read Trivia Challenge Recap - Holly Fulghum-Nutters, Library Program Manager provided a visual presentation on the November 17,2006 event and introduced the winners: Infomaniacs (1 st place), The Colts (2nd place), and Usual Suspects (3rd place) and various other contributors. AGENDA REVIEW PUBLIC COMMENTS No changes. Mr. James Chang, representing State Senator Leland Yee's office, announced there will be a town hall meeting on Saturday, March 10,2007, 1 :30 p.m., in the Municipal Services Building Community Room. Mr. Luis Duran, resident, commented on the lack of street lighting in the vicinity of Maple and Railroad Avenues, cars speeding along Railroad Avenue, reducing the posted speed limit (30 mph), installing a stop sign and crosswalk at the Spruce/Commercial Avenue intersection. He asked that these concerns be looked into by the City. Mr. David Grandou, resident, stated concerns similar to Mr. Duran, speeding traffic on Railroad Avenue, numerous hit and runs, area considered to be commercial rather than residential, non- response to complaints and requests for stop signs/speed bumps along Railroad. He stated he is a member of ACORN and urged Council to help the neighborhood. Mayor Garbarino asked that ACORN (Association of Community Organizations for Reform Now) be explained. Mr. Dan Belsky, non-resident, stated he has organized a group of200 residents to address neighborhood concerns. He stated he will provide Council with information of past complaints that have not been addressed. Ms. Lucille Hernandez, resident, stated the Railroad Avenue neighborhood is neglected, there are numerous pot holes on First Lane, that early morning street sweeping and garbage pick-up have conflicting days and makes it difficult for the residents to find parking. She asked that the City Manager join the residents for a tour ofthe neighborhood. Mr. Sanil Pratap, resident, reiterated concerns, e.g., potholes, poor visibility to see oncoming traffic when exiting First Lane, and that a four way stop sign and crosswalk are needed at the Commercial/Spruce A venue intersection. Mr. Thomas Williams, resident, stated his complaints about installing a stop sign, cracks in the sidewalk and numerous other things, have gone unanswered by the City, and that he recently complained again and was told it would be spring before the work can be done. Mr. George Bernal, resident, submitted photographs to Council of Railroad Avenue, depicting a general neglect in the area. He reiterated concerns regarding the poor street lighting, potholes and a neighborhood crime element. He urged Council to drive the area at night and to understand the residents' frustration. Mayor Garbarino directed the City Manager to have the appropriate department heads follow-up on the situation and report back to Council. Public Works Director White was directed to meet with the group for contact information. ITEMS FROM COUNCIL . Announcements . Committee Reports Councilmembers reported on attendance at community and regional events and meetings, announced upcoming events and fundraisers, and acknowledged members of the community for their contributions. Councilman Addiego suggested that an update on the parking changes along EI Camino Real at Kaiser Hospital be presented at a Council meeting. He also asked that staff verify if the landscape contactor at the Fairfield site has an encroachment permit, the terms of the permit and if it includes a portable toilet to be placed in the street. He discussed a newspaper article with Police Chief Raffaelli that reported on the results of a state-wide public records act request made by a company and how police departments scored on their response time. Councilman Addiego questioned the process and policy for opening Council mail by staff and City Manager Nagel confirmed that mail addressed to any councilmember is opened and copied to all REGULAR CITY COUNCIL MEETING JANUARY 24, 2007 MINUTES PAGE 2 councilmembers. Councilman Addiego suggested the public direct personal mail to his home and that this matter be discussed at the upcoming retreat. In a matter related to the dog shooting incident, Councilman Addiego asked that Chief Raffaelli respond to why several council meeting videos were put on the police computer share drive, and it was explained that staff could hear comments directly rather than secondhand. Councilman Addiego reiterated that he never said an officer was guilty, never mentioned the officer's name and would like to speak personally to the police association regarding the matter. Councilwoman Matsumoto asked the City Manager to have the "button" property at Westborough and Junipero Serra inspected to see if contaminated soil is being dumped there. She asked that staff provide a status report to Council on the discussions related to the SFO parking structure as the facility has impacted private airport parking businesses. Councilman F ernekes reported on the T errabay performing arts subcommittee meeting (Fernekes/Matsumoto) to re'view the developer's proposal. He stated it was rejected and referred back to staff to re-work the plans with the developer. Mayor Garbarino requested the meeting be adjourned in memory of Mr. Robert Delahoussaye. . Appoint subcommittee to meet with Historical Society Mayor Garbarino appointed Councilmembers Fernekes and Addiego to the subcommittee. CONSENT CALENDAR 1. Motion to approve the minutes of January 10, 2007 2. Motion to confirm expense claims of January 24,2007 in the amount of$1,396,201.98 Councilman Addiego requested the item be removed from the Consent Calendar for discussion. 3. Motion to accept the common greens tree removal project as complete in accordance with plans and specifications 4. Resolution No. 02-2007, awarding contract agreement to Pioneer Americas, LLC, for the purchase of sodium hypochlorite solution for the Water Quality Control Plant in an amount not to exceed $371,000 5. Resolution awarding contract agreement to Terra Engineers for the Oyster Point Landfill Gas Investigation in the amount of $94,273 and amending the 2006-07 CIP budget in the amount of$120,000 Vice Mayor Gonzalez requested the item be removed from the Consent Calendar for discussion. 6. Resolution No. 03-2007, authorizing the installation of four way stop signs at the intersection of Eucalyptus and Commercial Avenues REGULAR CITY COUNCIL MEETING MINUTES JANUARY 24, 2007 PAGE 3 7. Acknowledgement of proclamation issued: Chinese New Year Global Gala, 1/6/07 Motion-Fernekes/Second-Matsumoto: To approve Consent Calendar Items Nos. 1,3,4, 6 and 7. Unanimously approved by voice vote. Item No.2: Councilman Addiego asked staff to report back with a memo on the entry that Council was being assessed 16 dinners for the annual Chamber of Commerce installation dinner. He also asked for clarification on a harassment claim entry that he was not aware of and City Attorney Mattas explained that not all personnel investigations elevate to the council level. Item No.5: Vice Mayor Gonzalez and Councilman Addiego discussed with Public Works Director White the schedule for investigating the migration of the methane gas, the sites to be investigated, and the possibility of capturing the gas as part of the mitigation process. Vice Mayor Gonzalez asked that Council be kept informed. Motion-Gonzalez/Second-Addiego: To confirm expense claims of January 24, 2007 in the amount of $1,396,201.98, and Resolution No. 04-2007, amending the 2006-07 CIP budget and approving additional funding for Oyster Point Landfill Gas Investigation and award contract. Unanimously approved by voice vote. COUNCIL COMMUNITY FORUM No report. CLOSED SESSION 8. Pursuant to Government Code section 54957.6, conference with labor negotiator, Elaine Yamani, for all units Time entered into Closed Session: Time reconvened into Open Session: Report from Closed Session: 9:15 p.m. 9:58 p.m., all Councilmembers present. Direction given/no action taken. ADJOURNMENT Being no further business, Mayor Garbarino adjourned the meeting at 9:58 p.m. in memory of Mr. Robert Delahoussaye.
