Welcome to the Regular Meeting of the Cultural Arts Commission. The regular meetings are held on the third Thursday of each month at 6:30 p.m., in the Municipal Services Building, former PD Training room at 33 Arroyo Drive, South San Francisco, California. If this is your first time, the following is a general outline of our procedures. In accordance with California Government Code Section 54957.5, any writing or document that is a public record, relates to an open session agenda item, and is distributed less than 72 hours prior to a regular meeting will be made available for public inspection at the Parks and Recreation Department in the Municipal Services Building. If, however, the document or writing is not distributed until the regular meeting to which it relates, then the document or writing will be made available to the public at the location of the meeting, as listed on this agenda. NEW BUSINESS: 1. Cultural Arts Project Review  Deputy Director of Parks and Recreation, Angela Duldulao, highlighted each subcommittee’s recently completed or current project.  Deputy Director Duldulao also reminded the Commission that the Fundraiser Subcommittee does not have a Chair and emphasized the importance of the chair to guide the upcoming August event and other possible fundraising opportunities.  Deputy Director Duldulao stated that a longer-term art exhibit is also being considered to coincide with the opening of the Library | Parks and Recreation Center (LPR) which is tentatively scheduled for Fall of 2023. She informed the Commission that the Department applied for the San Mateo County Arts Commission Grant Program. If awarded, City staff recommend using the funds for the proposed LPR opening art exhibit. Chair Bond inquired if a subcommittee was needed. Cultural Arts Commission Minutes of April 20, 2023 Page 2  Business Manager, Erin O’Brien, informed the Commission that details of the ribbon cutting opening event are currently being worked out. This includes arts-related programming, pending the result of the SMC Grant award which should be determined by mid-May.  Deputy Director Duldulao reminded the Commission that staff will continue work on the Public Art Master Plan through the summer. She also stated that the major move to the Library | Parks and Recreation Center (LPR) will begin in earnest starting in July. 2. Cancellation of Summer Meeting  Business Manager, Erin O’Brien, explained to the Commission that in the past, the Commission has voted to cancel a summer Commission meeting. She informed the Commission that absences are recorded and three absences are allowed per rolling 12 months.  Business Manager, Erin O’Brien, informed the Commission that the Public Art Master Plan draft will be ready by June 2023, which will then come back to the Commission in August 2023 for a recommendation. City Council will vote on the proposed plan in September 2023. She also made the Commission aware that they can cancel a regular Commission meeting and call a special meeting on another date if needed.  The Commission discussed the options to cancel a summer meeting and Vice Chair DeNatale recommended to not cancel any meetings during the summer. The recommendation passed by majority vote. VIII. SUBCOMMITTEES: 1. Strategic Vision  Vice Chair DeNatale informed the Commission the draft Public Art Master Plan will be reviewed by the Steering Committee beginning on April 24, 2023. The plan will be discussed during the June Commission meeting. In August 2023, the Commission will approve the plan before it goes to City Council in September 2023. 2. Sculpture  Director of Parks and Recreation, Greg Mediati, informed the Commission that the Dragon sculpture was damaged due to the recent storms. The Commission discussed options to repair the sculpture.  The Commission discussed auctioning the Dragon sculpture as suggested by Chair Bond. Business Manager, Erin O’Brien, explained there may be policies in place for selling items that have been donated. Director of Parks and Recreation, Greg Mediati, will confirm if the Dragon sculpture was donated.  Business Manager, Erin O’Brien, informed the Commission that the Windswept sculpture has been welded. Commissioner Boldenweck added the sculpture will be placed in the Native Garden at LPR.  Commissioner Boldenweck informed the Commission that the Eternal Flame sculpture will be moved due to the Orange Memorial Park Aquatic Center project. She announced there will be a public meeting at the City Manager’s Conference Room at City Hall on Tuesday, April 25 at 3:00 p.m. This meeting will focus on gathering input about the sculpture relocation from military veterans.  Chair Bond inquired about the cost of having the Windswept sculpture repaired. Director of Parks and Recreation, Greg Mediati, informed the Commission it costs Cultural Arts Commission Minutes of April 20, 2023 Page 3 $3,800 to repair and it was covered by the Department’s budget. However, a claim will be filed to attempt to recover some of the money used to repair the sculpture. 3. Urban Art  Skyline College Mural Proposal  Chair Bond gave a brief presentation on the proposed Skyline College Mural project on Centennial Way Bridge. She presented the proposed theme of “Migration is Beautiful.” Chair Bond also explained the theme concepts and the representation of the Monarch butterfly.  The cost of paint, up to $500, will be covered and City staff are working to identify funds within the Department’s budget per Business Manager, Erin O’Brien.  Commissioner Foley suggested incorporating the local Mission Blue butterfly into the mural. Business Manager, Erin O’Brien, agreed to pass on the suggestion to Amir Esfahani, the Skyline College mural class instructor.  Chair Bond motioned to approve the Skyline College mural proposal. Followed by a second from Commissioner Maharaj.  Roll Call Vote Results | The Commission approved the Skyline College mural proposal. (AYES: Boldenweck, Bowen, DeNatale, Foley, and Pomposo. NAYES: None ABSENT: Luster, Mardahay, and Zelaya).  Chair Bond also informed the Commission that the Request for Qualifications (RFQ) for murals will be posted on callforentry.org (CaFé) next month.  Chair Bond informed the Commission there is a budget of $100,000 for the Orange Memorial Park Aquatic Center. She also informed the Commission that City staff is working on obtaining an additional $120,000 which would be split between the Aquatic Center and Centennial Trail.  Chair Bond informed the Commission the subcommittee has requested to get an approximate cost of relocating the current indoor mural at Orange Park Swimming Pool to the new Aquatic Center. Chair Bond advised prioritizing the projects as follows:  First: the restoration and relocation of the Eternal Flame sculpture.  Second: Explore the relocation and creative lighting for the Aquatic Center wall art.  Third: Consider dynamic lighting on the Aquatic Center for two possible locations. 4. Youth Art Programs  Jack Drago Youth Art Scholarship  Commissioner Bowen informed the Commission the Youth Art Scholarship program received six submissions. The subcommittee recommended three artists be awarded the scholarship.  On behalf of the subcommittee, Commissioner Bowen proposed:  Hop Vargas from South San Francisco High School be awarded $2,000.  Alexandra Jose from El Camino High School be awarded $1,000.  Gabriel Munoz from South San Francisco High School be awarded $1,000.  Followed by a second from Chair Bond. Cultural Arts Commission Minutes of April 20, 2023 Page 4  Roll Call Vote Results | The Commission approved the subcommittees proposal. (AYES: Boldenweck, Bowen, DeNatale, Foley, and Pomposo. NAYES: None ABSENT: Luster, Mardahay, and Zelaya).  The Commission discussed alternatives for awarding more scholarships if fundraising is successful.  Commissioner Bowen announced the senior awards ceremony will be on Tuesday, May 9. Chair Bond, Commissioners Maharaj and Pomposo will attend. Commissioner Bowen’s attendance is tentative. 5. Fundraiser  SF Opera (March 17, 18, & 19)  Vice Chair DeNatale informed the Commission that the fundraiser broke about even with sales from the hooded sweatshirts, t-shirts, and blankets. Merchandise is available for sale at the Parks and Recreation Office.  BBQ Fundraiser (August 27)  Vice Chair DeNatale reminded the Commission that the subcommittee still needs a chair. Deputy Director of Parks and Recreation, Angela Duldulao, offered support to potential Commissioners that are considering chairing the subcommittee.  Commissioner Bowen volunteered to be the subcommittee chair and informed the Commission the subcommittee discussed the possibility of eliminating the auction element to the fundraiser.  Commissioners discussed ideas for the fundraiser to include youth and performing arts, as well as an art fair. 6. Performing Arts  Cultural Arts Activities Grant  Commissioner Maharaj informed the Commission that the grant received 11 applications. A meeting will be arranged to discuss who will be awarded the grant. The subcommittee will present their recommendation at the next Commission meeting.  Commissioner Maharaj proposed piloting a music festival. The theme for the pilot music festival would be Sounds of South San Francisco, similar to Taste of South San Francisco. IX. ITEMS FROM COMMISSION:  Commissioner Foley invited Commissioners to attend the Project 275 Open Studios event which will take place on May 13-14 at Silicon Valley Open Studios in Redwood City.  Vice Chair DeNatale announced his ceramic art piece will be featured on April 28-29 at UC Davis.  Vice Chair DeNatale inquired about the opportunity to fundraise at the Farmer’s Market. Director of Parks and Recreation, Greg Mediati, informed the Commission there will be opportunities to have a booth at upcoming Farmer’s Market days.  Commissioner Pomposo notified the Commission that there will be an Elder Care Abuse Resource Fair on Saturday, June 17 at the Municipal Services Building from 1:30 p.m. – 4:00 p.m. X. ITEMS FROM STAFF: Cultural Arts Commission Minutes of April 20, 2023 Page 5  Deputy Director, Angela Duldulao, reviewed the changes made to the budget reports that were provided in the Cultural Arts Commission packet.  In response, Vice Chair DeNatale requested to include the balance of art in lieu fees.  Business Manager, Erin O’Brien, informed the Commission there is a current vacancy due to Commissioner Ramos’ resignation. City staff is working with the City Clerk’s Office to recruit a new Commissioner.  Business Manager, Erin O’Brien, informed the Commission of the Earth Day event on April 22 in the Sunshine Gardens neighborhood. She also announced the Arbor Day Celebration on April 29 at Sister Cities Park.  Business Manager, Erin O’Brien, announced Laura Armanino’s promotion to Program Manager of the Parks and Recreation Department’s Recreation Division. Additionally, Devin Stenhouse was promoted to be the City’s Diversity, Equity, and Inclusion (DEI) Officer. XI. CORRESPONDENCE:  Cultural Arts Specialist, Ercie Santos, announced artist opportunities for the San Mateo County Fair Fine Arts Galleria exhibition and the San Francisco DeYoung Museum Open Exhibit.  The correspondence was posted by Specialist Santos at the meeting and she informed the Commission it would also be emailed to Commissioners following the meeting. ADJOURNMENT: Chair Bond adjourned the meeting at 8:23 p.m. Next Meeting: May 18, 2023 Respectfully submitted, Keren Solano Administrative Assistant II Staff Report DATE: May 18, 2023 TO: Cultural Arts Commission FROM: Erin O’Brien, Parks and Recreation Business Manager SUBJECT: Cultural Arts Commission Subcommittee Regrouping Proposal RECOMMENDATION It is recommended that the Cultural Arts Commission receive a proposal for consideration of the potential regrouping of the current subcommittees. BACKGROUND/DISCUSSION As an advisory body, the Cultural Arts Commission has historically been comprised of various subcommittees. The subcommittee groups allow for commissioners to gather, without violating the Brown Act, to discuss focused topics and progress the business before being presented to the entirety of the Commission. Periodically the Cultural Arts Commission’s subcommittees are reconfigured as necessary. Currently the Cultural Arts Commission is comprised of the following ten subcommittees: • Strategic Vision • Youth Art Programs • Fundraising • Sculpture • Urban Art • Performing Arts • Art Gallery Exhibit 1 • Art Gallery Exhibit 2 • Art Gallery Exhibit 3 • Art Gallery Exhibit 4 Recently staff have taken note of the overlapping projects and similarities of the Sculpture and Urban Art subcommittees. Given the recently new direction of earmarked funding for the arts within capital projects, staff anticipate these overlaps to be more frequent. While there are some benefits to having these two subcommittees as separate groups, there are also significant obstacles that make orchestrating business challenging. One such obstacle is best exemplified through the recent Aquatics Center project, where opportunities for art have been identified within the project. Both the Sculpture and Urban Art subcommittees are relevant groups to the potential art opportunities, however, the funding allocated is the same amount for the entirety of the project. This makes decisions and progression of art selections challenging. From the separate meetings and conversations had with both subcommittees, staff have noticed several overlapping suggestions of potential art at this location. Given the current makeup of the Urban Art and Sculpture subcommittees and the expected art opportunities within future capital projects, staff recommend that the timing is appropriate to consider combining the two subcommittees. If combined, the newly configured subcommittee would be made up of the five current members and could have co-chairs, as has been the case with various committees in the past. The Commission is invited to discuss the proposal of combining both the Sculpture subcommittee and the Urban Art subcommittee. Staff Report DATE: May 18, 2023 TO: Cultural Arts Commission FROM: Erin O’Brien, Parks and Recreation Business Manager SUBJECT: Memorial Bench for Shane Looper RECOMMENDATION It is recommended that the Cultural Arts Commission receive an update on the status of a memorial bench dedicated to past Cultural Arts Commissioner Charlene “Shane” Looper. BACKGROUND/DISCUSSION In February of 2023 the South San Francisco community lost a beloved member with the passing of Charlene “Shane” Looper. Shane served on the Cultural Arts Commission (CAC) for thirteen years. Shane’s passion for the arts was demonstrated not only through her years of service on the Commission, but also through her craft as a master floral designer. Shane was a dedicated advocate for the arts, tirelessly contributing to art exhibits, public art, and the Jack Drago Cultural Arts Commission Youth Art Scholarship. Shane lovingly served her South San Francisco Community through her term as a Commissioner, as a dedicated volunteer of the Improving Public Places (IPP) committee, and beyond. A memorial bench has been proposed as a tribute to Shane and the great contributions she made as a member of the IPP committee and the Cultural Arts Commission. The IPP committee recently met and discussed the opportunity for an artistic memorial bench, previously suggested by Cultural Arts Commissioners, to which they agreed it would be a fitting tribute to Shane Looper. The IPP committee will be contributing up to a certain dollar amount towards the memorial bench, the exact amount is forthcoming. The IPP committee looks to the Cultural Arts Commission for guidance on the artistic nature of the design of the bench as well as financial support if the design is to exceed their allotted budget. Staff Report DATE: May 18, 2023 TO: Cultural Arts Commission FROM: Erin O’Brien, Parks and Recreation Business Manager SUBJECT: Library | Parks and Recreation Grand Opening Plan RECOMMENDATION It is recommended that the Cultural Arts Commission be apprised of the City’s plans for the Library | Parks and Recreation (LPR) Civic Campus grand opening, specifically as it relates to the arts. BACKGROUND/DISCUSSION In preparation for the Fall 2023 opening of the LPR Civic Campus, the City has assigned a committee to oversee the grand opening preparation and events. The committee is comprised of staff from various City Departments including the Parks and Recreation Department, the Library Department, and the Communications Department. The LPR Grand Opening committee has been meeting monthly since January 2023 to plan for the opening of the Library | Parks and Recreation Civic Campus. At this time, limited details are available including the grand opening celebration date. The City is targeting for a ribbon cutting and celebration date of early fall, but as with any construction project, numerous variables are a factor and a firm date will be forthcoming. The committee has been in communication with Cultural Arts staff to ensure the arts are incorporated in the opening of the new facility. In addition to a musical performance component incorporated as part of the ribbon cutting celebration, staff have proposed two different art exhibit opportunities outlined below. The first opportunity is a call for an extended solo exhibition of two-dimensional art located on the first floor, which includes the Atrium outside the Council Chambers, as well as the corridor across from the Banquet Hall. Several details are still being finalized by City staff including the duration of the exhibit. The second identified art opportunity is for the 3rd floor Gallery Room and is specific to the LPR Grand Opening Celebration. Staff are planning for the Gallery Room to be activated representing its namesake as a true art gallery space. A curated exhibit is proposed featuring two-dimensional and three-dimensional artwork created by artists on the Cultural Arts Commission. Supplementing the Commission’s pieces, if necessary, City owned paintings and prints would be incorporated.
