BOX 711, SOUTH SAN FRANCISCO, CA 94083 PHONE: 650-875-8502 FAX: 650-829-6609 September 8, 2023 NOTICE OF AVAILABILITY OF PUBLIC REVIEW AND NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION NOTICE IS HEREBY GIVEN: that the City of South San Francisco Public Works Department has completed the Initial Study/ Mitigated Negative Declaration (IS/MND) for the Orange Memorial Park Aquatic Center Project, located at 1 West Orange Avenue, South San Francisco, CA, in accordance with the California Environmental Quality Act (CEQA). The IS/MND is now available for public review and comment. The IS/MND may be accessed on the City’s website at https://weblink.ssf.net/WebLink/Browse.aspx?id=549880&dbid=0&repo=SSFDocs Physical copies of the IS/MND and all documents incorporated by reference are also available for review at the Planning Department at 315 Maple Street, South San Francisco, CA 94080. Additional physical copies of the IS/MND are available at the Grand Avenue Library at 306 Walnut Avenue, the Municipal Services Building at 33 Arroyo Drive and the City Clerk’s Office at 400 Grand Avenue. PUBLIC REVIEW COMMENT PERIOD: The IS/MND is being circulated for a 30-day review period from September 8, 2023 to October 9, 2023. The City of South San Francisco is soliciting comments regarding the analysis contained in the IS/MND. All comments must be received by the City of South San Francisco Capital Projects no later than 5:00 PM on October 9, 2023. Reviewers should focus on the content and accuracy of the IS/MND in discussing the Project’s potential impacts upon the environment. PROJECT LOCATION: The 6.5-acre project site (APN 014-041-160) is located at 1 West Orange Avenue in South San Francisco, California. The project site is located within the larger 26.9-acre Orange Memorial Park, the largest developed park within the City of South San Francisco, and managed by the City’s Parks and Recreation Department. The project site is bounded by Tennis Drive to the north, West Orange Avenue to the east, and Orange Memorial Park to the south and west. PROJECT DESCRIPTION: The proposed project would demolish an existing 11,840-square-foot indoor pool, 22-space parking lot, and a portion of soccer fields and replace them with a new 23,070-square-foot aquatic center with 7-lane indoor pool, 10-lane outdoor pool and parking lot. The aquatic center would include separate mens, womens, and family locker/changing rooms and restroom areas, staff changing and restroom areas, approximately 400 square feet of office space, a 800-square-foot activity room, and lobby, storage, and mechanical space. The project would construct a new 13-space parking lot with 5 ADA-accessible, and 3 EV charging spaces and relocate an existing Eternal Flame sculpture and memorial plaques to a new ADA-accessible plaza. ENVIRONMENTAL IMPACTS: The IS/MND that has been prepared for the Project concludes that impacts of the Project are considered to be less than significant with mandatory compliance with existing federal, State and local standards and the implementation of mitigation measures listed in the IS/MND. Mitigation measures relate to sediment-laden run off during construction, nesting bird surveys and buffers, unanticipated cultural resource finds, unanticipated human remains, seismic-related failure, including potential liquefaction, and potential hazards from demolition of the pool building. Implementation of the Project would not degrade the quality and extent of the environment or result in adverse effects on human beings, provided the project adheres to all mandated policies, rules and regulations of all relevant governing bodies.
