Library | Parks and Recreation Center Grand Opening Update (Erin O’Brien, Business Manager) RECOMMENDATION It is recommended that the Cultural Arts Commission receive an update on the ribbon cutting for the new Library | Parks and Recreation Center. BACKGROUND/DISCUSSION The Library |Parks and Recreation Center project was made a reality in November 2015,when voters passed Measure W,the ½cent sales tax which is making possible so many quality-of-life improvements for our community.Staff thanks Commissioners and community members who helped petition for the passage of Measure W and contributed to the design process over the years. As previously reported the Library |Parks and Recreation Center is scheduled to have the ribbon cutting and grand opening celebration on Saturday,October 28,2023.The event will welcome community members to their new home away from home. Staff members from both the Library Department and the Parks and Recreation Department have been busy working on details to make the grand opening celebration a memorable event for all in attendance.Listed below is the most up-to-date schedule. CONCLUSION The Library |Parks and Recreation Center opening signifies the culmination of many years of hard work and commitment from residents,City Council,commissioners,community organizations,and staff.On October 28, 2023,the South San Francisco community will gather to celebrate the hard work and grow excitement for all the future memories to be made at 901 Civic Campus Way. CALL TO ORDER: 6:30 p.m. II. AGENDA REVIEW: Business Manager O’Brien informed the Commission that the Items from Staff agenda item will be discussed before the meeting adjournment. Chair Bond requested the Library | Parks and Recreation Grand Opening Update item be second under the Presentations agenda item. IV. PUBLIC COMMENT: N/A V. PRESENTATIONS 1. Introduction of New Cultural Arts Commissioners  Business Manager O’Brien informed the Commission that two new Commissioners were added to fill the vacancies of former Commissioners Mardahay and Ramos.  New members, Commissioner Huerta and Commissioner Sanchez, introduced themselves.  Commissioner Huerta is a South San Francisco resident and has a passion for art and giving back to the community she grew up in. Commissioner Sanchez has been a South San Francisco resident for three years and has an interest in combining art with technology. Both are excited to join the Commission. 2. Library | Parks and Recreation (LPR) Grand Opening Update  Business Manager O’Brien informed the Commission that October 28, 2023 will be the grand opening date for LPR. She updated the Commission on the 11:00 a.m. start time for the event. The grand opening event also coincides with the Commission’s Day of the Dead Art Show. There will also be a variety of activities throughout the building. The event will feature two bands. The opening act will be from Maya Latin Tribute band and the headliner will be Stealin’ Chicago. 8 Cultural Arts Commission Minutes of September 21, 2023 Page 2 3. Fiscal Year 2023-24 Cultural Arts Project List Review  Deputy Director Duldulao reviewed a report listing art projects planned in fiscal year 2023-2024. 4. Subcommittee Updates  Business Manager O’Brien informed the Commission that Cultural Arts Specialist Santos will send out the yearly survey to Commissioners to indicate their interest in joining a subcommittee. Chair Bond added that Commissioners are allowed to be on more than one subcommittee.  Strategic Vision  Vice Chair DeNatale suggested the Commission consider breaking up the Public Art subcommittee into two subcommittees – one for mural and surface art, the other for sculpture – since there are a lot of planned public art projects.  Chair Bond asked Cultural Arts Specialist Santos if she could add an option on the survey that allows Commissioners to choose whether they would like to be on the Sculpture subcommittee or the Mural subcommittee if the Public Art subcommittee was divided. This would help determine if there would be enough interest to break up the subcommittee into two. Cultural Arts Specialist Santos confirmed she will draft the survey and review it with Chair Bond.  Vice Chair DeNatale informed the Commission that the Strategic Vision subcommittee will meet on September 28, 2023 to discuss the annual work plan presented by Deputy Director Duldulao. He also reminded the Commission that the Public Art Master Plan (Plan) will be voted on at the City Council meeting on September 27 at 6:30 p.m. He encouraged Commissioners to be present to show their support for the Plan.  Business Manager O’Brien informed the Commission that hard copies of the adopted Plan will be provided to Commissioners who are interested in receiving one.  Vice Chair DeNatale informed the Commission that effective immediately, Chair Bond will chair the Strategic Vision subcommittee, but he will remain on the subcommittee as a member.  Public Art (Sculpture & Urban Art)  Commissioner Boldenweck informed the Commission that the subcommittee is working with Improving Public Places (IPP) on the memorial bench for former Commissioner Shane Looper.  Chair Bond informed the Commission that the Randy’s Reef art piece at the current Orange Park Pool will not be displayed at the new Aquatic Center. The City will look into storage options for the art piece.  Youth Art Programs  No update. 9 Cultural Arts Commission Minutes of September 21, 2023 Page 3  Fundraiser  Vice Chair DeNatale thanked the Commission for their support at the Art in the Park event. He informed the Commission that they raised $3,369 towards the Jack Drago Cultural Arts Commission Youth Art Scholarship. The Commission received several donations, one of them being from the Drago family who donated $500. The Commission raised $5,514 total for the year. Vice Chair DeNatale expressed his gratitude for the support of City staff and added that the subcommittee is interested in implementing fundraising at other Cultural Arts events.  Day of the Dead Art Show  Commissioner Boldenweck informed the Commission that the upcoming Day of the Dead art show will not have a Friday evening program. Crafts will take place in the Creator’s Studio at LPR and there will not be face painting, entertainment, or refreshments offered this year due to the exhibit being part of the LPR Grand Opening event. A sign-up sheet will be provided to Commissioners so they can provide their availability to volunteer at the art show.  Cultural Arts Specialist Santos announced to the Commission that the extended art exhibit will now be featured in the Gallery Room at LPR and that docents are needed to host the exhibit. A survey will be sent out to Commissioners to see what their availability is to docent an extended exhibit. She expressed that she wants to advertise the extended art show to the community but the information from the survey is needed before sharing.  Chair Bond asked how long the extended exhibit is for and Cultural Arts Specialist Santos confirmed the extended art exhibit will run from October 30 through November 19, 2023.  Chair Bond raised the topic of scheduling challenges for Commissioners to commit to volunteering beyond the typical two-day exhibit in addition to the time committed to the fundraiser and other art projects.  Business Manager O’Brien reminded the Commission that staff lobbied for an Art Gallery Room at LPR in response to the Commission’s desire to find long-term exhibit space. This extended art exhibit will be a trial and the survey is intended to gauge Commissioner’s availability to support it.  Cultural Arts Specialist Santos expressed the importance of having Commissioners represented at the extended art exhibit.  Vice Chair DeNatale suggested that the extended art exhibit would be a good chance to develop a community volunteer opportunity in the future. He added that asking Commissioners to volunteer on a daily basis may be challenging considering everyone’s busy schedules.  Vice Chair DeNatale inquired about if a performing arts element or face painting feature could be included as an enhancement. Staff will review the LPR Grand Opening schedule to see if this will be possible.  Performing Arts  No update. 10 Cultural Arts Commission Minutes of September 21, 2023 Page 4 VI. MATTERS FOR CONSIDERATION 1. Motion to approve the minutes of August 17, 2023  Minutes for August 17, 2023, stand as sent. Passed by majority vote. 2. Media Selection for the February 2024 Art Show  Cultural Arts Specialist Santos presented the recommendation to select the media for the upcoming 2024 art shows. She stressed that the February 11 art show should be prioritized for media selection as the date is approaching fast.  Cultural Arts Specialist Santos also presented April 12/13, 2024, and April 19/20, 2024, as possible dates for the Youth Art Show that were provided by the South San Francisco Unified School District.  The Commission discussed having an open media art show with a Lunar New Year theme for the February exhibit. Commissioner Sanchez asked if there is equipment available to support digital media artwork. Business Manager O’Brien informed him that a portable flat screen television can be arranged to be brought in to accommodate a digital media submission.  Vice Chair DeNatale asked about who is chairing the subcommittee and Cultural Arts Specialist Santos confirmed Commissioner Boldenweck will take the lead on the fourth art show and Chair Bond served as chair for the February 2023 art show.  Cultural Arts Specialist Santos will have an option on the annual survey for Commissioners to select the media for the remaining 2024 art shows.  Vice Chair DeNatale motioned to have the Youth Art Show on April 12/13, 2024. Followed by a second from Commissioner Boldenweck. Passed by majority vote. 3. Cancellation of December 21, 2023, Meeting  Cultural Arts Specialist Santos presented the recommendation to cancel the December 21, 2023, Commission meeting due to it being very close to the holidays. She provided a brief background on the cancellation of meetings. Historically, the Commission is asked if they want to cancel their regular meeting twice in a calendar year.  Chair Bond motioned to cancel the December 21, 2023, meeting. Followed by a second from Commissioner Boldenweck.  Roll Call Vote Results | The Commission approved to cancel the December 21, 2023, meeting. (AYES: Boldenweck, Bond, DeNatale, Huerta, Luster, Pomposo, and Sanchez. NAYES: None ABSENT: Foley, Maharaj, and Zelaya).  Vice Chair DeNatale informed new Commissioners Huerta and Sanchez that Commissioners are allowed three absences per year. VII. ITEMS FROM COMMISSION: 1. Chair Bond announced that Vice Chair DeNatale and herself will not be present at the October meeting. She presented two options to the Commission: 1. Cancel the October meeting. 2. Elect an interim Chair for the October meeting. a. Business Manager O’Brien noted that the October meeting will be held as scheduled, but added that typically the Commissioner with the most seniority becomes the interim Chair, which would be Commissioner Boldenweck b. Commissioner Boldenweck agreed to be the Commission’s Interim Chair for the October meeting. 11 Cultural Arts Commission Minutes of September 21, 2023 Page 5 2. Chair Bond announced to the Commission that voting for the new Chair and Vice Chair will take place in the coming months and asked Commissioners to consider their roles. a. Commissioner DeNatale added that he will not be accepting a nomination for the chair position as his term on the Commission is scheduled to end mid-year. VIII. ITEMS FROM STAFF 1. Business Manager O’Brien reminded the Commission about the Public Art Master Plan being presented at the upcoming City Council meeting on September 27, 2023, at 6:30 p.m. She also added that there is an additional item on the agenda pertaining to the status of a Cultural Arts Commissioner that may lead to an additional vacancy on the Commission. 2. Deputy Director Duldulao informed the Commission that regular recreation programming that takes place at the Municipal Services Building (MSB) will continue through October 27, 2023. Staff from the Recreation Office will work remotely from October 16 through October 27, 2023. She reminded the Commission that the October meeting will still take place at the MSB. She also invited Commissioners to attend the Orange Memorial Park Sports Field opening on October 18, 2023, at 5:00 p.m. and the ceremony at 6:30 p.m. 3. Cultural Arts Specialist Santos announced the following events:  San Mateo County Festival for the Arts on September 30, 2023, from 12:00 p.m. – 3:00 p.m.  Festa Italiana on September 29, 2023, at Orange Park  Re-opening of the Roberta Cerri Teglia Senior Center on September 30, 2023, from 10:00 a.m. – 12:00 p.m.  Thanksgiving Fun Run on November 18, 2023  Halloween Extravaganza on October 21, 2023, with an opportunity for Commissioners to participate in the Trunk or Treat element of the event, if desired.  Wreath Making Workshop Fundraiser on December 9, 2023 4. Cultural Arts Specialist Santos also announced that she will be emailing a form for Commissioners who are interested in submitting an art entry for the Day of the Dead art show. She informed Commissioners that their art entry fee is waived. 5. Business Manager O’Brien invited Commissioners to attend the Parks and Recreation Department’s Citizen’s Academy night on October 10, 2023, from 6:00 p.m. – 8:00 p.m. IX. (Erin O’Brien, Business Manager) RECOMMENDATION It is recommended that Cultural Arts Commission approve the proposed public art sculpture donations for installation at revised locations at the Orange Memorial Park Sports Field and Centennial Way Trail entrance, at the corner of Chestnut Avenue and Civic Campus Way. BACKGROUND/DISCUSSION At the June 15,2023,Cultural Arts Commission meeting,the commission approved the acceptance of two sculptural donations,Bat Country and Labyrinthine Heart,by a vote of seven in favor and zero opposed with two commissioners absent. With guidance from the Public Art subcommittee,the sculpture donations were accepted with the recommendation of the following locations: 1.Bat Country created and donated by Gwen Fisher and Paul Brown to be located at the Orange Memorial Park Sports Field, along West Orange Avenue. 2.Labyrinthine Heart by Wendy Ackrell,donated by Genentech to be located at the Library |Parks and Recreation Center, in the second-floor lobby. The recommendation of acceptance was presented at the regular City Council Meeting on July 26,2023.The City Council members engaged in a discussion about the sculptures and expressed some concerns.Ultimately the City Council did not accept the resolution authorizing the acceptance of the two sculptures and instead provided staff members with feedback, including on the proposed locations. On September 19,2023,the Cultural Arts Commission’s Public Art subcommittee held a meeting where staff presented new recommendations of locations for the two sculptures based on City Council’s feedback. Renderings of the sculptures and the newly proposed locations can be found on attachments one and two. Bat Country was originally intended to be installed at the new Orange Memorial Park Sports Field along West Orange Avenue;the location’s nexus to where baseball and softball games will occur played an important factor in the decision of the location.The newly proposed location still keeps the nexus of Bat Country with the baseball and softball diamonds,however it is proposed to be located further back between the sports field and the picnic meadow. In 2023,the City received a proposal from Genentech offering San Francisco based artist Wendy Ackrell’s Labyrinthine Heart sculpture as a donation for the new Library |Parks and Recreation Center.Labyrinthine Heart was part of the 2023 San Francisco General Hospital Foundation’s annual fundraiser where it was on City of South San Francisco Printed on 10/13/2023Page 1 of 2 powered by Legistar™13 File #:23-910 Agenda Date:10/19/2023 Version:1 Item #:4. Heart was part of the 2023 San Francisco General Hospital Foundation’s annual fundraiser where it was on display at Union Square in San Francisco and purchased by Genentech.The original identified installation location was recommended at the community’s Library |Parks and Recreation Center.Following City Council’s recommendation,new sites were explored and ultimately the location along the Centennial Way Trail entrance nearest Chestnut Avenue and Civic Campus Way was selected.This location is also directly across the street from the Library | Parks and Recreation Center and can be viewed by many community members and visitors. CONCLUSION Commission feedback regarding the Bat Country and Labyrinthine Heart is welcome.Formal recommendation of the acceptance of the two sculptures at the newly proposed locations is requested for City Council approval and will be included in a future City Council presentation.
