HomeMy WebLinkAboutMinutes 2007-04-18 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING "TEDNESDA Y, APRIL 18, 2007 MUNICIP AL SERVICES BUILDING BETTY WEBBER ROOM 33 ARROYO DRIVE CALL TO ORDER: 6:02 p.m. (Cassette Tape No. 1) ROLL CALL: Present: Councilmembers Addiego, Fernekes and Matsumoto, Vice Mayor Gonzalez and Mayor Garbarino Absent: None Staff present: City Manager Barry Nagel, Assistant City Manager Marty Duyn, City Attorney Steve Mattas, Finance Director Jim Steele PUBLIC COMMENTS: None STUDY SESSION: Discussion related to regulating Park and Fly operations at hotels City Attorney Steve Mattas presented the staff report. He pointed out a correction to be made concerning a reference to the Travel Lodge having utilized the Conditional Use Permit provision to get a CUP for some Park and Fly. He stated that is not correct, but rather there had been extensive discussions with the Travel Lodge but the discussions were not finalized into the CUP being issued. He commented on land use component and revenue issues related to Park and Fly operations, stating the revenue side is both on the TOT and the parking tax. He said the staff report outlined enforcement options, with staff recommendation for Option 3 as appropriate for enforcement on a case-by-case basis. Mr. Mattas commented that it is likely that once implementation has started, there will likely be pushback from some interest group that is impacted, such as the hoteliers, or the commercial parking facilities. Finance Director Steele commented that there would not be significant changes to the revenue. Councilwoman Matsumoto was concerned about protecting the City's Park and Fly parking facilities and about monitoring use such by side businesses as at the Good Nite Inn. City Attorney Mattas talked about the process of reporting the TOT and auditing those reports as a monitoring mechanism, based on self-reporting by the hotels. Councilmembers discussed several concerns regarding financial and land use issues, as well as enforcement and monitoring. Staff responded to questions. Direction to staff was to continue to consistently monitor and enforce the provisions which are part of the Municipal Code.
