The meeting was called to order at 5:06 p.m. by Vice Chair

PUBLIC COMMENT: None.
CONSENT CALENDAR:
1. Approval of the Parking Place Commission Meeting Minutes for September 12,
2023.
Motion -Commissioner Chan / Second Vice Chair Abarca -to approve the
minutes as submitted. Approved by vote (2-0).
ADMINISTRATIVE BUSINESS: None.
ITEMS FROM THE COMMISSION:
• Commissioner Chan requested an update on the two parklets for Outdoor Dining
-Cafe Bunn Mi and Antigua Coffee Shop. Secretary Garren to follow up with ECD.
• Commissioner Chan requested an update on the digital signage for the parking
lots. Dave Backhaus, Deputy Director of Public Works responded, IT is working on
a camera system for a more accurate count before sourcing out vendors.
• Commissioner Chan suggested an annual walkthrough of the downtown parking
district. He suggested going over any faded signs or cleanups that require
attention. Dave Backhaus, Deputy Director of Public Works responded, we
currently have our cleanup crew making rounds in the downtown area but will take
this into consideration.
• Vice Chair Abarca asked who receives the parking citation funds. Dave Backhaus,
Public Works Deputy Director responded, revenue generated from parking
citations go into the general fund for Police.
• Commissioner Monzon asked for the parking district's current revenue amount.
Secretary Garren responded; the total revenue is currently 2.9 million.
• Commissioner Chan asked who receives the rent from the commercial parking
spaces in the Miller Parking garage. Secretary Garren responded, ECO collects
the rent for these spaces.
• Commission Chan brought up the idea of allowing the downtown residents to
purchase smart cards. Dave Backhaus, Public Works Deputy Director responded,
this program has not been implemented yet.
• Commissioner Monzon brought up the idea of entering license plates at pay
stations instead of space numbers in place of parking meters. Dave Backhaus,
Public Works Deputy Director responded, this idea was initially brought up prior to
the installation of the parking meters and found that it was not feasible. The
maintenance repair costs for the pay stations would be more costly than the
parking meters. One pay station would cost $5,000 and if one goes down, the
City's Parking District won't receive any revenue for the entire stretch of spaces.
ITEMS FROM STAFF
1. Monthly Revenue Report for Parking District (FY 2023-24 YTD)
a. Commissioner Chan noticed a decrease in Parking Permits from the
revenue report. Secretary Garren responded, the full amount has not been
generated by Finance but can confirm all parking permits were sold.
b. Commissioner Chan pointed out a decrease in revenue due to the increase
in jammed parking meters. Is there a reason for the uptick in jammed
parking meters? Dave Backhaus, Public Works Deputy Director responded
there has noticeably been an increase of loiters around the downtown area.
2. Parking Meter Transaction Report -report of Parking Meter Issues were provided
to the Commission.
Vice Chair Abarca adjourned the meeting at 5:38 p.m.
