Gabrielle Schroeder, Our Redeemer's Lutheran Church PRESENTATIONS . 2007 Spring Citizens Academy Class Graduation - Assistant to the City Manager Susan Kennedy presented course overview and introduced the graduates . Certificate of Appreciation to Library Volunteers - Presented by Councilwoman Matsumoto; Councilman Gonzalez presented certificates of recognition AGENDA REVIEW City Manager Nagel requested that Council withhold any discussion of Item #10 until after the Closed Session on Item # 11. PUBLIC COMMENTS Jorge (ACORN) spoke on behalf of ACORN members, about a recent meeting with Councilmember Fernekes and Vice Mayor Gonzalez, reiterating concerns about the intersection of Spruce/Commercial for better lighting and a signal. [Discussion followed that this item will be available for further discussion by the City Council at a study session on May 30, 2007.] ITEMS FROM COUNCIL . Announcements . Committee Reports Councilmember Addiego reported on attending Arbor Day festivities, Project Read, an award ceremony for Jackie Speier and congratulated the participants in the Citizens Academy, commented on a visit to the Water Quality Control Plant, described the Drug Drop Off program and thanked Terry White for his continuing efforts to improve paving of City streets. He also commented on the West Winston Ne:ighborhood Association's outreach. Councilwoman Matsumoto attended many meetings and community events, commenting in particular on CMAC, describing the eycle of distribution of funds from Proposition lB, which $2-billion for local street and road funds, $22-million of which will go to the 20 San Mateo County cities. She asked for support of pending legislation (SB 286) to expedite the distribution of funds. Councilwoman Matsumoto attended the C/CAG meeting and asked staff to follow up on the MTC cycle funding. She attended Project Read, Arbor Day, Farmers Market, and centennial committee meetings. Councilmember Fernekes attended many meetings, including the Budget Sub-Committee, met with Councilmember Matsumoto regarding a ballot issue dealing with a parking tax at the lots that handle airport parking and government-run parking lots. He met with Councilmember Addiego discussing some concepts for downtown garage. Councilman Fernekes also complimented the West Winston Neighborhood Association. He enjoyed the Arbor Day festivities and Project Read, as well as the Senior Breakfast hosted by the Police Department. Vice Mayor Gonzalez met with Direetor Terry White about the Colma Creek project. He congratulated South San Francisco High School's Hermanos Program which resulted in 17 students enrolled in Skyline College. He attended the San Mateo County Homeless Connect Fair where information was provided on social service benefits, housing information, shelter referral, driver's licenses, medical and clinic, employment services, legal aid, bike repairs, hot showers and haircuts and foot care. Vice Mayor Gonzalez provided a report on homeless in the County. Mayor Garbarino attended many of the previous described events. He attended the Board of Directors meeting of the Traffic Relief Alliance in San Mateo, reporting on a pilot program for a hydrogen-cell vehicle. He completed his volunteer reading at Los Cerritos School and was pleased with the packet of letters he was given from the students. He went to Sacramento for Legislative Days and met with Assemblyman Mullin and discussed some issues related to transportation, housing and the State Budget. Although unable to attend the breakfast, he thanked all the seniors who volunteers in the City. He led a tour for third graders at City Hall. Councilwoman Matsumoto reported that in the Bay-to-Breakers, of the top 10,000 finishers, 30 were from South San Francisco. CONSENT CALENDAR 1. Motion to approve the Minutes of April 11, April 18, and April 25, 2007 (Pulled by Councilwoman Matsumoto) 2. Motion to confirm expense claims of May 23,2007 in the amount of$1,448,044.l5; 3. Motion to cancel regular City Council meeting on June 27, 2007 4. Proclamation: National Public Works Week 5. Resolution awarding the construction contract for the Linear Park-Phase 1 Improvements to Robert A. Both man, Inc. of San Jose, in the amount of one million seven hundred fifteen thousand dollars ($1,715,000) (Pulled by Vice Mayor Gonzalez) REGULAR CITY COUNCIL MEETING MINUTES MAY 23, 2007 PAGE 2 6. Resolution identifying a dedicated revenue stream for Wet Weather Phase II 7. Resolution authorizing the 2nd amendment to the agreement for animal control services between the City of South San Francisco and the County of San Mateo 8. Resolution authorizing a $10 increase in the penalty for parking meter violations in the Downtown Parking District MOTION-Fernekes/Second, Addiego: to approve Items 2,3,4,6,7 & 8 of the Consent Calendar; unanimously approved by voice vote (5-0). Item #1 - Councilwoman Matsumoto identified corrections to the Minutes of April 11, 2007 and April 25, 2007. MOTION-Matsumoto/Second, Addiego: to approve Item 1 of the Consent Calendar, as corrected; unanimously approved by voice vote (5-0). Item #5 - Vice Mayor Gonzalez asked questions about the differences in 'cost per item', Item 23, letter C, mileage markers. He gave the example that one company charged $600 for two; another company charged $100. He was curious why there is so much difference. City Engineer Razavi stated that by law, the City has to look at the total bid amount, with no control over individual bid items, to award the bid to the lowest bidder. He said it is common for items to vary from one bid to another. He discussed the bid review process. Councilwoman Matsumoto stated the items such as the markers in question are specifically described and must meet the City's criteria and detail. City Engineer Razavi confirmed. Councilmember Addiego commented on the way contractors design their bids. MOTION-Gonzalez/Second, Addiego: To approve the resolution awarding the construction contract for the Linear Park - Phase I Improvements to Robert A. Bothman, Inc., of San Jose, in the amount of$1,7l5,000); unanimously approved by voice vote (5-0). ADMINISTRATIVE BUSINESS 9. Motion to waive reading and introduce ordinances describing the Redevelopment Agency of the South San Francisco's program concerning the use of eminent domain in the acquisition of property pursuant to SB 53 for the Downtown/Central, Gateway, U.S. Steel/Shearwater and El Camino Corridor project areas (first reading) Manager of Housing and Redevelopment Norma Fragoso presented the staff report. Councilwoman Matsumoto commented on the City of South San Francisco's policy regarding occupied residential property. MOTION-Fernekes/Second, Matsumoto: to waive reading and introduce ordinances describing the Redevelopment Agency of the South San Francisco's program concerning the use of eminent domain in the acquisition of property pursuant to SB 53 for the REGULAR CITY COUNCIL MEETING MINUTES MAY 23,2007 PAGE 3 Downtown/Central, Gateway, U.S. Steel/Shearwater and El Camino Corridor project areas (first reading); unanimously approved by voice vote (5-0). 10. See Item 10 following CLOSED SESSION 11. Pursuant to Government Code section 54956.9( c), conference with legal counsel, pending litigation - one case Time entered into Closed Session: Time reconvened into Open Session: Report from Closed Session: 8:25 p.m. 8:38 p.m. Mayor Garbarino stated the direction given was No Action Taken. 10. Resolution approving an agreement with the City and County of San Francisco related to business license taxes Finance Director Jim Steele presented the staff report. MOTION-Fernekes/Second, Matsumoto: to adopt the resolution approving an agreement with the City and County of San Francisco related to business license taxes; unanimously approved by voice vote (5-0). Vice Mayor Gonzales stated he attended a meeting about the Water Transit Authority where they were given information on a feITY terminal in South San Francisco and Redwood City. Additional information will be forthcoming in about two weeks.
