HomeMy WebLinkAboutMinutes 2007-05-30 MINUTES CITY COUNCIL CITY OF SOUTH SAN FRANCISCO SPECIAL MEETING WEDNESDAY, MAY 30, 2007 MU1~ICIP AL SERVICES BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALL TO ORDER: 6:00 p.m. (Cassette Tape No.1) ROLL CALL: Present: Councilmembers Addiego, Fernekes and Matsumoto, Vice Mayor Gonzalez and Mayor Garbarino None Absent: Staff present: City Manager Nagel, Assistant City Attorney Woodruff, Assistant City Manager Van Duyn, Assistant to the City Manager Kennedy, Fire Chief White, Police Chief Raffaelli, R&CS Director Ranals, Library Director Sommer, City Engineer Razavi; staff members: Dennis Chuck, Colleen Tribby, Mich Mercado, Tony Barrera PUBLIC COMMENTS: None STUDY SESSION: 4. Operating Budget, Fee Changes and the Capital Improvement Budget City Manager Nagel presented the staff report, providing an overview of the proposed budget. Director of Finance Steele addressed the projected revenues, expenditures and proposed changes to the General Fund Reserves. City Manager Nagel spoke about the Proposed Fee Changes for the Fire and Public Works departments, responding to questions from Councilmembers. Fire Chief White stated the proposed increase for Residential Smoke Detectors is based on inspection costs. Director of Recreation & Community Services Ranals explained the basis for increases in fees to programs. She discussed Child Care fees for residents and employees and also responded to questions from Councilmembers, with comments from Council about increasing the size of the pre-school program to include more children. Discussion followed on the non-resident fee differential. Economic & Community Development Director Van Duyn presented information on proposed fees. He mentioned there is a separate schedule for General Plan Update and staff is working on an ordinance for Council consideration. He responded to questions from Council. City Manager Nagel commented briefly on the summary of positions by department, noting that 45 frozen positions still exist in the City. Director of Public Works White discussed options on the Spruce/Commercial/Railroad/Maple Neighborhood CIP projects (requested by residents) to improve street lighting and/or traffic controls for the intersection of Commercial and Spruce. Council commented and asked questions about lighting options and expense, including test areas where lighting issues are concerned. Director White discussed options and costs for traffic controls at the intersection of Commercial and Spruce. Council discussed the impact of additional traffic signals, particularly during peak times. At this point, members of the public wished to address Council. Mayor Garbarino stated no one had come forward at the Public Comments portion of the meeting. Council concurred that two speakers could comment at this time. Mr. Jorge Bernal, a resident of the neighborhood, offered insight on stop signs at Magnolia and Commercial where many drivers do not stop. He felt a 4-way stop sign at Spruce would be ineffective. He believed a traffic signal would be the most appropriate solution. Mr. Dave Grendel, a resident, addressed the problem of multiple accidents at Maple and Railroad. He said he lives at that corner and has observed many accidents over the years, including injury accidents. He asked the Council to look at that corner. The Police Chief said he would prefer a three-way stop at that intersection. Director White talked about the possibility of placement and monitoring of temporary stop signs for a few weeks to measure the effectiveness before committing to a more expensive solution. Following discussion, Council would like the traffic signal items for these and other intersections to be included in a future CIP, with staff to bring a report, including input from the TAC (Technical Advisory Committee), for additional review. Recess: 7:58 p.m. - 8:10 p.m. City Manager Nagel reviewed the Non-Departmental budget for 2007-2008. He responded to questions from Council with details of proposed increases. Concerning the request of the Plymire-Schwarz Museum, by consensus, Council preferred leaving the amount at $5,000. Council had no suggested changes to the proposed Vehicle Replacements, but discussed the use of a hybrid vehicle for Council in a future replacement schedule. City Manager Nagel reported on the Equipment Replacement Fund proposed replacements and deferments, responding to questions from Council. SPECIAL CITY COUNCIL MEETING MINUTES May 30, 2007 PAGE 2 Vice Mayor Gonzalez commented on the Library funding, suggesting that four hours rather than two hours be added to the program in response to increased use of library services. City Manager Nagel clarified the proposed two hours was for the History Room only, confirming that Council would have to add four additional hours to increase the general operation of the Library for a cost of$25,000. Library Director Sommer responded to Council's questions, providing the history of previous cuts. City Manager Nagel stated staff would return with an item for future discussion. Senior Civil Engineer Dennis Chuck presented the staff report on the draft CIP (Capital Improvement Program) for Fiscal Year 2007/2008. He highlighted new projects and explained that carry-over projects are funded projects that are taking two years to complete. City Engineer Razavi updated Council on the Recycled Water Study. He talked about the various phases of securing funding and facilities to provide up to 1-million gallons per day which could be used in the City and sold to other agencies. Mr. Razavi highlighted new items under railroad crossings, public facilities, parks, traffic, information technology and aircraft noise insulation program. City Manager Nagel stated staff is preparing the final budget documents and requesting interim budget authority for consideration and adoption on June 13,2007.
