Call to Order 6:01p.m. (Cassette Tape No.1) 2. Roll Call Present: Councilmembers Addiego, Matsumoto, Fernekes, Vice Mayor Gonzalez and Mayor Garbarino Planning Commissioners Moore, Sim, Vice Chair Giusti and Chairman Prouty Absent: Commissioners Honan, Teglia and Zemke City Attorney Steve Mattas stated that the Council meeting could proceed and the Commissioners could participate; it will not be recorded as a formal meeting unless a fourth commissioner arrives to fulfill the quorum. 3. Public Comments: None 4. Study Session: Joint meeting with Planning Commission - discussion of the proposed Zoning Ordinance Update Chief Planner Susy Kalkin stated the City has recently begun moving forward with a Zoning Ordinance comprehensive update. A Power Point Presentation followed. Highlights of the Presentation: · Ordinance has never had a comprehensive update since its adoption in 1986; · Ordinance is not currently consistent with the General Plan adopted in 1999; · Ordinance could he more user-friendly; · Policy standards and districts will be reviewed; · Use regulations and development standards will be addressed; · Administrative provisions will be uniform and consistent; · Balancing discretion with economic benefits - preservation or development; · Non-conforming uses classification; (Planning Commissioner Sim arrived at 6:20,fulfilling the quorum for the Planning Commission) · Many opportunities will be available for public, staff, Planning Commission and City Council input and participation; · Consultant will approach Council at various levels of review/phases to determine how to proceed with the Ordinance Councilwoman Matsumoto comme:nted that the General Plan had been updated in 1999; she asked if there would need to be additional updating in 2009. Chief Planner Kalkin stated there would be focused update. She stated the Ordinance would be addressing development standards to accommodate high-density housing. The Housing Element will be updated in 2009, subject to State mandate. City Attorney Mattas noted that during the meeting the two bodies could anticipate housing goals in the Zoning Code in terms of density in certain districts. Planning Commission comments: · More mixed use in zoning areas (Commissioner Moore) · Refined design guidelines for residential homes (Chairperson Prouty) · Intensification of development near arterial ways (Commissioner Sim) · Look at potential to redevelop horizontal lands (Commissioner Sim) · Creating a smooth transition between neighborhoods to add character (Commissioner Sim) · Creating overlay areas to further develop new communities (Commissioner Sim) · Increase higher density developments in the downtown to give opportunity for open space (Commissioner Sim) · Lower the density on Chestnut (Commissioner Moore) · Explore pedestrian friendly lanes to use a walkways in the downtown (Chairperson Prouty) · Use walking traffic to attract developers to downtown (Chairperson Prouty) City Council comments: · Revitalize El Camino Real (Councilmember Addiego, Mayor Garbarino) · Include market rate housing on Grand Avenue (Councilmember Matsumoto) · Revise tandem parking ordinance and create a new standard allowing tandem on a case-by-case basis (Councilmember Matsumoto) · Update the design guidelines to allow Design Review Board (DRB) to approve high quality projects (Councilmember Matsumoto) · Modify the sign ordinance to be much stronger and also address digital signs in it (Councilmember Matsumoto) · Address loading, parking and double parking on Grand Avenue and the Lanes (Councilmember Matsumoto) · Include language that offers incentives for green buildings (Councilmember Matsumoto) · Create a bike and pedestrian plan (Councilmember Matsumoto) · Revisit the telecommunications ordinance (Councilmember Matsumoto, Councilmember Fernekes) · Address artists live / work space such as lofts (Councilmember Matsumoto) · Create guidelines for childcare and worshipping establishments (Councilmember Matsumoto, Councilmember Fernekes) City Attorney Mattas informed the Council that Federal law advocates for religious institutions but will work the Commission and Council item above · Create parameters for high density developments (Councilmember Matsumoto) · Clearly define retail design and mixed use - ex: Solaire / Fairfield Development (Councilmember Matsumoto) · Address parking issues (Councilmember Fernekes, Councilmember Matsumoto) · Revitalize Old Town (Vice Mayor Gonzalez) · Create a historic downtown (Mayor Garbarino) · Create a pedestrian friendly environment (Mayor Garbarino) SPECIAL JOINT CITY COUNCIL / PLANNING COMMISSION MEETING MINUTES July 24, 2007 PAGE 2 Additional comments: City Attorney Mattas noted that with regards to telecommunications, Federal and State laws restrict local governments and gives the telecommunications companies more flexibility. He added that some communities actively work with providers to locate these facilities in a mutually acceptable area. Chairperson Prouty pointed out that the Commission has also been concerned with tandem parking and would like to see this revisited. Vice Chairperson Giusti suggested having design controls on second unit additions. She also noted that ground floor parking with uses on the second floor should be looked into. Commissioner Moore stated that solar energy installation costs up to $25,000 and the City should look at incentives for those that choose to go this route. (Councilmember Matsumoto stepped away at 7:30 p.m.) Chairperson Prouty added that Coronado has incentives for architectural features added to housing designs such as height limits, roof pitches, gables and massing. He pointed out that the City could also look at something similar to encourage better designs in residential neighborhoods. (Councilmember Matsumoto returned at 7:33 p.m.) Vice Mayor Gonzalez noted that Old Town has more and more mixed uses and suggested analyzing the small businesses in the area. Councilmember Matsumoto reiterated that this should be done for the entire City. 5.
