CALL TO ORDER: 7:30 p.m. (Cassette Tape No.1) ROLL CALL Present: Counci1members Addiego, Matsumoto, Femekes; Vice Mayor Gonzalez and Mayor Garbarino PLEDGE OF ALLEGIANCE: Led by Mayor Garbarino INVOCATION: Rev. Cantley, Grace Covenant Church PRESENTATIONS · Demonstration of a K9 search (for package interdiction/narcotics) by Police Detective Marty Mahon and his K9 partner "Max" · Day in the Park Power Point presentation by Commissioners Judy Bush, Paul Formosa, Jim Metz and Liza Normandy · Cooperstown Baseball presentation of certificates · Certificate of Recognition: Jake Ventrello, Kathy Ventrello, Paul Serizawa (presented by Mayor Garbarino) AGENDA REVIEW: City Manager Nagel stated that Consent Calendar Item 4 should be changed to read: Motion to accept as complete the Westborough Street Lights Replacement Project ($51-13231- 0505). PUBLIC COMMENTS Estela Baldovinos, resident, spoke about her financial difficulties based on rising variable interest rates and the reality of many mortgage foreclosures in South San Francisco. . Jorge Menjivar, resident and member of ACORN (Association of Community Organizations for Reform Now, Campaign to Stop Foreclosures), spoke on behalf of others in the city, county and country impacted in the same way as the previous speaker. He asked Council to consider action of some kind. ITEMS FROM COUNCIL Councilmember Addiego commented on a visit from Exchange Students program. He enjoyed being seated with a host family, whose daughter had also participated in an exchange program two years ago. He expressed his appreciation to both Sister Cities and the Rotary Club who are instrumental in the success of the program. He and the Mayor met to discuss a salary survey for councilmembers; they will come forward with information for the entire Council. Councilmember Addiego also mentioned interest in looking into determining if a Youth Commission would have merit for South San Francisco. Councilwoman Matsumoto attended the City/County Association of Governments (C/CAG). A current priority is housing requirements and she expressed the challenge before Council to meet the projected requirements. She attended the Housing Sub-Committee to discuss downtown projects to include retail below/housing above. Improving Public Places is moving forward. She attended the swearing in oftwo police officers and two administrative personnel, commenting that several are local residents, a benefit for emergency response. Councilwoman Matsumoto mentioned an e-mail from Lt. Mike Brosnan about crime reporting. She asked the community to step forward to report crimes they witness. She referred to a local case where conviction and sentencing on an assault charge resulted in enhancement due to gang affiliation. She thanked local safety employees who had been involved in resolution of the case. She commented on a visit to a new housing project and talked about inclusionary housing. Councilmember Fernekes met with the Centennial sub-committee. He attended the County Fair and the Chili Cook Off (at Old Molloy's) and thanked the Boldenwecks for judging the contest. He also commented on the Student Exchange Program and his family's experience as a host family twice. He mentioned his daughter's experience as a participant. Vice Mayor Gonzalez attended the Disaster Response meeting at the WTA, the purpose which was to greater understand how well the Bay Area can recover in the aftemlath of an emergency or disaster. He attended the "Senior Scam Stoppers" seminar, a successful well-attended event. He also met with Police Chief Raffaelli regarding gangs, especially as relates to preventing young children from getting involved. He is interested in a parenting class when children are referred to the police, although there is no legislative mandate. He had been informed by Mayor Garbarino that such a bill is already underway. Vice Mayor Gonzalez reminded the public about the City-Wide Garage Sale, registration deadline of August 24th. Mayor Garbarino stated that the sub-committee on Council Compensation has asked staff for information on total compensation before bringing an agenda item to Council. He attended the Community Information meeting for the sewer replacement project. Although the meeting was well publicized, there was no attendance by the public. He attended a Bay Bio-Tech breakfast meeting with Fire Chief White and several members ofthe Fire Department, talking about changes in the California Building Code. He commented on the 4-H Auction and luncheon. He commended the participants for their hard daily work to raise the animals. Mayor Garbarino attended some of the same events as previously mentioned. He did also commend the Rotary Club for their involvement in the Student Exchange Program. Councilwoman Matsumoto, while at the 4-H event, volunteered Council to sponsor a participant if someone from South San Francisco gets involved. She also commented on the Senior Scam Stoppers meeting scheduled by Senator Leland Yee, with 120 participants. She spoke on a local news story about a new scam called "Lock Out" where seniors are subject to severe overcharging by locksmiths. Chief Raffaelli stated that the police department can respond and attempt to help someone gain re-entry, but that would usually involve breaking a window. Assistant City Manager Van Duyn said people can call the North Peninsula Neighborhood Services will assist elderly citizens with various problems. CONSENT CALENDAR 1. Motion to approve the minutes of regular City Council meeting of August 8, 2007 and Special Meeting of August 15,2007 2. Motion to confirm expense claims of August 22, 2007 (Pulled by Councilmember Addiego) REGULAR CITY COUNCIL MEETING MINUTES August 22, 2007 PAGE 2 3. Resolution authorizing Acceptance of $25,000 in Library Services and Technology Act Funding from the California State Library to support library children's services and amending the Library Department's 2007/08 Operating Budget 4. Award of bid for Motion to accept as complete the Westborough Street Lights replacement project (#51-13231-0505) Motion-Matsumoto/Second-Fernekes: To approve Consent Calendar Items 1, 3 and 4; unanimously approved by voice vote, 5-0. Item #2: To confirm expense claims of August 22,2007. Councilmember Addiego asked for discussion on a specific line item [page 1 of the Warrant Disbursements for August 15,2007, under City Council, the amount of $319.70 for 500 business cards]. He expressed concern that this fee is quite high and inquired if the amount shown might be an error. Councilwoman Matsumoto also noticed this and had asked staff to look into it. Motion-Addiego/Second-Gonzalez: To confirm the expense claims of August 22, 2007; unanimously approved by voice vote, 5-0. PUBLIC HEARING None ADMINISTRATIVE BUSINESS 5. Adoption of resolution awarding the fire sprinkler system construction contract for the Orange Memorial Park Community Center to Pribuss Engineering, Inc. of South San Francisco, in the amount of$69,768.00 City Engineer Ray Razavi presented the staff report, explaining the history of the bid requirements. The bid had been awarded to Alliance Fire, but Alliance failed to meet the requirements of the bond. Pribuss Engineering was the second in line and will honor the bid amount. Councilmember Addiego asked if the City has recourse when a bidder does not complete the bid. Mr. Razavi said the bond is intended to cover completion of the job as bid. Following discussion, Council acted upon the item. Motion-Femekes/Second-Gonzalez: To approve the resolution allocating $60,000 to the Centennial Celebration and amending the 2007/08 budget; unanimously approved by voice vote, 5-0. 6. Resolution allocating $60,000 to the Centennial Celebration and amending the 2007-2008 budget Assistant to the City Manager Susan Kennedy presented the staff report, enumerating the many events planned leading up to and including the celebration. Councilmembers Matsumoto and Fernekes commented on the sub-committee reasoning in coming to Council for the up-front funding to get things started. Councilmember Addiego asked that the record note his comment there will be functions where a finite number can attend and he hopes that ticket prices will reflect effort that went into that. Councilmember Fernekes stated the requested funds are for the more public events. Following further discussion, Council acted on the item. LEGISLATIVE BUSINESS None COUNCIL COMMUNITY FORUM Vice Mayor Gonzalez invited the public to attend the Boys & Girls Club Golf event on October 29. He also mentioned the Library celebrations on September 6 and September 8.
