Capital Projects Update (Philip Vitale, Deputy Director of Capital Projects)
RECOMMENDATION
It is recommended that the Parks and Recreation Commission receive an update on the Centennial Way
Park South, Oyster Point IIC and Orange Memorial Park Aquatic Center projects.
BACKGROUND/DISCUSSION
Centennial Way Park South
Despite the rain and mud,the community and elected officials gathered on February 3 to celebrate the groundbreaking of Centennial
Trail Park South.The ceremony included remarks from Congressman Kevin Mullin,Mayor James Coleman,Park and Recreation
Commission Chair Ruth DeNardi,Caltrans District Director Dina El-Tawansy,and Caltrans Office of Innovative Programs Local
Assistance Chief Gretchen Chavez.Members of the community assisted in the planting of six trees and helped with litter removal
along the trail. Snacks for the event were donated by Bimbo's Bakery.
The contractor has installed construction fencing,begun clearing and grubbing the site and installed tree
protection zones.Fabrication is underway of granite skate area elements.Electrical and storm drain trenching
is scheduled for the coming week,but may be impacted by rain and wet conditions.The project is tracking to
a late summer 2024 completion.
Oyster Point IIC
The notice to proceed for construction was issued to GECMS,Inc.on January 2.Construction fencing was installed early January,
resulting in the closure of the upper parking lot,a portion of East Basin Road,a segment of the Bay Trail and the windsurf launch.
The north-south connector pathway offers trail users a detour to connect to the Bay Trail.Closure notices and detour signage have
been posted around the site.The fishing pier,boat ramp and lower parking lots remain open during construction.This north-south
connector pathway will have limited closures with notices posted in advance.
The contractor has cleared and grubbed the site,removed trees,started forming curbs and installing underground utilities.Rain and
wet conditions have limited the work that can be performed onsite. The project is tracking towards a late summer 2024 completion.
Orange Memorial Park Aquatic Center
On January 30,a key milestone was reached on the Orange Memorial Park Aquatic Center Project with the completion of design and
bidding.Staff received and publicly opened in-person,with a teleconference option,the four responsive bids from Rodan Buildings,
Inc.,SJ Amoroso Construction Company,LLC,Vance Brown,Inc.and Wickman Construction and Development.After further
review of all the bids,staff determined the lowest responsive bidder was Wickman Development and Construction of Oakland,
California.A post bid-interview was held between Wickman Development and Construction and Swinerton Management and
Consulting and with Vance Brown,Inc.(second lowest responsive bidder)to review their bid and help ensure contractor understood
scope of work and project requirements.Staff has verified the low bidder’s current contractor’s license with the California State
Licensing Board and found it to be in good standing.

Based on bid numbers received, there is a 2.49% delta between bidders #1 and #2, with bidders #3, and #4 coming in at 2.67% and
3.29% respectively from lowest responsible bidder.
The final engineer’s estimate for the base bid was $39,824,000.00. The lowest responsible bidder proposal came in under engineer’s
estimate by 12.6%. A competitive bid environment from the four bidders and market conditions likely impacted by the previous Covid
-19 pandemic years proved favorable for the City. Analysis and review of recent bids in the Bay Area show similar competitive bid
numbers, with low bids significantly below engineer’s cost estimates.
At the February 28 City Council Meeting,staff will be recommending that City Council accept the base bid of $34,790,000.00
which is below the engineer’s estimate for the base bid.

CONCLUSION
If City Council awards the contract for construction to Wickman Development and Construction on February 28, a Notice to Proceed
will be issued in March. A groundbreaking event will be held Saturday, March 30. The new facility is anticipated to open in summer
2025 with full project completion fall 2025.

Fiscal Year 2023-2024 Mid-Year Budget Update (Erin O’Brien, Business Manager)
RECOMMENDATION
It is recommended that the Parks and Recreation Commission be apprised of the Department’s proposed
mid-year budget appropriation requests and adjustments for Fiscal Year 2023-2024.
BACKGROUND/DISCUSSION
At the mid-point of the fiscal year,the City conducts a comprehensive review of its operating budget to assess
actual expenditures,revenues,and internal/external factors influencing City operations.The Parks and
Recreation Department has identified several appropriation requests,corrections,and transfers relevant to the
current fiscal year.A summary of the Department’s mid-year requests,approved by the Budget Standing
Subcommittee on February 5, 2024, is outlined below:

Planning for the Fiscal Year 2024-2025 Operating Budget has already begun at the Department level.

California Parks and Recreation Society Statewide Awards Update (Greg Mediati,Director,Parks and
Recreation Department)
RECOMMENDATION
It is recommended that the Parks and Recreation Commission receive a presentation on the receipt of two
awards from the California Parks and Recreation Society Statewide Award Program.
BACKGROUND/DISCUSSION
Each year,the California Parks and Recreation Society (CPRS)hosts an annual competitive awards program
celebrating outstanding examples of quality facility and park design,programming accomplishments,effective
communications, community leadership, and professional successes in the parks and recreation industry.
Parks and Recreation staff submitted two nomination applications in December and were recently notified of
the receipt of among their most highly-competitive awards:
•Excellence in Design, Park Planning: Orange Memorial Park Sports Field
•Excellence in Design, Facility Design: Library | Parks and Recreation Center
Excellence in Design,Park Planning:Orange Memorial Park Stormwater Capture and Sports Field
Project
Orange Memorial Park is the City of South San Francisco’s flagship park -the heart of the community,which
promotes physical activity,community building,socialization,and safe,equitable and accessible recreational
opportunities.
While staff historically has dealt with long-standing maintenance challenges due to aging infrastructure,the
field has been used by the baseball and softball community for decades.Soccer has not been scheduled on the
field due to wear and tear on the field and potential use conflicts.For many years,the sports community has
made requests for improvements both small and large to the field.Coupled with stress from on-going droughts
and water restrictions,staff knew a new approach was necessary,and conducted a master planning effort to re-
envision the field.
In 2018,an opportunity for funding arose in the form of a storm water capture and treatment project.Thanks to
two grants from Caltrans,a large water treatment facility was constructed beneath the park that captures,cleans
and reuses water from Colma Creek.A condition of the grant is that funding from the grant be set aside for the
replacement of a field above the cistern.
The large cistern was placed under the park,which will clean,treat,and re-use over 15 million gallons of water
each year for irrigation, and millions more gallons are recharged into the groundwater aquifer.
The storm water capture project is one of the first of its kind in Northern California and a model for cleaning
our waterways,and providing safe,clean water for irrigation and ground water replenishment.In light ofCity of South San Francisco Printed on 3/15/2024Page 1 of 3

our waterways,and providing safe,clean water for irrigation and ground water replenishment.In light of
consecutive years of low precipitation in California,imminent water supply shortages,and calls for immediate
conservation measures,this was a very timely and significant project which will provide regional
environmental benefits,drought mitigation,and enhanced quality of life for residents.Additionally,the project
provides much-needed regional groundwater replenishment in the Westside Basin Aquifer,which provides safe
and clean drinking water to over 350,000 residents.
Atop the stormwater cisterns is a world class athletic complex,funded by Measure W.The all-weather turf field
has the ability to host baseball,softball,soccer and other sports activities,along with special events like the
annual community wide concert.The field was completed October 18,2023,with a grand opening event
enjoyed by 2,000 community members.Since then,between 300 and 500 community members use the field
each day.
Excellence in Design, Facility Design: Library | Parks and Recreation Center
The new Library |Parks and Recreation Center (LPR),opened on October 28,2023,stands as a vibrant
"Community Core"in South San Francisco,catering to people of all ages and abilities.Spanning 83,000 square
feet over three stories,this modern facility consolidates various City functions and promotes exploration,
education,and leisure.Its key elements comprise:Library Services covering 35,000 square feet;Parks and
Recreation Services covering 35,000 square feet;a 5,000 square-foot Council Chambers;8,000 square-foot
underbuilding parking; and 1.3-acre community park.
The Library boasts advanced amenities,such as a digital discovery center,a designated teen zone,spaces
tailored for literary programs,study rooms,and computer labs.Additionally,the Parks and Recreation
Department offers gathering spaces,art studios,fitness areas,multi-use classrooms,a teaching kitchen,and
banquet halls.
The Council Chambers serve as the focal point,hosting council meetings and doubling as a community theater
for events like performances and movie screenings.Surrounding this space is a naturally ventilated pre-function
gallery area.
The 1.3-acre park and playground take inspiration from the site's ambiance,providing an engaging experience
for visitors. Key features include:
•The Parkside Promenade, linking interior and exterior spaces, acting as a connector across the site.
•Addressing a gap in the Centennial Way Trail,a critical infrastructure element in South San Francisco
used for walking, biking, running and other forms of multi-modal transportation.
•An inclusive playground designed for varying mobility levels with distinct areas for different age
groups and fitness stations catering to the senior population.
•A multi-use synthetic turf for diverse activities like casual play, fitness classes, and outdoor movies.
•Tranquil garden spaces equipped with seating and earth berms for relaxation, reading, and socializing.
•Thoughtfully curated flora such as wildflowers and native plants enhancing biodiversity and supporting
local wildlife.
•This new establishment serves as a communal hub,fostering learning,recreation,and civic engagement
while embracing the surrounding environment.Its diverse offerings cater to the needs and interests of
South San Francisco residents, creating a space for community interaction and enjoyment.

As an awardee, the City will receive the following benefits:
•A mosaic plaque.
•Statewide recognition via a dedicated video presentation at CPRS Connections 2024 Conference and
Expo during the general session on Thursday, February 29.
•Prominent acknowledgement at the CPRS Connections 2024 Conference and Expo through the Best of
the Best area in the Expo Hall and on the 2023 Best of the Best Recognition Wall.
•Statewide recognition in the spring issue of California Parks &Recreation Magazine and on the CPRS
website, https://www.cprs.org/resources/cprs-awards.
•Use of the Award of Excellence logo for agency promotional purposes.
A small contingent of Department staff will be in attendance to accept the awards at the CPRS Conference in
Palm Springs from February 27 - March 1.
The Parks and Recreation Department appreciates feedback and contributions made by City staff,the Parks and
Recreation Commission,community members and local organizations that helped make these projects so
successful.

Orange Memorial Park Sports Field Update (Michael Mulkerrins,Recreation and Community Services Supervisor,

RECOMMENDATION
It is recommended that the Parks and Recreation Commission receive an update on operations at the Orange
Memorial Park Sports Field, opened in October 2023.
BACKGROUND/DISCUSSION
The Orange Memorial Park Sports Field opened on October 18,2023.The field is a multi-use,synthetic turf
field that is primarily used for soccer,baseball,and softball.The current permitted co-sponsored group use for
this complex is Monday,Wednesday,and Friday from 4:00 p.m.-9:45 p.m.by the South San Francisco Youth
Baseball Managers Association (SSFYBMA),and Tuesday and Thursday from 4:00 p.m.-9:45 p.m.by the
South San Francisco United Youth Soccer League (SSFUYSL).The weekends are split between both groups
for game play.Public open hours are currently 8:00 a.m.-3:00 p.m.,Monday -Thursday,and weekends when
games are not scheduled. The field is closed on Fridays for maintenance by the Parks Division.
In April,the Parks and Recreation Department will begin a City-sponsored co-ed softball league on Mondays
and Tuesdays.This will result in the relocation of the two co-sponsored groups to other City-maintained grass
fields that they also use throughout the year in addition to the Orange Memorial Park Sports Field.Currently,
Brentwood and Avalon Field are closed due to downed trees and saturated grass from recent rains.
As wonderful as the new sports complex is,it does come with its challenges.The fencing and goal posts are
constantly needing to be moved to accommodate practice schedules.Staff have experimented with having both
youth soccer and baseball split the field for simultaneous game play.Unfortunately,that did not work as the
unpredictable flight paths of soccer and baseballs encroaching into the other areas became a safety concern.
Staff have also tried having open public hours during permitted co-sponsor group usage.The same concerns
regarding the flight path of public use equipment along with the inability to control the amount of people on the
field due to being able to enter through all entry points is a safety concern that has prompted field closures just
for permitted use only.Still,staff understands there is a demand for additional public hours,and are strategizing
ways to appropriately calibrate schedules.
Another challenge is staffing the site.Currently,the department has a key vacancy in the Sports Coordinator
position,which would be responsible for assisting in managing this facility and assigning field allocations.A
recruitment is in progress,with interviews being held the week of March 11.Additionally,new budget
appropriations for additional hourly staff to serve as field marshals will be made for the coming fiscal year to
assist with in-field supervision.
CONCLUSION
The sports complex has been open for five months and staff have learned a lot.It has been a heavily used
facility and staff have received a high volume of inquiries and requests for use of the fields.It is currently the
only lighted field with web-based lighting and scoreboard systems.It has received positive reviews from co-

Update regarding the Department’s Pickleball Pilot Court Program (Greg Mediati,Parks and Recreation
Director)
RECOMMENDATION
It is recommended that the Parks and Recreation Commission be apprised of the status of the
Department’s pickleball offerings and the location of a proposed dedicated court pilot project.
BACKGROUND/DISCUSSION
As reported at the September 2023 Parks and Recreation Commission meeting,the sport of pickleball is
commonly recognized as one of the fastest growing activities in the United States.
The sport simply employs the use of paddles and pickleballs,similar to a whiffle ball,and a net.A pickleball
court is the same size as a doubles badminton court and measures 20 feet by 44 feet.Courts can be constructed
specifically for pickleball or can be converted using existing tennis or badminton courts.In most cases,a single
tennis court can be striped with four pickleball courts within the same footprint.The sport,with its smaller
playing area, is accessible to those of all abilities, ages, and skill levels.
In recent years,the Department has expanded pickleball programs,in large part due to community demand for
this growing sport.Currently,the Department offers weekly classes at the Terrabay Gymnasium and drop-in
programs twice per week.
As previously reported,the City does not have any dedicated pickleball courts.Tennis courts at Buri Buri Park,
Stonegate Tennis Courts,and Westborough Park have been striped for pickleball,in addition to tennis.The
Orange Memorial Park Master Plan does envision the construction of six new pickleball courts,however,
funding for construction does not yet exist.As a stop gap,and to test the effectiveness of a dedicated pickleball
court at Orange Memorial Park,a pilot program was created to temporarily dedicate an existing tennis court for
pickleball.
Feedback from the Commission indicated that the stand-alone court at Orange Memorial Park,court #5,was
the most appropriate location for this activity due to its central location,availability of several courts that would
remain available for tennis, and ease of access and parking.
Feedback received from some members of the pickleball community,most notably Mr.Armando Leigh,a City
pickleball instructor and community pickleball advocate,was that Orange Memorial Park would work for this
function,however,he believed Sellick Park’s tennis court would be more appropriate due to the distance from
nearby residents and to avoid impact to the large tennis community at Orange Memorial Park.
In December 2023,staff opened the pilot program court at Orange Memorial Park,which was received with
mixed reactions,with a preference for pickleball play.Tennis players,as expected,were disappointed to lose a
tennis court.Pickleball players,on the other hand,were as expected,very happy with the court.However,
nearby residents have made several complaints to the Department and City Council about the noise generated

To collect another data point,staff is relocating the pilot program to Sellick Park as suggested.The pilot
program will be in place for three to four months,while survey results are gathered.Results will be also shared
with the Commission.Staff have already engaged with a contractor to get the courts painted at Sellick Park in
the coming weeks.
Additionally,staff is submitting a budget request of $650,000 from the park fund to construct a dedicated court
in the new fiscal year.The scope of work includes pre-design due diligence to study appropriate locations with
respect to noise,circulation,lighting and other factors,court design,and construction.Orange Memorial Park,
and perhaps other locations away from private residences,will be studied for appropriateness,if the budget
request is approved.
CONCLUSION
Feedback from the Commission is welcome. Relocation of the pilot program is expected to be completed in the
coming weeks, pending weather and the court-striping contractor’s schedule. Once a schedule is known,
appropriate signs noting the relocation will be posted, as will a request for park users to participate in another
survey to solicit feedback on the program’s efficacy.

It has been a great addition as Buri Buri park normally has atleast 10 people waiting to play. I
think it should be pickleball only because the majority of the time not all of the tennis courts

15 This is a poor choice for location. I definitely think South San Francisco needs to create pickle
ball courts but to pick the one location that is close to where people live is irresponsible. The
sound of Pickleball after 10 o’clock sounds like gunshots. It is disruptive to the people who live
on Circle Court Adjacent to Tennis Drive. Terra Bay or other tennis courts that are farther away
from homes, or dedicated Pickleball on the corporation yard. As long as it is 100 or 150 feet
away from a home. That would be the responsible thing to do the sound pollution that
Pickleball causes And stress that it induces. Cities have had controversy over Pickleball
courts being too close to residential areas. And here you picked the one court in all of the city
that is close to a residential area. Resident of Circle Court will be following up on this.

DATE: February 9, 2024 TO: Mayor, Vice Mayor, and Councilmembers FROM: Greg Mediati, Director of Parks and Recreation SUBJECT: Parks and Recreation Department Update California Parks and Recreation Society Awards Received Each year, the California Parks and Recreation Society (CPRS) hosts an annual competitive awards program celebrating outstanding examples of quality facility and park design, programming accomplishments, effective communications, community leadership, and
professional successes in the parks and recreation industry. Parks and Recreation staff submitted nomination applications in December and were recently notified of the receipt of two of their most highly-competitive awards:
• Excellence in Design, Park Planning: Orange Memorial Park Sports Field
• Excellence in Design, Facility Design: Library | Parks and Recreation Center As an awardee, the City will receive the following benefits:
• A mosaic plaque.
• Statewide recognition via a dedicated video presentation at CPRS Connections 2024 Conference and Expo during the general session on Thursday, February 29.
• Prominent acknowledgement at the CPRS Connections 2024 Conference and Expo through the Best of the Best area in the Expo Hall and on the 2023 Best of the Best
Recognition Wall.
• Statewide recognition in the spring issue of California Parks & Recreation Magazine and on the CPRS website, https://www.cprs.org/resources/cprs-awards.
• Use of the Award of Excellence logo for agency promotional purposes.
San Mateo County Measure K Grant Applications
In fall 2023, San Mateo County announced a Notice of Funding Opportunity for Measure K funding over the next three fiscal years. The application period closed on Friday, January 5. The County received over $250 million in requests for the first year with only $35 million in available funding. County staff expect to bring award recommendations to the San Mateo County Board of
Supervisors in March. Parks and Recreation staff applied for the following projects:
Little Steps Preschool Funding ($396,512 per year) Beginning in fiscal year 2024-2025, City staff were informed of a projected allocation from Big Lift of $86,200, only 40% of the typical $220,000 in funding used to operate Little Steps Preschool.

For the Measure K grant application, staff is seeking funding for the full, direct cost of operating Little Steps over the next three years to allow continuity of operations while City staff assess other long-term funding and operating options for Little Steps Preschool. Sign Hill Stewards Natural Resources Programming ($263,000 per year) The Parks and Recreation Department received a Measure K grant sponsored by Supervisor Pine in 2019, which allowed the Department to begin the Sign Hill Restoration Project (SHRP) to support species recovery on Sign Hill. Since then, this project has grown into a multi-faceted environmental stewardship program. With the support of Measure K, the Department would grow
the impact of the SHRP by enhancing habitat restoration efforts and enriching educational programming. Senior Transportation and Meals Program (STAMP) ($392,842 per year) If awarded, Measure K funds would be used to create the Senior Transportation and Meals Program
(STAMP). Under this proposal, Measure K funds would allow for the expansion of the congregate nutrition program and allow the Department to implement a senior taxi program modeled after that offered by the City of San Mateo’s Get Around! program. This program offers seniors a safe and affordable means of transportation where they can schedule rides in advance or on-demand, 24 hours a day/7 days a week for a very modest fee of between $2-5 per ride. A typical taxi or Uber
ride, on the other hand, is between $25-30. Senior Program Updates
The Roberta Cerri Teglia Center located at 601 Grand Avenue, offers a variety of programs and
classes for the senior community. Since reopening the Roberta Cerri Teglia Center following last
year’s flooding incident, attendance for each of the programs has continued to gradually grow. The Center has three floors that are ADA accessible. Participants are able to check in at the front desk for free drop-in programs on the third floor. The third floor has a small gym, billiards room,
two activity rooms, and a social hall with a kitchen. The computer area is in the process of being
converted into a communal living room for participants to gather, in direct response to feedback received from patrons. Computers for general use and technology assistance will continue to be available for visitors in the small activity room.
Some of the drop-in programs include exercise classes, art classes, music classes, games,
congregate lunch program, and more. The Full of Fun Program for adults with special needs utilizes the third floor once a month in the evenings for activities. The second floor houses a licensed Adult Daycare Program – one of the only publicly operated
programs in the region. The program operates 8:00 a.m. – 3:00 p.m., Monday through Friday.
Clients participate in an intake process prior to starting the program where staff meet with their families or caretakers to understand their needs as well as their goals for the program. The focus of the program is for clients to socialize with each other in a safe and supervised setting, while engaging in meaningful activities such as memory games, exercising, singing, music, art, current
events, and much more. Lunch is provided every day in partnership with Meals on Wheels. Fees
for this program are based on need, with a sliding scale threshold of $64 per day.

The first floor has a dance and fitness studio and two office spaces as well as a lobby area. This space is used for ballet folklorico classes, drop-in yoga, and the free tax preparation services. Staff are looking to develop a resource center in the lobby area.
Hours for third floor activities are 9:00 a.m. – 3:00 p.m., Monday through Saturday. Below are the average number of participants that attend daily in each program:

A survey of seniors was completed to understand what other programs they would be interested in participating in. The survey was conducted from October through December 2023. Over 100
participants provided feedback. Some of the programs the participants are interested in include tai
chi, nutrition and cooking classes, line dancing, coding, exercise therapy, qigong, book clubs, and exercising with light weights. The Senior Services team also sends out a newsletter to over 300 residents in print and email. The
newsletter is sent bi-monthly and includes updates regarding the Center, programs, any senior
related information from the San Mateo County, housing and financial resources, library information, and fun memory games or trivia. Staff are looking to revamp the senior section in our quarterly recreation activity guide. Some changes have been made for the spring issue with more planned to help improve awareness of City offerings. Staff are currently enhancing the marketing
efforts through social media as well as partnering with the Alzheimer’s Association, San Mateo
Caregiver Collaborative, and Age Forward Coalition to spread the word about the free programming offered at the center.
There is currently a Recreation and Community Services Coordinator position open for

recruitment, and once filled will be tasked with expanding senior offerings. Valentines for the Troops
On Tuesday, January 23, the Senior Services Program hosted its annual Valentines for the Troops event at the Roberta Cerri Teglia Center. The event was a success with over 45 people in attendance. In addition to the cards made at the event, there were four volunteers who made cards at home, and the children from the After School Recreation Program also made cards. In total, over 1,000 cards were sent to troops abroad. Mayor James Coleman and Councilmember Flor
Nicolas welcomed everyone at the event. The staff at the Teglia Center worked hard to prepare a delicious breakfast for everyone in attendance.
Cultural Arts Update By the Light of the Moon: Celebration of Lunar New Year Art Show – February 9 & 10
The South San Francisco Cultural Arts Commission presents a multi-media art show titled By the
Light of the Moon, A Celebration of Lunar New Year Art Show. Artists were asked to submit work that reflected themes related to the Moon, Lunar New Year, or the Year of the Dragon. The show will take place at the Library | Parks and Recreation Center, third floor gallery. It will open on Friday, February 9, from 6:00 p.m. to 8:00 p.m. and will continue on Saturday, February 10,
from 10:00 a.m. to 4:00 p.m. The Friday evening art show opening will include the dedication of an artistic bench acquired in memory of late Cultural Arts Commissioner Shane Looper. There will be an extended exhibit period which runs on selected dates and times from February 11 through February 25. Admission is free. Charlene "Shane" Looper Memorial Bench Dedication – Friday, February 9 As part of a brief opening ceremony to the Lunar New Year Art Show, the community is invited to a dedication of a memorial bench dedicated to the late Cultural Arts Commissioner and community volunteer, Charlene “Shane” Looper. Shane Looper's profound commitment to the arts unfolded not only in her thirteen years of service on the Cultural Arts Commission but also in her
skill as a master floral designer. Her advocacy extended to art exhibits, public art, the Jack Drago Cultural Arts Commission Youth Art Scholarship, and the Improving Public Places Committee. The bench, named "Composition #4" crafted by artist Mike Gustavson, is situated on the third floor of the Library | Parks and Recreation Center. The dedication will begin at the 6:00 p.m.

Introducing Michele de la Menardiere - Second Solo 2D Art Exhibit A new solo artist exhibition began on February 3, featuring the vibrant work of San Francisco artist Michele de la Menardiere. Her 16 paintings
showcase breathtaking colors and an audacious flow of elements that explore indescribable emotions such as awe, ecstasy, and solace. Michele’s extensive body of work has been exhibited throughout the U.S. for over twenty
years, along with international exhibits in Kosovo and Algiers. Her art will be on display at the Library | Parks and Recreation Center, first floor corridor and Atrium from February through May 2024. More information on Michele and
her work can be found at www.delamenardiere.com. This solo artist exhibit is the second of three exhibitions taking place from October 2023 through September 2024. The exhibits are made possible by a generous grant from the San Mateo County
Arts Commission and San Mateo County Office of Arts and Culture. School Readiness Fair Recap
The Preschool and Kindergarten Readiness Fair took place on Thursday, January 18 at the Library
| Parks and Recreation Center. The event was organized in partnership with the South San Francisco Parks and Recreation Department, South San Francisco Unified School District (SSFUSD), The Big Lift, Get Healthy San Mateo County, and the Renaissance Center. Families with children eligible for kindergarten or transitional kindergarten in South San Francisco were

encouraged to attend. There were 25 vendors with resources for families. They included the South San Francisco Library, Second Harvest, Cal Kids, Mother’s Club, Familias Tomando Acción, and many more.
Families received a bingo card and were able to mark it off every time they visited vendors. A completed bingo card allowed participants to enter the raffle for CuriOdyssey tickets. Approximately 200 visitors participated in the event. 325 meals were provided for
families and over 100 free backpacks and a variety of books were given away. The event featured guest speakers that provided information on what to expect in kindergarten as well as transitional kindergarten and Preschool readiness. Siebecker Preschool Update On Friday, February 1, students at the Siebecker Preschool participated in fun and educational Groundhog’s Day activities. Topics included the change of weather, seasons, and making predictions. The children enjoyed being read
Groundhog Gets a Say which is a book about Groundhog’s Day and watched a video of Punxsutawney Phil. After their discussion, they participated in an outdoor experiment with shadows.
Aquatics Program Update Challenged Athletes Foundation (CAF) Adaptive Coaching Clinic On Friday, January 26, Aquatics Coordinator Cynthia Lin attended an adaptive coaching clinic
held by the Challenged Athletes Foundation (CAF) at the Presidio Community YMCA Letterman
Pool and Gym in San Francisco. CAF is a non-profit organization that provides sport and recreation support and opportunities to individuals with physical disabilities. The coaching clinic was a two-hour session. The first hour consisted of an in-depth lecture on how to coach individuals with disabilities such as multiple sclerosis, amputations, spinal cord injuries, cerebral palsy, visual
impairments, and other conditions that impact mobility, balance, motor control, and neuromuscular
function. The lecture covered various coaching techniques and strategies that can be used to support individuals with disabilities. The second hour was an in-water workshop where participants received instruction and practice in appropriate transfer positions, assisted holds that promote correct body composition in the water, and techniques for single-arm freestyle.
According to the Amputee Coalition, there are 2.1 million people in the United States who are living with limb loss or limb difference, with 10 percent of them residing in California. Additionally, nearly one million people in the United States are living with multiple sclerosis, and some members of the South San Francisco community who visit the Orange Pool regularly are
among them. The pool can be a great source of physical exercise and movement due to the
buoyancy of water that reduces the stress of gravity. It is important to continue making efforts to make the pool more inclusive by attending instructional clinics, conferences and providing additional training for aquatics staff.

Centennial Way Park South Groundbreaking Event Recap
Despite the rain, on Saturday, February 3, City Councilmembers, Congressman Kevin Mullin, Supervisor Dave Pine, Parks and Recreation Commissioners, and representatives from project grantors from the State of California joined staff and community members in a groundbreaking
ceremony to celebrate the start of construction for Centennial Way Park South. The new park,
located along Centennial Way Trail between Huntington Avenue and South Spruce Avenue features a new skate park, bike pump track, outdoor classroom, pollinator garden, playgrounds, fitness equipment, and improved pathways. Following the groundbreaking program, members of the community assisted in the planting of several trees and helped with litter removal along the
trail.
The contractor has installed construction fencing, began clearing and grubbing the site and installed tree protection zones. Fabrication of granite skate elements and other park features is underway. Electrical and storm drain trenching is scheduled for the coming week but may be
impacted by rain. The project is expected to completed in late summer.

FlashVote Survey: Recreation Programs Requested by Residents On Tuesday, February 20, staff issued a FlashVote survey to gather resident feedback on recreation programs offered by the City. The goal of the survey was to solicit input on current
participation, what additional programs residents would like to see offered, and when new
programs should be offered. A very high-level summary of findings include desires for:
• More one-time workshops.
• Expanded senior programming / senior center locations.
• Additional Spanish speaking programs.
• Programs to support children with special needs.
• Continued offering of virtual classes.
• More science, technology, engineering, art and math (STEAM) related classes.
• Additional music classes.
A full summary of results is attached to this report. This data will help inform a series of focus group meetings, starting with a focus on young adults (ages 18-30), as requested by Mayor Coleman, to explore additional offerings. Focus group meetings are expected to begin this fall. Additionally, staff looks to re-engage the Senior Advisory Committee to solicit feedback on
senior programs.

More young people activities
It is expensive to live in this area and the fees of the programs add up; so it will be nice to have some free classes such as
yoga or zumba.

Renting baseball fields to all schools when they are involved in their league games, especially the new baseball field.
Many times these type of activities have a maximum number of participants and often there is not enough spaces for all that
are interested.
There doesn't seem to be anything meaningful of older senior citizens. In light of the "loneliness" epidemic opportunities to
gather and share experiences might be helpful. A library in New York has been very successful in having the idea of chit/chat
sessions for seniors. Could include bag lunch, discussions about books, crafts, a saafe place to be.
Please consider making more Art classes or STEAM classes especially for 8-12 year olds and tweens. They love building things
and being creative! Maybe consider a partnership with Genentech to help promote Biotechnology in our children! Thanks
Please offer more children's swim classes; it's extremely hard to register for those.
Reopen the Municipal Services Building. It is a much needed and missed community space. It was a safe place to stop when
out walking to use a restroom, get a drink of water, sit and rest. It was also a nice place to meet a friend or two. I attended
many events and classes for myself and my children in the MSB. Please preserve this building for our community.
Use the municipal building because of its proximity, ground floor, recent renovations, already paid for, and ample parking.
I would like to see program leaders get the proper training to support children with special needs. I would also like to see
programs where 1:1 support can be provided to those children with special needs.

The big problem is no enough parking spaces. EV charging stations shall used for two hours limit. Now EV charging stations
always occupied whole day and night by who lived around that area.
more events, classes, etc that caters to older teens, parents, middle aged (30-40s) persons. there is limited to no activities for
these 2 age bracket. seniors, babies and young teens are not the only people in SSF.
Reopen and repurpose the Municipal Services Building to serve the community on the westside of town. Address the needs of
active seniors as the less active seniors can be accommodated at Teglia Center.
Recently retired at 61 and I'm in very good shape and the exercise classes I take are great but I do see lots of senior citizens
that enroll in the class but it is too much for them and it is very sad to see that they give up. SSF needs a senior center where
classes for ALL SENIORS are taught at levels for 50s, 60s, 70s, 80s and so forth. We pay taxes and deserve to have access
and to a Senior Center. Magnolia is not SSF Senior Center. SSF needs to keep the municipal building for a Senior Center.
Save the MSB! It can be used for an overflow for the Campus, senior socializing on this side of the city, teen club, rentals for
family events, a refuge as it has been in the atrium, we need a senior/multi-use community center on the west side of the
city.

Cost is always a factor.
Please save the Municipal Services Building (MSB). The new center, while lovely, does not have enough parking and cannot
serve our entire community. The MSB is paid for and can serve as a treasured gathering place for everyone in our community,
especially our seniors.
Reopen the Municipal Services Building with safe parking not enough safe parking at the new civic campus too many
resources rooms are too small!
It would be great to see the City encourage residents to cultivate native plant gardens with events, information, incentives
and workshops.
I wish you would provide better senior programs and provide transportation like you used to. There are many seniors in my
neighborhood sitting at home alone with no way to get to events or classes. Senior class ideas: cooking for one, anti-falling
class, art class, etc
Expand senior activities by utilizing the space at MSB, currently vacant. Presently yoga classes have been limited to 30
participants, first come basis. MSB has a large room and ample parking to accommodate all seniors eager to attend. I have
attended recreation classes for over 20+ years, most of which were at MSB that is in a safer area for seniors, especially for
evening classes.
As a senior, I have been advised that learning and doing dance activities are good for exercise, loneliness, mental health.
Please add classes in various dance types like folk, square, country, ballroom, classical, etc dancing. I know My wife and I will

attend!
Please offer more music classes for piano and trumpet.
It would be great if all departments were as engaged in the community as Parks and Police.
I'd love to see more late evening classes for adults. It's hard for a pare.t to participate in activities starting before 7:30pm.
City of SSF staffs are doing a fantastic job and I appreciate your efforts to receive feedback from our community to develop
and enhance operations and activities!

When I was a kid, I participated in making my own pizza at Luigis. I'd love that kind of day camp experience for my child. Or
other coordinated day trips at different locations and businesses receive some type of benefit for participating.

I have noticed a decline in the number and variety of recreational classes since I participated in a pikeling class 4 years ago
before the COVID pandemic.
I would like to see less development and more preservation of the natural environment; more dirt trails to run and hike
specifically. I'd also like to see the new turf field in Orange Park open to the public 24/7 and allow taxpayers to make use of
the really nice place that was built. South City has become more of a bedroom community in recent years, which isn't a bad
thing necessarily, but focusing less on crowding the space with new development and opening up the natural beauty of the
area would promote some sense of community that's been lost in the last 20 years or so. I appreciate the work you all do!

I like what you offer. I've taken the Japanese flower-arranging class, wreath making, art and music classes. All wonderful.
More mental health classes, things that can be done on Zoom. not everyone can park in that small lot now, and walking
across El Camino is not safe.

Parks Division Updates
Clay Park Resurfacing
Staff have been working to obtain bids for resurfacing the basketball court at Clay Park and have
received two bids and are currently awaiting a third. The scope of the project includes asphalt replacement with new court striping with a bid alternative to replace the posts and backboards if within the project budget. The nature of the work requires warm days with a clear forecast, so staff have been waiting to proceed with this work until the rainy season subsides. Once work
commences it should be completed within two weeks. Park visitors and nearby residents will be
notified prior to the start of work. Brentwood Park Rehabilitation Parks Division staff have been working with an on-call designer to create a new irrigation plan
necessary in order to replant and establish trees at Brentwood Park. Staff have located positions of
approximately 40 trees to be replanted in the back of the park. Tree species will be native to the area and will be planted in a manner to have an upper canopy, lower canopy, and understory layers to benefit multiple species of animals that call the park home. Additionally, the species chosen will grow at different rates to help create a staggered aging process which allows for proper
management and succession planting of trees based off their life span to help keep the park forested
into the future. In addition to this work, the last few tree removals along the back of the homes on Briarwood Drive has commenced but is momentarily paused until the back of the park has a chance to dry up so a crane can access the rear of the homes and to allow for biological surveys, which are necessary as we’ve entered nesting season. There are only four more trees left to be removed,
which should occur in the coming weeks.

Picnic and Baseball Season Begins Parks Division staff have been focusing on annual preparation work in advance of the busy picnic rental season. This includes
replacing barbecues, pressure washing, and deep cleaning the
sites among other tasks. In addition to this, staff have also been working on and completed preparing the baseball fields around the city to be ready for the start of the season. While the rains made it challenging, staff were able to install new mounds and
clay infield material at all sites that the co-sponsored leagues
use. Infield work was also completed, addressing divots and lips by cutting them out and replacing them with fresh sod that is level to the playing field.
Westborough Shoulder Work
Parks staff cleared the bike lanes and sidewalk from the adjacent privately owned parcels that run on the eastbound side of Westborough Boulevard between Olympic Drive and Oakmont Drive to create a safe right of way for pedestrians and bicyclists. These sites had long been neglected by the previous owners and growth had encroached into the sidewalk and bike lane, creating a
hazardous condition. Staff are seeking bids to perform one-time clean-up work for these parcels
as well as ongoing maintenance quotes for regular weed abatement. Additionally, arborists on staff will be assessing trees to prescribe removals or trimming as needed to protect both homes and commuters using Westborough Boulevard.

CITY OF SOUTH SAN FRANCISCO PARKS AND RECREATION COMMISSION MINUTES FROM TUESDAY, JANUARY 16, 2024
I. CALL TO ORDER: 7:04 p.m. A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, January 16, 2024, in the Council Chambers at the Library | Parks and Recreation Center.
II. ROLL CALL: Present: Commissioners Battaglia, Burgo, Camacho, DeNardi, Lock and Firpo. Absent: Commissioner Uy.

IV. AGENDA REVIEW: There are no changes to the agenda. V. CITIZEN PARTICIPATION: None present.
VI. PRESENTATIONS 1. Capital Projects Update: Centennial Way Park South: Deputy Director Vitale shares that the notice to proceed
for construction is scheduled to be issued to A&B Construction on January 22nd.
Construction notices are being mailed to nearby residents and have been shared with nearby schools. The groundbreaking event is scheduled for February 3, 9:00 a.m. – 11:00 a.m. and invitations will be sent via email, posted on the project website and included in Park and Recreation newsletters. Contractors will install temporary
fencing. Construction will be completed mid-2024.
Commissioner DeNardi asks if there is a plan in place if it rains at the groundbreaking. Deputy Director Vitale responded that they would have the small tents set up and the event will still happen if it rains.
Oyster Point IIC: Deputy Director Vitale shares that on January 2nd, notice to proceed for construction was issued to GECMS, Inc. Construction notices have been mailed to nearby property owners. The contractor and staff are coordinating layout of the construction fencing road and Bay Trail closures with the Harbor District and
Dominic’s. Signage will be posted at the site noting closure of the upper parking lot,

roadway and a portion of the Bay Trail. A stretch of the Bay Trail will be closed during construction but there will be a temporary north-south connector pathway to
reroute trail users around the construction area. Construction is anticipated to be completed mid-2024. Orange Memorial Park Aquatic Center: Deputy Director Vitale shares that City Council approved two resolutions on December 13, 2023. The first resolution
adopted the Initial Study/Mitigated Negative Declaration and the second approved Design Review Permit for the new Aquatic Center. Potholing along Orange Avenue will take place mid-January to confirm the depth of Cal Water’s 60-inch water transmission line. Soil sampling has already taken place within the footprint of the new aquatic center to confirm any contaminants that may exist and provide
information as part of the bid package of composition of soils. A hazardous material sampling was also conducted of the existing aquatic facility to identify materials that are present and will require remediation prior to the demolition. The process to pre-qualify general contractors for bidding has been completed.
Seven of the contractors met the requirements for prequalification and are approved to bid on the project. Bid documents for construction were released on December 21st. The bid date for submission of bids is January 30, 2024, and review of bids will be the first week of February.
The lawn along Orange Avenue will be closed and fenced in and that is where the contractor will receive deliveries and equipment, which will allow the city to keep Tennis Dr. open for parking. Commissioner DeNardi asked for more clarification on the pre-qualification of
contractors. Deputy Director Vitale explained the pre-qualification process, criteria for passing, and site walk attendance requirement. Chair Firpo asked about the relocation of the Veterans Memorial, to which Deputy Director Vitale noted it would be relocated in a new plaza, and stored until it would
be rehabbed and reinstalled. Chair Firpo then asked if there was some period of down time between the old pool closing and the new one opening. Deputy Director Vitale responded that there may be a few days for utility crossovers, but the intent is to keep the existing pool operational during construction.
Commissioner Camacho asked for clarification on the location of contractor parking. Deputy Director Vitale explained the location of contractor parking near the main parking lot and outlined the construction staging area location on the current open lawn between the existing pool and Fernekes Building. 2. 2024 Special Event Calander Update: Manager Armanino shares the calendar and gives a brief update on some of the special events. Some items to note are that during pool construction, the events that are normally held at Orange Memorial Park may be pivoted to other locations based
on the budget, location available and costs to prepare the new location.

Chair Firpo thanked Laura for the presentation, noting it is very helpful in planning
for the year. 3. Administrative Updates: Manager Armanino reports that the Nutcracker’s three performances and the Santa Comes to Town event hosted for the first time at the Library | Parks and Recreation
Center were very successful. 4. Calendar of Events Director Mediati gives a brief update of the Calendar of Events. He adds that the Easter Bunny Photo Hop event scheduled on March 23 will be at Orange Memorial
Park but might be in the meadow area. Manager Armanino adds that depending on what staging at that time looks like and what part of the field is open the location may stay in the same area as in the past. Chair Firpo asks if there is staging done at the park will they be required to replace
the grass to which Director Mediati responded yes, while a temporary inconvenience there will be a new lawn as an added benefit of the project. Manager Armanino adds that they will also need to replace the irrigation too.
VII. FRIENDS OF PARKS AND RECREATION No updates at this time. VIII. BEAUTIFICATION COMMITTEE No updates at this time. IX. ADMINISTRATIVE BUSINESS 1. Motion to approve meeting minutes from October 17, 2023 Approved by motion.
Motion: Commissioner Camacho / Seconded: Commissioner Lock. All voted in favor, other than Chair Firpo, who abstained due to absence at the October meeting. 2. Election of Officers
Director Mediati thanks Commissioner Firpo for his time and leadership Chair Firpo asks for nominations for the new Chairperson. Commissioner Battaglia nominated Commissioner DeNardi with a second from Commissioner Burgo. All voted in favor.
Newly appointed Chair DeNardi asks for nominations for Vice Chair. Commissioner Battaglia announces that she is not interested in being nominated for Vice Chair at this time. Commissioner Camacho nominated Commissioner Burgo, seconded by Commissioner Lock. All voted in favor.

Chair DeNardi asks for nominations for Secretary. Commissioner Firpo nominated Commissioner Camacho, seconded by Vice Chair Burgo. All voted in favor.
X. ITEMS FROM THE COMMISSION Commissioner Lock shares that 2023 was a great year for South San Francisco due to all the work done by staff. The activity guide’s Year in Review did a great job summarizing a
lot of the key events. He shared that he hears lots of appreciation from residents, and notes 2024 is starting off great. He wished all a Happy New Year. Vice Chair Burgos asks Deputy Director Vitale if he knows where the fitness equipment will be on the trail. Deputy Director Vitale responds that he believes it will be adjacent to
the bike pump track area which is on the southern side. Director Mediati adds that he believes there are two areas, one near the skate park and the other near the playground. Vice Chair Burgo then asks if there are any updates on Linden Park in terms of the name and any community engagement. Director Mediati responds that City Council, as part of the handbook, wanted to revisit the naming protocol for city facilities and parks, and believes
they have started that conversation. They have adopted that handbook but have not necessarily adopted any written update to the naming administrative instruction. Once there is direction from City Council, they will bring back to the Commission. Deputy Director Vitale shares that for Linden Park, they have been working with the
consultants to compile a list of contact list of community groups and individuals in the area and will review that with City Councilmembers and some key community groups in the next month. The engagement strategy will also be reviewed with some of those key stakeholders. In the next month or two Deputy Director Vitale would be able to share the engagement strategy with the Commission. Director Mediati adds that they are starting with
what the design team calls phase zero, which is pre-engagement to make sure to identify all key community groups are involved. Vice Chair Burgo asks if there is going to be a name change Concert in the Park. Director Mediati responds that it is something that can be considered.
Vice Chair Burgo asked if there will be any planned bench dedications for Shane Looper. Director Mediati shares that an art bench dedicated to her was received and installed at LPR on the third floor. Vice Chair Burgo shares that she attended the sports field and LPR openings and they were both wonderful events.
Secretary Camacho thanks Commissioner Firpo for his time as chairperson. She agrees with Commissioner Lock’s comment on the Year in Review and all the great things that happened in 2023 and thanks staff for all their hard work. While looking at the administrative updates, she really enjoyed seeing that Westborough Middle School students were helping maintain
the Westborough Preschool’s garden. Secretary Camacho shares that she is on IPP, and they are looking for groups to adopt areas and asks if anyone on the commission has ideas for groups that may want to volunteer for any of the park spaces to please contact Greg Mediati or Joshua Richardson. Secretary Camacho also announces that she will miss next month’s
meeting.

Commissioner Battaglia thanks all staff for all their work in 2023 and would like to thank
City Council for reappointing her back to the commission. She recognized that it was a difficult year for City staff, with lots of hard work. Commissioner Firpo shares that he appreciates everyone during his time as chair and was fortunate to speak on behalf of the commission at several events, highlighting the opening
of the Orange Park Sports Field, Library | Parks and Recreation Center, the Fun Run, and others. He appreciated the support of the Commissioners, and for those who attended and supported these functions. Commissioner Firpo shares that the amount of work that went into that project was incredible, and it is nice to see so many people enjoying it at all times of the day. He appreciates all the staff work with all the projects.
Chair DeNardi thanks Commissioner Firpo for his dedication to the community, and notes the community is lucky to have Steve and other dedicated commissioners. She hopes staff were able to have some downtime during the two-month break and congratulated Manager Richardson on his new baby. Chair DeNardi shares that she’s noticed visitors from
surrounding cities coming to visit the new building and enjoy participating in multi-generational programs . Chair DeNardi liked that people can park in the tanbark area and asked if parking at MSB is still available. Director Mediati shares that parking will be available at MSB for the foreseeable future but clarifies that the tanbark area is not City property. He reports that other strategies are being looked at to address parking. Chair
DeNardi states that the Nutcracker was amazing and loved that there were designated reserved seats at the end of each row for people in wheelchairs, using canes, or walkers. She suggests next time having assistance with making people aware that these seats are available or having this information shared at the door.
Chair DeNardi appreciated seeing the bridge at Orange Memorial Park fixed with new wood decking. She shares that she observed the Buri Buri pickleball court is always busy and that a lot of people are enjoying the pilot court at Orange Memorial Park Court 5. Chair DeNardi reports that a pickleball player at Orange Park reported that she has noticed that sometimes at Buri Buri courts people stay longer than the closing time and recommends having lights
on timers. Chair DeNardi shares that she enjoyed Santa Comes to Town, even despite the rain, and that people she spoke to heard about the event through social media and flyers in the kiosks. Suggests possibly looking into actors who professionally play Santa for the future. Chair
DeNardi asks how the free shuttle for that event worked out. Director Mediati responded that approximately 50 people used the shuttle. Chair DeNardi thought the Wreath Workshop event was a success. She thought that the setup for the City Council reorganization was great. She closed with thanking staff and her fellow Commissioners for all their work.
XI. ITEMS FROM STAFF Manager Richardson gives an update on Brentwood Park. They are moving forward with design for the irrigation, and hoping to complete this workin time for Arbor Day to coincide with tree planting work, but is not sure yet.
