COMMENTS ARE LIMITED TO THREE (3) MINUTES PER SPEAKER
Under the Public Comment section of the agenda, members of the public may speak on any item not listed on the
Agenda. Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the
agenda, or unless certain emergency or special circumstances exist. The Chair may direct staff to investigate
and/or schedule certain matters for consideration at a future meeting. If there appears to be a large number of
speakers, the Chair may reduce speaking time to limit the total amount of time for public comments (Gov. Code
sec. 54954.3(b)(1).).

Cultural Arts Program Changes for 2024 (Greg Mediati, Director of Parks and Recreation)
RECOMMENDATION
It is recommended that the Cultural Arts Commission be apprised of planned Cultural Art Program changes for
2024.
BACKGROUND/DISCUSSION
As the Commission is aware,the recently adopted Public Art Master Plan set forth several recommendations to pursue in
order expand the effectiveness and influence of art and cultural programming in the public sphere and improve the quality
of life for residents,those employed within the City and visitors.The recommendations were the result of several months
of public outreach,engagement and listening sessions,and presentations before the Cultural Arts Commission and City
Council.
Those recommendations include:
1.Commission art that reflects South San Francisco's diverse histories and cultural heritage.
2.Promote healthy living and reasons to experience the outdoors by including art in parks and along trails.
3.Support South San Francisco as a regional destination with its own distinct creative character.
4.Support artists and creative entrepreneurs.
5.Install temporary or permanent artwork in key locations, such as defining gateways to South San Francisco.
6.Promote arts and cultural activities as job creators and drivers of economic development.
7.Address the long-term need for artist studio space,equipped workshops,performance,and exhibit spaces in the
design of Lindenville and, in the short term, in other locations.
8.Fund community arts classes and performances.
9.Provide dedicated staff to enable implementation of the Plan.
10.Clarify the roles and responsibilities of the Cultural Arts Commission.
11.Document and maintain the artwork in the City’s public art collection.
12.Amend the existing percent for art ordinance to increase the private development contribution to the Cultural Arts
Fund and include the addition of 1% percent for art in new municipal construction projects.
13.Identify a funding source to support the presentation of performing arts and performing arts classes in the
Lindenville Arts District and other community settings.
14.Build funding partnerships and collaborations with other agencies.
Furthermore, per the Master Plan, the following Commission duties have been identified:

guidelines.
2.Review and act on artist/artwork recommendations for Cultural Arts Fund projects.
3.Review and approve recommendations for maintenance and conservation of artwork,deaccession of artwork,and
acceptance of artwork gifts and loans, in accordance with each respective policy.
4.Develop an Annual Cultural Arts Work Plan outlining specific public art projects,locations,and budgets for
submission to the City Council.
5.Serve as the key advocacy body for the City’s Cultural Arts Program.
6.Acknowledge artists’rights under the federal Visual Artists Rights Act (Pub.L 101-650 title VI,17 U.S.C.§
106A) and the California Art Preservation Act (Cal. Civil Code §§ 987 and 989).
To this end,staff will be presenting strategies that will be executed over the next two years to create parity with other
commissions,reduce the volunteer burden on the Commission,refresh and refine the duties of Commissioners,and
enhance the Commission’s efficacy.
Revisiting Volunteer Assignments
Volunteer duties will largely be reassigned to City staff roles.Fundraising activities will no longer be needed,thanks to
the public art developer fee,and if needed,can be conducted with a volunteer corps via the Friends of Parks and
Recreation,and other non-profit partners.Volunteer docents are appreciated,but not necessary.The estimated cost for
reassignment of duties to hourly staff is $8,000 per year,but the Department will attempt to cover staffing costs with art
fund,operating budget or will request budget adjustment.Passive fundraising may be completed via merchandise sales
(sweatshirts, t-shirts, blankets, etc.), general donations, and consideration of booth sales at Concert in the Park.
Jack Drago Scholarship
The scholarship will be replaced with an employment and skills development program,titled the Jack Drago Fellowship
Program.As the fellow(s)will be hired as City employees,and paid for their assignments assisting staff and the
Commission in executing their goals,funding is not considered a gift of public funds as it is in exchange for a service.As
this is the case,fundraising monies are not required to afford this endeavor,and can be funded out of the art fund or
operating budget.Fellows would receive hourly wages for their work,and receive valuable on-the-job and applicable job
experience that will position them for future employment in the art industry. This would be phases in in 2025.
Art Show Finalist Awards
Staff anticipates that funds received from art show submissions will be ample to sustain art show finalist awards.Staff
and the Commission can review the fund balance annually and amend art show submission fees as necessary to cover
awards.Additionally,funds from passive fundraising,Concert in the Park booths,and donations from Friends of Parks
and Recreation, grants, and other non-profit partners can fund this expense.
Revisiting Advisory Duties and Work Plans
As recommended in the Master Plan,staff and the Commission will work together to craft an annual work plan which
will guide initiatives for the calendar year.Having a longer-term outlook allows staff time and space to execute goals
strategically and efficiently,and pull in additional resources as necessary and available.Additionally,staff will continue
the recent practice of providing detailed staff reports with background information and discrete recommendations,various
options,and specific requests for feedback.Providing more structure and discrete actionable items will highlight key
information and detail action / recommendations needed from the Commission allowing for clearer advisory direction.

This plan was shared with the Cultural Arts Commission Strategic Steering Committee on January 11 and received

Subcommittee Reorganization 2024 Cultural Arts Goals and Committees Questionnaire Results (Ercie
Santos, Cultural Arts Specialist)
RECOMMENDATION
It is recommended that the Cultural Arts Commission be apprised of the survey results from the 2024
Cultural Arts Goals and Committee Questionnaire.
BACKGROUND/DISCUSSION
Cultural Arts Commissioners were given the opportunity to select or change their subcommittee preferences for
the 2024 calendar year via an online questionnaire that was emailed on November 30,2023.A document
outlining the description and purpose of each subcommittee was sent.The survey also included two additional
questions for commission feedback.The requested deadline to return the completed survey was Friday,January
5, 2024.
The 2024 Goals and Subcommittee chart was updated based on eight survey submissions that were received.
Because the Commission currently has nine members,in order to adhere to the Brown Act,the limit of
participants per subcommittee is four members including the subcommittee chair.As additional Commission
members are added to the Commission, the subcommittee limit will increase.
The Goals and Subcommittee chart serves as a guide and is a flexible document that can be adapted and
updated as needed during the year.Commissioners can change their participation in a subcommittee anytime
during the year by contacting staff directly or making an announcement during the “Items from Commission”
section at a regular Commission meeting.Staff can assist with any questions Commissioners may have
regarding the objectives of each subcommittee.
CONCLUSION
Commissioners are kindly requested to review the 2024 Goals and Committees survey and contact staff for any
changes to their participation.

Thursday, November 16, 2023

V. PRESENTATIONS
1. Day of the Dead Presentations to Award Recipients
▪ Specialist Santos introduced the Day of the Dead art show award recipients. She also
reminded everyone present of the extended art exhibit dates.
▪ Chair Bond presented certificates to each of the recipients and photographs were
taken.
▪ Vice Chair DeNatale invited recipients to participate in the February 2024 art show.
2. Capital Projects Update
▪ Philip Vitale, Deputy Director of Capital Projects, gave a brief presentation on several
City projects including the Centennial Way Trail Improvements, Oyster Point IIC,
Karyl Matsumoto Plaza, and Linden Avenue Park projects. He informed the
Commission that construction for Oyster Point IIC will begin next month and is
expected to end by summer 2024.
▪ Vice Chair DeNatale asked if the Public Art subcommittee could receive the
community survey results providing feedback about art on Centennial Trail.
▪ Chair Bond expressed an interest in the Commission participating in community
engagement for the Linden Park project.

3. Subcommittee Reorganization
▪ Specialist Santos announced she will send out a survey via email to Commissioners to
select their subcommittee(s) preferences for the upcoming year. The deadline to
submit responses is January 5, 2024.
▪ Chair Bond asked Specialist Santos to include a summary description of each
subcommittee to help the new Commissioners when making their selection.
▪ Vice Chair DeNatale also reminded Commissioners they could declare their interest in
any of the subcommittees at any time.
4. Cultural Arts Quarterly Funding Review
▪ Deputy Director Duldulao, gave a brief presentation on the Commission’s funding.
5. Subcommittee Reports
▪ Strategic Vision
▪ Business Manager O’Brien, informed the Commission that ABC is finalizing the
print format of the Public Art Master Plan. Commissioners will be contacted to see
if they want a hard copy of the Plan.
▪ Public Art (Sculpture & Urban Art)
▪ Commissioner Boldenweck inquired if the Labyrinthine Heart sculpture is stored.
Business Manager O’Brien, clarified that the sculpture was a donation from
Genentech that has since been rescinded.
▪ The Commission was reminded that Bat Country sculpture acceptance would be
presented to City Council for acceptance at their regular meeting on December 13,
2023.
▪ Youth Art Programs
▪ No update.
▪ Fundraiser
▪ Vice Chair DeNatale announced the subcommittee intends to incorporate a
fundraising element at the upcoming art show in February 2024. The money raised
would go towards the Jack Drago Youth Art Scholarship. He also announced the
theme for the February 2024 art show which encompasses Light of the Moon,
Year of the Dragon, and Lunar New Year. Art entries will be limited to three
entries and art series will not be accepted as a single entry. The art show is open to
all media including digital multimedia.
▪ Commissioner Luster inquired about a Black History month theme for the
upcoming February art show. Chair Bond responded that a Black History theme
could be considered for 2025.
▪ Day of the Dead Art Show
▪ Commissioner Boldenweck informed the Commission that the Day of the Dead
extended art exhibit had eight open gallery dates that were all very well attended.
She also inquired about a potential stipend for artist Evangelina Portillo, a local
artist who judged the entries and donated 200 sugar skulls for the arts and crafts
activities. Specialist Santos informed the Commission that historically judges or
parties making donations receive a “thank you” letter on behalf of the
Commission.
▪ The Commission would like to further discuss the topic of stipends for both jurors
and contributors. City staff will follow up with the Commission.
▪ Specialist Santos announced that the time on the Docent sheet for artwork pickup
has been updated to Monday, November 20, 5:00 p.m. and 7:00 p.m.

▪ The Goals Chart was provided to the Commission for their information.
VI. MATTERS FOR CONSIDERATION
1. Motion to approve the minutes of October 19, 2023
▪ Minutes for October 19, 2023 stand as sent. Passed by majority vote.
2. Shane Looper Memorial Bench Purchase Approval
▪ Business Manager O’Brien informed the Commission that the total cost of the
memorial bench is $9,280.52, of which it is proposed that the Cultural Arts Program
fund $3,093.50. The bench will be located at the new Library | Parks and Recreation
Center (LPR) third-floor lobby space.
▪ Chair Bond motioned to approve the recommendation to purchase the memorial bench
for former Commissioner Shane Looper. Followed by a second from Vice Chair
DeNatale.
▪ Roll Call Vote Results | The Commission approved the purchase of the Shane Looper
Memorial Bench. (AYES: Boldenweck, Bond, DeNatale, Foley, Luster, Maharaj,
Pomposo, and Sanchez). NAYES: None ABSENT: Huerta).
3. Proposed Change of Monthly Cultural Arts Commission Meeting Day
▪ Business Manager O’Brien announced the recommendation to change the meeting day
for the Cultural Arts Commission meetings effective January 2024. The proposed day
to meet is the fourth Tuesday of the month at the LPR Council Chambers.
▪ The Commission discussed the recommendation to change the meeting. Commissioner
Luster motioned to approve the proposed change to the meeting day for the Cultural
Arts Commission. Followed by a second from Commissioner Sanchez.
▪ Roll Call Vote Results | The Commission approved to change the meeting day to the
fourth Tuesday of the month effective January 2024. (AYES: Boldenweck, Bond,
DeNatale, Foley, Luster, Maharaj, Pomposo, and Sanchez). NAYES: None ABSENT:
Huerta).
VII. ITEMS FROM COMMISSION:
1. Commissioner Foley invited Commissioners to attend his art show. He provided an
invitation with the details.
2. Chair Bond reminded the Commission that they will be voting for a new Chair and Vice
Chair at the January 2024 Commission meeting.
VIII. ITEMS FROM STAFF
1. Business Manager O’Brien, announced that in January there will be an election for a new
Chair and Vice Chair. The City Clerk’s Office will also contact Commissioners whose
term will soon expire to see if they are interested in renewing their term.
2. Specialist Santos announced several events to the Commission and provided the
correspondence.
3. Business Manager O’Brien announced the recreation office will be closed on November
23 through November 24 due to the Thanksgiving Day holiday. The recreation office will
also close to the public from December 22 through January 1.

RECOMMENDATION
It is recommended that the Cultural Arts Commission elect officers for calendar year 2024.
BACKGROUND/DISCUSSION
Typically,in January of each calendar year,a new Cultural Arts Commission Chair and Chair Pro-Tem (Vice Chair)are
nominated and elected by majority vote.This practice is consistent with other boards and commissions.It is
recommended that the current Chair ask for nominations from among the Commission to elect a new Chair.Following an
election of the new Chair, the newly elected Chair shall conduct elections for the new Chair Pro-Tem (Vice Chair).
As part of City staff’s effort to align the Cultural Arts Commission’s policies and procedures with that of other City
boards and commissions,staff also recommend that the Commission consider the practice of electing the Chair and Vice
Chair on an annual rotation based on seniority of appointment date.Current Cultural Arts Commissioner term and
appointment dates are listed in Attachment 1.
CONCLUSION
It is recommended that the Cultural Arts Commission elect officers for calendar year 2024.

Report regarding a resolution modifying the Cultural Arts Commission meeting date to take place on the fourth
Tuesday of each month at 6:30 p.m.(Angela Duldulao, Deputy Director of Parks and Recreation)
RECOMMENDATION
It is recommended that the Cultural Arts Commission adopt a resolution modifying the Cultural Arts
Commission meeting date to take place on the fourth Tuesday of each month at 6:30 p.m.
BACKGROUND/DISCUSSION
At the November 16,2023 Cultural Arts Commission (Commission)meeting,City staff recommended that the
Commission change its meeting date so that Commission meetings can be held in the Council Chambers of the
new Library |Parks and Recreation Center.While at the Municipal Services Building,the Commission
meetings were not accommodated in the Council Chambers due to an ongoing scheduling conflict with the
Planning Commission,which regularly meets on both the first and third Thursdays of each month in the
Council Chambers.This conflict has continued since relocating all programs and services from the Municipal
Services Building to the new Library |Parks and Recreation Center in late October 2023.By roll call vote,the
Commission voted unanimously to change the meeting day to the fourth Tuesday of the month effective
January 2024. The roll call vote outcome was:
·AYES: Boldenweck, Bond, DeNatale, Foley, Luster, Maharaj, Pomposo, and Sanchez
·NAYES: None
·ABSENT: Huerta
After the November meeting,staff was advised by the City Attorney that the Cultural Arts Commission must
also adopt the new meeting date by resolution,subject to the City of South San Francisco Municipal Code,
which states:
Municipal Code Chapter 2.80.060 Meetings - Quorum
The commission shall meet at such time and place as it may fix by resolution.All meetings shall
be open to the public.A majority of the commission shall constitute a quorum for the transaction
of business. (Ord. 1142 § 1, 1994)
Since the January Commission meeting date on the fourth Tuesday of the month had not been ratified by
resolution,staff posted the Tuesday,January 22,2024 Commission meeting as a Special Meeting,and posted
the cancellation of the meeting that would have been held on Thursday, January 18, 2024.
CONCLUSION
Staff recommends that the Cultural Arts Commission adopt a resolution modifying the Cultural Arts
Commission meeting date to take place on the fourth Tuesday of each month at 6:30 p.m.,effective February
2024.

WHEREAS,the Cultural Arts Commission (Commission)has traditionally convened on the third Thursday of
each month at 6:30 p.m.; and
WHEREAS,while at the Municipal Services Building,the Commission meetings were not accommodated in
the Council Chambers due to an ongoing scheduling conflict with the Planning Commission,which regularly
meets on both the first and third Thursdays of each month in the Council Chambers; and
WHEREAS,since relocating all programs and services from the Municipal Services Building to the new
Library |Parks and Recreation Center located at 901 Civic Campus Way in South San Francisco on Saturday,
October 28,2023,City staff explored options for hosting the Commission meeting in the Council Chambers;
and
WHEREAS,at the November 16,2023 Commission meeting,City staff recommended that the Commission
meeting date be changed to take place on the fourth Tuesday of each month; and
WHEREAS,at the November 16,2023 Commission meeting,the Commission voted unanimously to change
the meeting day to the fourth Tuesday of the month by roll call vote as follows -AYES:Boldenweck,Bond,
DeNatale, Foley, Luster, Maharaj, Pomposo, and Sanchez; NAYES: None; ABSENT: Huerta; and
WHEREAS,the City of South San Francisco Municipal Code Chapter 2.80.060 Meetings -Quorum indicates
that the Commission shall meet at such time and place as it may fix by resolution.
NOW,THEREFORE,BE IT RESOLVED that the Cultural Arts Commission of the City of South San
Francisco hereby modifies the Cultural Arts Commission meeting date to take place on the fourth Tuesday of
each month at 6:30 p.m., effective February 2024.

2024 Cultural Arts Program Annual Work Plan (Erin O'Brien, Business Manager)
RECOMMENDATION
It is recommended that the Cultural Arts Commission be apprised of and approve the 2024 Cultural Arts
Program Annual Work Plan.
BACKGROUND/DISCUSSION
The City’s Public Art Master Plan serves as a guide to long-term arts and cultural programs for the City of
South San Francisco.Within the Public Art Master Plan,there are established goals and recommendations that
allow for immediate obtainable steps working towards the long-term goal.Recommendation number ten
identifies the goal of establishing an annual work plan,which became the catalyst for the 2024 Cultural Arts
Program Annual Work Plan.(Attachment 1)The fourteen recommendations emphasized in the Public Art
Master Plan (Attachment 2),the continued Cultural Arts programs,and previously identified projects all
contributed to the development of the 2024 Cultural Arts Program Annual Work Plan.
In the process of developing this year’s Work Plan,staff met twice with the Strategic Vision Subcommittee,
whose valuable input influenced both the content and layout of the 2024 Work Plan.
The Work Plan serves as a dynamic roadmap that not only documents ongoing initiatives but also strategically
outlines future projects,ensuring a balance between long-range planning and addressing immediate,near-term
needs.This report aims to delve into the comprehensive framework of the proposed work plan,highlighting the
significant projects and reviewing the budgets and funding sources associated with each element.
The 2024 Cultural Arts Program Annual Work Plan is more than a tool for monitoring current and future arts
and cultural projects;it signifies the initial strides in executing the broader vision outlined in South San
Francisco's Public Art Master Plan.
CONCLUSION
Staff will review the Work Plan in detail at the meeting, and recommend the Commission approve the proposed
2024 Cultural Arts Program Annual Work Plan.

Public Art Master Plan Recommendations
The following recommendations emerged as a result of the Public Art Master Plan:
1. Commission art that reflects South San Francisco's diverse histories and cultural heritage.
2. Promote healthy living and reasons to experience the outdoors by including art in parks
and along trails.
3. Support South San Francisco as a regional destination with its distinct creative character.
4. Support artists and creative entrepreneurs.
5. Install temporary or permanent artwork in key locations, such as defining "gateways" to
South San Francisco.
6. Promote arts and cultural activities as job creators and drivers of economic development.
7. Address the long-term need for artist studio space, equipped workshops, performance,
and exhibit spaces in the design of Lindenville and, in the short term, in other locations.
8. Fund community art classes and performances.
9. Provide dedicated staff to enable implementation of the Plan.
10. Clarify the roles and responsibilities of the Cultural Arts Commission.
11. Document and maintain the artwork in the City's public art collection.
12. Amend the existing percent for art ordinance to increase the private development
contribution to the Cultural Arts Fund and include the addition of 1% for art in new
municipal construction projects.
13. Identify funding source to support the presentation of performing arts and performing arts
classes in the Lindenville Arts District and other community settings.
14. Build funding partnerships and collaborations with other agencies.

Opportunity for Awarding Stipends to Judges or Other Contributors of the Art Shows (Erin O’Brien,Business

RECOMMENDATION
It is recommended that the Cultural Arts Commission be apprised of the options for providing
compensation to judges or other art show contributors.
BACKGROUND/DISCUSSION
At the November 16,2023,regular Cultural Arts Commission Meeting,the Commission requested staff include
the topic of financial compensation for judges and art show contributors on the January Cultural Arts
Commission meeting agenda.
The Cultural Arts Commission hosts four quarterly art gallery exhibits,including the Youth Art Show,which is
held in partnership with the South San Francisco Unified School District (SSFUSD).The quarterly art shows,
excluding the Youth Art Show,typically have award categories where monetary compensation may be awarded
to top award recipient(s)based on rankings from a neutral judge.The funding for the compensation comes
from the artist entry fees and fundraising efforts when appropriate.
Judges typically are recommended by the chair of the art show and are most often selected based on expertise
of the media or subject matter.Occasionally Commissioners have also taken on the role of a non-objective
judge.Historically,the judges volunteer their time reviewing the entries and identifying awardees per pre-
established categories.Judges are provided with opportunities to enter their own artwork into the show free of
charge.
Staff engaged the City Attorney in discussions regarding the opportunity for compensation as it relates to the
role of judging.Judges,who are not members of the Cultural Arts Commission,or individuals employed by the
City,could be paid for their services of judging.The individual(s)fulfilling the role of judge(s)and the City
would be required to enter into an official agreement.
Similarly,contributors to the art shows,such as someone who shares their time and materials to host a craft
activity,also would be required to enter into contracts when services are rendered,and compensation is
distributed.For contributors who prefer to volunteer their services for the community,they would continue
completing volunteer forms and waivers.For contributors whose services involve supplies and materials,staff
can work with them to budget and purchase supplies specific to the event.
CONCLUSION
Staff recommend the Commission engage in discussion and vote on whether to pursue options for financial
compensation awarded to art show judges,or contributors,such as someone who shares their time and materials
to host a craft activity.
