Professional Merit: Jim Reidy Jim Reidy has dedicated over thirty years of service to the South San Francisco community.Hired in 1992 as a Recreation Leader in the City's RAPP (Recreation and Parks Program),Jim has continuously made a positive impact on the lives of community members.Renowned for his exceptional customer service skills,Jim warmly welcomes participants of all ages and assists them with their needs.As the face of the Terrabay Recreation Center,he takes immense pride in maintaining the facility to ensure a positive experience for all participants.Jim enthusiastically contributes to various special events hosted by the City,including the Easter Bunny Photo Hop,Concert in the Park,and the Youth Baseball Parade.The South San Francisco community is truly fortunate to have had Jim Reidy as a valued staff member for over three decades. Senior Advisory Committee Update (Laura Armanino, Recreation Manager) RECOMMENDATION It is recommended that the Parks and Recreation Commission receive an update on the formation of a Senior Advisory Committee. BACKGROUND/DISCUSSION In August 2022,the City of South San Francisco recruited a diverse group of City staff,elected leaders,community stakeholders,organization representatives,and local residents who were interested in the well-being of older residents to serve on South San Francisco's first ever Age Friendly Community (AFC)Task Force.The task force discussed how their community could look at ways to improve the livability of their communities for their older adult residents and the process involved in planning,developing,and launching a new and effective AFC initiative.In May of 2023,the City of South San Francisco applied to be a part of the AARP Network of Age-Friendly Communities and as result has received that designation.Age-Friendly Communities encourage and benefit from diverse citizen engagement by including residents in a process to identify the community's needs and develop and implement an action plan to address those needs. Participation in the network involves following a multi-step process of improvement. The Parks and Recreation Department is interested in re-starting an advisory group to help support our Age-Friendly designation.A committee did exist up until the mid-2010s,when participation dwindled and amidst numerous staff transitions.The purpose of this advisory group is to help the City make informed decisions that improve the livability of the communities for older adult residents.The advisory committee will be guided partly by the recommendations in the Age Friendly Community initiative for South San Francisco as well as other points of information. The advisory board will also generate open discussion about their experiences with the City of South San Francisco’s Parks and Recreation Department programs,services,and amenities and to identify areas of interest specific to seniors that reside in South San Francisco.This information may assist staff in facilitating responsive recreation planning while improving service delivery. Residents of South San Francisco,or those who work in the City in the target demographic age of 55 and up will be prioritized.Nominees ideally will represent multiple constituencies and interests,can represent the unique needs of the five electoral districts within South San Francisco,and will be familiar with the needs and services in South San Francisco Parks and Recreation programs.Participants will represent the broader community.The group will be an ad-hoc group.The group is advisory in nature to solicit community feedback and does not have authority to recommend policy or procedural changes.Those duties will continue to be within the scope of the Parks and Recreation Commission and City Council. However, this committee can inform decisions made by staff and the Commission. Administrative Update City of South San Francisco Printed on 4/12/2024Page 1 of 1 powered by Legistar™14 CITY OF SOUTH SAN FRANCISCO INTEROFFICE MEMORANDUM DATE: March 29, 2024 TO: Mayor, Vice Mayor, and Councilmembers FROM: Greg Mediati, Director of Parks and Recreation SUBJECT: Parks and Recreation Department Update Parks Updates Brentwood Park Project On Tuesday, March 19th consultants performed a bird nesting survey to clear the final trees for removal within Brentwood Park. No active nesting animals were found, and the remaining trees slated for removal have been completed. Additionally, irrigation design for replanting is nearing completion. When these plans are complete staff will start engaging contractors to get quotes for installation of the irrigation and select large trees. Staff was hoping this site would be replanted as part of arbor day, however, irrigation work likely will not be completed in time. Instead, another volunteer planting event will be held here later this spring. Gates In Parks Parks staff have been working on replacing cattle gates around the city. Westborough Park and Sign Hill are two sites that are receiving new cattle gates. At Westborough Park, the new gate replaced bollards that were able to be driven around. This new install will prevent vehicles from passing while still allowing pedestrians to pass through. The gate at Sign Hill, located at the Diamond Ave entrance, is no longer working properly and is being replaced by a more light-weight, yet still effective gate. At City Hall, the tot lot is receiving new gates at each entrance to prevent children from exiting the playground with no impediment onto Walnut Avenue or into the City Hall parking lot. Previously there were gates at the playground that were removed approximately ten years ago due to ADA concerns. These new gates will be ADA compliant and match the existing material of the fence. 15 Park and Recreation Department Update March 29, 2024 Page 2 of 2 Clay Park Paving Repaving of the Clay Park basketball court is scheduled to begin on April 1. This work will consist of a slip sheet overlay, 1.5” of asphalt poured on top, and new colored sports court surfacing with striping. Asphalt will be feathered into the existing areas to make a seamless transition. Neighbors will be noticed prior to this work commencing to ensure that they are aware of the noise associated with this minor construction. Avalon Park Tree Removal During the winter storms a large pine tree failed at Avalon Park, striking the scoreboard, and damaging it beyond repair. Parks staff have been waiting for the turf to dry up to complete this work. This work was finally able to be completed after the recent stretch of dry weather. Staff have also been working with contract electricians to source and replace the scoreboard in as quick of a time frame as possible. 16 CITY OF SOUTH SAN FRANCISCO INTEROFFICE MEMORANDUM DATE: April 4, 2024 TO: Mayor, Vice Mayor, and Councilmembers FROM: Greg Mediati, Director of Parks and Recreation SUBJECT: Parks and Recreation Department Update Youth Baseball Celebration Recap The annual Youth Baseball Celebration took place on Saturday, March 9 at the new Orange Memorial Park sports complex. It was a beautiful day honoring the teams that participate in the South San Francisco Youth Baseball Managers Association. The league consists of 29 teams in different age divisions from wiffle ball – 14 U. Acting Sports Coordinator, Brooke Bayangos and Sports Supervisor, Mike Mulkerrins emceed the event, which started with a parade of the teams around Fregosi Field with members of our City Council, Parks and Recreation Commission, and staff in attendance to help support this annual event. Mayor James Coleman gave opening day remarks and presented Woody Rael and Jim Elder with a certificate of achievement for their many years of service to the youth baseball program. Parks and Recreation Commission Chair Ruth DeNardi also spoke to the attendees and thanked everyone for their support and the organization of the league. Mayor Coleman threw the first pitch to kick off the season. Games started shortly after the ceremony and continued until 9:00 p.m. It was a great start to the baseball season at the new sports complex. The annual Youth Baseball Celebration took place at the new Orange Memorial Park sports complex. 17 Park and Recreation Department Update April 4, 2024 Page 2 of 4 Easter Bunny Photo-Hop Recap On Saturday, March 23, the Parks and Recreation Department gathered at Orange Memorial Park in celebration of the 93rd annual Easter event. This year’s event was co-sponsored by the Hatch Realty Group and the South San Francisco’s Women’s Club. Families enjoyed a bag with candy, a photo-op with the Easter Bunny, and participated in an Easter egg hunt. Although there was scattered rain in the morning, it did not deter pre-registered and walk-in participants from joining. Approximately 1,000 residents attended the event. Orange Memorial Pak Aquatic Center Groundbreaking Recap The Orange Memorial Park Aquatic Center groundbreaking ceremony took place on Saturday, March 30 with approximately 150 people in attendance. The ceremony started with opening remarks from Mayor Coleman. The mayor expressed his gratitude to the staff and the design team, as well as residents for their time and input, and for passing Measure W in 2015, making the new Aquatic Center possible. Mayor Coleman gave a detailed overview of the new Aquatic Center, which spans over 24,000 square feet and has a wide range of amenities for visitors. The center includes two pools, one for competitive and lap swimming, and a second warmer water pool designed for seniors, families, and classes. Visitors will be able to enjoy clean locker rooms, comfortable lounging spaces, and a multi-use room for classes, training, and parties. The facility is also a model of sustainability, with solar panels and one of the first all-electric pools in the state. The Parks and Recreation Commission Chair Ruth DeNardi also provided remarks and expressed her gratitude to the City Council, City Manager, staff and residents. Following remarks, the City Council proceeded with the ceremonial groundbreaking, followed by light refreshments and an opportunity for attendees to speak with staff and project team members. The new Aquatic Center groundbreaking event took place on March 30. Easter Bunner Photo Hop attendees had an opportunity to take pictures with the Easter Bunny. 18 Park and Recreation Department Update April 4, 2024 Page 3 of 4 Cultural Arts Commission Update 2024 Jack Drago Cultural Arts Commission Youth Art Scholarship The Cultural Arts Commission is awarding up to three scholarships for up to a total of $3,000 to South San Francisco Unified School District graduating high school seniors who have shown achievement in the arts and plan to continue the study of art. Acceptable art forms include but are not limited to: photography, sculpture, digital media, ceramics, performing arts, literary arts. Entries must be received by the entry deadline of Wednesday, April 17. Applications are available at www.ssf.net/culturalarts. Virtual Art Exhibit "By the Light of the Moon, A Celebration of Lunar New Year” Community members have another opportunity to enjoy work from February’s “By the Light of the Moon” art exhibit. Artists reflected on moon-inspired themes and Lunar New Year traditions at the well-attended event. A virtual gallery of select award-winning entries is now available through April 30. Youth Art Show The annual Youth Art Show, sponsored by the Cultural Arts Commission in partnership with the South San Francisco Unified School District, returns on Friday, April 12, from 4:00 p.m. to 7:30 p.m. and Saturday, April 13, from 10:00 a.m. to 4:00 p.m. Hundreds of two- and three-dimensional art works, created by students from elementary school through high school, will be on exhibit at the Library | Parks and Recreation Center. Short performing arts presentations are returning after a four-year pandemic hiatus. Saturday will also feature a fun craft table activity. There will also be a month-long extended exhibit of selected youth art following the show. It is open to the public and admission is free. Early Learning Programs Update Siebecker, Westborough, and Little Steps Preschools recently held parent teacher conferences. Throughout the year, the Department’s preschool teachers make observations and work on individual and group goals for the children. Parent teacher conferences are focused on children eligible for kindergarten in fall 2024. Children are assessed for their academic readiness to transition to kindergarten and other areas of development such as social, emotional, cognitive, physical, fine motor skills and their perception of the world around them. In the beginning of the new year, teachers introduce an assessment booklet to review information the child knows to help them determine what is in progress. Teachers meet with the children one on one and away from the other children to allow them to properly assess the child. Once all the assessments are completed, staff schedules an in-person or virtual parent teacher conference to review how the child performed with the child’s parents. Meeting with the parents allows for discussion on the potential goals they can work on at home. CALL TO ORDER: 7:01 p.m. A regular meeting of the Parks and Recreation Commission of the City of South San Francisco was held on Tuesday, March 19, 2024, in the Council Chambers at the Library | Parks and Recreation Center. II. ROLL CALL: Present: Commissioners Battaglia, Burgo, Camacho, DeNardi, Uy and Firpo. Absent: Commissioner Lock. Staff: Greg Mediati, Director of Parks and Recreation Angela Duldulao, Deputy Director of Parks and Recreation Erin O’Brien, Business Manager Mike Mulkerrins, Recreation Supervisor Jeanette Yoshida, Administrative Assistant II III. PLEDGE OF ALLEGIANCE: Erin O’Brien led the Pledge of Allegiance. IV. AGENDA REVIEW: Update regarding the Department’s Pickleball Pilot Court Program was moved up to item one on the agenda to accommodate public speakers. V. CITIZEN PARTICIPATION: Toni Allen, Tyler Roberts, Elisa Nunez, James Estelita, Jose Amaya, Eric Leow and Tauaveave Fineaso. VI. PRESENTATIONS 1. Update regarding the Department’s Pickleball Pilot Court Program: Director Mediati gave an update on the pilot program at Orange Memorial Park. He shares that the Department has received mixed, but for the most part positive, feedback. They have also received some complaints regarding noise. Currently, they are looking to relocate the pilot program to Sellick Park in the coming weeks. Staff are submitting a budget request of $650,000 from the park fund to construct a dedicated court in the new fiscal year. The scope of work includes study of appropriate location with respect to noise, circulation, lighting, court design and construction. Orange Memorial Park and other locations away from private residences will be studied for appropriateness if the budget is approved. Public comments: Toni Allen shares noise level is an issue. She would like to still have a dedicated pickleball court but in a different location where noise isn’t an issue for nearby residents. Armando Leigh shares that Sellick Park is a good location for the pilot program, but parking may be an obstacle. In terms of a permanent court, Orange Memorial 23 Parks and Recreation Commission Minutes of the Meeting of March 19, 2024 Page 2 Park would be the best option with locating the actual courts to a different location in the park. Tyler Roberts, Elisa Nunez, James Estelita, Jose Amaya, Eric Leow, and Tauaveave Fineaso each share their stories and love for pickleball and advocate for permanent courts. Chair DeNardi shares that she recently went to the pickleball courts at Buri Buri Park in the evening, and it was very busy. Orange Memorial Park courts on Sunday were also busy, with many multigenerational groups playing. She thanks the public in attendance for their comments. She expresses that the noise level needs to be taken into consideration and believes looking into different locations should be considered. Commissioner Uy agrees with a lot of the experiences shared by the public. He believes that the City should create permanent courts in a way that is respectful of nearby residents. Commissioner Firpo comments that the Commission sees the need for permanent courts and a lot was learned from Orange Memorial Park; hopefully a better location will be found. He thanks the public for their comments. 2. Capital Projects Update: Centennial Way Park South: Director Mediati provides updates on ongoing capital projects for Capital Projects Deputy Director Vitale. The groundbreaking event was held on February 3, 2024. Site grubbing is mostly complete and are working on grading the site. Some of the materials have arrived including the playground equipment. With the rain delays, the project is still on track for completion in late summer. Oyster Point IIC: Construction is underway. The fishing pier, boat ramp, and lower parking lots remain open during construction. Due to construction on the trail, a temporary north-south trail connector will be constructed. Orange Memorial Park Aquatic Center: Design and bidding have been completed as of January 30, 2024. The lowest responsive bidder was Wickman Development and Construction. Staff have reviewed their proposal and found that it meets all requirements and are in good standing with their contractor’s license. City Council awarded the contract at the February 28 meeting and groundbreaking is scheduled for March 30. 3. Fiscal Year 2023-2024 Mid-Year Budget Update: Manager O’Brien gives a brief update on the mid-year budget. All requests listed in the packet were approved by City Council on February 28, 2024. General Fund Appropriation Requests One-Time Appropriation Request Total: $235,000 24 Parks and Recreation Commission Minutes of the Meeting of March 19, 2024 Page 3 Ongoing Appropriation Request Total: $50,000 Non-General Fund Appropriation Requests One-Time Appropriation Request Total: $100,000 Ongoing Adjustment Correction Total: $416,670 Non-General Fund Transfer Request Transit Village Park Project Funding Transfer to Park Land Acquisition Fee Fund and Park Land Construction Fund: $2,000,000 Manager O’Brien shares that the new year budget requests are currently being reviewed with the City Manager’s Office and Finance Departments. Those will be presented to the Commission in a future meeting. 4. California Parks and Recreation Society Statewide Awards Update: Director Mediati shares that each year the California Parks and Recreation Society hosts an annual competitive awards program, and this year the City was awarded two of their most highly competitive awards. Orange Memorial Park Sports Field was awarded Excellence in Design, Park Planning and Library | Parks & Recreation Center was awarded Excellence in Design, Facility Design. Manager O’Brien, Manager Armanino, and Supervisor Mulkerrins were in attendance to accept the awards at the CPRS Conference. 5. Orange Memorial Park Sports Field Update: Supervisor Mulkerrins gives an update on operations at the Orange Memorial Park Sports Field. Parks staff open the park at 8:00 a.m. and Recreation staff close the sports field in the evening. Currently the Youth Baseball Program and Youth Soccer Program use the field almost daily. The City softball league will be starting April 8, which will be on Monday nights and tentatively scheduled for Tuesday nights if needed. In the summer, the Junior Giants Program will begin to use the field. Due to construction of the new aquatic center, summer camp will be moving their outdoor play over to Orange Memorial Park Sports Field. Public hours currently are Monday through Thursday 8:00 a.m. to 3:00 p.m., and permit groups start around 4:00 p.m. There are open hours on Saturday and Sunday when no games are being played. Current challenges include high demand from the public and leagues. Parking during the tournaments is a challenge and will become more so now that we are coming into picnic season. Staffing also remains a challenge. Staff are looking into the possibility of having a full day open for public use. Staff are currently in the process of ordering and installing kiosks on the exterior of the 25 Parks and Recreation Commission Minutes of the Meeting of March 19, 2024 Page 4 park to share information like the monthly schedule of permitted and open play hours and updating the website with the same information posted in the kiosks. Chair DeNardi shares that at the baseball opening celebration, there were large trailers parked along West Orange Avenue in the front of the park. They took up a lot of parking spots, and she suggests some communication and coordination ahead of time to have them park somewhere else during these big events. Commissioner Uy comments that he would like to see lights stay on until 9:45 p.m. or 10:00 p.m. on evenings when there are no permitted activities so the public can still use the field after hours, and that notification is given to the community when there is open play. He likes the idea of having at least one day that is only open play and understands that during league play it’s not feasible but that leagues should be mindful and communicate if they will not be using the field so that it may be opened for the community. He also suggests that during the summer when league play slows, to schedule more days for open play. Commissioner Firpo shares that he believes having the schedule communicated on the website and kiosks is a great idea. He asks what types of maintenance need to be done at the fields. Director Mediati responds that maintenance largely includes grooming, fluffing the infill material, and picking up leaves. Secretary Camacho comments that she likes the idea of monthly communication on the website but thinks there should be a bulletin of sort to see what is open that day. Chair DeNardi suggests installing a kiosk near the snack shack with the week’s schedule and giving the schedule to the schools to distribute to the children. 6. Administrative Updates: Deputy Director Duldulao shares that the Lunar New Year art show was the first art exhibit event. She thanks Commission Burgo for suggesting an opportunity to honor Shane Looper, which was a nice reception attended by guests and City Councilmembers. Secretary Camacho asked when the Measure K results will be announced. Director Mediati responded that they should be released by the end of March. Secretary Camacho thanks staff for doing the Flash Vote survey and shares that she thought it was a great concept. Chair DeNardi thanks staff for putting on the art show and the reception for Shane Looper. She enjoyed both and thought it was a great way to bring the love of art and the community together. FRIENDS OF PARKS AND RECREATION Deputy Director Duldulao shares that Friends of Parks and Recreation is sponsoring a $1,000 scholarship with the South San Francisco Chamber of Commerce. VIII. BEAUTIFICATION COMMITTEE No updates at this time. IX. ADMINISTRATIVE BUSINESS 1. Motion to approve meeting minutes from January 16, 2024 Approved by motion. ITEMS FROM THE COMMISSION Commissioner Firpo speaks about his resignation as Commissioner. He shares his appreciation for his time serving on the Commission and thanks everyone. Commissioner Battaglia speaks about the Senior Center and shares that it was very busy. She shares that she had a great time at the baseball opening day celebration, the art show and the dedication reception for Shane Looper. Secretary Camacho thanks Commissioner Firpo and shares that she has really enjoyed working with him. Commissioner Uy thanks Commissioner Firpo for his service and liked the efficiency of running the meetings when he was chair. He shares that at Buri Buri Park there is a large number of people coming out to play pickleball and feels that they need to be reminded not to play after hours. He has been biking on Centennial Trail and shares that it is much cleaner now, and the development in the new section is going to be great for the community. Commissioner Uy shares that a lot of people are complaining about how hard it is to get into the summer camps and hopefully we’ll be able to get more summer camps going one day. Vice Chair Burgo thanks Commissioner Firpo for his service on the Commission. She was able to attend the Centennial Trail groundbreaking and liked that Sign Hill Stewards had their tent set up nearby so that people could stop by and learn a little more about the group. She shares that she plans to attend the aquatics groundbreaking and is excited for bocce to start. Chair DeNardi thanks Commissioner Firpo for inspiring her to try her best and for his commitment to the community. BACKGROUND/DISCUSSION The South San Francisco Parks and Recreation projected dates and activities planned for the upcoming Movie Night in the Park series are slated for Friday,July 19,2024,and Friday,August 16,2024.The July movie screening will take place at the Orange Memorial Park meadow due to the Orange Park Aquatic Center construction.The meadow will serve as a hub for the movie night screening,with accessibility to the playground and extra activities for all ages.Similarly,the year’s second movie night in August will take place at the Martin Elementary School ballfield. As a continuation of the successful tradition established over the past three years,the Department is planning to incorporate "Field Day"activities into the July Movie Night,in recognition of Parks and Recreation Month.This evening will include free activities,complimentary snacks and beverages,free recreation classes,along with any other recreation- based activities accessible to all ages. Our team remains committed to keeping the Commission informed about the progress of each Movie Night event as planning and production continues to unfold in the coming months.We welcome any feedback or suggestions the Commission may have regarding the selection of featured movie options, as outlined in Attachment 1 of this report.
