A Day in the Park PowerPoint presentation was given by Commissioners Judy Bush, Paul
Formosa, Jim Metz and Liza Normandy. The presentation included information on the
Pancake Kickoff Breakfast, shuttle service to and from the event, various booths and
activities including, crafts, a petting zoo, a community stage for performances, a raffle
fundraiser, cake cutting ceremony, car display and various food booths. Councilwoman
Matsumoto displayed the official Day in the Park t-shirt along with a sample of the
Centennial Balloon for the Centennial celebration
In recognition of Safe a Life Month, Fire Chief Phil White presented a PowerPoint
overview of the importance of being prepared for emergency situations. The presentation
included learning to prepare for earthquakes winter storms or any type of disaster by
having the necessary items on hand. He added the importance to also check on neighbors
especially the disabled and elderly to check and see if they require assistance. Mayor
Garbarino read and presented the Save a Life Month Proclamation to Chief White.
AGENDA REVIEW
City Manager Nagel requested Item # 8, Public Hearing, Resolution to submit 06-07 Consolidated
Annual Performance and Evaluation Report for the CDBG Program to the Department of Housing
& Urban Development (HUD), to be continued to the next scheduled Regular City Council meeting
on September 26, 2007.
PUBLIC COMMENTS
Speaker #1: The resident at 728 Third Lane expressed his concerns in regards to the street condition on
his block. Mayor Garbarino referred resident to Public Works Director, Terry White who was present to
discuss his concerns.
Speaker #2: Jorge Menjivar, resident and member of ACORN (Association of Community
Organizations for Reform Now) acted as interpretor for Estela Baldovinos resident, to explain
her concerns regarding her financial difficulties and a possible foreclosure on her home.
Speaker #3: Jorge Menjivar, resident ,and member of ACORN (Association of Community
Organizations for Reform Now) spoke and asked Council to consider approving a resolution in support
of a three-month moratorium on foreclosures by sub prime lenders. Council agreed to consider
resolution. Councilwoman Matsumoto suggested to Mr. Menjivar that ACORN who receives $10 for
membership per member has approximately $3,000,000 nationwide and has a stronger voice and vote to
support the resolution. Mayor Garbarino reminded Mr. Menjivar if Council decides to support the
resolution, that it would be non-binding.
Speaker #4: George Bernal, resident, spoke of his concerns regarding his neighborhood in reference to
cars without updated registration, trash including mattresses, motors, oil cans, etc. Council requested
from City Manager Nagel an updated list of the cases in the area.
ITEMS FROM COUNCIL
Councilmember Addiego commented on Mr. Bernal's request for a higher standard of neighborhood
saying that he understood his concerns. Councilmember Addiego apologized for being unable to attend
the most recent Water Transit Authority (WTA) meeting. He attended along with Councilmember
Fernekes the Kaiser Hospital subcommittee for an update on a future site plan. He asked if the City was
using bio-diesel fuel in any of the city's vehic]es....Director of Public Works, Terry White
acknowledged that the city was using bio-diesal fuel a couple of city vehicles. Councilman Addiego
suggested that the city look into a pilot program for mass transit for city employees to lessen cars on the
road. He also stated he attended the Grand Avenue Library event in honor of new and extended library
hours.
Councilmember Fernekes met with the; Centennial Finance subcommittee and they are looking at total
expenses for the upcoming centennial celebration. In addition, he met with the Centennial committee and
the committee is gathering and compiling all of the information for the Centennial Gala Event to be held
on December 31, 2007. He met with the Library subcommittee which discussed moving forward on the
construction of a new library. He also commented on the Kaiser subcommittee he attended with
Councilmember Addiego adding that they were in early discussions in which direction the City and
Kaiser were heading for a future site. Councilman Fernekes stated he was glad that the business card
issue was clarified with the company with which the City has had a long and good business relationship.
Vice Mayor Gonzalez provided information regarding a meeting with the WTA in regards to funding for
the ferry terminal. At the meeting there was discussion on how funds were to be distributed between
Redwood City and South San Francisco. Discussion was regarding the percentage amount of the total
funding that was to be distributed to eaich city. City Manager Nagel mentioned the Transit Authority is
holding funds and awaiting a response to release funding. A meeting with Council and Director Steve
Castleberry from WTA will be scheduled to gather additional information and get a consensus on the
direction the City should go.
Councilwoman Matsumoto attended the Grand Avenue Library extended hours event and very much
enjoyed reading to the children. She attended the Regional Housing meeting and stated that South San
Francisco is the 4th largest city in Sa.n Mateo County and thus is required to provide 1,635 low-to-
moderate income housing for residents. She commented that Public Works Director, Terry White and
staff are continuing to do a good job in working with the Improving Public Places committee in
improving areas throughout the City. Councilwoman Matsumoto attended the CMEQ meeting and on the
next council meeting agenda there will be a resolution for consideration placing the city in line to receive
any future grant funding. She also attended the SamTrans Board Meeting and they are endorsing hi-

speed rail transportation via Pacheo Pass complimenting Caltrain and the ride from Los Angeles to San
Francisco -voters will be asked to pass a $9,000,000,000 bond for this project. At the same meeting,
she asked SamTrans to provide a list of garbage receptacles and pick ups at bus stops in South San
Francisco. She inquired if automobiles were allowed to have tinted windows and Police Chief Raffaelli
explained that windows are not allowed to be tinted in the front portion of an automobile and the Police
Department will continue ticketing violators. He went on to talk about the court order in regards to
parolees and persons on probation attending county fairs and/or outdoor events such as Day in the Park.
Officers will be on duty enforcing the court order banning attendance by adults and juveniles on
probation. Councilwoman Matsumoto commended the City as the only city in San Mateo County that set
in place an ordinance dictating marijuana dispensaries. She also mentioned, as did Councilmember
Fernekes, that she was glad the business card issue was clarified noting that the city's business cards
range from 26 cents to 40 cents and complimented the business relationship the city had with the vendor.
Mayor Garbarino attended the Main Library celebration in honor of the new extended hours. He also
attended the opening of Paloto Basque Tournament and was amazed at the speed of the game. He
attended the Traffic Alliance Salary subcommittee meeting. He asked City Manager Nagel if the city
offered some assistance to low income: seniors for home security devices. City Manager suggested that
CDBG might provide some funding and will research. Mayor Garbarino met with Councilmember
Addiego and City Manager Nagel to discuss and review council compensation based on a salary survey. It
appears that an increase may be approved only during an election year and being this is an election year -
a $250 increase will be agendize for consideration at the next Council meeting bringing the total monthly
salary for Council to $750.
Councilwoman Matsumoto asked for a clarification and description of Council's classification as to when
they are considered to be city employees.
Mayor Garbarino wished to adjourn tonight's meeting in memory of Sadie Delahoussaye.
CONSENT CALENDAR
Motion to approve the minutes of regular City Council meeting of August 22, 2007 and
of the Joint City Council/Planniing Commission meeting of July 24, 2007
2. Motion to confirm expense claims of August 22, 2007
Resolution authorizing acceptance of a grant for $9,500 from ABAG for Fire Department
4. Resolution authorizing rejection of all bids for the construction of 2007-2008 Streets
Cape Seal Project, Engineering File ST-08-O1, ProjectNo. 51-13231-0802
Resolution authorizing submittal of an application to designate the El Camino Real
corridor as a priority development area with C/CAG acting as the lead applicant
Resolution accepting a $2,500 grant from Soroptimist International of North San Mateo
County to support library programming and amending the library department's
2007/2008 operating budget
Proclamation Issued -September as "Save a Life" Month in South San Francisco
Motion-Addiego/Second-Garbarino: To approve Consent Calendar Items 1-7; unanimously
approved by voice vote, 5-0.

PUBLIC HEARING
Resolution authorizing City Manager to submit the 2006-2007 Consolidated Annual
Performance and Evaluation Report (CAPER) for the CDBG Program to the Department of
Housing & Urban Development (HUD).
Public Hearing was opened at 9:13 p.m. -Mayor Garbarino continued public hearing to the
September 26, 2007 City Council meeting.
Public Hearing was closed at 9:14 p.m.
COUNCIL COMMUNITY FORUM
Councilmember Addiego thanked Interim City Clerk for her assistance in the City clerk's office until a
City Clerk is elected in November.
Vice Mayor Gonzalez attended the Senicr Fraud Forum hosted by Senator Yee. Vice 1`/Iayor Gonzalez
said the seminar was very informational in educating all who attended how to safeguard their money.
Another meeting will be held on September 17 for anyone wishing to attend. He also recommended
council and the public see the documentary "The 11"' Hour" which focuses on global warming.
CLOSED SESSION
9. Conference with Legal Counsel: Existing Litigation Pursuant to Government Code section
549569 (c) Ayala vs. City of South San Francisco
Time entered into Closed Se:>sion: 9:23 p.m.
Report from Closed Session:
Council approved a settlement agreement between the City of South San. Francisco and
Ayala by a 5-0 vote.
ADJOURNMENT
There being no further business before the Council, Mayor Garbarino adjourned the meeting at 9:40 p.m.
