CALL TO ORDER: 7:35 P.M. ROLL CALL Present: Councilmembers Addiego, Fernekes, Matsumoto; Vice Mayor Gonzalez and Mayor Garbarino PLEDGE OF ALLEGIANCE: Led by Mayor Garbarino INVOCATION: Pastor John Cantley -Grace Covenant Church PRESENTATIONS • Day in the Park Highlights were presented by Director Sharon Ranals. An overview of a very successful Day in the Park was given with highlights starting in the morning with the free Pancake Breakfast at the Municipal Services Building serving over 500 persons. An estimate of 10,000 persons attended Orange Memorial Park which was the site for the community fair. Pictures were; shared of the many booths, including crafts, food, and community organizations. Other pictures included in the presentation were a petting zoo, face painting, and several games; and events for children. Several performances of different dance groups were on stage along with cheerleaders and a martial arts demonstration. • A presentation on Fuel Emission Reductions was given by Gary Batis, Superintendent of Public Works. Superintendent: Batis gave a report on the alternative fuels available; biodiesel, natural gas (CNG)-Compressed Natural Gas, propane (LPG)- Liquefied Petroleum, hydrogen and ethanol, summarizing each with pros and cons. Mr. Batis also went over current year plans, and followed with the City's `07/'08 and `08/'09 Emission Plan. Council asked questions regarding safety, restraints, and maintenance of cars using alternative fuel. Mike Aquilina, Public Works Fleet Supervisor provided additional information using electric cars and converting/exchanging/replacing current city vehicles to alternative fuel. • Mayor Garbarino presented aproclamation -National Long-Term Care Residents' Rights Week 2007 to Ombudsman representative Arlene Elliott. • City of South San Francisco Employee Promotion and New Hire Introductions were conducted by City Attorney and Department Heads. AGENDA REVIEW No changes. PUBLIC COMMENTS Speaker #1: Mr. Leo Quiriconi, resident, thanked the Council and especially Director Terry White and Superintendent Gary Batis for repairing the 18 potholes and loose gravel on Third Lane. ITEMS FROM COUNCIL Councilwoman Matsumoto attended the Senate Select Committee on Bay Area Transportation meeting focusing on and policy solutions meeting and mentioned South San Francisco was the only city represented. She attended t:he BPAC Committee meeting to make sure the scoring was fair so when bids go out in November. She also attended the Community Emergency Response Team meeting and commented ho•w important it is for residents as well as businesses to participate in this type of program 1;o be well informed in case of an emergency disaster; she encouraged more people to attend. Ray Honan, Mosquito Abatement District representative, asked Councilwoman Matsumoto to announce that there will be a community open house on November 7, 2007 at the MSB from 6:00-9:00 p.m. to discuss West Nile virus, mosquito surveillance, larva control, yellow jacket control, ticks & Lyme disease, etc. Councilwoman Matsumoto attended the People Who Care awards ceremony and mentioned that Commissioner Ron Burgess of the SSF Cultural Arts Commission, has been the organization's curator for the past five years. She also went to the Grand Jury luncheon to honor the members who have served on the Grand Jury and to learn how other police departments operate since the keynote speaker was the president of the Police Chiefs Association. Councilman Addiego attended the Coastal Clean-Up and commented on the many middle school students who participated. Hie and Councilman Fernekes met with the Watry Group who is helping in moving the downtown parking structure along; a presentation to the full Council in a Study Session was suggested for Further review. He commented on the proposed ordinance amendment on the September 26.:?007 Council meeting agenda regarding an adjustment to council salaries. He reviewed some of the background which lead up to a decision to consider an adjustment of salary for council during the election year. Information was gathered from other cities in San Mateo county and the process continued by asking staff to draft an amendment to the ordinance. He; shared his dissatisfaction in the philosophies of other councilmembers in not supporting a salary adjustment. He proceeded to communicate various expenses by councilmembers who did not support the salary adjustment. Councilmember Fernekes informed Council that he will not be in attendance at the next Council meeting on October 24, 2007 as he is an Executive Boardmember on BayBio Committee and will be attending the awards ceremony. He met with the Centennial subcommittee and would like to make a presentation of the various proposed events for next year's 100th anniversary celebration. Councilman Fernekes complimented staff for their efforts at Day in the Park. He commented on the subcommittee meeting regarding the downtown parking structure and is looking forward to the Study Session next week for further discussion and recommendations. He stopped by at the Coastal Clean•-Up and was happy to see the wonderful work being done. The Housing subcommittee met along with a representative from Genentech and additional information was requested and once the information is gathered, a presentation will be made to Council. REGULAR CITY COUNCIL MEETING October 10, 2007 MINUTES PAGE 2 Vice Mayor Gonzalez attended the Historical Society meeting in which a movie was shown of the Magnolia Center celebration; he commented how important it is to preserve such occasions on tape to show to future generations. He mentioned that Lt. Roy Varney of the SSF Police Department is the recipient of the 2007 Barbara Hammerman Domestic Violence Award which will be awarded at the Domestic; Violence Conference at the College of San Mateo. Councilman Gonzalez commented that one of the expenses that Councilman Addiego mentioned earlier was a complimentary dinner; not an expense. He added that when traveling to conferences he stays at motels acid dines at fast food restaurants. He further said he is not opposed to a salary adjustment but would like to discuss the amount of the adjustment. He attended the CPTF meeting and the Mater Dolorosa Domestic Violence Awareness meeting and on October 4 he attended the National Conversation on Climate Action night regarding global warming to gather information and ideas from other cities on how to approach the problem. Mayor Garbarino attended the Elks Lodge Dinner honoring Veterans' of Foreign War to which he presented certificates of recogniition to members of the military who served in Iraq and Afghanistan. He started his 4th year as reader to the Los Cerritos Elementary School students and attended a Classroom Science Project meeting and thanked the various companies and organizations that helped fund this program; and also thanked the South San Francisco Unified School District for their support. He joined Vice Mayor Gonzalez in attending the Domestic Violence Awareness meeting at ]Mater Dolorosa Church and presented a Certificate of Recognition and thanked Alice Bulos for the invitation. Mayor Garbarino enjoyed speaking to the residents of the Westborough Rayale. Mayor Garbarino will be assuming the subcommittee assignments given up by Councilwoman Matsumoto. Councilwoman Matsumoto voiced her concerns regarding expenses in relation to City/Regional and Non-Profit Events. She mentioned the various expenses spent going to service organization dinners and expressed it was not ai requirement or responsibility to attend as a member of Council. She gathered information from other cities in San Mateo County regarding public funds to attend city/regional non-profit events and of the ten cities only one city pays for spouse/guest. She suggested Council set a policy regarding expenses for attending city/regional and non-profit events. Mayor Garbarino suggested agendizing this item for further discussion, and he further commented that the spouse/guest attendance was not an issue in the past. It was decided that this item would be agendized for the first Council meeting in November. Councilwoman Matsumoto requested that an official survey be conducted for each city in San Mateo County showing how much i;s allowed for expenditures by Council for city/regional and non-profit events including spouse/guest. Staff was asked to compile expenditures by councilmember, spouse/guest attendance, expenditure category, and by city, regional or non- profit event as background information and to use as a guideline to consider a policy for council expenditures. CONSENT CALENDAR 1. Motion to approve the minutf;s of the regular City Council meeting of September 12, September 26, 2007 and Study Session of September 19, 2007. 2. Motion to approve the Grand Avenue Resurfacing Project as complete in accordance with the plans and specifications. 4. Resolution No.102-2007 ;approving an Administrative Instruction establishing procedures for consideration of suggestions for ceremonial flag displays. Councilman Addiego requested to discuss Item #4 5. Resolution No. 100-2007 approving the 200 Second Street parcel map and accepting the dedication of storm drain and authorizing the recordation of map, approved declaration of covenants, conditions, restrictions and related documents. 6. Resolution No. 103-2007 accepting a grant in the amount of $100,000 from the U.S. Environmental Protection Agency to fund training, purchase equipment and educational materials for childhood lead poisoning prevention and amending the 2007/2008 operating budget. Mayor Garbarino presented proclamation with Item #6 7. Resolution No. 101-2007 to accept a grant in the amount of $79,662 from the Federal Emergency Management Agency (FEMA) to purchase firefighting hose and nozzles. 8. Proclamations presented: Las Fiestas Patrias de Independencia (9/16/07); Relay For Life (American Cancer Society) (10/06/07) and National Long-Term Care Residents' Rights Week 2007 (10/10/07;1. Motion-Matsumoto/Second-F~ernekes: To approve Consent Calendar Items 1,2,3,5,7 and 8; unanimously approved by voice vote, 5-0. Discussion: Item #4 -Councilmember Addiego asked for clarification in the description of `sovereign nation'. City Attorney Steve Mattas offered an explanation indicating the city had the ability to have a~ flag-raising ceremony for any other country and in using `sovereign nation' as a descriptive, would not open the forum for all flags to be displayed such as clubs or service organizations. Vice Mayor Gonzalez suggested changing the word `group' to `organization' in the Administrative Instruction. Councilmember Addiego moved/Second-Gonzalez: To approve Consent Calendar Item #4 - Administrative Instruction establishing procedures for consideration of suggestions for ceremonial flag displays with changes -unanimously approved by voice vote, 5-0. Discussion: Item #6 - Mayor• Garbarino presented Lead Poisoning Week proclamation. Vice Mayor Gonzalez suggested the public attend the Lead Prevention Program on October 20, 2007 11:30 a.m. to 3:00 p.m. at Fire Station 61 to learn the dangers of lead poisoning. Fire Chief, Phil White, mentioned that County Representatives from the Lead Awareness Program will be in attendance to distribute informational material and offer free blood lead testing REGULAR CITY COUNCIL MEETING October 10, 2007 MINUTES PAGE 4 ADMINISTRATIVE BUSINESS 9. Resolution No. 104-2007 approving athree-month time extension (No. PCA 07-0002) of a residential planned unit development permit, tentative subdivision map, and design review on a 0.52-acre site situated at 111 Chestnut Avenue. Senior Planner, Steve Carlson, gave a brief overview of the need for athree-month extension for permit, tentative subdivision map, and design review of property at 111 Chestnut Avenue. Mr. Charles Ng's, (owner/applicant) attorney, Yolanda Manzone presented a brief overview of the history of the property and the steps leading up to the request for the extension. Councilwoman Matsumoto asked for clarification on the time frame to be June 2008. She also asked if the changers requested previously by Council have been made. Staff and Ms. Manzone assured her that council's requests for change had been made. Motion-Gonzalez/Second-Fernekes: To approve Item #9 -Resolution approving a three-month time extension (No. PCA 07-0002) of a residential planned unit development permit, tentative subdivision map, and design review on a 0.52-acre site situated at 111 Chestnut Avenue; unanimously approved by voice vote, 5-0. 10. Motion to approve Ordinance No. 1390-2007; making findings and establishing a moratorium on the approval of discretionary land use entitlements for specified parcels in the Orange Park sub-area, pending completion of a specific plan. Assistant City Manager, Marty Van Duyn, explained the need to adopt an urgency ordinance to allow for the City to facilitate development and implementation of the PUC property located in the Orange Park sub-area. Assistant City Manager, Van Duyn has been negotiating the sale of this area for approximately five years with the sale of the parcels to close in the near fixture. He went on to say that this was not a Public Hearing however it would be important for the Mayor to ask for any public testimony on this matter so it could be recorded. There were no public comments. Motion-Addiego/Second-Fernekes: To approve Item #10 - An urgency ordinance of the City of South San Francisco making findings and establishing a moratorium on the approval of discretionary land use entitlements for specified parcels in the Orange Park sub-area, pending completion of a specific plan); unanimously approved by voice vote, 5-0.
