Call to Order 6:00 p.m. 2. Roll Call Present: Councilmembers Addiego, Joseph Fernekes Matsumoto, Vice Mayor Gonzalez and Mayor Garbarino Absent: None 3. Public Comments: Sharon Albera, resident, commented on several intersection deficiencies and the much needed street improvements in the Winston Manor area; she also mentioned that she was interested in obtaining a copy of the Traffic Calming Program presentation. Anna Nastari, resident, also shared concerns regarding traffic in the Winston Manor area. John Finnegan, resident, expressed his uneasiness with speeding being that his son was hit by a speeding car on Arroyo Drive. He told Council the police report indicated that his son was at fault because he was not in the pedestrian crosswalk. Driver of the car was driving at approximately 35 mph and he further said that there is drag racing in that area and there should be more traffic control and police enforcement. He also requested a stop sign at the intersection of Arroyo Drive and Cuesta Drive/Capay Circle due to the recent accident. 4. Study Session: Traffic Calming Program Review -Associate Civil Engineer, Tracy Scramaglia explained the purpose of the Traffic Advisory Committee was to listen to, review and recommend ideas and better means of traffic safety for the residents of South San Francisco. Presenters Aviva Laurenti and Josh Perterman from Fehr & Peers gave the objectives, process and the different categories for a successful traffic calming program. Highlights of the Presentation: • Changes in street alignment; • Installation of barriers; • Three "E's" of Traffic Calming -Education, Engineering and Enforcement; • Speed reducing tools; • Cut-through traffic reducing tools; • Ten-step implementation process; TITCC''T TCCT(1N Councilwoman Matsumoto asked how effective lighted crosswalks and triangles are in other cities.Ms. Laurenti replied they were shown to be very effective in other Cities by making drivers aware of pedestrians and slowing traffic. Councilwoman Matsumoto added that educating not only the residential community but the workforce and outside community is needed. Vice Mayor, Pedro Gonzalez asked for a traffic report from the Police Department showing all the traffic activity in South San Francisco to review at a future Council meeting. He also suggested having a separate department in the Police Department to deal with traffic enforcement only. Vice Mayor Gonzalez suggested consideration of `one-way pair streets' for enforcing safer traffic. Councilman Addiego commented on how helpful the specific study from the ACORN group had been and the outcome and response has been positive to the stop signs installed at Railroad/Maple and Spruce/Commercial. Consultants Laurenti and Perterman suggested a citywide measure could be helpful in reducing traffic speed and added there are several measures to reduce speed but not one in particular for speeding. 5. Study Session: Review Miller Avenue Parking Structure Concept: Michelle Wendler from Watry Design Inc. presented examples of several parking structures/facilities ranging from 125 to over 600 parking stalls throughout the Bay Area and other cities in California. SPECIAL MEETING -STUDY SESSION October 17, 2007 MINUTES PAGE 2 DISCUSSION Councilwoman Matsumoto expressed the need to have a design theme for the garage consistent to the downtown area. Mayor Garbarino suggested getting some direction from the downtown business owners. Councilwoman Matsumoto referred to the parking structure near Peninsula Hospital in it's feeling of `openers'. Council agreed it would be beneficial to show the parking structure design presentation offered by Watry Designs to downtown business owners. 6.
