Present: Councilmembers Addiego, Matsumoto; Vice Mayor Gonzalez and Mayor Garbarino Absent: PLEDGE OF ALLEGIANCE: INVOCATION: Councilmember Fernekes Led by Mayor Garbarino Reverend Gabriele Schroeder, Our Redeemer's Lutheran Church PRESENTATIONS • Annual Beautification Committee Awards were presented by Chairperson Sean Garrone and Member Margie Casagrande from the Beautification Committee. Categories included; residential, multi-dwelling and commercial. Residential awardees were: David Parenti at 705 Palm Avenue, Joanne Pagnac at 837 Miller Avenue, and Karen Gusto at 1131 Sunnyside Drive. Multi-dwelling award went to Mission Glen Condominiums at 920-930 Mission Road • A review of the annual Project Read Trivia Challenge Event was given by Library Literacy Program Manager, Holly Fulghum-Nutters. Project Read is a free library program helping adults to improve basic literacy skills and also supports children's programs such as Families for Literacy and Learning Wheels. Several pictures were shared of previous years' Trivia Challenge competitors, silent auction items and various festivities. This years event will take place on November 16 at the South San Francisco Conference Center • City of South San Francisco Centennial Celebration Kick-Off Gala Event information was given by Margie Casagrande. The Centennial Gala will be on December 31, 2007 at the South San Francisco Conference Center, tickets are $85 available on November 1 through the Recreation and Community Services Department and reservations are on a first-come first-serve basis • A proclamation was presented by Mayor Garbarino to ti7e ~'aiional 4-H Ciu'r~ ~nernbers, Melissa Crist, Carol Michaelis, Tatiana Spisz, and Katarina Spisz, along with volunteer Jane Stahl. Ms. Stahl gave an overview of the club's activities adding the club consisted of 40 youth from Millbrae, San Bruno and South San Francisco. Highlights included members learning about farming, gardening, cooking, crafts, photography, drama and leadership. Youth members organize club activities and vote on club expenditures as a way of learning responsible spending. Members who attended shared their 4-H experiences. AGENDA REVIEW City Manager, Barry Nagel, recommended removing Item #4; Resolution to summarily vacate a 10-foot wide public service easement located between Hemlock and Larch Avenues. PUBLIC COMMENTS Speaker #1: Kamala Silva Wolfe /Dave O'Campo (Exalted Ruler/Elks Club) thanked Council for Certificates of Recognition for members from the Elks Club who recently returned from Iraq and Afghanistan and Mayor Garbarino for attending the Elks Lodge dinner. Mr. O'Campo informed Council the Elks Club donated 700 dictionaries to 3rd Graders of the South San Francisco School District and also donated 51,000 to the Historical. Society towards the Centennial Clock. Dave Casagrande accepted donation on behalf of the Historical Society. Speaker #2: Margaret Salazar resident at 231 Armour Aver~ae, expressed her concerns regarding the owner of a tow truck at 236 Armour Avenue causing the spillage of oil, discarding of auto parts and batteries in the street due repairs to the cars he tows to his home. Parking for other residents is difficult due to the tow truck owner parking repaired cars throughout the neighborhood in an attempt to sell them. Vice Mayor Gonzalez commented this situation as an ongoing problem and suggested citing violators. City Manager Nagel added this could be in violation of the Municipal Code and will follow up with Code Enforcement and Police Department. Speaker #3: Jorge Menjivar thanked Council for approving a resolution regarding recent home foreclosures by lenders. He added the City of South San Francisco was the first in San Mateo County to approve a resolution asking fora 3-month moratorium on foreclosures by lenders to allow time to work with homeowners for a solution to avoid foreclosures on properties. ITEMS FROM COUNCIL Councilman Addiego attended the annual state-wide Redevelopment Agency's meeting in San Jose which focused on the abuses of redevelopment agencies. Councilmember Addiego mentioned after listening to some of the `abuses' by redevelopment agencies, thanked staff for not making the city vulnerable to any charges of abuse in its Redevelopment Agency. Councilman Addiego requested a list of properties owned by the city. He attended the Historical Society's annual dinner at the Elks Lodge and pointed out how important the remembrances of the town are and how much he enjoyed the evening. He also attended the Lead Poisoning Awareness event at Fire Station 61 and stated how impressed he was with the information provided and with the program the city has for educating the public of lead poisoning issues. Councilman Addiego shared his view regarding the donation of a plant to the city by Mayor Garbarino. He pointed out the differences in philosophy regarding council roles in terms of the proper use of staff time. He also questioned Mayor Garbarino if the financial information requested of Finance Director, Jim Steele, was requested as Mayor or as council candidate. Mayor Garbarino answered by saying he had requested the information as Mayor. REGULAR CITY COUNCIL MEETING October 24, 2007 MINUTES PAGE 2 Councilwoman Matsumoto attended the Redevelopment Agency's meeting as did Councilman Addiego and was proud of what the city has done in the redevelopment arena. Councilwoman Matsumoto asked staff if the city had a policy or procedure on eminent domain for small businesses. Assistant City Manager, Marty Van Duyn, explained there was not a policy in effect for small businesses but City policy and redevelopment law provides protection and obligates the redevelopment agency, if property is purchased, to effectuate a relocation of the entire property to a very similar location for replacement of use. Another interesting topic at the conference was taking another look at property taxation through a consumer tax instead of taxing residents. The CCAG meeting was business as usual; the organization appointed a new member to the BPAC Committee. She suggested that tiie Concert in the Fark event be advertised and announced in several different media well in advance for optimal attendance. Councilwoman Matsumoto along with the ad hoc Library Committee, is working very hard towards a obtaining a new library for South San Francisco. A `Council Circle' listing all past councilmembers on Centennial Way was suggested by Councilwoman Matsumoto instead of the gift previously given to outgoing councilmembers. She asked for Council's approval to proceed with looking at different ways to achieve a wall, walkway, etc. Council agreed the concept was a good idea and City Manager Nagel will proceed in working with staff and the Naming Committee to come up with ideas for council's approval. In her SamTrans packet was a route map of Foster City bus routes and she asked if the city could work on something for the residents of South San Francisco; City Manager Nagel will work with SamTrans to focus on a route map for South San Francisco. Vice Mayor Gonzalez received an email from the League of California Cities who plans to launch a campaign on eminent domain and offered to forward the email that contains pertinent information. Vice Mayor Gonzalez attended both Concert in the Park events and mentioned the weather was not very good for the first event but on the day of the second event, October 21St, the weather was sunny and more people attended. The WTA met and advocates for San Mateo County had an update on SB 976 and SB 88 which will assign $250-million to Propostion 1B for disaster preparedness. Further discussion on Measure 8 is scheduled for October 25. Events attended by Vice Mayor Gonzalez were Lead Poisoning Awareness, Domestic Violence Conference, Grand Oaks Ribbon Cutting, WTA Special Luncheon for the Transportation Managers with about 45 representatives from different companies attending to promote the ferry service next year; managers were asked to spread the word to employees. Mayor Garbarino attended the Regional Airport Planning Committee meeting and the Traffic Relief Alliance Board of Directors meeting. He participated in the South. San Francisco Bocce Ball Tournament. Mayor Garbarino received a communication from Supervisor Adrienne Tissier requesting donations of Halloween costumes for a project "Costumes for Kids" benefitting children who are not able to buy a Halloween costume. Vice Mayor Gonzalez gave thanks to the efforts put forth by San Mateo and Santa Clara County Libraries for the presentation of Isabel Allende at the San Mateo Performing Arts. Councilman Addiego added Rose Castillo Guilbault will be speaking at the Grand Avenue Library on November 1 about her book Farm Worker's Daughter -Growing Up Mexican in America. REGULAR CITY COUNCIL MEETING October 24, 2007 MINUTES SAGE 3 CONSENT CALENDAR 1. Motion to approve minutes of the regular City Council meeting of October 10, 2007. Councilman Addiego referred to minutes of Octoberl0, 2007, Page three, second paragraph to add the Elks Club hosted the event and regarding the certificates of recognition to change from staff to all members of the military as recipients. Motion-Addiego/Second-Gonzalez: To approve Consent Calendar Item 1 Approve minutes with edits noted above of October 10, 2007, unanimously approved by voice vote, 4-0. 2. Motion to confirm expense claims of October 24, 2007 3. Proclamations presented: Lt.
