HomeMy WebLinkAboutMinutes 2008-02-11 Minutes CITY COUNCIL OF THE CITY ()F S()U'TI-I SAN FRANCISCO SPECIAL MEE'TING CITY HALL CONFERENCE ROOM 400 GRAND AVENUE MONDAY, FEBRUARY 11,2008 Called to Order: 6:31 p.m. Roll Call: Present: Councilmen Addiego*, Garbarino and Mullin, Mayor Pro Tem Matsumoto and Mayor Gonzalez. *Councilman Addiego arrived at 6:36 p.m. Public Comments: None. Discussion: Council will consider letters received from certain Board and Commission Members pertaining to the Board and Commission attendance policy set forth in Resolution No.1 0-2007. City Manager Nagel introduced the topic and requested that Council provide direction as to how it wished to proceed with enforcement of Resolution 10-2007, Board and Commission Attendance Policy. Mayor Gonzalez advised that letters had been sent to Board and COlnmission n1embers who were absent twice within the rolling twelve month period reported to Council January 11,2008. In addition, he made phone calls to those with three or more absences. In response to his communications, certain Board and COlrul1ission Inembers resigned and some sent letters explaining their absences and requesting to continue their respective tenns of service. Mayor Gonzalez further advised that Park and Recreation Commissioner Gonzalez advised him that he planned to submit a letter of resignation. After discussion pertaining to the letters received from affected Board and Commission members, Council determined to accept the resignations of Commissioners Fourie and D' Angelo from the Cultural Arts and Historic Preservation Commissions respectively. It would await the resignation letter from Commissioner Gonzalez. Council further determined that Commissioner Stampfer would continue to serve on the Housing Authority due to the reasons specified for her absences. Council then determined that the following Board and Commission melnbers would be called before it during a Special Meeting before the Regular City Council Meeting on February 27, 2008 for the purpose of a hearing and deternlination pertinent to the absence policy: Paul Herbert - Conference Center Authority; Rudy Oliiz - Conference Center Authority; Alicia Gonzalez - Cultural Alis Conl1nission; Sandra Ige - Cultural Alis Comlnission; Francisco Vieira - Historic Preservation Comlnission; and Carolyn Reardon - Housing Authority. Mayor Gonzalez questioned whether use of an absence description code could be considered for use in Board and Conlnlission absence reports. Councilnlan Addiego and Mayor Pro Tenl Matsumoto opined that employing use of an absence description code would undennine the no excused absences policy, which professionalizes the way Boards and Conlmissions do business. Councihnan Garbarino opined that illnesses and fmnily emergencies arise and are unscheduled. He stated however, that scheduled absences, such as vacations should be reported prior to the absences and reflected in the minutes for the affected Board or Commission. Assistant City Attorney Woodruff advised that the proposed coding system would present Council with an efficient way to review absence reports and make determinations. Councilwoman Matsumoto requested that notification to Board and Commission members be sent imlnediately upon the second absence instead of waiting for issuance of the Quarterly Report. City Manager'Nagel confirmed this procedure would be followed. Board and Comlnission Interviews Prior to beginning applicant interviews, Council determined that Mayor Gonzalez would ask the standard interview questions and Councilmembers could follow-up with specific questions based upon applicants' answers to the standard questions. Council interviewed applicants to fill Board and Commission tenn expirations and vacancies as follows: Parking Place Commission - interview of applicant for re-appointlnent, Barbara Irli. Library Board - interview of applicant for reappointment, Lando Baldocchi. San Mateo County Flood Control District - interview of applicant Richard Bordi. Planning Commission - interview of applicants for the Planning Commission, Rick Ochsenhirt, Douglas Reynolds. . . Recess: 8:23 p.m. Session resumed: 8 :28 p.m. Continuation of interviews of applicants for Planning Commission - Pradeep Gupta, Mark Nagales, Stacey Obome and John Penna. After discussion and prior to determining appointments, Council decided to only use the ballot system to appoint an applicant to the Plamling COlnlnission. Discussion and appointment of applicant to the Parking Place COlnlnission. Motion - Councilnlan Addiego/Second - Councilman Garbarino: to re-appoint Barbm'a Irli to a three-year tenll on the South San Francisco Parking Place COlnnlission. Unanilnouslyapproved by voice vote. Discussion and appointlnent of applicant to the Library Board. Motion - Councilnlan Addiego/Second - Mayor Pro Tenl Matsunloto: to re-appoint Lando Baldocchi to a three-year term on the Library Board. Unanimously approved by voice vote. Discussion and appointnlent of applicant to the San Mateo County Flood Control District. Motion - Councihnan Mullin/Second - Councilman Garbarino: to appoint Richard Bordi to the San Mateo County Flood Control District through March 31, 2009, the duration of the vacated tenn. Unanimously approved by voice vote. Discussion and appointlnent of applicant to the Planning Commission. Councilnlan Addiego stated his frustration that there were not more openings on the Planning Commission given the quality of the applicants. Mayor Pro T em Matsumoto noted the importance of the Plmming COlnmission and stated that the City would be well served by several of the applicants for the position. Councilman Mullin commented that he was incredibly impressed with the applicants and noted that he could see several stepping in to serve as Planning Cormnissioners. He further requested Council stay in touch with the applicants and communicate future openings. He then stated support for applicant Ochsenhirt based upon his prior experience on the Planning Commission and consensus building skills. He also commented that he had the opportunity to observe Mr. Nagales' work and was impressed with his abilities. He reminded Council that it would have the opportunity to consider Planning Commission appointlnents again at the end of the year. Councilman Addiego advised that he was seeking to appoint an applicant who could be ready to serve as a complete commissioner on day-one. Accordingly, he stated his intent to Support applicant Penna on the first ballot. Mayor Pro Tem Matsumoto stated her support for applicant Obome. She further noted that she was ilnpressed with applicant Reynolds, but had concerns he would need to recues himself frequently due to his work for Kaiser. She stated her opposition to appointment of applicant Penna. Councilman Garbarino commented that he was impressed with the enthusiasm demonstrated by applicants Obome and Nagales. He further noted he was pleased to see new faces in the applicant pool. Mayor Gonzalez stated suppOli for applicants Oborne and Gupta. He opined appointing applicants Penna or Ochsenhirt would not be advisable, since the Commission was already staffed with a realtor. Council appointed by ballot. Applicant Obonle received a nlajority of the votes for appointment to the Plmming COlnmission for the duration of the vacated term through December 31, 2008.
