A Day in the Park PowerPoint presentation was given by Commissioners Judy Bush and Liza
Normandy; Day in the Park will be on September 13, 2008. The presentation included
information on the Pancake Kickoff Breakfast, shuttle service to and from the event, various
booths and activities including, cr<rfts, a petting zoo, a community stage for performances, a
raffle fundraiser, cake cutting cererriony, car display and various food booths. Fundraiser prizes
are: lst-$1,000, 2°d- $500, 3`d - 49er Tickets & jacket, 4th - $300 and 5th - $150. Al:~o included
will be demonstrations from the Fire and Police Departments and a car exhibit. In honor of the
city's Centennial, there will be a postage stamp available as well as cancellation stamping of
mail.
Mayor Pro Tem Matsumoto thanked the Day in the Park Committee and staff for their efforts in
organizing this year's event.
A presentation by Margie Casagrande, Centennial Committee Co Chair, stating there will be a
Centennial Clock Dedication event on September 19, 2008, at which time the SSF Historical
Society will be presenting the City with a Centennial Clock. The SSF Historical Society
solicited funding from 28 commwuty organizations and the clock will be located in front of
Galli's Sanitary Bakery.
BLS Supervisor Ken Anderson presented an overview of the Basic Life Support Ambulance
Service offered by the City. This service is used for non-emergency and inter-facility transports
and available 24 hours a day and is also used as a backup service for 911 calls in the County and
the City. Supervisor Anderson also explained that the Automatic External Defibrillator (AED)
devices have been placed in 10 locations throughout the city along with training for ernployees
and citizens as well. Mayor Gonzalez requested a demonstration at a future City Council
meeting on how this device is used to save lives.

PUBLIC COMMENTS
Laurie Masetti, long-time resident of South San Francisco, paid homage to Councilmember
Joe Fernekes. She asked that the Orange Memorial Park Recreation Building facility be
named in his honor or a bust in his image be provided somewhere in the city. She asked
for the members in the audience who support this request to stand. The majority of the
audience stood in support of Ms. Masetti's request.
Mayor Pro Tem Matsumoto explained to Ms. Masetti, the process for these types of
requests. There were other requests such as; a bronze bust; a plaque on Centemnial Way; a
street name; or the naming of the Day in the Park or a Centennial Event in Joseph
Fernekes' honor submitted to the Naming Facilities Committee for consideration. The
requests will now go to the Parks and Recreation Commission for review and then the
requests and or recommendation will come back to Council for consideration.
Councilman Addiego thanked Ms. Masetti and the persons who stood in support c-f her
request and assured them that something would be named in honor of Councilman
Fernekes.
Councilman Garbarino also thanked Ms. Masetti and appreciated all. the members i~n the
audience by saying that ".... the numbers speak volume!"
Mayor Gonzalez read two letters honoring Councilman Fernekes - one from
Councilwoman Marge Calapietro from Millbrae and the other from Mayor James Vreeland
of Pacifica.
ITEMS FROM COUNCIL

• Committee Reports.
Councilman Mullin along with Councilman Garbarino met with the SSF Unified School
District as part of a liaison subcommittee. He reported that the school district plans on
hiring a traffic consultant to review the safety of drop-off zones at Spruce Elemf;ntary
School. There has been some concern from parents and teachers regarding the safety of the
students in the drop-off area. Superintendent Barbara Olds expressed concerns in regards
to Mid-Peninsula's proposed housing development adjacent to South San Francisco High
School; Councilmember Mullin assured Superintendent Olds that the school district would
be included in planning discussions. He attended Senator Jackie Speier's meeting; with
local elected officials in Foster Gty and further mentioned that the City of South San
Francisco was well represented. C'ouncilmember Mullin asked Senator Speier to support
the workforce investment active appropriations which are federal dollars that help support
job training centers. He acknowledged Council, thanked staff and previous councils for

supporting the local roadways and pavement infrastructures since reports indicate the City
of South San Francisco has movf;d up from the lower third of the list of need of
improvement to ranking fourth on the list.
Councilmember Garbarino attended the Centennial Committee meeting and Senator
Speier's meeting with local elected officials. He also attended the Senior BBQ Luncheon
given by the Fire Department.
Councilmember Addiego reported out from the Bay Conservation & Development
Committee (BCDC) explaining that there is some state legislation pending giving BCDC
more of a scope in getting involved with global warming and climate change. This
legislation was going to the Governor for signature but the Governor will not be signing
anything until the state budget is resolved. He also attended the Airport Land-Use
Committee meeting in Burlingame where a housing project in San Carlos was discussed.
The project will be located near the San Carlos Airport. Councilman Addiego mentioned
that as the project nears, he will be asking Council for their input to develop a strate€;y for
the City for any future voting in this regard. Councilman Addiego thanked Civil Engineer,
Tracy Scramaglia, for her effort in working with the Traffic Advisory Committee in
looking at some safety concerns on Spruce Ave at the Linear Park crosswalk.
Mayor Pro Tem Matsumoto attended several Regional meetings; the Bicycle Pedestrian
Advisory Committee and thanked Tracy Scramaglia and Dennis Chuck for attending and
for presenting and getting the `thumbs up' for the healthy living bicycle/walking map
which was funded by Kaiser. Maps will be handed out at Day in the Park at the kaiser
booth. Reporting out from the San Mateo Transportation Authority meeting, (TA) 1~layor
Pro Tem Matsumoto commented that the Water Emergency Transportation Authority
(WETA) is a permanent regular agenda item for updates on the status of the monies for
ferry services. She went on to report that the TA is waiting for WETA to provide the
information requested by the TA so they can look at the numbers to move forward. Mayor
Pro Tem Matsumoto shared the information on the monthly reports distributed of the
various services offered by SamTrans and they included; 1,000 daily Rediwheels trips,
average phone wait time is only one minute, complaints are down, 95% on time; weekly
ridership on all transit totaled YTD was 143,206. Mayor Pro Tem added that as a Board
member she was very pleased with 1:hese results. There will be a public meeting in October
since there will be a price increase due to the increasing oil prices which include motor oil,
transmission oil and, of course, gasoline. As part of the Improving Public Places
Committee Mayor Pro Tem announced that Community Day is October 4, 2008; and
encouraged citizens to volunteer to help out throughout the year. They can volunteer by
calling 650-829-3837 or 650-877-8500 and leaving a message for her. On legislative
business, Mayor Pro Tem Matsumoto suggested that Council be updated perhaps on a
quarterly basis on any new laws that may impact the City in any way. Mayor GonzalE~z and
Mayor Pro Tem attended the completion of the widening of Highways 1 and 92; this
project was funded by Measure A funds through C/CAG, TA and the City of Half :Moon
Bay.
Mayor Pedro Gonzalez attended the HOPE meeting where low-income housing and
homelessness was discussed by various agencies throughout San Mateo County. SB2 came
into effect January 2, 2008 and requires every California city to: engage in a more active
assessment on the needs of low-income housing residents along with homelessness and

emergency housing services; designate zoning areas for emergency shelters; describe a
program to reduce constraints on the development of transitional and supportive housing;
and comply with the broaden Housing Accountability Act. HOPE plans to educate
councils in San Mateo County at City Council meetings. He also attended the Senior Focus
Board of Directors meeting and announced that the former Mills-Peninsula lab in San
Bruno moved to 935 El Camino Real in South San Francisco. Mayor Gonzalez reminded
the public that the San Mateo County Disaster Preparedness Day is Saturday, September
13, 2008. He also attended the memorial services of Councilmember Matt Garcia who was
recently killed in Fairfield. The Community Learning Center will be having a Prepare to
Vote Spanish version on Thursday, September 18, 2008 starting at 6:30 p.m. and there will
be free SAT and ACT practice exams on September 18, 2008 from 4-7:30 p.m. at the Main
Library.
CONSENT CALENDAR
Motion to approve the minutes of August 27, 2008.
2. Motion to confirm expense claims of September 10, 2008.
3. Motion to accept the 2007-2008 Street Resurfacing Program as complete in
accordance with plans and specifications.
4. Motion to accept the Noise Study Report for Sister Cities Boulevard.
5. Resolution No. 98-2008 awarding a construction contract for the replacement of
metal guardrails on Railroad Avenue and South Spruce Avenue to Exaro
Technologies Corporation of~ South San Francisco, California, in an amount not to
exceed $54,840.
6. Resolution No. 99-2008 authorizing the expenditure of $40,000 in tax increment
revenues for a minor rehabilitation of the City-owned residence located at 109
Longford Avenue into a Green Model Home will benefit the Redevelopment
Project Areas by promoting housing affordability through energy efficiency.
7. Acknowledgement of Proclamation honoring the Retirement of Norman Gok after
21 years of service in the Public Works Department, and Proclamation recognizing
September 17-23, 2008 as Constitution Week.

Consent Calendar Item Nos. 1 and 4-7. Unanimously approved by voice vote.
Item No. 2: Councilman Addiego asked staff to provide a breakdown of the City's cell
phone charges over aone-year period.
Item No. 3 -Councilman Addiego extended his gratitude to Director of Public Works,
Terry White, for the departments' impressive work on the streets resurfacing project.
Director White thanked Council for approving the funding for this project.

ADMINISTRATIVE BUSINESS
8. Annual Report on the state oil the Life Science Industry in South San Francisco.
Michael Lappen, Economic Development Coordinator, gave a presentation or.~ the
biotechnology in the City of South San Francisco. Some of the highlights included the
number of life science companies located in the city making the city the `hub' of the
bioscience industry with a total of 13,000 employees working directly in this area;
currently there are 15 existing campuses with Genentech being the highest assessed
property in the County; other major campuses in the east of lOlare HCP, Chamberlin and
Alexandria; total approximately five-million square feet. The economic impact includes
12,587 direct jobs, $71,778,170.00 in construction valuation and $1,757,378.36 in building
permit fees. The potential 10-year growth impact is an additional 10,000 employees with
projected overall salaries of $1.94 billon and the new building valuation $2.5 million.
Some of the City's business attraction and retention policies include; aone-stop permit
center; infrastructure investment; workforce development; local industry outreach;
marketing and promotion; and international partnerships. The City is looking to Skyline
College Certificate Programs and California Community Colleges along with several others
to build partnerships to serve residents and employees in the city. The key objectives are:
skills upgrading; public education; and outreach to high schools. Councilmember Mullin
mentioned that South San Francisco Chamber of Commerce member Helen Dahl who
works at Cell Genesys and is very interested in getting the County engaged and interested
in supporting these types of partnerships. Councilman Mullin requested the number of
`general employees' that would benefit from educational partnerships, Mr. Lappen
responded that he would get statistics from EDD. Councilman Mullin asked for a
statement that would encourage biotech business in the City of South San Francisco as
opposed to San Francisco and other cities. Mr. Lappen commented that Soutl:~ San
Francisco has a Council that supports the industry and that has empowered staff with
policies to promote the industry and overall the City of South San Francisco is a 'better
place to do business. Councilman Garbarino added that he has heard compliments
regarding the City's infrastructure which also has helped with the popularity of doing
business in the city. Councilman Addiego commented that he hopes the popularity of
doing business will spread to a regional level. Mayor Pro Tem asked if it was s~~fe to
publicize the City as the Biotech Capital of the World. Mr. Lappen reassured her that she
would be correct in advertising the City of South San Francisco as the Biotech Capital of
the World. Mayor Pro Tem asked of the 13,000 employees in the cluster of biotech
companies, how many are employed at Genentech.....Mr. Lappen answered that 8,100
employees are employed at Genentech. She also suggested that perhaps the City could
encourage the biotech companies to install solar panels on their buildings anti `go
green/greener'. Assistant City Manager, Marty Van Duyn .informed Council that the
Planning Department has modified their application process to request applicants to address
their green building improvements. Mayor Pro Tem asked if the City allowed four SM
square feet of growth in our biotech area; Marty Van Duyn replied that the City had, in
fact, allowed for this growth as it is part of the City's General Plan. Mayor Pro Tem
mentioned she had been in contact with the state's Biotech Committee Chairperson
Virginia Kiraly and commented that the City of South San Francisco would be a great city

for workforce/education/training through high schools since the Committee is targeting
high school students.
COUNCIL COMMUNITY FORUM
Mayor Gonzalez met with Sally Campbell, Commissioner from the San Mateo Harbor
District. Couneilmember Addiego announced that the Citywide Garage Sale is being held
on September 13, 2008 and mentioned that San Bruno has a flea market a few times a year
in their city park where residents can rent a spot and sell their goods and perhaps the City
of South San Francisco could consider doing something more centralized to lessen driving
throughout the City for persons in search of garage sale locations.

Report out of closed session by Mayor Gonzalez: The City Council voted 5-0 to approve a
settlement agreement with SSF Investments. The settlement agreement is related to a
lawsuit the City filed for collection of unpaid transit occupancy and conference center -taxes
against Sanjay Bakshi, the former hotel operator, and others.
