City Manager Nagel recommended holding-off on consideration of Items Nos. 5 and 6 until
after Closed Session had been heard.
Council agreed.
PUBLIC COMMENTS
None.
PRESENTATIONS
• Holiday Safety Presentation.
Fire Chief White narrated a video regarding Christmas Tree Safety and provided other
Holiday Safety Information, including tips pertaining to candle safety, Christmas tree light
options and cooking around children.
ITEMS FROM COUNCIL
• Recommendation naming the Fire Training Tower in honor of Thomas Galli
Fire Chief White presented the recommendation that Council consider naming the Fire
Training Tower in honor of retiree Thomas Galli. He explained that Council had received
a petition requesting that the training tower be so dedicated. The Naming Committee had
considered the request and determined the recommendation should be brought before
Council. Chief White explained that former Captain Galli was from a long line of South
San Francisco Firefighters, which included his grandfather and father. Early in his career
Captain Galli stepped into the roll of Training Officer and many of the programs he
developed survived to date. Trie Chief closed by noting that naming the training tower in
former Captain Galli's honor might inspire others to follow in his footsteps.
Former Captain Galli address;d Council and noted he enjoyed being a training officer. He
stated that he was proud to have helped educate new firefighters regarding their positions.
He commented that the fire tov~~er served a valuable purpose and he would be honored to
have it named after him.
Councilwoman Matsumoto thanked Former Captain Galli for his years of dedicated
service.
Councilman Gonzalez thanked Former Captain Galli for sharing history with the City.
Councilman Garbarino stated the tower couldn't be named after a finer person.
Motion- Councilwoman Matsumoto/Second- Councilman Garbarino: to name the Fire
Training Tower in honor of Thomas Galli. Unanimously approved by voice vote.

Reports
Councilmembers reported on attendance at community meetings and events, including a
Council of Cities Task Force Meeting, Community Preservation Task Force Meeting, and a
Census Meeting. Council congratulated staff on a successful Reorganization Event.
Specific items for further action and/or consideration were set forth as follows:
Councilman Garbarino requested that the meeting be adjourned in honor of Cathleen
Dunleavy.
Councilwoman Matsumoto requested that the meeting be adjourned. in honor of Jim Rich,
the husband of Assistant Library Director Cheryl Grantano Rich.
Vice Mayor Mullin announced an event that would be held by the South San Francisco
FOG Cooperstown Team on April 30th at the Elk's Lodge on Stonegate Drive. He also
requested that the meeting be adjourned in honor of resident Dorothy Hansen.
Mayor Addiego requested the meeting be adjourned in honor of former Director of the
Housing Authority, Inez Fitzgerald and residents Orlando Marls and Salvatore Cavallero.

CONSENT CALENDAR
1. Motion to approve the minutes of December 8, 2009.
2. Motion to confirm the expense claims of December 16, 2009.
3. Resolution 102-2009 authorizing the acceptance of a $250,000 grant from Genentech;
Inc. to support the Main Library Improvement project and to amend the Library
Department's 2009%2010 operating budget.
4. Resolution i03-2009 awarding a Public Improvements Agreement to Wastewater
Solids Management for digester cleaning at the Water Quality Control Plant (WQCP)
in an amount not to exceed $? 35,140.
5. Resolution 104-2009 approving the Compensation Program for the City of South San
Francisco Employees, Executive Management Unit dated October 1, 2009 though
June 30, 2011.
b. Resolution 105-2009 approving the Memorandum of Understanding for the City of
South San Francisco Confidential Unit, Teamsters Local 856, dated July 1, 2008
through June 30, 2011.
Items number S and 6 were not heard as part of the Consent Calendar. Instead, they
were heat°d after Closed Session as reflected herein.
Motion- Councilman Gonzalez/Second- Councilman Garbarino: to approve Item No. 1
and Resolution No. 103-2009. Unanimously approved by voice vote.
Item 2: In response to a question from Councilwoman Matsumoto regarding invoice
entries, Technical Services Supervisor Prudhel advised that each sampling generates a
separate invoice.
Mayor Addiego requested information regarding drinking water cooler rentals as an annual
expense.
Motion- Councilwoman Matsumoto/ Second- Councilman Gonzalez: to approve Item
No. 2. Unanimously approved by voice vote.
Item No. 3: At Mayor Addiego's request, Library Director Sommer provided an overview
of the of the renovations and modifications that would be made at the Main Library as a
result of the Genentech grant. New computers and furniture were among some of the
enhancements. In addition a restroom upgrade and reconfiguration of the Library were
planned.
Motion- Councilman Garbarino/Second- Councilwoman Matsumoto: to approve
Resolution No. 102-2009. Unanimously approved by voice vote.

LEGISLATIVE BUSINESS
7. An Ordinance Amending the South San Francisco Municipal Code, Chapter 14.08, to
the Streamlining Provisions required by the Federal Pretreatment Regulations and to
update requirements related to discharge of Fats, Oils, and Grease (FOG) into the
sanitary sewer collection system.
Rob Lecell of the Water Quality Control Plant presented the. Staff Report advising of
proposed changes to the Municipal Code that would bring it iine with current EPA
regulations. The EPA set new standards for streamlining of discharged pollutants from
industrial businesses. In addition to bringing the code current with these changes, staff
proposed additional changes to make the code more reader friendly.
Councilwoman Matsumoto requested a strike out version of the ordinance.
Mr. Lecell agreed staff would provide this.
Councilwoman Matsumoto further suggested that it might be an appropriate time to
recommend residential composting.
Mr. Lecell agreed.
Councilman Gon~aiez questioned whether the City could require residents to recycle fat
and grease in their homes.
Mr. Lecell advised the City could encourage such recycling.
Mayor Addiego thanked Mr. Lecell for his report.
Motion- Councilwoman Matsumoto/Second- Councilman Garbarino: to waive reading
and introduce an Ordinance amending the South San Francisco Municipal Code, Chapter
14.08, to the Streamlining Provisions required by the Federal Pretreatment Regulations and
to update requirements related to discharge of Fats, Oils, and Grease (FOG) into the
sanitary sewer collection system.
ADMINISTRATIVE BUSINESS
8. Resolution No. 106-2009 amending the Master Fee Schedule to increase all parking
meter rates by $0.25 per hour.
Chief Planner Kalkin presented the staff report advising that an annual review of parking
meter and permit rates within the Downtown Parking District had predicted a shortfall of
$150,000/year to pay down annual debt service for the Miller Avenue Parking Garage.
Staff informed the Parking Place Commission of this projection and the Commission
approved a .25 cent per hour increase. This change would generate an additional $180-
200,000 per year. Staff recommended that the City Council adopt the amendment to the
master fee schedule.
Councilwoman Matsumoto questioned whether there were meters elsewhere in the City.

Assistant City Manager Van Duyn advised a Parking District would need to be established
if Council desired to place meters in other locations.
Councilman Gonzalez expressed concern over the increase, but noted it would be difficult
to make yip the revenue any other way.
Counciii~ian Garbarino suggested cracking down on double parking, u-turn and other fines
in the area as an alternative means of making up the revenue,
Chief of Police Nlassoni advised enforcement of such violations in the Downtown District
was already a priority and allocating more staff to enforcement would take away from the
staffing of other areas/programs.
Councilman Garbarino stated he did not have a problem with the proposed fee increase, but
would like to see a study aimed at identifying other locations in the City where meters
might be appropriate.
Vice Mayor Mullin stated he was comfortable with voting for the fee increase, but was
interested in having staff pursue an outreach program around the parking garage upon its
opening.
Motion-Vice Mayor Mullin/Second- Councilman Garbarino: to approve Resolution No.
106-2009. AYES: Councilman Garbarino, Councilwoman Matsumoto, Vice Mayor Mullin
and Mayor Addiego. NOES: Councilman Gonzalez. ABTAIN: none. ABSENT: None.
9. Resolution 107-2009 approving the Annual Impact Fee and Sewer Capacity Fee
Report.
Director of Finance Steele gave the staff report presenting Council with the comprehensive
report summarizing impact fees. He explained the proposed Resolution made certain
findings regarding the report and specifically that the fees were still needed and used for
the adopted purposes.
Motion- Councilwoman Matsumoto/Second- Councilman Gonzalez: to approve
Resolution No. 107-2009. Unanimously approved by voice vote.

Being no further business, Mayor Addiego adjourned the meeting at 9:43 p.m. in honor of

Salvatore Cavallero.
