HomeMy WebLinkAboutReso 141-1997RESOLUTION NO. 141- 9 7 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCOSTATE OF CALIFORNIA A RESOLUTION APPROVING A TENTATIVE SUBDIVISION MAP (SA 97-037) FOR A THIRTY-NINE LOT SUBDIVISION ON THE FORMER El, RANCHO SCHOOL SITE LOCATION AT 753 DEl, MONTE AVENUE WHEREAS, the South San Francisco Planning Commission held duly noticed public hearings on October 2, 1997 and October 16, 1997; and WHEREAS, the South San Francisco City Council held a duly noticed public hearing on December 17, 1997; and WHEREAS, as required by South San Francisco Municipal Code Title 19 ( Subdivision Ordinance), the City Council hereby makes the following findings in support of the approval of a Tentative Subdivision Map, allowing the construction of thirty-eight (38) single family detached dwellings, on a portion of a 10.487 acre site located at 753 Del Monte Avenue, based on public testimony and the materials submitted to the City of South San Francisco City Council which include, but are not limited to: "El Rancho Hightland Tentative Map,", dated July 7, 1997 prepared by Michael D. Ashley; Site plans, floor plans and landscape plans prepared by Bassenian/Logani, Architects, Inc.; "Geoteclmical Investigation Proposed E1 Ranch School Site." prepared by Berlogar Geotechnical Consultants, dated April 10, 1997; minutes of the August 19, 1997 Design Review Board meeting; October 2, 1997 Planning Commission staff report; and the October 2, 1997 Planning Commission meeting; December 17, 1997 City Council staff report; the December 17, 1997 City Council meeting: 1. The project is consistent with the provisions of the City's General Plan which supports residential development on the El Rancho School site, and specifically with the Housing Element which supports provision of additional market rate housing in the community to meet ongoing demand. The proposed density of 5.6 units per acre for the 5 acres to be developed with dwellings is within the overall density of 8 units per acre provided in the City's General Plan. 2. The ten (10) acre site is physically suited for the proposed five (5) acre single family subdivision and five (5) acre school site. 3. The development will create a residential environment of sustained desirability and stability and will result in an intensity of land use similar to adjacent single family neighborhoods. The proposed density of 5.6 units per acre and the general style and quality of the new residences and site improvements is substantially similar to recently approved subdivisions in the City. 4. A Mitigated Negative Declaration has been prepared for the project in accordance with the provision of the California Environmental Quality Act (CEQA). The Mitigated Negative Declaration No. 97-037 identifies several potential adverse impacts attributable to the development of thirty-eight (38) new residences. The impacts can be reduced to a level of insignificance through the implementation of mitigation measures. A program is established to ensure that impacts are reduced to a level of insignificance. Mitigation measures, including a mitigation monitoring plan, have been incorporated into the project or made conditions of approval which will reduce identified impacts to a level of insignificance. 5. The subdivision of the El Rancho School Site allowing the developer of thirty-eight (38) single family residences, will not be adverse to the public health, safety, or general welfare of the community, nor unreasonable detrimental to surrounding properties or improvements. The use is compatible with the existing uses. Site improvements including the provision of a public street, upgrades to the public infrastructures, circulation conflicts and provide a streetscape that is comparable to the surrounding neighborhood. 6. The thirty-eight new residentces and fencing along the public right-of-way comply with the City's Design Guidelines. 7. The residences and the Tentative Subdivision Map comply with the requirements of South San Francisco Municipal Code Title 20 Zoning Regulations and Title 19 Subdivision Ordinance and the requirements of the State Subdivision Map Act. 8. The design and improvements of the Tentative Subdivision Map are not in conflict with any known existing public easements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that it hereby approves SA 97-037 and DR 97-056, subject to the Conditions of Approval.
