• Proclamation in honor of Join your Local Chamber of Commerce Week.
Mayor Addiego presented the Proclamation proclaiming September 20`" through 24t" as
Join your Local Chamber of Commerce Week in South S,an Francisco. Join your Local
Chamber of Commerce week is intended to bring up community awareness of Chamber
services and benefits.
• Day in the Park Presentation.
Members of the Day in the Park Committee Judy Bush and Paul Formosa provided a power
point presentation on the upcoming 14'" Annual Day in the F'ark Celebration. Day in the
Park would take place on September 18, 2010 at Orange Memorial Park. The PowerPoint
presentation displayed photos of previous years' events. Over 275 groups had reserved
booths for the 2010 event. Food and drinks would be sold, there would be a petting zoo for
children and entertainment would be emceed by Steve Firpo. The entire community was
invited to join this celebration.
Councilman Garbarino was acknowledged for his successfial fundraising efforts which
were a substantial reason the event was able to be held this ;year despite tough economic
times.

City Manager Nagel advised that Item 4 was removed from uhf; agenda.
PUBLIC COMMENTS
Drew Himmelson of www.patch.com introduced herself to Council and the City. She
advised that shP was the primary reporter in charge of covering the City of South San
Francisco for the online news entity. She invited Council and the public to visit the
website and learn more about its coverage of South San Francisco.
Shaun Naidu of Assemblymember Hill's Office thanked tl'ie South San Francisco Fire
Department for partnering with the Assemblyman to provide a child car seat check service
at the Main South San Francisco Fire Station at 480 Canal Street on Saturday, September

11 "'. He invited the public to participate and noted the service ensures child safety seats
are installed properly.
Resident Alicia Jimenez thanked Council for installing stop signs at Pire Avenue and
California Avenue. She requested installation of a speed. bump on Armour Avenue
between Linden Avenue and Old Bayshore and Orange Avenue and Airport Boulevard to
slow cars down in the respective areas.
Resident Irene Andrade Jimenez reiterated concerns over speeding in the areas identified
by Alicia Jimenez. She also expressed a need for better lighting in the area of Armour
Avenue, Linden Avenue and Juniper Avenue.
A resident family addressed Council to express concern over a housing program on
Cypress Avenue at Lux Avenue. The building involved appeared to house persons released
from prison and caused safety concerns in the neighborhood. Due to the number of
families with young children in the area, the family sought Council's assistance to look into
whether anything could be done about the location of the program.
Mayer Addiego explained the housing was likely governed. by the State, but advised staff
would look into the issue. He thanked the family for looking out for its neighborhood.

Councilmembers reported on participation in community meetings and events including a
CPTF Meeting, a High Speed Rail Meeting and a School District Liaison Committee
Meeting. Upcoming events including the Coastal Cleanup on September 25, 2010, the City
Wide Garage Sale, a September 1 lt" Memorial Service and the Fiestas Patrias Celebration
were announced. Staff was commended for its work securing and installing uniform
newspaper racks throughout the City. Specific items for further action and/or consideration
were set forth as follows:
Councilman Garbarino requested that the meeting be adjourned in honor of former member
of the South San Francisco Fire Department Patrick Anthomy Dunleavy.

Councilman Gonzalez requested to agendize discussion and consideration of a taking
position on Propositions 19, 22, and 23 that would respectively appear on the November
2010 Election Ballot. Council decided to consider these propositions at the first meeting in
October.
Vice Mayor Mullin corrected a statement he made at the last :regular meeting pertaining to
proposed high speed rail track architecture through the City. He noted that the elevated
aerial portion he mentioned at the earlier meeting may be more like aberm/wall type of
structure.
CONSENT CALENDAR
1. Motion to approve the minutes of August 1 1, 2010.
2. Motion to approve expense claims of September 8, 2010.
3. Motion to approve one sculpture, Blue Trees and Sky 1For the Loan Art Program at the
Orange Memorial Park Sculpture Garden as recommended by the Cultural Arts
Commission. •
4. Resolution awarding the Orange Memorial Park Swimiming Pool Boiler Replacement
Project No. 510-99999-pf1103 to City Mechanical Incorporated of Hercules, CA in
the amount of $25,522.49.

5. Resolution No. 82-2010 authorizing the expenditure of tax increment funds for the
356 Grand Avenue Abatement and Building Demolition Project, adopting findings
required by Health and Safety Code Section 33445.
6. Resolution No.83-2010 approving an amendment to extend the Memorandum of
Understanding among the City of South San Francisco, South San Francisco
Redevelopment Agency and Oyster Point Ventures LI,C for potential development of
the Oyster Point Marina and Oyster Point Business Park.
7. Resolution No. 84-2010 authorizing the purchase of two (2) Stryker Power Pro
Powered Ambulance Cots (Gurneys) in an amount :not to exceed $24,230.66; and
amending the Fire Department's Fiscal year 2010-2011 Operating Budget.
8. Resolution No. 85-2010 adopting a cooperative purchasing agreement for the
purchase of Playground Equipment at Orange Merriorial Park Picnic Area in the
amount of $41,073.45 and Buri Buri Park Tot Lot in the amount of $19,822.47 and
Amending the 2010/11 Capital Improvement Budget.

Item No. 3: Councilman Garbarino commented on the beauty of the selected piece, and
noted it would be a beautiful addition to the sculpture garden at Orange Memorial Park.

Item No. 7: Councilwoman Matsumoto requested that the Stryker Power Pro Powered
Ambulance Cot be demonstrated. South San Francisco Firefighters displayed the
equipment and its operation. Fire Chief White noted that the equipment should cut down
on gurney transportation related injuries to Fire Personnel, thus yielding cost savings for
the Department.
Motion- Councilman Gonzalez/ Second- Councilman Garbarino: to approve Resolution
No. 84-2010. Unanimously approved by voice vote.
PUBLiC HEARING
9. An Interim Ordinance No. 1434-2010 of the City of South San Francisco Making
Findings and Extending for a second time, ACity-Wide Moratorium on the Issuance
of use permits and building permits for Medical Marijuana Dispensaries.
Publlic hearing opened: 8:16 P.M.
Senior Planner Beaudin presented the staff report recommending extension of the medical
marijuana moratorium. He reminded Council that during the zoning ordinance update
process it had expressed a desire to hold off on implementing zoning policies related to
medical marijuana dispensaries until after the November F?lection. The November ballot
would include a proposition legalizing marijuana that might have an impact on regulation
of marijuana generally. The moratorium would offer the additional benefit of allowing the
stakeholders to discuss medical marijuana zoning issues further and prevent the
establishment of dispensaries that might conflict with zoning policy ultimately established.

adopt urgency Ordinance No. 1434-2010 of the City of South San Francisco making

Tentative Subdivision Map application to create a six (6) unit industrial condominium
with common area on a site that includes two (2) single story industrial buildings with
a total of 24,966 square feet of floor area, landscaping, and 87 surface parking spaces,
located at 401 South Canal Street (APN 014-091-010), in the Mixed Industrial (M-1)
Zone District, in accordance with South San Francisco Municipal Code Titles 19 and
20.
Public Hearing opened: 8:22 P.M.
Senior Planner Beaudin presented the staff report recommending approval of an application
for a tentative subdivision map for property located at 401 South Canal Street. Approval of
the application would permit the applicant to better address market demand. As submitted
the project meets General Plan requirements and the use designation meets zoning and
subdivision requirements. On August 19`" the Planning CommlSSlOn conducted a public
hearing and recommended that the City Council approve tl;,e tentative subdivision map
application. As the subdivision map application for the approved and constructed project
would not have any significant effect on the environment, it was therefore not subject to
CEQA. Staff recommended that Council adopt a resolution approving the application for a
tentative subdivision map at 401 South Canal Street subject to the conditions of approval.
Public Hearing closed: 8:26 P.M.
Councilwoman Matsumoto expressed concern from a code enforcement standpoint.
Senior Planner Beaudin advised that maintenance of the project was the responsibility of
the HOA, so any code enforcement action would be the responsibility of the group of
condominium owners.
Mayor Addiego thanked Mr. Catanzaro for his investment in South San Francisco.
Vice Mayor Mullin requested clarification as to the function of a commercial
condominium.
Senor Planner Beaudin responded that industrial uses permitted in the area would be
permitted uses for the condominiums as well.
Applicant Catanzaro advised the condominium designation did not enhance or add uses.

No. 86-2010. Unanimously approved by voice vote.
