ROLL CALL: PRESENT: Councilmembers Addiego Gonzalez and Matsumoto, Vice Mayor Garbarino and Mayor Mullin. ABSENT: None. PLEDGE OF ALLEGIANCE: Led by Mayor Mullin. Prior to the beginning of the meeting, Mayor Mullin requested that the meeting be adjourned in honor of former Police Dispatcher Mark Rojelio. Councilwoman Matsumoto requested that the meeting also be adjourned in honor of Serafino Fontana. PRESENTATIONS • Presentation from Councilmembers of the City of San Bruno relating to Pipeline Explosion and Fire in September of 2010. Accompanied by the Honorable Carol Bonner, City Clerk of the City of San Bruno, the Honorable Mayor of San Bruno Jim Ruane presented Mayor Mullin and the City Council with a proclamation honoring South San Francisco's assistance in providing emergency and follow -up services in connection with the Glenview Explosion and Fire that took place on September 9, 2010. He provided an update on rebuilding efforts in the area. Mayor Mullin expressed support for San Bruno's rebuilding efforts. He noted that South San Francisco Councilmembers and staff had been meeting with PG &E representatives regarding pipeline and other issues in the City. • Presentation by South San Francisco Scavengers regarding Sustainability Programs. Representatives of the South San Francisco Scavenger Company, including Barbara Bernardini and Doug Button presented a video depicting the sustainability efforts underway at the Company. The Company had recently been recognized by Sustainable San Mateo County with an award for its programs promoting sustainability. • Proclamation honoring National Library Week. Council presented the Library with a proclamation establishing April 10 -16 as National Library Week in the City and encouraged citizens to visit the local Library. Library Board Trustee Betty Battaglia thanked Council for the proclamation and for the opportunity to serve on the Board. • Proclamation for L. Stephen Simondi Mayor Mullin presented retiring El Camino High School Teacher Steve Simondi with a proclamation honoring his 40 years of service. He noted that Mr. Simondi grew up in Berkeley, attended Saint Mary's and University of the Pacific in Stockton. He began his career as a teacher in 1971 and coached football and taught American Government and History to countless students in South San Francisco. Mr. Simondi thanked Council for the honor and noted his time as a teacher in this community had been very gratifying. He commended the City for its fine operations and progressive outlook. AGENDA REVIEW None. PUBLIC COMMENTS Fire Department Representative Michelle Evans invited the public to the Jazz by the Bay event that would be hosted on the evening of May 7th at the Centennial Tower. Deserts would be provided and wine and champagne would be available. The fundraiser would benefit the Community Outreach Program, which provides outreach to the community in four different areas, including the elderly, school children, developmentally disabled and the marines of Echo Company and their families. Rich Hedges and Marshall Warren with the Metropolitan Transportation Commission Advisory group invited Council and the public to an April 23 event that would begin at the Millbrae BART Station. The group had secured 200 transit tickets for a trip to view the Contra Costa Transportation Center. They commented on the importance of transportation demand management programs. ITEMS FROM COUNCIL • Announcements. • Committee Reports. Councilmembers reported on attendance at community meetings and events, including a senior volunteers luncheon, a meeting of the Community Coalition for Safe Neighborhoods, a finance subcommittee meeting, a LAFCO Meeting . Council thanked the Parks and Recreation Department and City staff for work on the successful youth Government Day Program. Announcements were made regarding the upcoming Jazz by REGULAR CITY COUNCIL MEETING APRIL 13, 2011 MINUTES - 2 - the Bay event and Easter Egg Hunt. Specific items for further action and /or consideration were set forth as follows: Councilwoman Matsumoto announced that resident Sonny Koya was appointed to the SamTrans Citizens Advisory Committee. Vice Mayor Garbarino requested that staff monitor enforcement of the prevailing wage provision with respect to the MidPen housing development. Mayor Mullin advised that ballots for the May 3rd all Mail Election had started to be mailed by the County Elections Office. CONSENT CALENDAR 1. Motion to approve the minutes of September 14, 2010, January 18, 2011, February 9, 2011, and March 23, 2011. 2. Motion to approve expense claims of April 13, 2011. 3. Waive read and adopt ordinance 1439 -2011 amending Section 2.78.060 of the South San Francisco Municipal Code regarding the appointment of the Conference Center Authority Chairperson and Vice Chairperson. 4. Resolution No. 51 -2011 approving an Emergency Contract with Interstate Grading & Paving, Inc. of South San Francisco, in an amount not to exceed $103,675.37 and amending the 2010/2011 Capital Improvement Budget. 5. Resolution No. 52 -2011 approving authorization of continued participation in the City /County Association of Governments of San Mateo County (C /CAG) and approval of the Joint Powers Agreement. Motion— Councilman Addiego/ Second— Vice Mayor Garbarino: to approve Consent Calendar items nos. 1 -4. Unanimously approved by voice vote. Item No. 5: Councilwoman Matsumoto invited Deputy Director Sandy Wong of CCAG to address Council. Ms. Wong advised that the CCAG board handles several major programs, including the transportation program, which are vital to the entities within local municipalities. Motion— Councilwoman Matsumoto /Second— Councilman Gonzalez: to approve Resolution No. 52 -2011. Unanimously approved by voice vote. PUBLIC HEARING 6. Resolution approving the fiscal year 2011 -12 One Year Action Plan for the Community Development Block Grant Program. Public Hearing opened: 8:26 pm REGULAR CITY COUNCIL MEETING APRIL 13, 2011 MINUTES - 3 - At the advice of City Attorney Mattas, Council discussed staff's recommendations pertaining to Ombudsmen Services and the Boys and Girls Club before taking up the remainder of the items, due to the fact that conflicts of interest prevented certain Councilmembers from participating in the discussions of these items. Accordingly, Council first considered the item pertaining to Ombudsman services and Councilman Garbarino exited the chambers. Economic and Community Development Manager Fragoso noted that Vice Mayor Garbarino abstained from the discussion when the Finance Subcommittee took up the item. She advised that $5000 was recommended for distribution to Ombudsman Services. The agency fulfills a senior care function in the community. Mayor Mullin commented on the worthiness of Ombudsman's services, but pointed out that the funds were only available for distribution to Ombudsman Services because a previous recipient, CORA, had not reapplied. He noted his disappointment that CORA's application had not been submitted given the frequency of domestic violence reports in the City. Councilwoman Matsumoto commented on the valuable services Ombudsman provides to seniors. Motion— Councilwoman Matsumoto /Second— Councilman Gonzalez: to approve the distribution of funding to Ombudsman Services as part of Resolution No. 53 -2011. AYES: Councilmembers Addiego, Gonzalez and Matsumoto, and Mayor Mullin. NOES: None. ABSTAIN: None. ABSENT: Vice Mayor Garbarino. Vice Mayor Garbarino returned to the Chambers and the Dais and Councilmembers Addiego and Gonzalez exited the Chambers for the discussion and vote related to the Boys and Girls' Club's request for funding. Mayor Mullin advised that a 0 dollar allocation was being recommended for the Boys and Girls Club for the current fiscal year. The City did not have a history of providing CDBG funding to the Club in the requested category. Accordingly, a historically funded program would have to be cut to fulfill the request. Motion— Councilwoman Matsumoto /Second— Vice Mayor Garbarino: to deny the Boys and Girls Club request for funding as part of Resolution No. 53 -2011. AYES: Councilwoman Matsumoto, vice Mayor Garbarino and Mayor Mullin. NOES: None. ABSTAIN: None. ABSENT: Councilmembers Addiego and Gonzalez. Upon the return of Councilmembers Addiego and Gonzalez, Manager Fragoso explained the current state of CDBG funding and the uncertainty of future funding levels. She then provided a brief overview of the funding recommendations and categories. Mayor Mullin then invited representatives of the Agencies to address Council. REGULAR CITY COUNCIL MEETING APRIL 13, 2011 MINUTES - 4 - Seana O'Shaughnessy of Rebuilding Together thanked Council for the opportunity to speak. She expressed the agency's sincere appreciation for the funding recommendation Council was considering. She noted the funding would support National Rebuilding Day in the following year as well as the Safe at Home Program. She expressed enthusiasm for the upcoming rebuilding project at the Boys and Girls Club as well as other projects the agency would pursue in the City. Miriam Bimji of Safe Harbor thanked Council for the funding recommendation being considered. She noted the agency was dedicated to helping people get off the streets and lead productive lives. Jacob Lyle of Family Crossroads thanked Council for its support. He noted that 2 families from South San Francisco had moved out of the program into permanent housing. Lauren Zorofus, the Executive Director of Legal Aid for San Mateo County thanked Council for its proposed support of the Home Savers Program. She noted the importance of the Program to the community and stated over 57% of the agency's cases were in the housing sector. Public Hearing closed: 9:08 pm. Motion -Vice Mayor Garbarino /Second— Councilman Gonzalez: to approve the remainder of Resolution 53 -2011. Unanimously approved by voice vote. ADMINISTRATIVE BUSINESS 7. Motion to accept the South San Francisco /San Bruno Water Quality Control Plant Facility Plan Update. Director of Public Works White presented the staff report and explained that acceptance of the Water Quality Control Plant Facility Update Plan was recommended. The plan was essentially a road map of Council's direction for the treatment plant. He introduced Carollo Engineers to present the update. Carollo Engineers provided a PowerPoint presentation of the Facility Plan. It explained the Plan covered three key areas, including State Water Board Discharge Permit Compliance Mandates, critical reliability improvements and green energy opportunities. State Water Board Compliance would require elimination of the Colma Creek discharges as well as minimizing of the blending of primary and secondary treated wastewater. The plans for achieving these objectives were presented. Critical reliability and replacement projects, including digester and support facilities, emergency generator replacement, electrical system safety improvements, seismic improvement to blower building and headworks and stormwater improvements were presented. The present sustainability features at the site were discussed and the Green Energy Plan Summary was then presented. The Summary included: 1) retaining and adding new emissions controls to the existing cogeneration system when required; 2) including Fats Oils and Grease System in the 10 year CIP; 3) including fuel cells in the 10 year CIP subject to the availability of grants; 4) including solar in the 5 year CIP. Wind was deferred depending on environmental studies and government subsidies. REGULAR CITY COUNCIL MEETING APRIL 13, 2011 MINUTES - 5 - Carollo Engineers explained that the next steps included Council's approval of the recommendations. The cities would then incorporate projects in their CIPs. The City would present the plan to the Regional Water Quality Control Board. Staff would begin to design environmental documentation/permitting process. Mayor Mullin encouraged continued consideration of green initiatives at the plant. Motion— Councilwoman Matsumoto /Second— Vice Mayor Garbarino: to accept the South San Francisco /San Bruno Water Quality Control Plant Facility Plan Update. Unanimously approved by voice vote. COMMUNITY FORUM Councilman Gonzalez announced a foreclosure workshop that would take place on May 14, 2011 from 10:00 p.m. to 1:00 p.m. at Westmore High School in Daly City. ADJOURNMENT Being no further business, Mayor Mullin adjourned the meeting at 9:39 p.m. in honor of Mark Rojelio and Serafino Fontana.
