Box 711 (City Hall, 400 Grand Avenue) South San Francisco, California 94083 Meeting will be held at: CITY MANAGER CONFERENCE ROOM 400 GRAND AVENUE SOUTH SAN FRANCISCO, CA MONDAY JUNE 27, 2016 3:00 P.M. 1. Call to Order. TIME: 3:00 p.m. 2. Roll Call. PRESENT: Mayor Addiego and Vice Mayor Gupta ABSENT: None. 3. Public Comments. Sustainability Manager at the South San Francisco Scavenger Company, Theresa Montgomery, appeared before the standing committee and provided the Company's latest Residential Services Guide. She advised the Scavenger Company was available and willing to help the City as a resource related to sustainability measures. Mayor Addiego suggested future dialogue related to more frequent and less scheduled junk pick- ups might be warranted. 4. Motion to approve the Minutes of the meetings of April 20, 2015 and August 3, 2015. Mayor Addiego and Vice Mayor Gupta duly approved the above identified minutes by motion. 5. Presentation regarding proposed Energy Efficiency Plan. Senior Planner Friedman presented the report to Council reviewing the proposed provision of services by OpTerra to study and develop an Energy Efficiency Plan. She advised this presentation was being made to the standing committee in advance of the formal presentation to the City Council at its regular meeting on July 13, 2016. The proposed project would include an audit of the City's current energy use and costs. Further, the project would ultimately yield recommendations for energy saving measures and implementation of a climate action plan moving forward. Staff sought a turn-key approach to energy saving measures in the proposed recommendations. Nine(9)invites to bid for this project were issued to qualifying providers pursuant to an RFP process and OpTerra responded. Staff reviewed the proposal and confirmed OpTerra's references,both of which met with positive response. Project timelines and the proposed project cost were reviewed. The standing committee members asked questions of staff and made comments regarding the significance of the project. Vice Mayor Gupta encouraged staff to convey to OpTerra the importance of this project to the City, noting that business as usual no longer works with respect to energy consumption. A more strategic perspective and outside the box thinking is required to achieve sustainable use and accompanying savings. Both Mayor Addiego and Vice Mayor Gupta questioned the RFP Process and the need for a Company like OpTerra. Senior Planner Friedman advised the scope of work performed by OpTerra and required on this project was best characterized as a deep-dive. Many companies are not capable of providing this layer of analysis and recommendation and remain at the more superficial level of identifying use and cost outflow. OpTerra would dive further into what is contributing to the use which will be useful in devising cost saving measures and plans. Assistant City Manager Lee advised the turn-key approach really sets OpTerra apart in this respect. Mayor Addiego and Vice Mayor Gupta commented that they understood why this contract was needed and advised staff to be prepared to explain these needs and the selection process to the complete Council on July 13, 2016. 6.
